For the UPA top duo coalition stability is more important than change.

We are the best !


This UPA duo believes they are wise and dynamic, like Sarkozy or Putin !


Opposition ruled states like U.P. and Jharkhand is their Libya or Chechnya.


The duo love to play both the devil and messiah !

Winning at any cost is the goal !


Pawar – Karunanidhi - Dixit

Stop Change ! We are the elected money managers!


They say “ corruption talk is all crap…. besides we all wear white”


This troika are trusted franchisees . They source the fund flow, and donate to the party

They control the last mile of the delivery chain at Mumbai, Delhi and Chennai

They generate the maximum political funds for the UPA !


They say “Let us be as we are !”

If we are down the UPA power house will crumble !


The Antony-Mani Shankar duo !

It is time for change

Nobody can stop it !


They need change …. not us !

Stake holder 2 : The Opposition

Though they have relatively clean and transparent state Governments in both Gujarat and Bihar.


The NDA have no alternative model of transparent shadow Govt.

Delayed and dithered in ushering transparent change in Karnataka for clean Govt.

commitment !


The Communist Parties

We are different !We have our politburo!And our ideology!


The Karat Doctrine !

Even after the electoral drubbing we are sure we don’t need change !! ….

After all we remain losers with both UPA or BJP in power, so why bother !


The People are confused !

Will they be committed to root out corruption !


Will NDA be better than

the UPA ?

We will uphold the constitution and probity in public life !

..…even if we are accused of judicial activism !

Justice is for the greater good of people even if it touches adhocism

Is both political & judicial power corrupting ?

Raises concern amongst people !

Stake holder 4 : The Administrative Machinery

Bureaucrats, Police, CBI, ED, IT, ST, Excise, rural and urban administrative services

Whosoever governs the nation the power to suck the spoils lies with us

“We are the king makers !”

When this forms the rivers the politicians dam and divert the same for their use.


We source the rivulets of corruption funds due to the license permit raj.

Curtails power !Reduces corruption ! Improves efficiency !Causes workforce rationalization !

So we Government employees always love status quo

Because our power grows as politicians fight the people. They will use us to control andsuppress social unrest and bypass checks and balances.

More and more whistle blowers are emerging from the administrative machinery every day !


But there are exceptions to the rule

Media and Civil Society are the drivers of change !

Stake holder 5 : The Civil Society And The Media

Baba Ramdev, Swami Agnivesh, Greenpeace and few others would spoil for a fight against the system!

Stake holder 5 : Civil Society and the Media Few are impatient and want utopia !


Other’s like Anna Hazare are relentless negotiators

They will take the battle out of New Delhi where the police can beat them into submission, to the remote towns and villages of the nation.

So they will be first told of how and why they are missing out !


For it is the rural masses who are hit by corruption most

The Newspapers, the radio and the TV channels and internet have taken the transparency movement out of closets and fired the minds and the hearts of the people !


Traditional media and internet have been at forefront of the transparency movement

2GCWGAdarsh Housing Aviation Licensing…..the list of scams is endless


The Media has piled up the pressure on the Govt. and opened up the can of worms ….

Is business as usual the cause of corruption !

Stake holder 6 : Industry and Business

But most hate giving bribes. They are the reluctant accomplice of the license permit regime


Industry and business are usually perceived as bribe givers

Some encourage & abet corruption to ensure business as usual !


Many accept it as a cost

They are the reason, why land in India is so expensive, though being largely undeveloped.

But there is a huge segment of corrupt land based business, who have thrived on shady deal making


Urbanization projects, mining, oil and gas exploration are hotspots of corruption.

Politicians draw sustenance from most real estate related biz.



Business as usual benefits executives more than investors . So it is a Hobson’s choice.

Investors want clean governance and a transparent environment

that investment flocks to areas where corruption is under control !

Gujarat in wooing global investors show

We vote only once in 5 yearsBut now we will monitor you 24x7 !

Stake holder 7 : The People

Mainly because they loose opportunities to grow in its absence.


Fortunately the biggest supporter of transparency and change is the youth !

For transparency has fired up the imagination and winds of change has fanned the fire to a flashpoint.


The youth are not ready to give up the war against corruption

Most people are having the sinking feeling, that the India Government and Reserve Bank are losing control on the economy because they just can’t plug the leaks.

The people are distressed, angry but they don’t know what to do.


The people are feeling the brunt of price rise because of the effect of rampant corruption

Though interest rates have been revised several times to curb inflation but to no avail


That can’t be done without weeding out corruption from the delivery cycle of public funds.

Plugging the leaks is the key to containing inflation and price rise


.

So inflation will stay high as long as corruption is around


Despite the Reserve Bank Initiatives !

.

People will be distressed


As the economy bleeds due to corruption the prices will remain high

.

Cash subsidy, or any food security will fail to deliver .


Because of corrupt delivery system

.


So the people’s war on corruption had to begin. Lokpal is just the 1st battle

….And people will fight their own war on corruption !


Even if it is against their own elected Government

.

For the people discontent needed to be addressed

The 1st battle of Lokpal

For that a comprehensive and focused anti corruption Lokpal bill was one of the measures needed

.

But the Bill tabled by the UPA Govt is an itsy bitsy bill, that barely covers !


.

So the war on corruption will move out from the streets of Delhi to the by lanes of India’s towns and villages.


The battle that started with the Lokpal Bill will now be expanded into an all out war on corruption.

.

The Lokpal is the ombudsman of the people to oversee the administrative process .


It must oversee all those involved in the decision making without exclusions

.

It must track the route map of public fund flow and protect it from corruption.


Every one from the Prime Minister to the village Patwari in the administrative chain of decision making must be within the ambit of the Lokpal

.

People won’t give up on the Lokpal easily, because they now know its use.


If the current Government fails to make the Lokpal Bill comprehensive, the next will.

.

So despite its parliamentary majority, the UPA will ultimately lose the Lokpal war.


And people will remember that they fought years against a corrupt UPA regime for their future and freedom .

.

It will be yet another blot on democracy,where people are at war against an elected Government that turned despot.


Like the emergency, the1st battle of Lokpal will be a turning point of our history !
