1.0 Introduction

Dust monitoring was undertaken at Powerstown Landfill, Co. Carlow, during April- May 2016 in accordance with the requirements outlined in Industrial Emissions Licence No. WOO25-04. Monitoring was carried out at six locations detailed in Table 1.

Powerstown Landfill is located approximately 6km south of Carlow town along the N9 Carlow to Kilkenny road.

The principal aims of this study were to:

Comply with the Waste Licence requirements; Assess dust deposition levels at the facility; and Determine if any significant change in the dust levels has occurred since the previous monitoring event.

2.0 MethodoIogy

Dust monitoring was carried out at the facility using the Bergerhoff gauges in accordance with the guidelines VDI Part 2, by the Association of German Engineers (Verein Deutscher Ingenieure), as the recommended standard method, meeting TA- LL-& requirements, and as specified in the Waste Licence (No. WO25-04). The method enables total dust deposition, including wet deposition, to be determined using gravimetric analysis.

Bergerhoff dust deposition gauges were installed at six permanent locations within the facility. These locations are outlined in Table 1 overleaf. A map indicating dust monitoring locations is presented in Appendix A.

Dust monitoring jars were installed on the 29/04/2016 and collected on the 03/05/2016 giving an exposure time of 32 days. Following collection, the samples were sent to T. E. Laboratories Ltd. for gravimetric analysis.

Analytical results are compared to the dust deposition limit of 350mg/mz/day set for the facility by the Industrial Emissions Licence (No. WO25-04). In addition results are compared with results received during previous monitoring events to determine if any trends are occurring.

Analytical results for the first monitoring event of 2016 are presented in Table 2 below and copy of the laboratory reports is included in Appendix B. Analytical results are presented with the dust deposition limit of 350mg/m2/day set for the facility and the results for previous monitoring rounds for comparative purposes.

4.0 Discussion

The dust de osition results recorded for the first monitoring event of 2016 ranged from 5mg/m /day @6) to 1333mg/m2/day @4). All results other than D4 were below the dust deposition limit of 350mg/m2/day. This exceedence at D4 was reported to the EPA through EDEN. Extra sprinkling of the site and along with the use of the wheel- wash will be carried out at the site in order to minimise the dust levels going forward for the next monitoring event Round 2 of 20 16.

The results reported at locations D5, and D7 have increased since their previous monitoring events but did not exceed the dust deposition limit of 350mg/m2/day. D4 at 1333mg/m2/day exceeded the dust deposition limit of 350mg/m2/day. Sprinkling of the site and use of the wheel-wash continues to be carried out at the site in order to minimise the nuisance of dust. The sprinkling process will be carried out on an extra level to reduce dust levels.
