This biennial report celebrates a landmark in the history of our state as the Indiana Arts Commission celebrates its 50 year anniversary alongside Indiana’s bicentennial. In our statehouse eight words and corresponding sculptures hold up the rotunda, underscoring the basic values and identity of our people: law, oratory, commerce, agriculture, liberty, justice, history and art. Our cultural heritage is embedded in our identity, and the Indiana Arts Commission embodies our citizens’ belief in the power of the arts to change our communities from the inside out and produce a vital, vibrant, and prosperous landscape for our people.

Our Indiana State Poet Laureate, Shari Wagner, states so eloquently in her bicentennial composition Hoosier Quilt, that “love of confluence calls us” as “the work of our hands radiates outward; block by block, circle by circle.” The arts are a centerpiece of our communities and citizens’ lives, and the work that is done in the arts has a ripple effect, improving our community efforts and outcomes, helping them to be representative of the many voices of our citizens.

In looking back on our first 50 years, some guiding principles are evident: values which have directed and determined all of our efforts. Essential Localism has been an enduring mode of operating as the IAC empowers and involves citizens from across the state in every grant given, every decision made. Ruralism and Urbanism reflects the complexity of our state’s communities, as our Regional Arts Partner system reaches inside cities and out into the Indiana countryside. Building Community Fabric is woven into all of the IAC’s programs, nurturing partnerships not only within the arts community, but between the arts and every other aspect of community life. Insuring Access is a hallmark of the IAC as our grants reached into 91 of our 92 counties this year. Advancing Education is an imperative as the arts change individual lives and develop a creative and skilled citizenry. Citizen Ownership is evident, as we partner with community not-for-profit efforts of all types to direct our services. Energizing Economy is a continuous result, as the arts sector contributes to Indiana jobs creation, business development and the environment to attract a world-class, creative workforce. Leveraging Investment underscores all of our public investment, as our grants are the bedrock upon which arts organizations and providers demonstrate their commitment to produce positive, community results. Championing Diversity is a given as the many people of our state, and their unique voices, have an enduring home in the arts. And Forging Partnerships uses the arts as a catalyst to bring people together for positive change.

We are proud of the 50 years we have served all of our citizens. Many generations later, we are still a pillar upon which our state is founded.

We look forward to the next 50 years and invite you to help us imagine where the arts can take our great state.

REGIONAL PARTNERSHIPS AND REGIONAL INITIATIVE GRANTSThe Indiana Arts Commission invests more than 80% of its budget directly in its granting programs, with most at the local level through our Regional Arts Partnership.

Established more than two decades ago, the Regional Arts Partnership allows the Arts Commission greater flexibility to administer grants and services throughout all regions of our state. Maximizing service delivery is only part of what makes the Regional Arts Partnership successful. Our partners have greater knowledge of, and direct working relationships with, the grantees in their regions. Partners convene panels at the local level, made up of panelists with typically strong awareness of the applicants and, more importantly, the cultural needs of the people living in that region. Funding recommendations made at the local level are reviewed and approved by the Arts Commission. Finally, when grant awards are made they are done so at the local level. Local decision-making enhances the sense of investment in, and pride for, the arts at the local level. Our regional partners include:

The Regional Initiative Grants awarded by the Regional Arts Partners encompass operating support for small and mid-sized arts organizations and cultural providers, and project support grants assist with specific programs offered by organizations such as libraries, community centers, public schools and universities. One such example is that of Lanesville Community Schools and the Expressing Ourselves with Creativity project which provides artists in residence for visual and music arts to K-12 students. Participants learn creative ways to express themselves through such activities as storytelling, dance, instrument making, fiber art, drumming, and how to apply math to art. These grants provide critical investment in cultural programming in some of the most rural areas of our state, insuring greater access to the arts for our citizens.

MULTI-REGION ARTS OPERATING SUPPORTThe Arts Commission administers operating support directly to some of the largest arts organizations in the state. These cultural program providers are dedicated to improving the quality of life through the arts with emphasis on educational opportunities and outreach to underserved communities. Organizations provide significant financial and employment impact in their communities, and contribute to economic and cultural tourism development of the entire state. Since the reach of these organizations is so wide, the Arts Commission oversees these grants at its central office in Indianapolis.

INDIVIDUAL ARTISTS GRANT PROGRAMWithout artists there can be no art, and the Indiana Arts Commission is committed to helping Hoosier artists succeed as creative entrepreneurs. Annually, the commission directly awards Individual Artists Program grants to assist artists in furthering the development of their careers and produce projects with a publicly accessible benefit. Our recipients have used their grants to create projects such as paintings to illustrate hidden disabilities, or composing a collection of poetry exploring Jewish heritage while growing up in Indiana. Due to the ever increasing popularity of this program, the commission designates different award cycles based on discipline. Grants in performing arts are awarded in even number fiscal years, and visual arts are awarded in odd number fiscal years. Funding during FY15/16 ranged from $1,800 to $2,000 per grant, with 75 individual artists receiving funding. Nearly 60% of the more than 120,000 Hoosiers employed in our creative economy are self-employed. Beyond supporting the creation of new works of art, these Arts Commission grants represent an investment in the Indiana creative economy.

INDIANA MASTERPIECE GRANT PROGRAMIn 2015 the Indiana Masterpiece Program was developed, in tandem with Indiana’s Bicentennial program, as a legacy gift to the citizens of Indiana. The program showcases the state’s rich cultural heritage while honoring those prominent individuals who created it. One example of funded projects includes “Indiana Voices in Song,” in which the Bach Chorale Singers Children and Youth Choirs, Lafayette, join with nine children’s choirs from around the state in a celebration of songs by Indiana composers. The life of 96-year-old Mari Evans, a poet, educator, and pioneer in the Black Arts movement in the 1960s – 1980s was celebrated by Indianapolis-based arts cooperative Big Car through the creation of a public mural and reintroduction of Evans’ books into Indianapolis Public Schools. A total of 35 projects were awarded in the program’s inaugural year.

ARTSMIDWEST TOURING FUND AND WORLDFESTArtsMidwest is one of six regional arts organizations in the country serving audiences, cultural program presenters, and artists in nine Midwest and Upper Midwest states. The Arts Commission annually partners with ArtsMidwest for projects that promote creativity, nurture cultural leadership, and engage people in meaningful arts experiences, bringing vitality to communities and enriching people’s lives. Indiana presenting organizations receiving ArtsMidwest grants during 2015-2016 include:

Arts Midwest also works with Indiana touring artists and ensembles to assist them with performance opportunities within the nine state region.

Another prominent impact the partnership with Arts Midwest has on Indiana is through WorldFest. This touring program brings international ensembles to rural communities and showcases world-class talent. The Indiana Arts Commission assists Arts Midwest in identifying Indiana communities that would benefit from such rich cultural experiences. The international ensembles performing in Indiana learn first-hand about our signature Hoosier hospitality, creating meaningful and treasured bonds with the people of our state. In 2015, Arts Midwest concluded a three-year partnership with the community of Hanover, Indiana, and in fall 2015 began a three-year project with Plymouth, Indiana.

POETRY OUT LOUD AND THE INDIANA STATE POET LAUREATEThe Poetry Out Loud program is a partnership with the National Endowment for the Arts, and the Poetry Foundation. The goal of this poetry recitation program is to help high school students master public speaking skills, build self-confidence, learn about their literary heritage, and have the opportunity to compete for college scholarship funding. In 2016, the Arts Commission expanded the program to include opportunity for students who write their own poetry to recite their work in public.

The Indiana Poet Laureate program brings the power of the written and spoken word to Hoosiers of all ages, with emphasis on educational opportunities in Indiana schools. The State Poet Laureate represents Indiana and the art of poetry through the development and implementation of programming to both the educational community and general public. Our current Poet Laureate, Shari Wagner, Westfield, composed an original work of poetry (see inside front cover) in celebration of the Indiana Arts Commission’s 50th Anniversary, highlighting the impact of the arts on the lives of Hoosiers. Shari’s work was recited by 2016 Indiana Poetry Out Loud State Champion Grace Milligan as part of a special 50th Anniversary video produced for the Bicentennial Indiana Governor’s Arts Awards.

GOVERNOR’S ARTS AWARDSLaunched in 1973 as a partnership between the Indiana Arts Commission and the Office of the Governor, the Governor’s Arts Awards recognizes and honors significant contributions to and profound positive impact on the arts and the State of Indiana. In addition to recognizing key contributors to the arts, the IAC commissions an Indiana artist to design and create each award piece, further encouraging the development of contemporary art by Hoosier artists. The Governor’s Arts Awards have been presented to individuals, communities, and businesses for their significant achievements in, or contributions to the arts in Indiana and beyond, and is the highest recognition in the arts awarded by our state. The most recent award recipients include The American Pianists Association; cartoonist and entrepreneur Jim Davis; singer, songwriter, and producer Kenneth “Babyface” Edmonds; art collectors and philanthropists Robert and Ellen Haan; choreographer and educator David Hochoy and Dance Kaleidoscope; and posthumous recognition of “Wes” Montgomery.

CULTURAL TRUST FUND AND ARTS TRUST LICENSE PLATEThe Cultural Trust Fund was created through legislative action in 1997, establishing a vehicle with which the Indiana Arts Commission can enhance the funding, encouraging, promoting, and expanding of the arts in Indiana through financial resources outside the agency’s biennial budget. The Cultural Trust Fund is a proactive means of ensuring future financial support to Hoosier communities to enhance cultural resources for the benefit of their citizens. Moneys generated through the fund are used to augment, not replace, appropriations from the Indiana General Assembly to the IAC.

Funds from the Cultural Trust are currently being used to supplement funding for our arts education initiative, PACE (detailed on page 10).

PARTNERING ARTS, COMMUNITY AND EDUCATION (PACE)Arts education is a critical foundation to develop future generations of Hoosier artists, designers, creative entrepreneurs, and cultural consumers. A positive arts experience at an early developmental age is key to forming a lasting appreciation and interest in the arts. Partnering Arts, Communities, and Education (PACE) was created in 2014 as a pilot arts education program designed to establish long-term, in-depth, and sustainable partnerships between elementary schools and arts organizations. The desired goal is to demonstrate student growth and achievement through extended arts and literacy experiences. Underperforming schools with large, at-risk populations were targeted when establishing partnerships.

The PACE program collects data on student art competency, attitudes, and engagement as part of a deliberate improvement plan. Initial data suggests that continuing participation in the PACE program through arts education and literacy integration may, over time, provide conclusive evidence of a positive relationship between consistent arts education and literacy development among children.

TRADITIONAL ARTS INDIANATraditional Arts Indiana, (a partnership between the Arts Commission and Indiana University’s Folklore and Ethnomusicology Department), documents, promotes, and presents Indiana’s traditional arts and artisans, with emphasis on those practicing art forms passed down through generations. This research and presentation process makes significant impact in Indiana’s rural communities. Each year, the Arts Commission and TAI present Traditional Arts Master awards at the Indiana State Fair. TAI’s overarching goal is to share cultural heritage with young Hoosier generations through the arts and community development at the local, state, and national level.

ARTS IN THE PARKSIn partnership with the Indiana Bicentennial Commission and the Indiana Department of Natural Resources, the Arts Commission launched the Arts in the Parks program during Indiana’s Bicentennial year, the Indiana State Park System’s Centennial Year, and its own 50th Anniversary year as an ongoing, legacy gift to the citizens of Indiana.

Arts in the Parks calls upon the talents of traditional and fine artists in Indiana to weave the arts into our state’s natural beauty. An example of one such project involved visual artist Anabel Hopkins, Nashville, leading a landscape painting workshop for senior citizens at Brown County State Park. The program builds invaluable relationships between the State Parks and their rural surrounding areas, and brings the arts to Hoosiers in a natural and comfortable setting. More than 100 services were provided to 26 park properties in the first year of the program.

ARTSWORK INDIANAThe arts should be accessible to everyone. With that commitment, the Arts Commission partnered with the Governor’s Council for People with Disabilities in the formation of ArtsWORK, an informal, statewide group of individuals and organizations who seek to increase arts-related professional opportunities for people with disabilities. Their mission is to facilitate access to careers in the arts for people with disabilities through networking, awareness, education, and encouragement.

CAPACITY BUILDING WORKSHOPS AND CONSULTANCIESThe Arts Commission’s capacity building efforts work to advance individuals, organizations, and communities to be more successful specifically in the areas of building stronger arts organizations, developing stronger communities through arts partnerships, and advancing the role of the arts in public and private education and personal development. Partnering with numerous state and regional experts in such fields, the Arts Commission facilitated colloquiums and consultancy opportunities across the state for participants to gain greater knowledge of arts integration into economic development, public art, cultural districts, and historic preservation. More than 5,600 participants have taken part in the program since 2015, with 178 attending Arts Commission facilitated conferences and workshops during fiscal years 2015 and 2016. Since its inception, the IAC’s Community Consultancy Program has helped more than 20 communities of all sizes develop arts strategies, with two communities (Nashville and Madison) receiving Statewide Cultural District designations. A third consultancy community (Shelbyville) qualified as a Stellar Community finalist. (See back cover for list of partners.)

STATEWIDE CULTURAL DISTRICT PROGRAMThe arts mean business in Indiana and communities of all sizes realize the arts can play an important role in their growth and economic vitality. In 2008, the Indiana General Assembly entrusted the Arts Commission with developing and overseeing a program to adjudicate and certify areas in our state as Statewide Designated Cultural Districts. A cultural district designation provides significant opportunity for a community to leverage partnerships and other marketing opportunities important to attracting further economic development and cultural tourism.

There are 160,621 jobs in the Creative Economy in the State of Indiana.

STATEWIDE ARTS AND ECONOMIC DEVELOPMENT STUDYIndiana markets itself as a “state that works,” and the Arts Commission wants people to know Indiana is a state that creates as well. In 2016, the IAC commissioned a study on the economic climate for the arts in Indiana. Encompassing all aspects of the creative economy, from visual artists and musicians to graphic design and digital publishing, this sector has a very real impact in all regions of our state. Through this study, we documented that more than 160,000 people are employed in the creative sector in Indiana, and a majority of those people are self-employed. This report serves as a reference point to help local and state leadership better understand the significance of the creative economy and how we can nurture it in Indiana.
