Background of 3rd Edition of Indo China BSM

Initial ground work was undertaken by Mr. Vikrant Pradhan, who visited China and met officials of SDE and met Wante representative for venue and had discussion with various agencies. The agencies contact details were forwarded to Mr. Vishal Thakker along with Mr Anurag Dhoot finalized on agencies and venue for BSM.

China Jewellery was finalized to conduct P.R activities and also to bring in Buyers. Wante was finalized as venue of BSM. Hotel Intercontinental, Beijing Beichen for accommodations Wante strong room was used for the overnight deposit of valuables. Mr Atul Zaveri coordinated for custom clearance.

9 participants were allotted 9sqr. Mtr booth . Each participant was assigned one interpreter. Day 1 (9/11/2009) : Inuguaral ceremony was held in Wante International Jewelry Trade Center. Mr Lin Qiang ( President) SDE and Mr. Bakul Mehta (Convener – Diamond Panel) GJEPC did the honors of ribbon cutting. Ms.Caroline Yaun ( Vice President) SDE. Deputy Chief of Mission Mr.Jaydeep Mazumdar were also present. Buyer Registration : Total 160 buyers visited on first day

In the evening GJEPC orgainised welcome evening followed by cocktail and dinner.Mr. Sun Fengmi – General Secretary of Gems Association of China, the Chairman of NGTC,Mr. Lin Qiang – SDE President.Mr. Bi Lijin, The vice Chariman of NGTC attended the cultural evening.Mr. Bakul Mehta gave brief speech and presentation on Indo China BSM and IIJS Signature 2010 and showed film on India gives life to Diamond and IIJS Signature 2010, which was in Chinese language. Day 2 ( 10/11/2009) : BSM started on 9.30 and got over at 5.00 pm total 60 buyers visited on 2

nd day.The

demand for VVS quality diamonds is high in China market as per feed back recived from the participant. Mr.Bakul Mehta visited Beijing Jewellery Fair and had meeting with NGTC (Record Notes are attached herewith Annexure 1 Buyer Registration : Total 80 buyers visited on Second day Day 3 ( 11/11/2009) : On third day, Mr. Bakul Mehta met Mr Jacky – China Jeweller (Record notes are attached herewith As annexure 2, Buyer Registration : Total 55 buyers visited on third day The BSM got over at 4.30 pm and customs visited the venue for clearance of goods.

Record Notes of the Meeting With NGTC held on 10th

November,2009 at Beijing

GJEPC Member Mr. Bakul Mehta – Convener – Diamond Panel Secretariat Mr. Vishal Thakker – Sr.Manager – Logistic and Operation NGTC/GAC Mr.Sun Fengmin – Vice president - GAC Mr.Bi Lijun – Director - NGTC Ms.Wang Weiwei – Vice professor/Head of Administration China jeweller Ms.Priscilla Mr.Jacky In the meeting following decision was discussed:

1. NGTC – National Gemology testing center(NGTC) is a testing center and they have 200 technical professional and sr. engineers working for the grading / valuation. They showed the whole presentation about the NGTC. They are also running an institute for the Gem and jewellery and also organize the exhibition in association with GCA. They have many facets under their jurisdiction like examine center, Institutes.

2. Brief points discussed between GJEPC and NGTC are as follows.

a. GJEPC : Mr.Bakul Mehta informed NGTC that Indo China BSM is getting translated into

business but it is getting more popular in China. Shanghai/Shenzen and Beijing has different market and Indian sellers have to understand the requirement

of different market. b. GJEPC : Mr.Bakul Mehta informed to NGTC that 4% VAT on loose diamond seems to be

challenge for the Indian sellers. However, he requested to NGTC to charge VAT on the mounted/studded jewellery not on the loose diamond. NGTC : Mr.Sun Fengmin briefed that the VAT percentage has been decided by China Govt and kind of regulation set by GOVT on which they do not have any control. GJEPC : Mr.Bakul Mehta proposed to NGTC to tie up with Indian laboratory and based on the NGTC standard the diamonds can be tested and certified in India and the same can be imported back to China. NGTC : Mr.Sun Fengmin informed that NGTC standards are different and they have rectified certain standards as per the regulation set up by China Govt. for the certifications.They cannot tie up with Indian laboratory.He also informed that if Indian diamonds wants to enter the Chinese market than HRD and GIA is not the better option they must required NGTC certificate as all the diamonds in China require the certification from NGTC.

c. GJEPC : Mr.Bakul Mehta visited the Beijing fair organized by GAC.Based on the visit Mr.Bakul Mehta informed Mr.Fengmin that Beijing fair is big show but there were very few participants in loose diamond. Accordingly, he suggested to have separate section for Loose diamond.

He also informed that GJEPC is planning to organize 4

th Addition of Indo China BSM for four

days covering two city i.e. Shanghai and Beijing. NGTC : MR.Fengmin has appreciated the idea of promoting diamond by organizing BSM but he suggested that organizing of BSM in two city will evolve too much in one time instead of that he suggested GJEC to joint participate and organize India Pavilion in Bejing fair next year.Mr.Fengmin requested to write a formal letter to joint participate in shows.

d. GJEPC : Mr.Bakul Mehta requested to NGTC to set up mobile laboratory at Venue in next BSM to issue certificate if possible. NGTC : Mr.Fengmin informed that the Certificates are issued inside the lab only and they are not allowed to issue the same outside but they can offer the facility of setting up temporary testing center at the show to test the diamond but they can not issue the certificate.NGTC also informed that they will provie the good rates to GJEPC for the same.

GJEPC : Mr.Bakul Mehta invited Mr.Fengmin and Mr.Bi to IIJS signature show and they have accepted the same and Mr,Bi Lijun informed he may visit to the show. Mr.Bi Lijun – Director – NGTC,Ms.Wang Weiwei – Vice professor/Head of Administration visited the BSM next morning

Minutes of the Meeting had with China Jeweller on 11th Nov 2009 at the Venue of the BSM, Beijing Attended by Council :- Mr. Bakul Mehta Mr. Ruban Hobday China Jewellers :- Mr. Jacky Ms. Pricilla Agenda: Appointing M/s Chinese Commerce Century (Beijing) Science & Trade Development Co Ltd, China as the Coordinating Company representing the Council at China Finalizing the 2010 BSM at China Proposal to have “Indo-China Trade Center” at China/HK Firstly Mr. Bakul Mehta appreciated the work done and their team in making the 3rd Indo-China Diamond Buyer Seller Meet a successful one. Mr. Jacky submitted the following points: Informed that the Chinese Buyers were looking for variety in the products in the BSM like more of colored stones and fancy cut since most the diamonds are available through the SDE already in the market. He said that the products should be different to attract more Chinese Buyers to BSMs. He informed that at least 30 sellers from India should be a BSM to make it more meaningful for the Chinese Buyers to visit and do transaction He said the main reason for Chinese Buyers not able to visit India is because of the difficulty in the “transaction” since it has to be done only at SDE, Shanghai. He said that it would be better to clear from Hong Kong than in China. He suggested that an “Indo-China Transaction (Trade) Center” should be initiated to solve this problem which will also provide service to both Indian and Chinese clients. This will reduce the cost and increase the volumes. Mr. Mehta observed that the feedback from the Chinese Buyers was well taken and will be addressed to bring products which are needed in the market like more of colored stones and fancy cuts next year. He said that the idea of “Indo-China Trade Center” was very well appreciated by the Council which will definitely increase the business in a big way. He said this office can function from SDE with NGTC (National Gemstones Testing Center) and other organizations from India being the stake holders in the proposal. This facility should help both small and medium enterprise. He requested the China Jewellers to send a proposal accordingly meanwhile the Council will also prepare the same. Mr. Jacky further informed that the Indian Companies can use the E-Platform of his company which has all the major and big retailers as its members to do business through this channel. He said it would be US$500 membership fee annually. He further said that this will be a useful tool for the Indian Companies to meet many Chinese buyers. Mr. Mehta requested him to visit India and make a presentation on the same to further consideration. Mr. Mehta informed about the proposal to have the 4th BSM 2010 at Shanghai for 2 days leaving one day for transfer/travel and to have 2 days at Beijing. He further said that since the Beijing show was a very big show it would not be an ideal platform for the Indian companies to exhibit. Moreover since Beijing show is for the end consumer too, the BSM is the best platform for the Indian Companies to enter into the Chinese Market. He further reiterated the point that he will try and bring at least 20-30 sellers next year and for better quality and variety of products. He said that an MOU can be signed during the visit of China Jewellers in February for the Signature Show in Goa.

Mr. Jacky suggested that the next BSM should be held during April 2010 coinciding with the Shanghai Jewellery Show (the dates and chargers for exhibiting the show will be intimated later). He said that since most of the Beijing buyers will visit Shanghai Show it was suggested to have 2 days at Shanghai and 2 days at Guangzhou City since buyers from 5 districts near Guangzhou like Panyu (Jewellery Manufacturing), Shenzhen (Jewellery Manufacturing), Hua Du (Diamond), Chong Hua and Shun De (Israel Factories) and others can be targeted instead of Beijing. He said that big diamond manufacturing companies and jewellery manufacturing centers are around Guangzhou hence he strongly recommended to have the next BSM at Shanghai (2days) and Guangzhou (2days) during April 2010 Mr. Mehta summarized that he was keen on promoting the Jewkey.com project (e-platform) and revert with the decision on the BSM date and venue soon. However he wanted him to send his confirmation on Chinajewellers to be the coordinating company representing the Council at China. He requested them to send the proposal for the same. Summary: BSM proposed at Shanghai (2 days) and Guangzhou (2days) coinciding with Shanghai Jewellery Show in April 2010 Jacky and his team to meet the Committee (Mumbai) during their visit to Goa show to discuss on the Indo-China Trade Center at China/HK, BSM 2010 and the Jewkey.com proposal . China Jewellers to send the rate (per sq mt) for an India Pavilion at the Shanghai Jewellery Show and the exact date of the same for planning accordingly. Minutes of the Meeting with Ambassador – Embassy of India, Beijing on 11th Nov 2009 at his office Dr. Jaishankar - Ambassador Abhishek Singh – Second Secretary (E&C) Council Representative:- Shri. Bakul Mehta Shri. Ruban Hobday Shri. Bakul Mehta called on Ambassador at the Embassy on 11th November 2009 and briefed him about the BSM. Shri. Mehta informed that they are getting support from the Chinese Government. He made a special reference to the reduction of VAT from 15% to 4% for participants from India in this BSM. He added that bulk diamond business is done through Hong Kong. He also mentioned that earlier 36% of Indian exports were directed to the US but now it is evenly divided between China and US with both having a share of 26% of diamond exports. Shri. Mehta mentioned that GJEPC is in the initial stage of discussion with Chinese authorities for setting up an India-China Diamond Colored Stones Trading Center in Hong Kong. He added that the outcome of this BSM is very impressive and many Chinese have shown their interest in sourcing diamonds from India. Ambassador mentioned that China has tremendous potential as a market for diamond. Ambassador observed that the Indian exporter’s confidence in the Chinese market would grow with time and Indian diamonds would succeed in creating a customer base in China. Shri. Mehta commented that consumer behavior as far as diamond is concerned is same in India and China. Ambassador assured Shri. Mehta of Embassy’s support to GJEPC for promoting diamond trade between India and China and organizing BSM’S in the future too.
