A N D W H E R E A S i t is expedient to make provis ion for the delegat ion of cer ta in of these powers :

1. T h i s Ord inance m a y be ci ted as the P u b l i c L a n d s Ord inance , 1 9 4 1 .

2 . T h e D i r e c t o r of L a n d Set t lement m a y , subject to any general or special d i rec t ion of the H i g h Commiss ione r , execute for and on behalf of the H i g h Commiss ione r any lease of pub l i c lands or any l icence for the occupat ion of pub l i c lands .

3 . T h e D i r e c t o r of L a n d R e g i s t r a t i o n m a y , subject to any ge­nera l or special d i rec t ion of the H i g h Commis s ione r , execute for and on behalf of the H i g h Commiss ione r any deed of sale whereby proper ty is purchased b y or on behalf of the G o v e r n m e n t of Pa les ­t ine .

4 . T h e P u b l i c L a n d s Ord inance is hereby repealed.

O B J E C T S A N D R E A S O N S .

U n d e r A r t i c l e s 1 2 and 1 3 of the Pa les t ine Order i n C o u n c i l , 1 9 2 2 , i t is necessary, m the absence of legis la t ion to the cont ra ry , that a l l leases of, and l icences for the occupation of, pub l i c lands , and a l l deeds of sale of any proper ty by or to the G o v ­e rnment of Pa le s t ine , should be executed by the H i g h Commiss ione r .

2 . These provis ions were modif ied by the P u b l i c L a n d s Ord inance (Cap . 1 2 2 ) , under w h i c h the power to execute leases and licences of pub l i c lands for a t e rm not exceeding three years and a ren ta l not exceeding fifty pounds was delegated to the D i r e c t o r of L a n d s (now the D i r e c t o r of L a n d Se t t l ement ) .

3 . T h i s B i l l replaces the P u b l i c L a n d s Ord inance (Cap . 122) by provis ions effecting further delegat ion i n the interests of decen t ra l i za t ion , whereby ( a ) the Di r ec to r of L a n d Set t lement m a y execute a l l leases and licences of publ ic lands i rrespect ive of the t e r m or the r en t a l , and ( b ) the D i r e c t o r of' L a n d Reg i s t r a t i on m a y execute a l l deeds of sale of proper ty to the G o v e r n m e n t of Pa l e s t i ne .

Letters, Postcards and certain Classes of P r i n t e d Mat ter .

The fol lowing regulations apply p r i m a r i l y to B r i t i s h , Domin ion , Co lon ia l and Pales t in ian prisoners of war interned i n enemy, enemy oc­cupied and neutral countries; but they are also applicable to prisoners of war of other nat ion­alit ies interned abroad. The term "Pr isoners of W a r " includes a l l interned persons, naval , m i l i t a ry , a i r force and c i v i l i a n .

B r i t i s h Service men who are i n the hands of the French (Vichy) Government do not come into the same category as prisoners of war, and relatives should apply to the B r i t i s h Red Cross and St. John W a r Organisat ion, D a v i d B u i l d ­ing , Jerusalem, for informat ion regarding com­munications wi th these men.

L e t t e r Post.

2. Letters and postcards may be sent post f r e e by ord inary post. They should be posted i n the ord inary way and should not be sent to the B r i t i s h Red Cross Society to be forwarded. They should be clearly wr i t ten or typed, and letters should not exceed two sides of a normal sized sheet of notepaper; otherwise they are liable to delay and may even not be delivered by the authorities i n the country to which they are addressed.

I n the interests of the prisoners, relatives should l i m i t their letters to one or two a week; the more that are sent the more are they l ike ly to be delayed by the censorship abroad. F o r the same reason letters from strangers are to be deprecated.

Letters and postcards must o n l y ' deal wi th pure ly personal matters, and care should be taken that no informat ion of any k i n d which might be of use to the enemy is given. N o re­ferences to naval , m i l i t a ry , aer ial , economic or po l i t i ca l matters are allowed, and move­ments of any members of H i s Majesty's Forces or any warship or merchant ship must not be mentioned.

3. Enclosures.—Any enclosure i n a letter may cause delay. Snapshots or unmounted photographs of a personal nature are, however, allowed and simple bank statements (not pass books) may be sent. In ternat ional reply coupons must not be sent; their use for the prepayment of a i r m a i l letters is unnecessary, and is not permitted. P ic ture postcards, bir thday or greetings cards bearing p ic to r i a l i l lustrat ions and p ic to r i a l matter of any k i n d are forbidden. The Letter Post may be used only for letters and postcards and must on no account be used

for sending small articles such as packets of razor blades, chocolate, etc. such items may be sent only i n the "next of k i n " parcel service through the B r i t i s h R e d , Cross, Jerusalem,,

4. M e t h o d of Address.—It is of the utmost importance that the details of the address should be correct and correspondents should make sure that they use the latest address suppl ied by the prisoner. I n the case of prisoners i n German hands the address is usually given on the back of their letter cards or postcards, i n par t icu la r the Camp number is shown after the words "Lager-Bezeichnung". The address should be clearly wri t ten i n I N K both on the envelope and on the letter itself. The use of adhesive address labels or previously used envelopes is s t r ic t ly forbidden.

N o mention should be made either i n the ad- ; dress or i n the letter of the uni t or regiment i n which the prisoner of war was serving at j the time of his capture. The fol lowing par- i t iculars should be given : — j

(c) Pr isoner of W a r Number. (For prisoners j i n German hands this number is a most-important element of the address. Care should be taken to quote i t correct ly; i t ! should not be confused wi th the service j number given h im by the B r i t i s h author- j ities. Prisoners i n I t a l i a n hands are not given a prisoner of war number and the • B r i t i s h Service number should be quoted).

(d) Camp address. (I t is important that the Camp address should be complete, e.g., in the specimen address on shown above

" S t a l a g " means "permanent camp" and is insufficient without the addi t ion of the appropriate number, inc lud ing any sub­s id ia ry lettering or numbers g i v i n g de­tai ls of a work ing Camp subordinate to the parent Camp. e.g. X X A (2A).

(e) Country. The top left-hand corner of the en­

velope should bear the words "Prisoners of W a r Pos t" and i f addressed to a p r i ­soner of war i n German hands, the equi­valent word " K R I E G S G E F A N G E N E N P O S T . " should be added or i f addressed to a p r i ­soner of war i n I t a l i an hands the words " S E R V I C E DES P R I S O N N I E R S DE G U E R R E " . The name and address of the sender should be wri t ten on the back of the envelope. If, however, the sender is serving i n H i s Majesty's Forces whether i n Palestine or abroad, he must on no account give the address of his u n i t ; instead he should state the address of a relative or fr iend who would be w i l l i n g to send on any let­ters received from the prisoner.

Packets sent by P e r m i t H o l d e r s .

Books a n d Music•—The undermentioned firms hold a special permit from the Censor­ship Department, which enables them to exe­cute and despatch orders for books and music, for prisoners of war i n enemy, enemy occupied or neutral countries. Holders of permits can accept only orders for despatch d i rec t ; they can i n no case accept books, etc., for forward­ing to prisoners.
