1 Maintenance of Quality in the services provided to the learners

All admission related activities were monitored by StudentRegistration Division (SRD). Dispatch of study materials (SLMs)was monitored by Material Production and Distribution Division(MPDD). The academic services provided by LSCs weremonitored by Regional Centres (RCs) and the activities of RCs byRegional Services Division (RSD). The broadcasts were done asper the schedules notified by the Electronic Media ProductionCentre (EMPC). Student Evaluation Division (SED) monitored theconduct of term end examinations. Student Service Centremonitored the grievance redressal mechanism of the University.

2 Continuous improvement

Induction meetings were conducted at LSCs for all newly enrolledlearners. Annual meetings were held with all Coordinators of LSCsat RCs. Monthly Monitoring Reports were prepared by all RCs andsubmitted to RSD for review. A task force constituted by the ViceChancellor which monitored all the activities of the above serviceDivisions.

1.5 Quality Assurance:

3Identification of the key areas in which the HEI should maintainquality

Course Design and Development: Guidelines on approval andlaunch of new academic programmes and revision/ addition/deletion of course(s) in existing programmes were revised inaccordance with the UGC (ODL) Regulations 2017 in order tostreamline the system in accordance with the Regulations. LearnerSupport System: CIQA played an major role in developing twomanuals: i) Manual for Learner Support Centres (LSCs)and ii)Manual for Regional Centres (RCs), these manuals have beendeveloped incorporating regulations given in the UGC (ODL)Regulations 2017 in order to streamline the system in accordancewith the Regulations. These manuals are for maintenance ofstandards and uniformity in operations across all LSCs and RCs.

4 Dissemination of information on quality assurance

CIQA conducted meetings/ workshops with Directors andRegistrars of all the Schools, Divisions, Centres, Units and Cells todisseminate information on the UGC ODL Regulation and NAACAssessment and accreditation scheme for Open Universities.

5 Mechanisms for interaction and obtaining feedback

Six feedback mechanisms were developed for the followingstakeholders: 1) Employer's Feedback 2) Alumni Feedback 3)Subject Expert's Feedback 4) Learner's Feedback 5) Counsellor'sFeedback 6) Teacher's Feedback Feedback had been obtainedfrom teachers and subject experts from various School of Studies.Regional Centres were asked to obtain feedback from learnersand the academic counsellors. The Campus Placement Cell wasasked to collect the feedback from alumni and employers.

6 Measures for qualitative improvement

CIQA had made it mandatory to nominate nodal officers in eachSchool, Division, Centre, Unit and Cell to monitor the qualityaspects and provide information for assessment. Meetings wereconducted with the Directors and Registrars of all the Schools,Divisions, Centres, Units and Cells to update them on the newdevelopments taken place in Higher Education system. Also mailswere sent to Directors and Registrars of all the Schools, Divisions,Centres, Units and Cells to disseminate information among theircolleagues and for compliance.

7Ensuring Implementation of its recommendations through regularmonitoring

A Working Group and an Advisory Group had been constituted byCIQA to provide support in advising and monitoring the qualityassurance aspects of the University. The Working Group met atregular intervals throughout the year.

8 Ensuring Participation of stakeholders

CIQA had constituted a Committee as per the University GrantsCommission (ODL) Regulations, 2017, comprising teachers,academics, administrators, students, employers /industrialists tochaired by the Vice Chancellor to advise CIQA on its activities.

9Preparation of Programme Project Report and Informationregarding any new programmes launched

15 new programmes were launched 2018-19 and were approvedby the Academic Council.

10Collection, collation and dissemination of accurate, complete andreliable statistics about the quality of the programmes

The Planning and Development Division of the University haddone a review of the enrolment ratio of the programmes. Beforedevelopment of a new academic programme a need assessmentsurvey/ study is mandatory, based on which the variousparameters of the programme are decided including theprogramme fee to be charged.

IGNOU offers formal education like any other conventional University, from certificate to PHD level programmes. Like any other University, theacademic programmes offered by the University are approved by its various statutory bodies and where ever required by the apex regulatory bodies. The Act and statutes of the University have due provisions with reference to the design and development of the academic programmes. There isan Ordinance on Standards for achieving Excellence in Design, Development and Delivery of Open and Distance Learning which has detailed outthe procedure for development of academic programmes. Recently IGNOU has revised its guidelines for design and development of academicprogrammes which is based on the UGC (ODL) Regulations of 2017. Preparing for obtaining recognition of IGNOU programmes from UGC inaccordance with the UGC (ODL) Regulations 2017 was the first major activity initiated by CIQA. CIQA held a series of meetings with all the Schoolsof Studies for preparing the Programme Project Reports for programmes to be offered in July 2018, was compiled by CIQA. The format for obtainingthe Status of SLMs was prepared by the Centre and data was collected from all Schools of Studies for all the programmes on offer, which wassubmitted to the Academic Council for approval. Data was collected from all Schools, Divisions, Centres and Units, and compiled by CIQA, for theonline application of IGNOU to be submitted to DEB UGC.

The University has a system of planning and development of Programmes offered through distance mode. As per the UGC Regulations 2017, theUniversity has revised and developed Guidelines for Development of Self Learning Material which have been approved by the Academic Council ofthe University. Also the Programme Project Reports (PPRs) of various programmes offered by the University have been approved by the AcademicCouncil or its Standing Committee of the University. The University has developed guidelines for achieving excellence in offering programmethrough ODL mode.

The university has developed guidelines for preparation of SLMs , revised and developed as per UGC (ODL) Regulations 2017 and also approvedby the Academic Council of the university. The guidelines for prepartion of SLMs is available on the CIQA web pages of the IGNOU website. TheUniversity has the adequate teaching and academic staff at HQ and the Regional Centres for offering programme in ODL mode as per UGC norms.

The PPRs were prepared by the Programme Coordinators in accordance with the UGC (ODL) Regulations circulated by the CIQA. CIQA gaveorientation to all the Programme Coordinators on filling up the PPR in 2017 . The PPRs of various programmes on offer have been approved by theAcademic Council and its Standing Committee.

This is certified that the provisions as mentioned in the Annexure-X have been complied with by the Regional Services Division as per the UGC(ODL) Regulations 2017 and the Indira Gandhi National Open University Act 1985.

Guidelines and standards for the grievance redressal system a) IGNOU has developed grievance reddressal mechanism for quick resolution ofgrievances received from the learners which known as IGNOU Grievance reddressal and management system (iGram). It is unbiased andunderstandable. b) Each grievance received on iGram Portal has to be disposed off within 3 working days. c) iGram portal is available on IGNOUwebsite. Training Workshop on Creative Use of ICT Tools: Towards Innovative Learning Solutions This workshop wasorganised on April 09 and April 10, 2019, by the NCIDE, IGNOU. The University carried out the additional activities to nurture innovator students as follows. 1. Idea Competition In order to encourage IGNOUstudents to think of new and innovative ideas, NCIDE organised an Idea Competition for the Students. For the Idea Competition, over one hundredIGNOU students had submitted their original and creative ideas, which can solve the problems of daily life in the fields of Food, Agriculture andRural Development, Clean Energy and Alternate Fuel, Clean Water and Water Management, Swacchhata Initiatives and Waste Management,Health Care and Hygiene, Education and Open University System, and Smart Transportation and Traffic Management. The selected students were invited to participate and present their ideas in the Festival. This Convention was aimed at identifying the young and rising talents who would be promoted through proper encouragement andincentives and an attempt was made to commercialize their research projects with industrial collaboration. The event was held at the NationalInstitute of Food Technology Entrepreneurship and Management (NIFTEM), Sonepat, Haryana.
