*The online submission of application form for NEET-MDS 2019 begins on 16th October 2018 from 07:00 PM onwards. Online applications can be accessed and completed till 11:55 PM on 06th November 2018.

NOTE: Candidates are advised to read the Information Bulletin and instructions for online submission of application form carefully before starting online submission of application form and ensure that no mandatory column in the online application form is left blank. In the event of rejection of the application form, no correspondence/request for re-consideration will be entertained.

Candidates may note that deficiency, if any, in the application form shall be communicated to them within 15 days of the close of the registration window. Candidate will be given one week time thereafter to rectify the deficiency and provide supporting documents if so required.

TheprescribedexamfeeofRs.2750/-(forSC/ST/PWD(PH)candidates)andRs.3750/-(forGeneral/OBCcandidates)shouldberemittedthroughpaymentgatewayprovidedusingaCreditCardoraDebitCardissuedbybanksinIndiaorthroughInternetbanking.Formoreinformation,pleasevisitthewebsitewww.nbe.edu.in.

The cutoff date for completion of internship towards determination of eligibility for appearing in NEET-MDS 2019 shall be 31st March 2019.

1. INTRODUCTION - NEET-MDS

(a) NEET-MDSisaneligibility-cum-rankingexaminationprescribedasthesingleentranceexamination for admission to various PG MDS Courses under Dentists Act, 1948(amendedfromtimetotime).

(b) Nootherentranceexamination,eitheratstateorinstitutionlevel,shallbevalidforentrytoMDSCourses.

SCOPE OF NEET-MDS 2019

NEET- MDS 2019shallbethesingleeligibilitycumentranceexaminationfortheacademicsession2019whichwillincludethefollowing:

a) AllIndia50%quotaseatsforMDScourses(allstatesexceptJammu&Kashmir)

b) StatequotaseatsforMDScoursesforallStates/UnionterritoriesofIndia(includingthestateofJammu&Kashmir)

c) MDScoursesatallPrivateDentalColleges,Institutions&Universitiesallacrossthecountry

d) MDScoursesatArmedForcesMedicalServicesInstitutions.

ThefollowingDentalinstitutionisnotcoveredbycentralizedadmissionsforMDSseatsthroughNEET-MDSfor2019session:

a) AIIMS,NewDelhi

No state government/private dental college/universities including the state of Jammu & Kashmir shall be conducting any separate entrance exam for admission to their MDS Courses for the academic session 2019-2020.

2. ABOUT NATIONAL BOARD OF EXAMINATIONS (NBE)

TheGovernmentofIndiaestablishedtheNationalBoardofExaminations(NBE) in1975withtheobjectiveofimprovingthequalityoftheMedicalEducationbyestablishinghighand uniform standards of postgraduate examinations inmodernmedicine on All IndiaBasisandutilizingexistinghealthcareinfrastructureforcapacitybuilding.

TheprimeobjectivesofNBEistoelevatethestandardsofpostgraduatemedicaleducationinmodernmedicineandconductingexaminationsofhighstandardonanallIndiabasis.

NBEprovidesacommonnationalstandardforevaluationofminimumlevelofattainmentoftheknowledgeandcompetenciesofpostgraduateandpostdoctoraltraining.

3. GENERAL INSTRUCTIONS, TERMS AND CONDITIONS3.1 NEET–MDS2019istheeligibility-cum-rankingexaminationtovariouspostgraduateMDS

coursesinthecountry.NEET-MDS2019willbeconductedbyNationalBoardofExaminations.CandidatesmaynotethatNBEhasnoroleregardingcounselingandallotmentofseats.NBEwillnotentertainanyqueriesregardingavailabilityofseats,counselingandallotmentof seats.

3.2 Candidate may kindly note that appearance in NEET-MDS 2019 does not confer anyautomatic rights to secureaPostgraduate (MDS) seat.The selectionandadmission toPostgraduateseatsinanydentalinstitutionsrecognizedforrunningMDScoursesasperDentistsAct,1948issubjecttofulfillingtheadmissioncriteria,eligibility,medicalfitnessandsuchcriteriaasmaybeprescribedbytherespectiveuniversities,medicalinstitutions,DentalCouncilofIndia,State/CentralGovernment.CandidatesmaynotethatNBEhasnoroleregardingcounselingandallotmentofMDSseats.NBEwillnotentertainanyqueriesregardingavailabilityofseats,counselingandallotmentofMDSseats.

3.3 Online Submission of application form begins on 16th October 2018 from 07:00 PM onwards.Onlinesubmissionofapplicationformmustbecompletedby6th November 2018 (by 11:55 PM).

3.4 Applicationsofcandidatesproducingfalseorfabricatedinformationwillnotbeconsideredand candidates may be further debarred from appearing in any future examinationsconductedbyNBE/MoHFW/OtherInstitutions.

3.5 Candidates should go through the bulletin carefully for eligibility criteria, scheme, andpatternofexaminationetcbeforecontactingtheNBEforanyqueries.Queriespertainingtoeligibilityandotherissueswillonlybeentertainediftheinformationrequestedisnotgiveninthebulletinoronwebsitewww.nbe.edu.in.

3.6 Incomplete applicationsor applications not in accordancewith instructionswill not beconsideredandareliabletoberejected.Theexaminationfeewillnotberefundedunderanycircumstances.

3.7 Feewillneitherbecarriedforwardtoafuturedatenorrefundedunderanycircumstances.Onlineapplicationsand/or theiracknowledgmentof submission receivedafter theduedatewillnotbeentertainedandexamfeewillnotbereturnedinsuchcases.Applicationoncesubmittedcannotbewithdrawn.

3.8 Instructionsintheinformation-bulletinareliabletochangesbasedondecisionstakenbytheNBE/MoHFW/concernedstates/ConstitutionalAuthorities.

3.9 Candidates’eligibilityispurelyprovisional&issubjecttothefulfillmentofeligibilitycriteriaasprescribedbytheNBE/DCI/University/DentalCollegeorInstitute.

3.10 NBE reserves the right to withdraw permission, if any, granted inadvertently to anycandidatewhoisnoteligibletoappearintheNEET-MDSeventhoughtheadmitcard/rollnumberhasbeenissuedorname/rollnumberisdisplayedonthewebsiteofNBE/NEET-MDS.

3.11 Theexistingschedule,pattern,policyandguidelinesareforreadyreferenceonlybutinnowaytheyareorareoughttobetreatedasrepresentativeoracknowledgmentoffactthatNBEisboundtofollowthesameinfuture.

3.12 Incaseofanyambiguityininterpretationofanyoftheinstructions/terms/rules/criteriaregarding the determination of eligibility/conduct of examinations/registration ofcandidates/information contained herein, the interpretation of the National Board ofExaminationswillbefinalandbinding.

3.13 Requests are not entertained for changeof examination centre or city. Candidates areadvisednottocanvassfororsubmitsuchrepresentations.

3.14 Absenteesfromtheexaminationwillforfeittheirexaminationfee.

3.15 Result for NEET-MDS 2019will be available on thewebsitewww.nbe.edu.in by 15th January 2019.

3.16 CandidatesMUSTbringtothetestcentrethefollowingdocuments-

a. PrintedcopyofAdmitCardwithphotopastedonit;AND

a. AnyoneoftheauthorizedphotoIDs**(mustbeoriginal,validandnon-expired)–PANCard/VoterID/DrivingLicense/Passport/AadhaarCard(originalwithphotograph)

“In case, any candidate reports to the test centerwith e-Aadhaar cardwith Aadhaar numberprintedonitasproofof identity,thee-Aadhaarcardshouldbeagoodqualitycolourprintoutwithclearlyvisiblephotograph.Thephotographshouldnothavekinks,scratchesandstains,andshoulddefinitelymatchwiththecandidatepresentingthee-Aadhaarcard.DecisionofNBEinthisregardshallbefinal”.

**ThenameonthephotoidentificationmustmatchwiththenameasshownontheAdmitCard.Ifthenamehasbeenchangedduetoeventssuchasmarriage,candidatemustshowtherelevant

documentmentioned at thetimeof exam (MarriageCertificate /DivorceDecree /LegalNameChangeDocument)

Theexaminationtestcentrestaffondutyisauthorizedtoverifytheidentityofcandidatesandmaytakestepstoverifyandrecordtheidentityofcandidates.Candidatesarerequiredtoextendrequisitecooperation.

3.17 CandidatesshouldensurebeforeapplyingfortheregistrationthattheyhavearecognizeddegreeofBDS(BachelorofDentalSurgery)awardedbyanIndianUniversity,inrespectofrecognizedDentalCollegeunderSection10(2)oftheDentistsAct,1948oranequivalentqualification recognized by the Dental Council of India. If it is found at any time thatBDSdegree isnot recognized, thecandidature/ result shallbecancelled/deemedtobecancelled.

3.18 Allthecorrespondenceshouldpreferablybeaddressedbye-mail.Thee-mailqueryshallbeaddressedonlyifitisnotanonymousandcontainsthename,postaladdressandcontacttelephonenumberofthesender.Ane-mailcontainingvagueorgeneralqueriesthatarecontainedintheInformationBulletinshallnotbeentertained.

Queriesshallnotbeentertainedfrompersonclaimingthemselvestoberepresentative,associatesorofficiatesoftheapplicantcandidate.

3.19 NEET-MDS2019shallbeconductedbyNBEatexamcentresengaged for thepurpose.Candidateshavetheoptionofchoosingthecitywheretheywilltakethetestthroughtheonlinesubmissionofapplicationform.Thechoiceofcitywillbeavailableonfirstcomefirstservebasis.However,candidateswillbeinformedabouttheirTestingCentreapproximately7dayspriortotheexaminationday.Candidatesareadvisedtofamiliarizethemselveswiththerouteandlocationoftheexamcentreatleastonedaypriortothetestingday.

3.20 Candidatesareadvisedtolookintowww.nbe.edu.inregularlyforvariousinformationandnoticespertainingtoNEET-MDS2019.

3.21 KindlynotethatbyregisteringfortheNEET-MDS,candidatesarecoveredbyNonDisclosureAgreement(NDA).NBEexplicitlyprohibitsthecandidatesfrompublishing,reproducingortransmittinganyorsomecontentsofthistest,inwholeorinpart,inanyformorbyanymeansverbalorwritten,electronicormechanicalorforanypurpose.Nocontentofthistestmustbesharedwithfriends,acquaintancesorthirdpartiesincludingsharingthroughonlinemeansorviasocialmedia.SocialmediaincludesbutnotlimitedtoSMS,Whatsapp,Facebook,Twitter,Hangouts,Blogsetcusingeitherone’sownaccountorproxyaccount(s).

3.22 Candidatesaredeemedtohaveread,agreedandacceptedtheInformationBulletinandthetermsandconditionsintheinformationbulletinforNEET-MDSoncetheyregisterforNEET–MDS.

3.23 Possession/Useofmobilephones/ElectronicdevicesisstrictlyprohibitedinthepremisesofNBEtestcentres.CandidatesshallbeliableforpenalactionforPossession/UseofMobilephones/Electronicdevices.

3.24 Candidateswillnotbeallowedtoleavetheexaminationpremisesuntiltheentiredurationoftheexamisupwiththeexceptionofgenuinemedicalconditions.

3.25 Demo Test: A demo test shall be available for the benefit of candidates to familiarizethemselveswiththeComputerBasedTestformatatwebsitewww.nbe.edu.in.ApplicantswillbeabletoaccesstheDemotestfrom1stDecember2018onwards.

3.26 The jurisdiction for court cases/disputes shall be within the exclusive jurisdiction ofcompetentcourtsatDelhi/NewDelhionly.

4. ELIGIBILITY CRITERIA FOR NEET- MDS 20194.1 (A) TheeligibilitycriteriaforAdmissiontoMDScoursesasperMDSCourseRegulations

2017notifiedbyDentalCouncilofIndiawithpriorapprovalofMoHFWisasfollows:

A candidate for admission to the Master in Dental Surgery course, must possess arecogniseddegreeofBachelorinDentalSurgeryawardedbyauniversityorinstituteinIndiaandregisteredwiththeStateDentalCouncilandhasobtainedprovisionalorpermanentregistrationandhasundergonecompulsoryrotatoryinternshipofayearinanapproved/recogniseddentalcollege.

4.2 Acandidatewhoafterpassingthefinalqualifyingexamination(BDSortheforeigndentaldegreerecognizedbyGOI/DCI),isundergoing12-monthcompulsoryrotatoryinternship/practicaltrainingandislikelytocompletethesameby31stMarch2019cantakeupthisexamination,buthe/sheshallnotbeeligibleforadmissionunlesshe/shehascompletedthe compulsory rotatory internshipandobtainedprovisionalorpermanent registrationonorbefore31stMarch2019orthecandidateproducesacertificatefromtheheadofInstitutionthathe/shewillbecompletinginternshipby31st March 2019.

(B) ELIGIBILITY CRITERIA FOR ALL INDIA 50% QUOTA SEATS

The eligibility criteria for All India 50% quota seats is as per para 4.1 & 4.2 (vide supra).

Candidateswhohave studied/passedBDS from the stateof Jammu&Kashmir arenoteligiblefor50%AllIndiaQuotaseats.However,thecandidateswhowerenominatedbytheGovernmentofIndia(undercentralpoolseats)todoBDSfromDentalCollegesinJammu&Kashmirshallbeeligibletoapplyforadmission.Suchcandidatesmustsubmitadulysignedaffidavitdeclaringthathe/shewasnominatedbytheGovernmentofIndia(undercentralpoolseats)todoBDSfromDentalCollegesinJammu&KashmirtothefollowingaddressalongwiththeprintoutoftheacknowledgementofsubmissionofonlineapplicationforNEET-MDS2019latestby30th November 2018.(CopyoftheaffidavitisatAnnexure-II).

Candidates who have done their BDS from Jammu & Kashmir but fail to submit theaffidavitasindicatedabovewillnotbeconsideredforparticipationinAllIndia50%quotacounseling.

However,therestrictiononcandidatesfromthestatesofJammu&KashmirshallnotapplytothecategoriespertainingtoArmedForces for ‘GrantofShortServiceCommission inArmyDentalCorps’andforMDSadmissionsinArmedForcesInstitutes.

(C) ELIGIBILITY CRITERIA FOR FOREIGN NATIONALS IN NEET-MDS 2019.

As per MDS course Regulations 2017: It isnotmandatoryforforeignnationalstohavetemporaryregistrationwithDCIatthetimeofwritingNEET-MDS.ForeignNationalscanwriteNEET-MDSwithoutDCIregistration.Providedthatinthecaseofaforeignnational,thefollowingprocedureshallbefollowed:TheCouncilmay,onpaymentoftheprescribedfee for registration, grant temporary registration for the duration of the post-graduatetraining restricted to the dental college/institution to which he or she is admitted forthe time being exclusively for post-graduate studies: Provided further that temporaryregistration to such foreignnational shall be subject to the condition that suchpersonisdulyregisteredasmedicalpractitionerinhis/herowncountryfromwhichhe/shehasobtainedhis/herbasicsdentalqualificationandthathis/herdegreeisrecognizedbythecorrespondingstatedentalcouncilorconcernedauthority.

4.3 Thedatesindicatedbycandidateswithregardto12monthsCompulsoryRotatoryResidentInternshipi.e.startingdate,completiondate,shallbetreatedasfinalandcandidateswillberequiredtosubmittheoriginalCompulsoryRotatoryResidentInternshipcompletioncertificateatthetimeofcounseling.Nocondonationofinternshipof12monthsperiodshallbeacceptedexcept(i)thestudentsofthebatchadmittedduringacademicsession2007-08 and have completed 4 ½ year BDS course alongwith 06 months compulsoryrotatinginternshipand(ii)thestudentsadmittedduringtheacademicsession2006-07atRajahMuthiahDentalCollege,AnnamalaiUniversitythosehavecompleted05yearsBDScoursewithoutinternship.

4.4 CandidatesfoundtobeineligibleatanystageofNEET-MDS 2019willnotbepermittedtoappearintheexaminationand/orcounseling.Inanunlikelyeventofanyineligiblecandidateappearingand/orbeingsuccessfulintheNEET-MDS 2019,theresults/candidatureofsuchcandidateshallbecancelledand/oraredeemedtobecancelled.

4.5 Requests forappearing inNEET-MDS2019 fromcandidatescompleting internshipafter31st March 2019orhavingqualificationsthatarenotrecognizedasperDentistsActshallbesummarilyrejected.Candidatesarefurtheradvisednottocanvassforthesame.

The cutoff date for completion of internship towards determination of eligibility for appearing in NEET-MDS 2019 shall be 31st March 2019.

4.6 Some of the Universities/institutions are having regulations that candidates who arealreadypursuingthePGCourseintheirUniversityorinanotherUniversityarenoteligibleforadmissiontilltheycompletethecourse.ThecandidateswhoarealreadypursuingPGCourseseitherthroughAllIndiaQuotaorStateQuotaandareapplyingforaseatunderAllIndiaQuotamayconfirmtheeligibilityconditionsofthatUniversityinthisregard.NBE/MCC/MoHFW shall not be responsible if such candidates are denied admission. Suchcandidatesmayoptforthesubjectandthecollegeattheirownriskandcost.

4.7 AcandidatecanregisterandappearforNEET-MDS2019onlyonceforadmissiontotheacademic year 2019-2020. Candidates submittingmultiple application formwill not beallowedtoappearinNEET-MDS.

8. ADMIT CARD & TEST DAY DOCUMENTARY REQUIREMENTS

8.1 Theexaminationshallbeconductedon14th December 2018.Itwillbeasingledayexamconductedinasinglesession

8.2 Atthetimeofonlinesubmissionofapplicationform,candidatewillberequiredtochoosethecityinwhichhe/shewantstotakethetest.Thechoiceofcitywilldependonavailabilityofthetestcentresinaparticularcityandtheallotmentshallbedoneonfirstcomefirstservebasis.

Duringthesubmissionofonlineapplicationform,candidatewillbeabletoseeonlythosecitieswhere testing seats areavailable.While the citywill be chosenby the candidatehimself/herself at the timeof online submission of application form, allotment of testcentre/venueinthechosencityshallbedonebyNBE.

9.8 Friendsor relatives accompanying the candidateswill not be allowedentry in the testcentreunderanycircumstancesandwillnotbeallowedtocontactthecandidatewhiletheexaminationprocessisongoing.

9.9 REPORTING OF CANDIDATES TO THE TEST CENTRE

Candidatesmaynotethat thereportingtimerefers tothetimeatwhichthecandidatereaches theReporting counter at the test centre. Candidatewho fails to report to thereportingcounterbythestipulatedtimeasindicatedaboveshallnotbeallowedtoentertheexaminationpremises that isReportingcounterandbeyond.Thecandidate shouldarrive at the Reporting counter at least two hour before the commencement of exami.e.12:00 PM This allows for security checks, identity verification, image capture, bio-metriccaptureetc.Thereportingcounterwill close30minutesprior to theexamstarttime.Thefollowingshallbeundertakenuponreportingatthecounter

a. ID verification – The original documents as has been indicated in Para 8.5will becheckedinoriginal.Allcandidatesatthecentreshallbefriskedbysecurityguards.

b. Captureofleftthumbprints–Theleftthumbprintsofallcandidatesshallbecapturedelectronicallyandcandidatesarerequestedtocooperatewiththeondutystaffwiththisprocess.

c. Capturing of digital image – As a securitymeasure, digital image of the reportingcandidatesshallbecapturedandtakenonrecord.

d. The test centre invigilator /onduty staff shall guide the candidate to theassignedworkstation.

e. Kindly note that the reporting time has been indicated to timely complete theforegoingactivitiesaswellastofamiliarizethecandidatewiththeprocess.

f. Candidatesmaynotethattheywillnotbeallowedentrytothetestcentreafter1:30PM.

9.10 SECURITY AT THE TEST CENTRE

9.10.1 Candidateswillnotbeallowedtotakethefollowingitemsinsidetheexaminationcenterunder any circumstances. All the candidates will be subjected to compulsory friskingbeforeenteringtheexaminationcenter:

a. Any stationery item like textual material (printed or written), notes, Plastic Pouch, Calculator, Pen, Writing Pad, Pen Drives, Eraser, etc.

b. Any electronic device like Mobile Phone, Bluetooth, Earphones, Microphone, Pager, wrist watch/Health Band, Calculator, Electronic Pen/Scanner etc.

c. All ornaments like bracelets, Ring, Earrings, Nose-pin, Chain/Necklace, Pendants, Necklace with pendants, Badge, Brooch etc.

d. Other items like Wallet, Goggles, Handbags, Belt, Cap etc.

e. Any eatable item opened or packed, soft drinks, water bottle etc.

f. Any other item which could be used for unfair means, for hiding communication devices like wireless/Bluetooth device, spy camera etc.

9.10.2 Noarrangementwillbemadeatthecentresforkeepinganyarticles/itemsbelongingtothecandidates.Incaseanycandidateisfoundinpossessionofanyofthebarreditemsinsidethecentre, itwillbeconsideredasuseofunfairmeansandactionwillbetakenagainstthecandidateinaccordancewiththerelevantprovisions.Toavoidanyhardshipcandidatesareadvisednottobringsuchitemsalongwiththematthetestcenter.

9.10.3 Left/Right thumb prints and photographs of all the candidates will be captured andcandidatesarerequestedtocooperatewiththisessentialactivitytoavoidanycasesofimpersonation. This is a security featurewhichwill also ensure that only genuine andbonafidecandidateappearfortheexamandallowedtojoinaninstitutefortraining.

9.10.4 IDverification–TheoriginaldocumentsashasbeenindicatedinPara8.5willbecheckedinoriginal.Allcandidatesatthecentreshallbefriskedbysecurityguards.

All candidatesare required tocooperatewith theabovementionedsecuritymeasuresat the test centre. This will help in preventing any use of unfair means and will beinstrumentalinmaintainingthesanctityoftheexamination.Anycandidatenotadheringtotheaforementionedsecuritymeasureswillnotbeallowedtotakethetest.

9.11 TEST DAY PROCEDURES

a) After verification of Identity and biometrics, candidates will be escorted to thedesignated computer terminal at the examination centre and the invigilator willcheckinthecandidate.

2. Ifatanystage,acandidatehastamperedwithanyentryinthecertificateorstatementofmarksoranycertificateissuedbyanygovernmentalornongovernmentalbodyoranyotherdocumentthathasbeenissuedtohim/herbytheBoard.

3. Use/possessionof anykindof electronic gadgets includingmobilephoneswithorwithoutinternet(whetherthegadgetsareactuallyusedornot).

4. Havinginpossessionofanynote-book(s)ornotesorchitsoranyotherunauthorizedmaterialconcerningthesubjectpertainingtotheexaminationpaper.

13. RESULTS13.1 ELIGIBILITY CRITERIA

The eligibility criteria for participation in counseling towards allotment of MDS seats conducted by DGHS or State Counseling Authority shall be in accordance with MDS Course Regulations, 2017 notified by DCI with prior approval of MoHFW, Govt. of India.

13.5 PERCENTILE Vs PERCENTAGE

A percentile rank tells how well a candidate did in comparison to other candidates, while a percentage rank explains how well a candidate did in the test itself.Percentilenevergivesthedetailofthemarksthatyouhavescoredinsteaditjusttellyouaboutyourmeritpositionamongthenumberofcandidateswhohaveappearedinthetestwithyou.Forexample,acandidatemightanswer85percentofquestionscorrectlyandrankinthe99thpercentilewhichmeansthatpercentileisnotrelatedtothepercentofcorrectanswersastudentgetsonatest.

Percentileranksarecommonlyusedtoclarifytheinterpretationofmarksonstandardizedtests. For example, a testmarks that is greater than or equal to 80% of themarks ofcandidatestakingthetestissaidtobeatthe80thpercentile,where80isthepercentilerank.

Whereaspercentageofmarksissimplycalculatedbasedonthemarksobtainedoutofthemaximummarksinthetest.Forexample,atestmarksof75%inatestwithamaximummarksof1000indicatesamarksof750.Thepercentageofmarksisnotaffectedbythecandidate’smeritpositionincomparisontoothercandidateswhotookthetest.

a) NEET-MDS 2019 rank: ThisistheoverallmeritpositionofthecandidateamongstallthecandidateswhohaveappearedintheNEETMDS2019

b) All India 50% quota rank: ThisistheoverallmeritpositionofthecandidateamongstallthecandidateswhohaveappearedintheNEETMDS2019andareeligibleforAllIndia50%quotacounselingand isvalidonlyforAll India50%quotaMDSCourses(2019admissionsession).

c) All India 50% quota Category Rank:Thisistheoverallmeritpositionofthecandidatein the category (OBC/SC/ST) as opted by the candidate in theNEET –MDS 2019amongstthecandidatesofthesamecategorywhoareeligibleforAllIndia50%quotacounselingandisvalidonlyforAllIndia50%quotaMDSCourses.(2019admissionsession).

13.7 RESULT FOR ALL INDIA 50% QUOTA SEATS:

a) TheresultforNEET-MDS2019willbedeclaredby15thJanuary2019.Themarksheet-cum-resultcertificateforNEET-MDS2019examination–AllIndia50%Quotacanbedownloadedfromthewebsitewww.nbe.edu.inafterthedeclarationofresult.

b) The result of only those candidates who will be eligible to participate in the AllIndia 50%quota counseling 2019 based on eligibility criteria provided byMedicalCounselingCommitteeandDirectorateGeneralofHealthServices/MoHFWshallbedeclaredundertheAllIndia50%Quotalist.

c) It is hereby clarified that a candidatemay qualify NEET-MDS 2019 as per criteriamentionedinpara13.1butisnotinthelistofcandidateseligibleforcounselingforAll50%quotaseatsbasedoneligibilitycriteriaprovidedbyMCC/DGHS/MoHFW.SuchcandidateishowevereligibletobeconsideredforcounselingforStatequotaseatsinaccordancewithapplicableregulations,qualifyingcriteria,applicableguidelinesandstatereservationpolicies.

d) Candidatessecuring lessthan50thpercentile (40th incaseofSC/ST/OBCand45thincaseofPHcandidates)inNEET-MDSwillnotbeconsideredforadmissiontoMDScoursesandnomeritpositionorrankshallbegiventosuchcandidates.

e) 5%seatsofannualsanctionedintakecapacityisfilledupbypersonswithbenchmarkdisabilitiesinaccordancewiththeprovisionsoftheRightsofPersonswithDisabilitiesAct, 2016, based on the merit list of National Eligibility-Cum-Entrance Test foradmissiontoPostgraduateMedicalCourses.

InordertobeeligibleforadmissiontoPostgraduateCourseforanacademicyear,itshallbenecessaryforapersonwithbenchmarkdisabilitiesspecifiedundertheRightsof Persons with Disabilities Act, 2016, theminimummarks of 45th percentile forGeneralCategoryand40thpercentileforSC/ST/OBCintheNationalEligibility-cum-EntranceTestforadmissiontoPostgraduateCourses.

f) Thereisnoprovisionforrechecking/re-evaluation/re-totalingoftheresult/markandnoqueryinthisregardwillbeentertained.

13.8 RESULT FOR STATE QUOTA SEATS

a. State quota seats in All Dental Institutions in a State and seats in institutionsestablishedbyStateGovt.,UniversitiesestablishedbyanActofState/UnionTerritoryLegislature,MunicipalBodiesTrust,Society,CompanyorMinorityInstitutionsshallbefilledbyutilizingthelistofNEET-MDS.Nostategovernment/privatemedicalcollege/universitiesincludingthestatesofAndhraPradesh,TelanganaandJammu&Kashmirshallbeconductinganyentranceexamattheirownlevel.

b. NBEshallbeprovidingonlythedataofcandidatesandtheirmarksinNEET-MDS2019to the State Government/Counseling Authoritywithout applying eligibility criteria,reservationcriteriaetcoftheconcernedstates.Statequotarank,statecategoryrank,benefitforIn-servicecandidates,ruralposting(ifapplicable)etcshallbedetermined/generatedbythedesignatedagency/authorityoftheconcernedStates/UTs/concernedauthorityasperapplicableRegulations,eligibilitycriteria,guidelinesandapplicablereservationpolicies.

c. NBEshallnotbepreparingthemerit list foranyStatequotaseats/PrivateDentalCollege/Universities.

d. Different states have different eligibility criteria and reservation policies. StateGovernment/Counselingauthoritiesarerequestedtocreatetheirownapplicationformcustomizedtotheirrequirementstodeterminetheeligibilityofthecandidatesforoptingforseatsintheconcernedstatebasedontheireligibilitycriteria,reservationpolicies,benefittoin-servicecandidates,benefittocandidateswhohaveundergonerural/difficultareapostings..

e. NBE does not verify the information provided by the candidates during onlinesubmission of application form and hence candidature will be purely provisionalsubjecttofulfillmentofeligibilitycriteriaasmentionedintheInformationBulletinforNEET-MDS2019&criteriaofState/Universities/Institutionsconcerned.

f. CandidatesmustverifyfromtherespectiveStateGovernment/UTsifatalltheywillbeconsideredforadmissiontoStateQuotaPostGraduateseats/InstitutePoolbasedon applicable Regulation and/or domicile criteria, State/Institute of Graduation,reservationpolicyetc.Merelyappearing/passinginNEET-MDS2019doesnotmakea candidate qualified and/or eligible for State Quota Seats/admission to PrivateUniversities&Institutes.

14. COUNSELING FOR MDS COURSES

As per MDS course Regulations 2017a. There shall be a common counseling for admission to all post-graduate courses

(Diploma/MDS)inalldentaleducationalinstitutionsonthebasisofmeritlistoftheNEET.

b. The designated authority for counseling for the 50% All India Quota seats of thecontributing States, as per the existing scheme for post graduate (Diploma/MDS)coursesshallbetheDirectorateGeneralofHealthServices,MinistryofHealthandFamilyWelfare,GovernmentofIndia.FurtherDirectorateGeneralofHealthServices,MinistryofHealthandFamilyWelfare,GovernmentofIndiashallconductcounselingfor all post-graduate (Diploma/MDS) Courses in Dental Educational Institutions oftheCentralGovernment,Universities establishedby anActof Parliament and theDeemedUniversities.

c. Thecounselingforadmissiontopost-graduate(Diploma/MDS)coursesinalldentalEducational Institutions in a State/Union Territory, including dental educationalinstitutionsestablishedby theStateGovernment,UniversityestablishedbyanActof State/Union Territory Legislature, Trust, Society, Minority Institutions shall beconductedbytheState/UnionTerritoryGovernment.

d. Incase,anydisputearisesonsuchcommoncounseling, thematter to theCentralGovernmentanditsdecisionsshallbefinal,inthisregard.

15.1 Admission to the under mentioned Armed Forces Medical Services (AFMS) traininginstitutesisopentoeligiblecandidates:

15.3 AtthetimeofonlinesubmissionofapplicationformforNEET-MDS2019,thecandidateswillhavetoselecttheoption“YES”to“Areyouwillingtotakeuppostgraduatecoursesin institution/hospital of Armed ForcesMedical Services”. Thereafter, theywill have toindicatetheircategoryasmentionedinPara15.2

15.4 TheDentalPGCoursesatAFMStrainingInstitutesarereservedforPriority-I&Priority-IIcandidates.However,anyseatremainingvacantafterfulfillingtheAFMSrequirementofseatstoPriority-I&Priority-IIcandidates(balanceofseats),shallbetakenupforPriorityIII,IV&Vcandidatesinthatorder.ThecounselingfortheseseatswillbebyDGHSthroughDGAFMS/ADCorps.

It is also likely that no seat may be available for some of the prioritized categories, if the same have been allotted to candidates higher in priority and merit.

15.5 Candidates should preserve the Score & admit cards of NEET (MDS)-2019, which arerequiredtobeproducedduringcounselingtobeconductedforadmissiontoPostGraduatecoursesintheirrespectivecategories&forGrantofSSCinArmyDentalCorps.Thedatesofwhichwillbenotifiedseparately,atalaterdatebyArmyDentalCorps.

15.6 Priority-IVcandidatesonly:Ex-SSCADCorpsOfficersreleasedfromserviceaftercompletionofcontractualserviceandwithinthreeyearsaftertheirreleasefromserviceandSSCADCorpsOfficers in their last yearof contractual servicearealsoeligible to apply for thiscategorysuchthat:

(a) Thedateofreleaseshouldnotbebefore01May2016orafter30Apr2019forthesessionstartinginMay2019(bothdatesinclusive).
