SUBJECT: Reports of Death.

1, The following Air Corps personnel were reported missing i n action since 17 October 1943, while in flying pay status, in the European Area, place unknown (Cas Msg 297132), and, following their continued absence for a year, were presumed dead as of 18 October 1944, under provisions of Section 5 of the Missing Persons Act:

2. Missing Air Crew Report No. 1019, from Headquarters 337th Bombardment Squadron, 96th Bombardment Group (H), shows that a B-17F type aircraft. No, 42-30365, with crew comprised of the individuals named above, became missing in action 17 October 1943, when i t failed to return to i t s base i n England, when c-alM back from an operational mission on account of bad weather conditions. Crew positions of the men above, in the order li s t e d , were shown as: p i l o t , bombardier, navigator, co-pilot, right wing gunner, radio operator, engineer, t a i l gunner, l e f t wing gunner, and b a l l turret gunner. The weather was re­ported to have been rainy, v i s i b i l i t y zero, and the report showed that no information was available regarding the whereabouts or fate of the missing plane. Confirmation of this lack of knowledge regarding the fate of the plane and crew i s found in the f i f t h of nine wrapper indorsements f i l e d with MACR No. 1019., Dated 23 December 1943, from Headquarters, 96th Bombardment Group, to Commanding General,. Army Air Forces, Washington, D. C, i t reads as follows:

"Reference 1st Wrapper indorsement, subject Officers and Enlisted Men departed AAF Station 138 17 October 1943 i n B-17F Airplane No. 42-30365 with other Combat Crews of this Command on a projected operational mission to Duren, Germany, Due to inclement weather and poor v i s i b i l i t y , the formation was recalled and Subject Crew failed to return. Further information concerning the whereabouts of this Crew or the circumstances under which they failed to return to this Station i s unavailable and i t is therefore impossible to de­termine whether or not any of said Crew survived. In a word, the Crew simply disappeared."

3. Letters from the Air Adjutant General to the ifamilies of the crew members, dated 29 January 1944 (copies f i l e d in AG 201's of a l l except Lt G r i f f i n and Sgt James), state that the plane "departed from the British Isles on an important military mission to ,,'estern Germany", and gives a resume of information already set forth in this review.

4. The following information was submitted by Ura, Floyd J. Lee, mother of Sergeant Lee, in a letter to The Adjutant General dated 16 June 1944:

n -;s- » Two of the families wrote friends of their boys in England had been cn this particular mission, and had definitely seen the ship go down. One Lt. wrote me he was flying as wingman • with Lt. Stoneburner and saw him leave formation and go down, Ihen recently another letter stated a returned Captain had talked to this party (a sister of one of the crew) and stated he was on this flight and they were called back to their Base before they l e f t England, and a l l ships returned except this one. It was supposed they followed a German beam across the Channel * * * *,"

5. In addition, the following notations are found i n material on f i l e with individual records of the crew members;

a. On Officer's Qualification Cards of commissioned personnel:

"Officer missing i n action: on B-17 #42-30365, location unknown, while on combat mission 17 Get 1943;ff

b. Under "Administrative F.emarks" i n Service Records of Enlisted i/ien:

"Sol. missing in action, 17 Oct. 1943, location unknown, while on a heavy Bomb Sortie in B-17 Airplane #42-30365."

c. Indorsements made a part of the individual Service Records of the enlisted men and dated 5 November 1943, show that the 337th Bombardment Squadron (H) was stationed at "Snetterton Heath, England at that time.

6. Reference to a map of the area shows that Dure», in Western Germany, i s approximately 350 miles, "as the crow f l i e s " from Snetterton Heath, i n Norfolk, England, and that 100 miles of this route l i e s across the North Sea.

7. A report dated 21 September 1948 has been received from the Memorial Division, OQMG (Mr. Long), stating that the crew of this plane are being pro­cessed as "Non-Recoverable" in that office, as the absence of any clue to the fate of the crew has resulted i n the belief that their plane crashed in the North Sea. A search of translations of captured German documents and other material on f i l e in this office reveals nothing else of interest to this review.

8. Aircraft No. 42-30365, a B-17 bombardment plane, carrying as i t s crew the ten men named in paragraph 1 above, was one of a flight dispatched from a

base in England on 17 October 1943, to bomb Duren, Germany. O f f i c i a l reports show that the mission was cancelled, and the planes called back because of the "inclement weather and poor v i s i b i l i t y . " This plane alone failed to return as ordered. Available evidence does not show whether Lieutenant Stoneburner's plane disappeared before the order to turn back was received by the flight leader. The meager information received by Mrs. Lee (par 4, above) and forwarded by her to the War Department in 1944 i s seen . : to consist of hearsay only and to be of l i t t l e value beyond suggesting certain possibilities. North Sea crossings were generally made at high altitude in order to avoid antiaircraft f i r e over the Dutch coast, and under the poor v i s i b i l i t y prevailing at the time, i t seems obvious that men on the other planes would have lost sight of the missing craft long before i t crashed, and probably before realizing that i t was suffering mechanical trouble or becoming lost. In evaluating the total absence of evidence regarding the fate of this crew, i t must be noted that the enemy proved very methodical in recording, and usually in reporting to the A l l i e d governments, a l l Allied planes f a l l i n g in territory under his control. Its crash on the English side surely could not hr.ve gone long unreported. On the other hand, known plane losses over the North Sea and English Channel were such that our airmen were relieved to sight land again after each crossing. No tangible trace of plane or crew has been discovered. The only logical conclusion which can be drawn i n this case i s that Lieutenant Stoneburner's plane crashed i n the North Sea, for reasons unknown, carrying a l l aboard to their death.

9. It i s recommended, therefore, that pursuant to the provisions of Section 9, Missing Persons Act, the foregoing information be accepted as an o f f i c i a l report of death, and that a casualty report be ini t i a t e d stating that the Air Corps personnel named i n paragraph 1 above were k i l l e d i n action on 17 October 1943, while in flying pay status, when their plane crashed while crossing the North Sea on a bombardment mission. The systemat w i l l be processed in accordance with Paragraph 2b, Operations Bulletin 35, 1945. The casualty report and o f f i c i a l report of death w i l l include the following statement:

Finding of Death has been issued previously under Section 5, Public Law 490, 7 March 1942, as amended, showing presumed date of death as 18 October 1944. Ihis "Report of" Death" is issued in accordance with Section 9 of said Act and i t s effect on prior payments and settlements i s as provided i n Section-9.

1. The following Air Corps personnel were reported missing in Action since 17 October 19 3j while in flying pay status, in the European Area, place unknown (Cas Mag 297132), and, following their continued absence for a year, were preainned dead aa of 18 October 1944, under provlaiooB of Section 5 of the Missing Persons Act:

2. Missing Air Crew Report Io. 1019, from Headquarters 357th Bombardment Squadron, 96th Boobardiaent Group (H)# shows that a B-17F type aircraft, Ko. 42-30365, with crew eospirlwed of the individuals named above, became missing la action 17 October 1943, when it failed to return to its base in England, when called back from an operational mission on account of bad weather conditions. Crew Positions of tbe man above, la the order listed, were shown as: pilot, boqjtwrdlar, naviga­tor, co-?llot, right wing gunner, radio operator, engineer, tail gunner, left wing gunner, and ball turret gamer. The weather was reported to have been rainy, visibility zero, and the report showed that no information was available regarding the whereabouts or fate of the missing plane. Confiraation of this lack of knowledge regarding the fate of the plane and crew is found in the fifth of nine wrapper indorsements filed with MACR No. 1019. Dated 23 December 1943, from Headquarters, 96th Bomb. Group, to Conmandlng General, Army Air Forces, Washington, D. C. It reads as follows:

"Reference lat Wrapper Indoraenjant. subject Officers and Enlisted Men departed AAF Station 130 17 October 1943 in B-17P Airplane No. 42-30365 with other Conbat Crevs of this command on a projected operational mission to Duren, Germany. Due to inclement weather and poor visibility, the formation was recalled and Subject Crew failed to return. Further information concerning the whereabouts of this Crev or the circumstances under which they failed to return to this station is unavailable and it is therefore impossible to determine whether or not any of said Crev survived. In a word, the Crew simply disappeared."

3. Letters from the Air Adjutant General to the families of the crew members, dated 29 January 1944 (copies filed in AG 201^ of all except Lt, Griffin and Sgt. James), state that the plane "departed from the British Isles on an Important military mission to Western Germany," and gives a resume of information already set forth in this review.

4. The following information was submitted by Mrs, Floyd J. ',ee, mother of Sergeant Lee, in a letter to Hie Adjutant General date 16 June 1944:

" • • » • Two of the families wrote friends of their boys in England had been on this particular mission, and had definitely seen the ship go down. One Lt, wrote me he was flying as wingman with Lt. Stoneburner and saw him leave formation and go down. Then recently another letter stated he was on this flight and they were called back to their Base before they left England, and all ships retumod except this one. It was supposed they followed a German beam across tho Channel

5. In addition, the following notations are found in aaterial on file with individual records of the crew members:

c. Indorsonents made a part ot the Individual Service Records of the enlisted zaen and dated 5 Novecfiaer 1943, sbov that the 337th Bombardment Squadron (h) vaa stationed at "Snettertnn Heath, England at that time.

6. Beference to a map of tho area shows that Duren, In Western Germany, Is approximately 350 miles, "aa the crow flies'' from Snetterton Heath, In Norfolk, England, and that 100 miles of thia route lies across the North Sea.

7. A report dated 21 September 1948 has been received from the Memorial Division, OQMG (Mr. Long), stating that the crew of this plane are being processed as "Non-Recoverable" in that office, as the absence of any clue to the fate of the crew haa resulted In the belief that their plane crashed in the North Sea. A search of the translations of captured German documents and othei material on file In this office reveals nothing else of interest to this review.

3. Aircraft No. 42-30365, a B-17 bombardment plane, carry: as Its crew the ten men named in paragraph 1, above, was one of a flight dispatched from a base in England on 17 October 1943, to bonb Duren, Germany. Official reports show that the mission was cancelled, and the planes called back because of the "inelemen. weather and poor visibility." This plane alone failed to return as ordered. Available evidence does not show whether Lieutenant Stoneburner»a plane disappeared before the order to turn back was received by the flight leader. The meager information re­ceived by Mrs. Lee (par 4, above) and forwarded by her to tbe War Department in 1944 is seen to consist of hearsay only sad to be of little value beyond suggesting certain possibilities. North Sea crossings were generally made at high altitude la order to avoid antiaircraft fire over the Dutch coast, and under the poor visibility prevailing at the time, it seems obvious that men on the other planes would have lost sight of the missing craft long before realizing that it was suffering mechanical trouble or becoming lost. In evaluating the total absence of evidence regarding the fate of this crew. It must be noted that the enemy proved very methodical in recording, and usually in reporting to the Allied governments, all Allied planes falling in territory under his control. On the other hand, known plane losses over the North Sea and English Channel were such that our airman were relieved to sight land again after each crossing. No tangible brace of plane or crew has been discovered. The only logical conclusion which can be drawn In this case is that Lieutenant stoneburner • 3 plane crashed In the North Sea, for reasons unknown, carrying all aboard to their death.

I t i s believed the effects may have been erroneously forwarded direct to your o f f i c e , to the beneficiary; or to the Effects quartermaster in France. In view of the fact that we are unable to contact the Units to ascertain disposition of the eff e c t s , and that ultimately a l l effects w i l l be received by your o f f i c e , we are forwarding theee forms for your records.

2, The method of handling Form 54's at this o f f i c e i s that a l l Form S -'s are checked against effects on hand. Where effects have been received, such forms w i l l be forwarded by l e t t e r of transmittal to your o f f i c e giving information as to the disposition of the ef f e c t s , and at the expiration of one month, i f ne effects are received, the forma w i l l bt transmitted to your o f f i c e i n accordance with paragraph 1.
