Background:Background:Nepal is facing natural disaster as well as man made disaster. It faces flood, landslide, firing every year. Moreover, it is suffering from internal armed conflict since long time. Because of these reasons, the rate of internal and external displaced population has been increased. Its effect on children is direct and vivid. Thousands of children have lost their lives and who are alive, have lost their parents.

Next, access and quality education is also another problem for Nepalese children and this has been a big challenge for Nepal government. Nepal government is committed to meet the “Education for All (EFA)” goal and has rectified the UNCRC. The ratification of the convention on the rights of the child in 1990 by the government of Nepal, the Children’s Act was passed in 1992. To achieve the EFA goal, many organizations have been working for providing access and quality education opportunities to children as a collaboratively with government. As per national report, still 13% children are out of the school, Primary level completion rate is 28%, and survival rate is 60% only.

As commitment shown during the Inter-Agency Network for Education in Emergency (INEE)/Minimum Standards for Education and Emergency (MSEE) TOT of Pakistan Lahore, Save the Children Nepal had organized district level INEE/MSEE follow up training workshop for education staffs of SC/US-Nepal, their Partner NGO and Government (District education office) staffs of Siraha district on 22-23 June, 2006. Due to the long band/strike, centre level training could not be organized. CFO meeting (dated 15 January, 07) has decided to conduct the INEE/Minimum Standards for Education in Emergency (MSEE) and Disaster Preparedness Response (DPR) training under the CFO budget. Eastern Region Save the Children alliance received budget for INEE/MSEE and DPR training from Central level SC alliance after submitting proposal.

INEE/MSEE Training/Workshop summary:INEE/MSEE Training/Workshop summary:Save the Children alliance (eastern region) organized three days INEE Minimum Standards for Education in Emergency Training workshop for Save the Children alliance and their Partner NGO staffs from 17th to 19th June, 2007 in Itahari-Sunsari district, Eastern Region of Nepal. Total participants were 20th from 13 different organizations of Save the Children Japan, Save the Children US, Save the Children Norway and their partners from 10 districts of centre and eastern region. Opening of the training was informal. It was started by welcome speech of Ms. Bina Neupane-SC/Norway. INEE/MSEE training is new for all participants although most of them were found familiar with standards and indicators.

Session was begun from INEE/ MSEE introduction and foundation of MSEE Right based education. After the MSEE Right based education, we jumped into the disaster preparedness and response session to sharing current disaster preparedness work of Nepal. Participants found the real existing education situation of Nepal by group work and sharing their experiences. We linked their issues (which they had found from the group work) with the community and in-depth review of standards and indicators by category.

We divided all participants into three groups for simulation and provided separate role to each individual and separate case study for each group;

First group - Emergency in Zamborra Second group- Emergency in Nepal (Real case study-IDPs of Siraha district Badaramal) Third group - Assessment (observer)

Both teams performed the role play according to the given tasks. The assessment team were assessing the both role play according to their task. The assessment team found the many issues by assessing the both role play and other participants also added their views.

Participants have found out the key common five education issues of emergencies and chronic crises in their contextual based. Most of issues were similar to real situation of Nepal. So it was easy to link with program design and monitoring session. PNGOs of each Save the children have designed education program linking with Categories, Standards and indicators based upon common education issues found by program assessment. According to program design, each team has prepared the monitoring plan. Session was linked with evaluation, education policy and co-ordination in the context of early reconstruction.

Training facilitation:Training facilitation:There were four facilitators all together. Main facilitator was Ms. Naramaya Thapa with co facilitator -Khila Nath Niraula. In addition to it, few sessions related with Disaster preparedness were facilitated by Tulsi Gurung and Anjali Shakya. Mr Khila Nath Niraula had received INEE/MSEE follow up training of Nepal which was organized by Save the Children US on 22-23 June in Siraha, 07. Disaster Preparedness topic was facilitated by Tulsi Prasad Gurung based upon his working experience, he is DPR point person of Save the Children/US ERO. He has also participant of last INEE/MSEE training in Siraha. Ms. Anjalee Shakya (Team leader - DPR) has facilitated Sphere concept and ALERT (Alliance Emergency Response Team) initiation in Nepal. She is DPR point person of Save the Children alliance of Nepal.

Training Methodology:Training Methodology: During the training group work, Role play, Lecture, Game, Debate, Case story, Power point and Galley presentation methods are used.

Participants:Participants:Total participants were 20 where 6 were female and 14 were male. Among the total participants, Seven from SC/Japan and their PNGO, five were from SC/US and their PNGO and eight from SC/Norway and their PNGO. Participants were mixed in terms of their work (decision maker to implementer). Most of participants were manager level.

Most of training materials were in English however we used Nepali language during the discussion. Some case study and role play were translated in Nepali. All participations were actively participated.

Logistics and contributions: Logistics and contributions: Three days INEE Minimum Standards for Education in Emergency training was fully residential. All INEE Minimum Standards training cost of expenses (two way travel cost, lodging, food, stationary, certificate and photocopy) were covered by Save the Children alliance regional budget. One Hand book has been provided to each organization. In addition to one set Workbook and CD rum was provided to each participant. Handbook and CD rum was sent by Save the Children Home office for central level INEE/MSEE training. Total expense of INEE/MSEE training was Rs.66, 000.00 (Nepali currency).

Action Plan:Action Plan:Each Save the Children's partner NGO team has developed an action plan according to their program. Most of action plan is common to each other. Action plan will be monitored by each Save the Children and will be shared in CFO meeting. Follow up sharing meeting/workshop will be organized for PNGOs. Detail PNGO wise action plan is in Nepali. Feed back summary:Feed back summary:INEE/MSEE training was new for all participants but Standards and Indicators have been found similar to their work. Training contents was relevant to their work and existing situation / contextual of Nepal. INEE/MSE introduction session was difficult for junior level participants (three participants) because of English language. From second session, training was moved forward smoothly. Each day three persons were nominated for day evaluation, training management and refreshment

Closing remarks:Closing remarks:

Participants were given chance to share their experiences and feeling at the end of training. Accordingly, Ms. Sakuntala Subba (Executive Director - UPCA Dharan) has expressed that this training is very much useful and it really helps to re-plan or design program as per standards. A refresher or follow up training is needed. Similarly, Mr Damber Singh Gadal (Chairperson - SOJCRPF-Ilam) - another participants, has also expressed his gratitude to all. He shared that this training is very much important for redesign, monitoring and evaluation of program as per INEE standards.

Mr.Bir Kumar Shrestha from Save the Children Japan has expressed that this is an example of joint effort of SC alliance. He also added that this training was very fruitful and it can be linked with our other program. On the behalf of Save the Children Alliance, he thanked to all members who contributed directly and indirectly to make this training success..
