MESSAGE FROM THE NETBALL NT PRESIDENT

Welcome to the Netball NT Indigenous Carnival for 2019.

This year we have 15 teams joining us from across the Territory and visiting teams from Kununurra with players from 13 & under through to an open division. For some players this carnival is their first taste of competition netball and it is a joy to see all the players develop over the weekend.

Thank you to the coaches, managers and supporters for your dedication over the weekend. I hope you all enjoy your time in the Top End and playing in our amazing CDU stadium. Good luck to all teams.

INDIGENOUS NETBALL CARNIVAL27th – 28th July 2019 | Darwin

Indigenous netball players from across the country are invited to participate in the annual Indigenous Netball Carnival, held at CDU Stadium in Marrara. The carnival is aimed at increasing participation of the Indigenous community, in Sport and Recreation in a fun competitive environment. The Indigenous Netball Carnival is also a platform to increase awareness and education around health promotion, health prevention and care benefits for Indigenous people.

DARLS ART STATION & COMPETITION

Saturday & Sunday | All Day

An art station will be hosted by contemporary indigenous artist Darlene Devery at the Covered Breezeway.

Darlene will also run a competition to design the 2020 Indigenous Netball Carnival singlet. The winner will also win a set of singlets printed with their winning design for their team or a nominated team participating in the 2020 Indigenous Carnival.

INFLATABLE OBSTACLE COURSE

TOURNAMENT GUIDELINES

TEAMSA maximum of 12 players per team may be registered.Given that the Indigenous Netball Carnival is aimed at increasing participation of Aboriginal and TorresStrait Islander people in sport, the following player eligibility rules apply;1. Of the 12 registered players, a minimum of 8 players are required to be of Aboriginal or Torres

Strait Islander descent.

2. Should a team register only 10 players, a minimum of 7 of those players are required to be of

Aboriginal or Torres Strait Islander descent.

3. During play, each team is required to have a minimum of 5 players on court of Aboriginal or Torres

Strait Islander descent at any one time.

EQUIPMENT Teams need to supply own bibs. Netball NT will supply the match balls.

FIRST AID There will be a first aid post available for the duration of the Carnival. Location to be announced at the team managers meeting prior to the carnival. Please note NO preventative strapping will be offered at this post. Ice will be available to purchase from the competition office. $5 = 1 x 5kg bag of ice.

FOOD VENDORS Food and drinks will be available for purchase throughout the weekend.

UMPIRES All teams are asked to nominate an umpire. Umpires should have a minimum of a C badge or be currently working towards obtaining it. For teams unable to supply their own umpire, a higher fee will be charged to cover the cost of Netball NT sourcing and paying for an umpire for the duration of the carnival. Nominated umpires should be available to be allocated a game at any time. Team coaches cannot nominate as an umpire. UNIFORMSAll players must be dressed in the same uniform, and this may consist of dresses, skirts, shorts, leggings/pants, singlets or t-shirts. Uniform items must be the same colour. NNT recognises that uniform modifications may be required such as (but are not restricted to) the wearing of traditional Muslim headscarf or the wearing of long sleeve tops to cover arms. Headscarves can be tied but not fastened with any pins or sharp objects. The colour of headscarves and other garments to be in accordance with the teams colours.

COMPETITION RULES

DURATION OF GAMES All games shall consist of two 12-minute halves, with a three-minute interval between the two halves. All games are centrally timed. *Please note Netball NT is currently considering extending Finals games to 4 quarters. A decision will be made once nominations have closed.

INJURY TIME Injury time applies as per the Official International Netball Federation Rule Book page 46: The player concerned must leave the court within 30 seconds and receive any treatment off the court. Time shall not be held for injury time.

FORFEITS Any team that is not on court and ready to play from 0-5 minutes from the start time on the fixtures will be able to play, but they will forfeit 5 goals. Any team that is not on court and ready to play 5 minutes from the start time on the fixtures will automatically forfeit the game and two competition points will be awarded to their opponent. Teams can still play; however, umpires must record the game as a forfeit.

SCORE CARD Teams are required to supply one person to score games. The first mentioned team is the home team and shall score the game, the second mentioned team is the away team and shall check the score. Scorers from both teams shall be seated on the officials’ bench together throughout the game. Scorecards will be located on each court in the scoring folder. The winning team is to return the scorecard to the score box on the Information Desk immediately after each game. Netball NT will provide a scorer for all grand finals.

POINTS Championship points during the preliminary rounds will be awarded as follows:Win = 4 pointsDraw = 2 pointsLoss = 0 points Bye = 4 points

RANKINGAt the conclusion of the preliminary rounds, teams will be ranked according to:Championship points awarded for a win, loss or draw as outlined above.In the event of teams tying on championship points at the end of the preliminary rounds, the placing shall be determined by the results between the two teams concerned during the preliminary rounds.If still even, placings shall be determined by the overall goal percentage in all games played.I.e. Goals For x 100

Goals AgainstIn the event of a further tie, the team scoring the most goals will be declared winner.If three or more teams are on the same points at the conclusion of the preliminary rounds the placing shall be determined by the goals difference of the matches played between the tied teams in the preliminary round.

FINALS Drawn Matches:In the event of a tie in classification, semi-final and grand final matches, there will be a two minute interval at the end of full-time. The following shall apply for extra time:1. Substitutes and team changes may be made during the two-minute interval.2. Teams change ends and the game is restarted by the team entitled to the next centre pass.3. Extra time of 2 x 5-minute halves will be played with a one (1) minute interval between the two

halves.

4. Teams change ends at the end of the first 5-minute half. Substitutions and/or positional changes may be made during the one (1) minute interval.5. The game is then restarted by the team entitled to the next centre pass.6. In the event that there is still a tie at the end of extra time, a visual signal shall be used to indicate that play shall continue until one team has a two (2) goal advantage.

APPEALS / QUERIES Only the Captain of a team is able to request clarification or lodge an appeal to the Carnival Coordinator who will be found at the Information Desk. If the captain is under 18 the coach may appeal on behalf of the captain.

AWARDSA ‘Rising Star’ award will be presented to one player in each junior grade, recognising the players who played in the spirit, sportsmanship and fairness of the game, and a ‘Most Valuable Player’ (MVP) award, to the best performing player throughout the carnival, in the Open division. Opposition teams will give 3, 2, 1 votes at the conclusion of each game on a voting slip provided by Netball NT. Non Indigenous players will not be eligible for either award. Netball NT will provide information on the scorecard for each game regarding which players from each team are eligible to receive votes.

MIXEDTeams playing in the Mixed grade may have a maximum of three (3) and minimum two (2) males on court at any time.

INJURY RECORDIf a player sustains an injury throughout the tournament, please ensure the injury record book (found at the information window) has been completed.

CODES OF CONDUCT

Netball Australia, Member Organisations and Affiliates seek to provide a safe, fair and inclusive environment for everyone involved in netball. To achieve this Netball Australia, Member Organisations and Affiliates require certain standards of behavior of players/athletes, coaches, officials, administrators, parents/guardians (of child participants) and spectators.

PLAYERS CODE • Participate because you enjoy it, not just to please parents and coaches. • Play by the rules • Participate fairly and safely. • Abide by decisions, without argument or bad temper

a) Captains have the right to approach an umpire during an interval or after the game for clarification of any rule.

b) Approach the umpire in a courteous and polite way. • Co-operate with your coach, and other players

a) Verbal abuse of officials or other players, deliberately fouling or provoking an opponent and throwing/ damaging equipment is not acceptable or permitted.

b) Treat all players as you would like to be treated. c) Ensure that at all times your behaviour is fair. d) Be a patient and enthusiastic supporter of fellow players.

• Applaud all good play, by your own team and opponents. • Be a responsible team member

a) Always be on time b) Encourage and assist all players c) Attend all training sessions d) Ensure you always bring the appropriate uniform and equipment to training and/ or

matches. • Do not engage in practices that affect sporting performance (alcohol, tobacco and drug use).• Respect and acknowledge the contribution of those who create the opportunity for you to play

SPECTATORS CODE • Most players (in particular children) participate in netball activities for fun. They are not participating

for entertainment of spectators only. • Applaud good performance and efforts by all players. When watching a game congratulate both

teams on their performance regardless of the game's outcome. • Respect the umpires' and coaches’ decisions. If there is a disagreement, follow the appropriate

procedure in order to question the decision and teach children to do likewise. • Never ridicule or scold a player for making a mistake during a competition. Positive comments are

motivational. • Condemn the use of violence in any form, be it by administrators, coaches, players, umpires or

parents/ guardians. • Show respect for your team's coach, the umpire and opponents. Without them there would be no

game. • Encourage players to play according to the rules and the official decisions, and develop your own

knowledge of the rules. • Demonstrate appropriate social behaviour by refraining from using foul language, harassing

administrators, coaches, players or umpires. • Support the use of age appropriate development activities and modified rules.

COACHES CODE • Operate within the rules and spirit of netball, promoting fair play over winning at any cost. • Encourage and support opportunities for people to learn appropriate behaviour and skills. • Support opportunities for participation in all aspects of the sport. • Treat each person as an individual.

• Display control and courtesy to all involved with the sport • Respect the rights and worth of every person regardless of their gender, ability, cultural background

or religion. • Respect the decisions of umpires, officials, coaches and administrators in the conduct of the sport. • Wherever practical, avoid unaccompanied and unobserved one-on-one activity (when in a

supervisory capacity or where a power imbalance will exist) with people under the age of 18 years. • Adopt appropriate and responsible behaviour in all interactions. • Adopt responsible behaviour in relation to alcohol and other drugs. • Act with integrity and objectivity, and accept responsibility for your decisions and actions. • Ensure your decisions and actions contribute to a safe environment. • Ensure your decisions and actions contribute to a harassment free environment. • Do not tolerate harmful or abusive behaviour. • Place the safety and welfare of the athletes above all else. • Any physical contact with a person should be appropriate to the situation and necessary for the

person’s skill development. • Be honest and do not allow your qualifications to be misrepresented.
