By Daniel Elsesser Beacon Staff Writer The taxable value of Niceville and Valparaiso proper- ty last year grew faster than that in other jurisdictions in Okaloosa County, which itself saw an increase in property val- ues for the first time since 2007, according to the preliminary fig- ures by the Okaloosa County Property Appraiser. The Niceville, Valparaiso, East Niceville and North Bay taxing districts were the four highest areas in terms of per- centage increase in property val- ues since the previous year, according to the figures, released by the appraiser May 28. Including the value of com- pleted new construction, Niceville's taxable property val- ues as of Jan. 1, 2013, were 4.662 percent higher than a year earlier, totaling $813.5 million, up from $777.3 million. Niceville's percentage increase was the highest in the county. Taxable values are assessed values less exemptions such as homestead and Save Our Homes. The figures released this week are subject to revision before they are certified as final June 21. The final values will be those used in figuring a given property's taxes for county, pub- lic schools, cities, fire districts, and other taxing jurisdictions. Typically, the peak of the hurri- cane season, during which the most severe storms are likely to hit the Emerald Coast, occurs between mid-August and the end of October. Fortunately, the Twin Cities area has been spared direct hits from major hurricanes for the past several years, although that could change in any given year, including this one. Okaloosa County Emergency Manager Randy McDaniel and emergency management staff member Ken Wolfe recently briefed the Beacon on some new aspects of local hurricane prepa- ration. Wolfe said that according to an annual hurricane season fore- cast by nationally respected mete- orologist Dr. William Gray of Colorado State University, the average probability of a hurricane striking Florida’s Gulf Coast this year is 48 percent—noticeably higher than the 30 percent aver- age annual probability of such a storm striking the Gulf Coast. Regardless of forecasts and probabilities, any season in which a hurricane actually strikes the Niceville-Valparaiso area is a bad season for local residents. As in any hurricane season, residents are well-advised to pre- pare themselves to either take shelter or evacuate in the event a hurricane or severe tropical storm approaches. According to a recent monthly newsletter from the Choctawhatchee Electric Cooperative (CHELCO), those who choose to “ride out” a storm in the local area should follow the “72-hour rule”—that is, prepare to survive on one’s own for at least the first three days after the storm. It may take that long before organized outside aid reaches storm-ravaged areas in substantial amounts. East Niceville Fire Chief Michael Wright said eight busi- nesses and the East Niceville Fire Station must be inspected for safety each year by the East Niceville Fire District. Previously, Wright said, a county inspector or Niceville Fire Department fire inspector did the work at no cost to the district. Okaloosa County Construction inspector Chuck Bonta said the county stopped performing free fire inspections around 2007. Bonta now per- forms fire inspections for all unincorporated north-county areas, and charges the individual businesses inspected. Bonta said the county charges a minimum inspection fee of $50 per job for structures up to 2,500 square feet and the prices increase as structures get larger. Niceville Fire Inspector Mike Valenzuela said the city entered into an interlocal agreement with the county in 2001 to perform inspections in unicorporated East Niceville without charging. Valenzuela said Niceville decided to stop performing fire inspections for East Niceville because the added liability was too much of a burden with no financial gain. The Niceville, Valparaiso,East Niceville and North Baytaxing districts were the four

The East Niceville FireDistrict is working on an agree-ment with the North Bay FireDistrict to perform inspections onbuildings in East Niceville.

East Niceville Fire ChiefMichael Wright said eight busi-nesses and the East Niceville FireStation must be inspected forsafety each year by the EastNiceville Fire District.

the county or the city of Nicevillewanted out of the agreement.

Wright said North Bayinspector Lloyd Losinger wouldperform inspections in the EastNiceville district for $75 per job.A reinspection would be done, ifnecessary, at no additionalcharge. A second reinspection,which Wright said would beunlikely, would cost $50.

much cheaper than paying anEast Niceville employee to getthe necessary schooling to per-form the inspections.

At the East Niceville FireDistrict Commission meetingMay 13, Wright said he woulddevelop an ordinance allowingEast Niceville to collect reim-bursement fees from the individ-ual businesses that receiveinspections.

In addition to the eight busi-nesses in the East Niceville FireDistrict which require fire

inspections, the East NicevilleFire Station must also beinspected.

The commission voted unan-imously at the meeting to allowWright to work out an agree-ment with North Bay, and toallow Wright to draft an ordi-nance to allow East Niceville tobe reimbursed for inspectioncosts by the businesses forwhich they perform inspections.

The commission will discussthe issue at its next meetingJune 10.

Scott Bagistino, owner ofScotty's Auto Repair at 1601 E.John Sims Parkway, one of thebusinesses in the East Nicevilledistrict that would be charged areimbursement for fire inspec-tions, said he shouldn't have topay a fee for fire inspections, aservice he said he is alreadypaying for through his propertytaxes.

"That's the reason we're pay-ing taxes in the first place,"Bagistino said. "I understand[the fire district] plays an impor-tant role, but there's no reasonfor them to nail us with an extrafire inspection fee."

Bagistino, whose businesshas been in its current locationfor 12 years, said he has neverhad to pay an additional fireinspection fee, and said the firedistrict had not contacted himabout the possibility of such afee.

The businesses in the EastNiceville District, which requirefire inspections, are:

Thecounty website also includessuch useful information as hurri-cane shelter locations, recom-mended evacuation routes, andpotential storm surge and floodzone maps for each category ofhurricane severity ranging fromCategory 1, the least severe, toCategory 5, the most damagingtype of hurricane.

Okaloosa County, said Wolfeand McDaniel, now offers a newapplication for owners of smart-phones. The new app can bedownloaded for free by typing inReadyOkaloosa to one’s smartphone. The app provides infor-mation about hurricanes, toinclude weather forecasts, localbeach and road conditions, timesand locations of shelter open-ings, and a link for residents tosign up for the county’s CodeRed automated telephone warn-ings of hurricanes, tornadoes,hazmat spills and other emer-gencies that may affect yourlocal neighborhood.

For example, although theNiceville area has a public emer-

gency shelter located at thesports arena of NorthwestFlorida State College, that shel-ter may or may not be open dur-ing any particular storm, saidWolfe.

The first county storm shelterlikely to be opened in case of anemergency, he said, is the onelocated at Davidson MiddleSchool, Crestview, because, inaddition to serving the generalpublic, it also contains OkaloosaCounty’s primary “specialneeds” shelter, which providesshelter for people with certainmedical conditions along withtheir caregivers or family mem-bers.

Other shelters, such as theone at Northwest Florida StateCollege, will be opened as need-ed, depending on the severity ofan approaching storm and otherfactors.

To learn about specific shel-ter openings and other informa-tion about a particular approach-ing storm, said Wolfe, peoplemay use the newReadyOkaloosa smart phoneapp, or use their personal com-puters to access information onthe County website. Informationmay also be obtained by calling

the Okaloosa County informa-tion phone line at 311.

An excellent way to preparefor hurricane season is by “hard-ening” one’s own home to make

it better able to withstand astorm, and the state of Florida iswilling to help you pay fordoing so.

McDaniel told the Beaconthat it is possible to obtain statematching grants for the expenseof hardening one’s home againsthurricanes and tropical storms.Information about the statematching grant program is avail-able online athttp://www.mysafeFlorida.org/mysafefloridahome.html.

The state website includes anarticle from State of FloridaChief Financial Officer AlexSink, explaining how the stategrant program works, how toobtain a free pre-hurricane homeinspection, and how to apply formatching grants of up to $5,000

to harden one’s home.One may download an appli-

cation for a free home inspec-tion by a state qualified inspec-tor trained in wind-resistantbuilding techniques. Followingthe inspection, a detailed reportwill be provided to the home-owner, which will explain whatimprovements can be made tostrengthen your home againsthurricanes, as well as cost esti-mates for each of the recom-mended improvements, and arating of how hurricane-resistantyour home is today, and howresistant it will be if the recom-mended improvements aremade. It will also explain whatinsurance discounts may beavailable to you if improve-ments are made to your home,

and how to obtain those dis-counts from your insurancecompany.

Some of the home improve-ments likely to be recommendedby an inspector, according toSink, include:

—Improving the strength ofyour roof deck attachment.

—Creating a secondarywater barrier to prevent waterintrusion

—Improving the survivabili-ty of your roof covering.

—Bracing gable-ends in yourroof framing.

—Reinforcing the roof-to-wall connections.

—Upgrading exterior wall-opening protections.

—Upgrading exterior doors.To sign up for a free wind

According to the state web-site, some local governmentsand not-for-profit agencies arealso offering grants to low-income homeowners in certainareas of the state. These pro-grams will offer hurricane pro-tection upgrades at reduced orno cost to the qualifying home-owner.

The Valparaiso CityCommission has approved aone-year extension of the city’sInterlocal agreement withOkaloosa County regardingallocation of revenue fromcounty gas taxes.

According to the agreement,Valparaiso will receive approxi-mately 2.98% of the proceedsfrom existing County gasolinetaxes. The neighboring city ofNiceville will receive approxi-mately 4.85 %, and OkaloosaCounty will receive 60%, withthe remaining revenue going toother cities throughout the coun-ty.

The extension of theInterlocal agreement was notrelated to another proposal fromthe county to enact additionalgas taxes, which would also beshared with cities throughoutthe county if the proposed gastax hike is later approved by theOkaloosa County Commission.

During a meeting May 13,the city commission approved a10-year solid waste disposalagreement with Allied Services,LLC, a Delaware limited liabili-ty company. The agreementallows for a gradual increase inwaste disposal fees of about17% over the next 10 years. Forexample, during the next 10years, the price per ton for dis-posing of city waste and whitegoods would climb from $49.79to $54.97, while the price perton for handling yard waste isexpected to climb from $42.21to $46.61.

Commissioners alsoapproved a contract award forCommunity Development BlockGrant (CDBG) services.

The contract was awarded toJordan and AssociatesMunicipal Consultants, one offour companies that submittedproposals.

The commission also dis-cussed, but did not make finaldecisions, concerning severalproposals which will be dis-cussed again at the commis-sion’s regular monthly meetingon June 10 before being put to afinal vote. These included:

—Ordinances to vacate thecity’s right-of-way alongBayshore Drive near the shoreof Toms Bayou. The ordinances,if approved, would allow prop-erty owners along the platted butnever-paved section of BayshoreDrive to claim property all theway to the water’s edge. Theordinances, if adopted, couldmake properties more valuableand increase city ad valorem taxrevenue.

At least one Valparaiso resi-dent, however, has objected inwriting to the proposed right-of-way vacation. Obie O’Brienwrote to the city on April 29,saying that vacating the city’sright-of-way would jeopardizethe existing green spaces alongthe shoreline and could reduceor eliminate the ability ofboaters and other local residentsto make use of the shoreline asthey have done in the past.O’Brien also expressed concernabout the possible environmen-tal impact if property owners

attempt to build along the shore-line.

—Commissioners discusseda proposed ordinance to simpli-fy the city’s business licensingprocess and limit businesslicense fees to a maximum of$50.

—They discussed a similarproposed ordinance regardingcontractor fees within the city.

—Another proposed ordi-nance discussed by the city

Burke allegedly altered thequantity "30" on the prescriptionto read "180" and used it to getpills from the pharmacy at theWalmart at 1300 E. John SimsParkway, Niceville.

***Michael Austin Milum, 22,

of 1619 26th St. Apt. A,Niceville, was arrested byNiceville police May 23 on acharge of use of explosives,throwing a projectile.

Milum allegedly bought twoglass bottles, a one-gallon can ofcamping gasoline and glovesfrom the Walmart at 1300 E.John Sims Parkway, Niceville.He allegedly asked someone toplace a rag in the gas can.

Glass found at a residence onthe first block of Dana PointeDrive, Niceville, had an anchor-shaped etching that matched thebottles Milum purchased.Police believe Milum made aMolotov cocktail, placing fuelin the bottles and using a rag asa fuse. Police believe he threwthe explosive at someone's car.

The Florida Department ofLaw Enforcement found one of

Milum's fingerprints on a pieceof glass from the explosion.

The Florida Fire Marshal'soffice found light petroleum dis-tillate in the cloth in the neck ofone of the bottles at the explo-sion scene. The petroleum dis-tillate is found in camping fuel,according to the fire marshal.

Milum's required courtappearance is June 25.

A deputy observed Smith onStahlman Avenue, Destin, stum-bling around the area and intotraffic. He was allegedly yelling,screaming and displaying hismiddle fingers at the deputy.

The deputy pulled his patrolcar behind Smith, and Smithcharged the car. The deputy gotout of the car, and Smithcharged him with a clenched fistwhile swearing. The deputy toldSmith to back away, but he con-tinued to advance. The deputyTased Smith and took him intocustody.

unemployed, 37, of 718 27th St.,Niceville, was arrested by sher-iff's deputies May 23 on acharge of violation of probation.

Clemons was arrested April19 on a charge of driving whilelicense suspended secondoffense. On April 29, a proba-tion officer signed an affidavitcertifying that Clemons had vio-lated probation. She is on pro-bation for giving false informa-tion to a pawn broker and traf-ficking stolen property inOkaloosa County.

percent boost in taxable values in2012, the county's second high-est rate of increase, with valuesat $185.4 million, up from$179.4 million.

The North Bay and EastNiceville Fire Districts rankthird and fourth, respectively, inprojected property valueincrease in the county, withNorth Bay projected to see a2.752 percent increase and EastNiceville expected to have val-ues increase by 2.682 percent.

Property Appraiser PeteSmith said the large increasesindicated the mid-county arearemains attractive to potentialhomeowners.

"Obviously people still wantto live there [in the Twin Citiesarea]," Smith said. "Even whenthe bottom fell out of the realestate market a few years ago,values in that area didn't reallyfalter. And there are a lot of

really nice subdivisions in thearea that are just really attractiveto people."

Valparaiso CityAdministrator Carl Scott saidthe city's property valueincrease speaks to the conven-ience of being a Valparaisohomeowner.

"People realize thatValparaiso is a great place tolive," Scott said. "Our city isstaffed with people who arewilling to help and make sureyour home is a good investment,and we make it very easy to livehere."

Scott said the approval forthe construction of eight newresidences in Valparaiso lastyear contributed to the increasein property values.

Overall, Okaloosa Countyproperty values are projected toincrease for the first time since2007, when the real estate "bub-ble" burst. In 2007, valuespeaked at $18.8 billion anddecreased every year through2012, falling 27.9 percent over

the slump. This year, total values are

expected to increase nearly 2percent, up to $13.8 billion from$13.5 billion last year.

Only two Okaloosa tax dis-

tricts, Cinco Bayou and theFlorosa Fire District, continuedto see decreases in taxable prop-erty values in 2012, according tothe appraiser's preliminary fig-ures.

Nodjomian, of Black BearCircle, Niceville, said he is opti-mistic about his next term.

"We've started a lot of greatthings in the past six months,"Nodjomian said. "I look forwardto being able to see a lot of thoseideas come to completion."

Nodjomian, 46, is finishing theterm of former city councilmanBill Smith, who left the post lastyear to run an unsuccessful cam-paign for Okaloosa CountyCommission.

Commissioner Joe Morganexpressed concern that theowner of the Compass Roserestaurant in Valparaiso may betrying to go too far in takingadvantage of the recent agree-ment with the city commission

allowing him to build a boatdock next to his restaurant,which overlooks the shore ofToms Bayou. Morgan said thatthe agreement approved earlierthis year by the city commis-sion was to allow the CompassRose to install a small boatdock to accommodate “a couple

of boats.” However, saidMorgan, plans apparently sub-mitted recently by the CompassRose to the Army Corps ofEngineers and FloridaDepartment of EnvironmentalProtection include a 90-footdock which would accommo-date up to nine vessels at a time.

Morgan said this is wellbeyond the scope of what thecity agreed to, and could inter-fere with water skiers and otherboat traffic on Toms Bayou.Morgan said it could also raisethe issue of whether the citywould have to create a No Wakezone in order to prevent damage

to boats docked at the restaurantdue to the wakes of boats tow-ing water skiers in the bayou.This, said Morgan, could poten-tially bring an end to water ski-ing in that part of Toms Bayou,which has long been a favoriteplace for that activity by manycity residents and others.

Bluewater classes budget to donateThursday, May 9, as part of their economics studies, Mrs.Strickland and Mrs. Williamsʼ classes at Bluewater Elementarycreated and maintained budgets, raising over $250 by doingextra chores which they donated to the Ronald McDonaldHouse Charities. Flying WestRaymond Frank Schmidt,

beloved by all, died on May 24peacefully at home surroundedby family and friends. Loggingover 35,000 hours of flying timeand 65 years of being in a cock-pit or simulator, CaptainRaymond Schmidt has made hislast flight to that place way up inthe sky, where pilots can go,when they have to die. A place

where a guy can go and buy aCaptain and Diet for a friendand comrade, whose memory isdear.

Ray never worked a day inhis life. Learning how to fly inan Army Air Corps AT-6 andB25 during WWII when he wasonly 22 and the flying bugstuck. He continued his careerafter leaving the Army withTWA and eventually made hiscareer with Eastern Airlines for38 years. He retired as theSenior Pilot. He then went ontotrain pilots for American TransAir in the L1011’s for another15 years.

Ray was blessed with threeloves in his life. His first love ofcourse, was his darling Millie.

They were blissfully married for46 years until her death in 2003.Second was his love for flyingand finally, his love for thewater.

Ray issurvived byhis daugh-ter, Julie ofC r o s sJ u n c t i o n ,Vi r g i n i a ,son anddaughter-in-law Stevenand Darleenof PalmBeach, sister-in-law, MarionWright of Prattville, Alabama,cousins, Sherry, Jimmy, Pat,Lucy and Tim from all over the

south, God-daughters Emily andMaxi Nager, dearest of friends,Michael and Anke Nager,Roland, Bruni and Tina Klages.

The family would personallylike to thank everyone for theirlove and support during the pastseveral months. Now, Ray flieswest to once again be reunitedwith his beautiful bride.

In lieu of flowers, donationsare requested in Ray’s name to aHospice of your choice. I wouldalso like to request that every-one raise their glass to a trulyamazing man at sunset… Here’sto one last ‘sundowner.’
