In supplementary final report filed before Metropolitan Magistrate (MM) Ankita Lal, the police informed the court that prose- cution sanction against Bharti has been accorded by the com- petent authority. In its 22-page report, the police has also annexed the Forensic Science Laboratory (FSL) report and arrayed FSL director and a scientist as wit- nesses. The court fixed October 30 for consideration of the report filed by Investigating Officer (IO) Vijay Chandel against Bharti, who is in police cus- tody in a domestic violence case filed by his wife, Lipika Mitra. Earlier, the police had filed a report on Bharti's plea for further probe in the case in a sealed cover. On January 16, the court had issued notice to the Deputy Commissioner of Police and given a last chance to IO to get the sanction for prosecution against Bharti expeditiously. The police said it has received the sanction on September 24. In its charge sheet filed on September 27 last year, Delhi Police had said that "nine African women were victims of molestation and manhan- dling by a mob led by then Law Minister Somnath Bharti". In the charge sheet, Bharti and 17 others have been booked under various sections of the IPC, including 354 (out- raging women's modesty), 323 (voluntarily causing hurt), 506 (criminal intimidation) and 147 (rioting). The police had arrayed 41 people as prosecution witness- es in the case, including nine Ugandan women, who were allegedly beaten up and molested by the mob led by Bharti on the intervening night of January 15-16, 2014. In its charge sheet, police had said forensic reports of the victims' urine samples were awaited but reports of video footage collected from CCTV cameras installed at AIIMS, where the victims were taken for medical check-up, and footage from news channels have been received. The FIR was lodged on January 19 last year on the court's direction after a Ugandan woman had approached it seeking a direc- tion to the police to file a crim- inal case against unnamed per- sons. Later, another African woman approached the court seeking registration of a sepa- rate FIR alleging that she was also molested by the group. The court had on January 29 last year asked the police to file a status report while refus- ing to order lodging of a sepa- rate FIR on the plea. However, it had asked the police that the woman be made a co-complainant in the first FIR lodged on January 19 as she was also a victim of the same incident. Voters of Bihar will decide whether India would move towards “divisiveness or harmo- ny”, she said at a poll rally in Kahalgaon near here as she tore into Modi’s 16-month rule which she described “harmful” for the country. Taunting Modi “for spend- ing more time abroad than at home”, the Congress President said had repackaged old schemes of the previous govern- ment and represented them as new packages because he was an “expert in packaging and repackaging”. She also raked up the issue of reservation, which has become a major talking point in Bihar polls against the backdrop of RSS chief Mohan Bhagwat’s call for review of the quota pol- icy. Without taking RSS’ name, Gandhi said, “there is match fix- ing going on between Nagpur and BJP. But I want to tell you that Congress is committed to Constitutional provisions on SC, ST and OBC quotas.” Calling the ensuing Assembly elections as “deci- sive, Gandhi said, “Bihar is at crucial crossroads. From here will be determined the future of both Bihar and the country. You have to decide whether from here on the country will move towards divisiveness or harmony.” “Modi is trying to mis- lead the people of Bihar. The package he announced is more farcical than real. What not he has said to belittle the people of Bihar,” she said, asking peo- ple to choose whether they are with secular forces or those which divide the country. Targeting the Prime Minister on his foreign trips, she said, “Narendra Modi loves going abroad very frequently. He loves embracing famous people but he has no time for the poor. Addressing a press confer- ence here, coinciding with the 83rd Air Force day, the Air Chief said unregulated flying of objects is proliferating and this has reached to a worrisome level. “We need to have regularisa- tion for such rampant flying of objects. Ministry of Defence, Civil Aviation and the Home Ministry are in touch to prepare guidelines for flying of such objects,” Air Chief Marshal Raha said. The Air Chief’s comments came at a time when flying of various kind of objects, like, UAVs’ toy mounted cameras, gliders have become rampant, raising a new concern among the security agencies. There were intelligence reports that terrorists might use such flying objects to attack high value targets taking advan- tage of unregulated security environment. In recent months, there have been many intelligence inputs showing that terror groups in South Asia could be trying to acquire capabilities to carry out aerial attacks. The move would primarily cover gliders, UAVs, outdoor balloons and other fly- ing objects that could be used by terrorists. The new guidelines, which will be issued by the Director General, Civil Aviation, will require everyone to register ones flying object, its origin and aim of flying with the district authorities, said the Air Chief. The three-member committee headed by S M Khan, who is Registrar of Newspapers for India, said this in a report submitted to the Information and Broadcasting Ministry after visiting the campus of the prestigious Film and Television Institute of India(FTII) a month ago after the gherao episode that led to a mid- night crackdown by police in which five students were arrested. The report accessed by an RTI activist Vijay Kumbhar here said, “the incidents leading to lodging of FIR by director and sub- sequent arrests are unfortunate. On the contentious issue of assessment of 2008 batch’s incom- plete film projects, the committee stated, “although the students as well as the faculty blame various reasons for the delay for comple- tion of 2008 batch the records available clearly indicate there was no dearth of facilities for completion of the project, mainly delayed due to the fact that students were not ready with the scripts.” Slamming the FTII faculty, the report said, “the academic fac- ulty keeps changing its stand.
