Nearly 93% of contribution transactions for
December 2016 quarter were SuperStream
compliant:
• 31.5 million compliant transactions
• 7.3% (or 2.48 million) transactions not yet
compliant
- 0.8% reduction from previous quarter
• 23,512 employers registered to use the Small
Business Superannuation Clearing House
from October to December 2016

Small business tail – key observations from funds • Most channel C transactions are electronic – BPAY and EFT
• Number of cheques has declined significantly
• Funds can identify employers paying by cheque and by EFT directly to them
• The majority of the small business tail are micro-business with
1 or 2 employees
Where to next? • Continue to educate and support the small business tail to become SuperStream
compliant
• Implement an alternate SuperStream solution for employers without digital
capability
• Identify non-compliant employers and take appropriate action according to
circumstances

Invalid technical messages
•2 specific instances where this occurred
•Mitigation and data fix has reduced impact to less than 1% of transactions
•Our intent is to have government transactions conform with data and payment standard and issues resolved before the contributions release
USM being received through duplicate channels
•Issue under investigation and QA process implemented into ATO payment processing
•Staff have undergone further training
•ATO to monitor this issue with subsequent USM runs
Delay in receiving payments and/or data messages
•Funds reported lag in receiving government payments and data messages
•Analysis underway to understand where this is occurring, cause and resolution
•Decision to address payment lag is pending
•Issue to be managed through SSTC and improvement working group

• Gateways interoperability testing is progressing well
• Fund testing commences from 10 April 2017 • Preliminary testing underway with a number of registry systems
or products in use across industry
• Code release date for contributions 1 May 2017
• Business Deployment Verification (BDV) to commence from date of earliest adopter ie from 22/5/2017
• BDV will run for a period of 4-6 weeks from 22 May to confirm
different types Government contribution payments and recovery processes in production

INTEGRATION TESTING Between fund and solution provider to test connectivity, transmission, and receipt of data
messages
INTEROPERABILITY TESTING Between gateway and ATO to test connectivity at the transport, message service handler
layer and application layer

For the first quarter we have observed that 50% of transactions are less than 2 seconds, 80% are 3 seconds or less.

Median processing time for the bulk channel is just under 4 seconds, however for up to 800 transactions per request we continue
to see less than 2 second response times.

SuperTICK • Performance upgrades to the SBR2 platform for SuperTICK v3
will begin in April
• SuperTICK versions 1 and 2 decommissioning date will be assessed at 30 June 2017
• Updated SuperTICK user guide with guidance about service
responses for closed accounts
Fund Validation Service (FVS)
• Based on industry feedback, FVS improvements are progressing, including:
− Increase reliability and integrity of the FVS bulk file
(including compression), and
− and new validation on the certification field

• Continuing to onboard funds and administrators. 16 have
adopted the service to date
• Planning has commenced to assess solutions based on updated terms and conditions

• Superannuation Dashboard is a key source of information
regarding service performance and outage information. We are continuing to enhance the dashboard

• A new version of the contributions MIG, including updates to
schedule 5 and 6, will be published by COB 13 April
• Not a version update; however, based on industry feedback, we
have ‘clarified’ some elements within the artefacts – e.g.
references to Taxonomy 2

• Finalising key guidance, which has no impact on current position for MIG v2 change (specific guidance updates are included in
detail slides)

• Monitoring SuperStream service availability via industry to ensure issues are dealt with while the ATO restores full
system functionality.
• Recommend B2B compliance test option for industry, which will be assessed by SuperStream Reference Group

USM – key messages
• The testing environment will be available from October/November 2017
• Amendments that require a refund from the ATO are out of scope and will be managed manually
• We will hold a further workshop with industry over the coming
months to work through the cutover process and discuss the business processes in more detail
