  • Being a financially independent organization while following a public sector regulations, it is not an easy task to survive in a competitive business environment with lot of external pressure with severe competition from similar organizations. I realize that the entire staff of ISB has been sacrifices a lot due to this situation and especially 2011 was a challenging year for them due to the recent structural changes imposed by the Provincial Council with the direction of Public Accounts Committee. However, with all these problems and issues, 2011 has been a successful

    year which we could achieve most of our anticipated goals and objectives.

    I am happy to state here that human resources of ISB is the most vital assets through which we could transform most of our dreams into a reality. Employees of ISB always tend to keep on updating their knowledge base in order to keep a balance and also to successfully overcome the challenges ahead of us in a highly competitive business

    atmosphere.

    The success that ISB so far managed to achieve is none other than good governance, transparency and the accountability always maintained which have always been accepted by the entire business community and

    stakeholders.

    My sincere gratitude is extended to the fellow members of the Board of Management of ISB, CEO and as well as the entire staff for their unstinted co-operation and support extended during the year 2011. The experience and

    know how they have shared with us is of immense contribution to the success of the institution.

    The guidance and support extended by the Chief Minister of the North-Western Provincial Council and fellow officials have been commendable and much valuable. Finally, special note of thanks and gratitude due to all our

    Chairman's Review

    It is with great pleasure that I forward this message to the Annual Report of ISB for the year 2011. Being a new comer to the Provincial Council of NWP and Board of Management of ISB, it took some time for me to understand what ISB really does. What I understood is that ISB is a unique organization with diversified service portfolios blended with multi-disciplinary nature and high professionalism. This is

    further strengthened by strong organizational culture.

  • However with the dedication and commitment of existing staff, ISB had been successfully faced the external pressure and various un-ethical competitions from their competitors. Even though there was a slight drop in certain specialized services offered by ISB, due to huge market undercutting and volatile situation prevailing in the organization ISB has been able to retain their strong market niches established over the years. Especially in 2011 our main strategy was to exist in the market place with existing services through the market penetration and it was

    successful.

    ISB has been recognized as one of the best Energy Services Companies (ESCO) in the country in 2011 by the Sustainable Energy Authority (SEA) of Sri Lanka. Similarly, new areas of services like Youth Workforce Development & Job Placement project, IFAD funded Micro Enterprise Development Hambanthota and CARE International funded Job market survey conducted in Kilinochchi and Mulaitivu Districts are some of the novel projects implemented by ISB with newly established clientele. While identifying the important need to provide theoretical & practical knowledge on enterprise management, Training division of ISB had started Entrepreneurship Development Diploma in 2011 aiming for SMEs and their second generation. Even with above mentioned difficulties and hardships, ISB has been able to earn LKR 62.95 Million in 2011 and secured LKR 5.98 Million as a remaining

    component to ISB.

    Therefore, I take this opportunity to express my sincere gratitude and honour to the political leadership of Wayamba who have led the province since 1990 by providing us with unbiased and impartial leadership in order to function as a fully pledged autonomous body independently. Chairman and Board of Management of ISB have extended their fullest support and cooperation to overcome all bottlenecks and barriers. ISB respect their contribution to overcome these barriers. Last but not the least, I pay my honour and gratitude to the entire team of ISB who made lot of

    sacrifices to protect the existing clientele and to maintain the service standards of our beloved organization.

    Message of the Executive Director/ CEO

    ISB has completed another challenging year of existence with lot of external pressure as similar to the previous years. Especially after winding up of three entities attached to the organization in last quarter of 2010, ISB had to face lot of difficulties for their survival. While challenging the structural changes imposed by the Board of Management with the direction given by the Public Account Committee of the Provincial Council, nearly thirty percent of their competent, experienced and senior staff members had left the organization. Similarly, another challenging task was to keep the talented young staff members at ISB due to low salary scales and other fringe benefits enjoyed by the similar organizations in the

    private sector, NGOs and INGOs.

    Y outh Workforce Development and Job Placement Programme in Hambantota It is well known fact that the unemployment

    in the youth community is high (unemployment of the age group of 15 24 years is recorded as 21.3% in year 2009) and becomes a social issue in Sri Lanka. Hambantota district has the highest unemployment rate. Any program which supports youth employment becomes sustainable poverty reduction support for the community

    It could be seen that the unemployment in the poorest DS divisions is very high though the mean unemployment in particular district is comparatively low. Sooriyawewa, Tissamaharama, Lunugamwehera, are some of the poorest divisions in Hambantota district where the project focused on. Poor school education system, poor access to vocational education and nature of non self motivation are attributes of the exclusion communities in such divisions.

    Being one of the leading service providers in vocational training and skills development, and experience gain through implementing the You workforce development and Job placement project in Wayamba, ISB has found that there is a huge gap between the supply and demand in various aspects. To address these issues ISB has developed a program to

    enhance skills and knowledge of the job seekers to meet the requirements of the job market by conducting career guidance programs and job oriented vocational training programs.

    With the success of the Youth Workforce Development & Job Placement prpogramme conducted in Wayamba in 2010, ISB was invited by the Ruhunu Wellassa Federation under the financial assistance of Christian Child Funded (CCF) to implement the same programme in the Hambanthota district. After conducting the training program all trainees were directed and linked with the private sector organization established in Hambantota, Matara and Tangalle. During the project period of six months of its operation at Hambantota district ISB has been able to train and placed 300 youths in private sector job market.

    To further expand this service to the national and international arena, ISB has signed a Memorandum of Understanding (MOU), with Job Street the private sector HR solution Provider operating worldwide. As per the agreement signed between Job Street and ISB, possibility to establish opportunities among job seekers in the national and international job market.

    D ry Zone Livelihood Support and Partnership Program The Dry Zone Livelihood support and Partnership Program (DZLiSPP) funded by the International Fund for Agricultural Development (IFAD) is working in the dry zone areas of Kurunegala district. The general objective of the program is to achieve sustainable increase in income and improved living standards of poor house holds in the program area (Kurunegala district). Industrial Services Bureau acts in order to fulfill the aim of the DZLiSPP; to achieve sustainable increase in incomes and improved living standards of the people involved in micro-enterprises

    development program. Specific Objective is to establish 175 agro-based micro enterprises with individual entrepreneurs/groups of entrepreneurs selected from Grama Niladari (GN) divisions in Kotawehera, Rasnayakepura and Ambanpola Divisional Secretariat (DS) divisions and establish 210 agro-based micro enterprises with individual entrepreneurs/groups of entrepreneurs selected from Grama Niladari (GN) divisions in Polpithigama DS division, Kurunegala district within project period.

    E x-post Evaluation on Project for Improvement of National Blood Transfusion Services in Sri Lanka with Overseas Project Management Consultants

    (OPMAC)

    Since year 2000 onwards ISB has been working as the local Consultant for many leading Japanese Consultancy firms for Ex-post evaluations on JICA/JBIC funded Japanese ODA loan projects in Sri Lanka. This time too ISB had invited by the Overseas Project Management Consultant (OPMAC) to assist them in conducting Ex-post evaluation for JICA funded Project for Improvement of National Blood Transfusion Services in Sri Lanka. The purpose of the project was to develop the foundation of a comprehensive blood supply network with

    equipment and machinery and training personnel.

    Our task was to work as the local Consultant (evaluation assistance) for Ex-post evaluation for OPMAC while conducting beneficiary survey, interview surveys with selected Blood Banks, conducting key stakeholder meetings and key informant interviews, surveys and data analysis and preparation of reports.

    F ive Year Development Plan for the Coir Industry in southern Province OXFAM GB together with the Provincial Ministry of Sports & Youth Affairs, Rural Industries, Rural Development, Tourism, Economic Enhancement, Social Welfare, Probation & Childcare, Womens Affairs, Housing & Construction and Manpower & Employment (the Ministry) and steering committee of the coir industry in Southern Province (SP) initiated the preparation of a five year development plan for the coir industry in SP. The following objectives were behind the preparation of five year development plan of SP.

    The overall objective of the assignment was the development of the coir industry in SP as a profitable industrial venture and to contribute to the socio economic growth of the Province. A). To create an enabling environment for the coir industry which attracts public and private investments. B). To increase the value added production aiming the demand in domestic & export markets. C) To facilitate Research and Development (R & D) in product innovations, & technological advancements D). To provide better living standards for small-scale producers especially the 80 percent of the rural women who have engaged in the industry.

    The task was entrusted to the ISB, which has an ample amount of experience in the coir sector development activities in NWP and exposure in similar activities carried out in SP. ISB adopted a Value Chain Development (VCD) approach to formulate the coir sector development five year plan for SP. The methodology proposed by ISB to

    formulate the five year plan was consisted of three stages viz; Analysis phase, Strategic Development phase and Action planning phase.

    The overall objective of the five year plan is to develop the coir industry in SP as a profitable industrial venture and to contribute to the socio economic growth of the Province. To achieve this overall objective, the five year plan will lead to introduce new set of provincial level policies, strategies, regulations and development interventions which will address each level of the value chain.

    We worked with all stakeholders in the industry and developed a comprehensive development plan. The following specific interventions were made during the service.

    J ob Market Study in Killinochchi and Mullativu Districts CARE has shown their interest in development of vocational skills of unemployed youth in Killinochchi and Mullativu districts aiming better employments for them and thereby a better living standards and to improve quality of life for their families. It is obvious that the job market is dynamic and requires specific task oriented people. Therefore this study was conducted to understand the prevailing job market requirements in particular to the Northern Province of Sri Lanka to design future youth skill development programs for unemployed youth in the region. The survey was carried out by ISB in collaboration with CARE.

    The major objective of the study was to identify types of vocational skills (occupations) required by the job market particularly in Killinochchi and Mullativu districts of Northern Province. It was defined that the private sector, public sector and Non Governmental Organizational (NGO) sector as the total job market. However the priority of the study was emphasize to the private sector job market which accounts for a large share of the total

    job market. Mainly the primary data have been used to derive the results of the study and draw the conclusions. In addition the secondary data have supported the conclusions and recommendations of the study. A questionnaire survey and key informant interviews were conducted to collect primary data from employers and vocational service providers.

    The study reveals certain important characteristics of the job market in the region precisely sector wise and scale wise distribution of the employers, job market demand by occupations, types of vocational skills required by the job market, avenues of the job market for the unemployed women and future developments in the job market.

    CARE has entrusted the task and the entire assignment were handled by the ISB, while designing the survey, conducting enumerator training, monitoring the data collection, data tabulation & analysis and final study report preparation.

    M icro Enterprise Development Project Hambantota District Micro Enterprise Development (MED) Program has been designed by Ministry of Fisheries and Aquatic Resources Development as a Tsunami relief intervention. The program aims to assist fisheries communities who became victims of the Tsunami disaster and lost their livelihoods or enterprises as its impact. Hambantota district comes under the program and the Programme Management Unit (PMU) entrusted ISB as the Service Provider to implement MED program in Hambantota district in collaboration with District Programme Management Unit. Development of 300 micro enterprises at the end of the program period remains as the core objective of the MED program in Hambantota district.

    In order to achieve the project objectives there were major interventions made, namely disbursement of credits through participatory credit institutes, improvement of the business management capacity of the target beneficiaries, improvement of the production processes of the enterprises and establishment of market linkages with the commercial partners are considered as the major project components. At the end of year 2011 more than 200 enterprises had received credit facilities where as the management capacity building and production technology improvements reached to 230 and 60 beneficiaries respectively. This project will continue until at the end of year 2012 with market and technical support services.

    P romotion of Dairy Processing Activities in Wayamba Current milk production in Sri Lanka is around 253 Million Liters per Annum and the sector grew by 2.3 percent in 2011. Ministry of Livestock and Rural Economy in their Livestock Development Master Plan is planned to increase the production by 50% and thereby to reach the self sufficiency in Sri Lanka. Therefore, Promotion of local dairy industry has been identified as one of the trust areas of the government development agenda. The government implements no. of schemes to increase the fresh milk production locally as an alternative to the huge expense being made to import powder milk to the country. However the expected level of development in the local dairy industry has not been realized yet though there are some positive signs of booming in fresh milk production.

    As a development facilitator, ISB was enthusiastic to extend its contribution in order to promote the dairy processing activities in Wayamba province to support the national dairy development master plan. The intervention was supported by the Provincial Specific Development Grant program and implemented under the supervision of Chief Ministry of Wayamba Province.

    The theme of the project was compiled to promote dairy processing activities (value added production) at dairy farmer association level, introducing medium scale processing plants and machineries. Kotawehera, Nikaweratiya and Rasnayakapura divisional secretary divisions were selected as the project area where there is a good potential for dairy development. The initial stage of the program focused on establishment of small scale dairy processing plant at Kotawehera having 600 ltr processing capacity per day. The plant holds facilities to produce yogurt, curd and milk toffee and outlet for retailing. All the standard facilities such as milk testing, pasteurization, filling and packaging, cold storages are incorporated in the plant.

    The management of the processing plant is being done by a farmer association and ISB collaboratively. The project has extended benefits over 100 dairy farmers and created around 10 new employment opportunities. The plant reaches its full capacity gradually creating more benefits for the dairy farming community. The project has made over Rs 3.0 mn investment on this processing plant in the first year.

    P reparation of Project reports Preparation of Project reports and feasibility studies are one of the main services provided by ISB since its inception. With the credibility established with the Banks, and other Financial Institutions ISB has entrusted to prepare number of project reports in 2010. Analyzing the viability of the projects, to maintain the

    S WITCH Asia project - EU Comments SWITCH-Asia for its SUCCESS The SWITCH Asia programme for Small and Medium Enterprises (SMEs) in Food and Beverages sector was commended by an expert panel at its bi-annual evaluation held in latter part of 2011. The expert evaluation panel comprised of Ms. Harshini Halangode, Project Manager, European Union, Mr. Gamini Senanayake, Chairman, Gamini Senanayake Associates Pvt. Ltd. and Mr. Sena Peiris, Director, National Cleaner Production Centre and members from the other partner organisations.

    Commenting on the programme and its achievements Ms. Halangode said, during the past three years we have noticed a tremendous

    improvement in resource conservation by the SMEs within the programme. The progress achieved by these SMEs will indeed encourage similar organizations to follow in their footsteps and we look forward to see how other SMEs adopt similar practices.

    The SMEs that are part of the programme have received the ISO22000:2005 certification. They follow Sustainable Consumption and Production practices (SCPs) and have achieved considerable progress in resource conservation.

    ISB focusing on the Energy Stream of the programme was able to help SMEs to get aware on the low cost energy conservation mechanisms to adopt in their premises. Addition to offsite energy management training sessions, ISB has assisted onsite energy assessments along with latest energy measuring devices for more than 200 SMEs to identify key options to enhance their energy efficiency. With this ISB was able to condense their energy consumption by 13% and a significant 11% drop in CO2 emissions. Apart from energy, the project team was able to reduce 15% in waste water and 8% reduction in material.

    SWITCH Asia is a global consultancy programme to enhance the environmental performance of businesses. The programme on Small and Medium Enterprises of the Food and Beverage Sector in Sri Lanka is sponsored by the European Union and implemented by the Ceylon Chamber of Commerce.

    Distant to ISB, the Confederation of Indian Industry (CII), IVAM, The Netherlands, Industrial Technology Institute and Industrial Development Board (IDB) are partners of this SWITCH Asia programme on SCP for Food and Beverage Industry.

    I ndustrial Services Bureau recognized as one of the best energy services companies in 2011 Sri Lanka is one of the highest paying countries for energy in the south Asian region. Hence, to conserve energy is a timely requirement.

    Vidulka energy exhibition, organized by the Sri Lanka Sustainable Energy Authority was held from 11th to 14th August 2011 at Bandaranayake Memorial International Conference Hall (BMICH). This exhibition was focused on the sustainable low cost solutions for the energy crises, which the country is currently facing. Students, general public and the business community were able to grab the knowledge on energy conservation technologies and practices.

    Sri Lanka national energy efficiency award ceremony was held in parallel to the exhibition,

    under the patronage of Prime Minister of democratic socialist republic of Sri Lanka Hon. D M Jayarathne with the participation of leading Cabinet Ministers. During the award ceremony, ISB has been awarded as one of the best energy services providers in the country. This is a great honor for both the dwellers of the North-Western province and the public sector as Industrial Services Bureau has been a statutory body under the North-Western provincial council for more than 20 years. Further, ISB is the only public sector organization that won a merit award in this ceremony.

    the leading organizations for Machinery

    valuation and evaluation in Sri Lanka. More than

    E NTREPRENEURSHIP DEVELOPMENT DIPLOMA (EDD) FOR SMALL AND MEDIUM ENTREPRENEURS (SMEs)

    ISB has started Entrepreneurship Development Diploma (EDD) program in 2011 for the benefit of Small & Medium Scale entrepreneurs and their second generation, for the first time in Sri Lanka. The medium of instruction will be in Sinhala and the programme was conducted at the Konrad Adenauer Auditorium, ISB, Kurunegala during the week ends.

    This is a pioneering effort in this nature and the participants consist of different industry sectors and different areas in the country. The program provides theoretical & practical knowledge on business management special emphasis given to

    SME management.

    The main objective of the program was to provide the practical management skills to run Small and Medium Enterprises effectively and efficiently. The programme has designed to run through a period of full calendar year and the method of delivery consisting of lectures, assignments, group discussions, presentations, industry visits etc. The following subject areas have been covered during the programme period.

    I T FOR EVERYONE Information Technology (IT) has become one of

    the most important aspects and functions of our

    day today life at present. It is important for our

    studies, job related activities etc. While

    understanding its importance and the need, ISB

    had organized and conducted special training

    programs for students, high ranking officials in

    private and public sector, school leavers and

    officials in different organizations.

    Following special programs were conducted by

    ISB for the benefit of different target groups.

    instructors/ engineers/ lecturers. Special

    I PM Human Resources Management programmes ISB has now being recognized as the best regional partner for IPM for conducting Human Resource Management Programmes in Sri Lanka. The programme has a huge demand due to its recognition and as it opens many opportunities nationally as well as internationally. Once ISB started the programme in Kurunegala, especially the students do not need to travel from Kurunegala to Colombo and wasting their valuable time for travelling.

    During the year 2011, three Certificate programmes have been conducted and over 140 personnel working in the private sector and university undergraduates have been completed the course and obtained Certificate in Human Resources Management.

    The above programmes is highly recognized and pave the way to secure employment in mercantile as well as the state sector upon successful completion. To create more

    opportunities for other potential candidates to qualify for the CCHRM programme, Foundation course on Human resource Management (FCHRM) was conducted and over twenty participants have been completed the programme. successfully

    When ISB signed the MOU with IPM, our main intention was to conduct the Professional Qualification programmes for the benefit of needy community in Kurunegala and other suburbs. Within a very short period of time ISB has been able to commence the one year Professional Qualification in Human resource Management programme in July 2011 with 33 participants who have successfully completed the CCHRM programme conducted in Kurunegala.

    I BSL programmes After obtaining the accreditation from the

    Institute of Bankers of Sri Lanka (IBSL) in 2010 to

    work as the regional partner for conducting the

    banking programmes at ISB, Kurunegala the first

    Certificate Course in Banking and Finance (CBF)

    was conducted in Sinhala medium with the

    participation of fifteen participants representing

    from the banking and potential new entrants for

    the Banking and finance sector. Out of which 45

    participants sent for the exams and 38 were

    successful at the examinations.

    B usiness Planning programme for Department of Corporative Development

    As per the request made by the Department of

    Corporative Development, Business plan

    preparation training programme was conducted

    to improve the theoretical and practical

    knowledge on business plan preparation & to

    develop the skills of evaluating business plans

    prepared by the Corporative establishments of

    North Western Province. Forty Cooperative

    Development Officers have been benefitted

    through this programme and they have been

    able to obtain knowledge on tools used in

    Business Plan preparation and evaluation.

    A wareness programme on SWITCH Asia Project

    With the request of the Implementing Agency of

    the SWITCH Asia project the Ceylon Chamber of

    Commerce (CCC), ISB has organized an

    awareness programme on SWITCH Asia project

    for the benefit of SMEs Food and Beverage

    industry.

    P rogrammes aiming for improvement of SME competitiveness

    With the trust and confidence placed on us, the

    National Chamber of Commerce Sri Lanka

    (NCCSL) has entrusted ISB to conduct short

    programmes on Human Resource Management,

    Production Management, Labour law and

    Productivity improvement programmes for the

    benefit of MSMEs in Chilaw, Kurunegala and

    Anuradhapura regions. The above programmes

    were conducted with the support and

    cooperation from the regional chambers

    operating in these areas and over 100 MSMEs

    have been benefitted through programmes.

    A wareness programme on Finance and Capital markets

    With the close relationship developed over

    couple of decades while working in different

    assignments and projects, the Commercial Banks

    has requested ISB to organize an awareness

    programme to introduce and promote Treasury

    Bills and Bonds among the leading Business

    Community in Kurunegala. The main objective

    of this programme was to attract Business

    Community in Kurunegala for worthwhile

    investments in Finance and Capital markets and

    to make them aware in the current market

    trends. Over 100 leading Business community in

    Kurunegala, Professionals, Industrilalists have

    been attended and nearly thirty percent of them

    started to invest in Financial and Capital

    markets.

    C areer Guidance for school leavers It is an established fact that career guidance is vital for the school leavers those who are unable to enter in to the universities for higher education. Having clearly understood this fact ISB has been engaged in this activity since 2010 onwards as one of their CSR activity being a responsible organization for socio economic development in NWP.

    In order to satisfy the above requirement, a Career guidance programmes was conducted to choose a career path for students who sat for the GEC A/L exam in 2011. Over 200 students from various schools in Kurunegala including the leading schools have been participated for the programme. Institute of Personnel Management, Institute of Bankers of Sri Lanka, ICTAD and Skills for Life educational institutes ware made presentation on how to select their career path after the A/L examination.
