The minutes of the Managing Body

Meeting of Indian Red Cross, Haryana

State Branch held on 25th July, 2013 were

circulated to all the members vide letter

No. 731/MB/RC/2013/2939-80 dated

30-08-2013.

Hony. Secretary informed the House that

the minutes of the Managing Body of

Indian Red Cross Society, Haryana State

Branch were circulated to all the members

vide letter No. 731/MB/RC/2013/2939-80

dated 30-08-2013. It is presumed that the

said minutes have been received by the

members and no observations have been

received in this regard, therefore minutes

are proposed for confirmation. The House

unanimously confirmed the minutes.

2. PROGRESS REPORT ON THE MINUTES

OF THE LAST MEETING HELD ON

25th July, 2013.

The Progress Report on the minutes of

the Managing Body Meeting of Indian

Red Cross, Haryana State Branch held

on 25th July, 2013 is enclosed at

Appendix ‘A’.

1. Item No. 2(18). Any other Item with

the permission of the Chair.

Before submitting the Draft Service

Rules to the co-ordination committee, the

same were forwarded to Secretary to

Governor Haryana for perusal and

further necessary action and guidance. It

was desired by the Governor-Secretary,

Haryana to frame combined Service

Rules of Red Cross & St. John for the

District Red Cross Branches and

amended rules for the State Branch.

Accordingly the same have been

finalized and have been submitted to

Governor Secretary. Now Draft Service

The Hony. Secretary informed regarding

the progress report of the minutes of the

Managing Body meeting of Indian Red

Cross Society, Haryana State Branch held

on 25th July, 2013 as enclosed at

Appendix –“A”. In the progress report, he

informed regarding:-

Hony. Secretary informed the House

that combined draft Service Rules of Red

Cross and St. John for the District Red

Cross Branches and amended rules for

the State Branch are being finalized.

rules are being uploaded on Web-site of

State Branch obtaining any suggestions

from District Red Cross Branches before

getting approval of Managing Body Red

Cross & Executive Committee St. John

Ambulance (India)

The House unanimously resolved that these new draft service rules should be uploaded on web-site of State Red Cross Branch to obtain the observations/ suggestions from District Red Cross Branches latest by 31st January, 2017. After receiving their suggestions, these services rules may be finanlized after making necessary amendments by the State Red Cross Branch accordingly.

Item No. 4. Report of Red Cross Membership and Donation for the years 2008-09, 2009-10, 2010-11, 2011-12 and 2012-13. In this regard all Deputy Commissioner-cum-President have bee requested to make all possible efforts for raising the Membership and Donation vide this letter No. 3339-58 dated 01-10-2013.

It is submitted that the Membership share dues amounting to Rs. 7,05,585/- from District Red Cross Branches, Gurgaon, Karnal, Jhajjar, Rewari, Kurukshetra, Rohtak, Palwal and Mewat have been received out of the total dues of Membership share amounting Rs. 19,55,039/-. At present the Membership share dues are awaited from the District Red Cross Branches as per Appendix-C.

Hony. Secretary informed that House that

Membership share dues of Red Cross, St.

John and Hospital Welfare Section have

been recovered from District Red Cross

Branch, Fatehabad, Rewari and Kaithal.

However, House was also informed that

membership & donations have markedly

decreased over the years.

Item No. 6.-Progress and activities of

District Rehabilitation Centres for the

Years 2009-10, 2010-11, 2011-12 &

2012-13.

In this regard leeter was send to all

Deputy Commissioner-cum-President,

Distirct Red Cross Branches for sending

applications for ADIP grant under the

Govt. of India for the year 2013-2014

under intimation to Sh. P.K. Dass, IAS,

Principal Secretary, Social Justice &

Empowerment Deparment, Haryana for

perusing the matter with Govt. of India for

the continuation of the grant-in-aid. The

reimbursement of aids and appliances

have not been started inspite of repeated

request made to Social Justice &

Empowerment Department, Haryana.

Hony. Secretary informed the House that rehabilitation centres and workshops are being run by the 13 District Red Cross Branches. In the workshops artificial limbs, orthopedic shoes, collars and calipers etc. are manufactured and distributed free of cost to the physically handicapped persons in Haryana. He further informed that the amount of reimbursement for artificial aids & appliances has been stopped by the Director General, Social Justice Empowerment Department, Haryana, Chandigarh since July, 2011 and the District Red Cross Branches were distributing aids & appliances to the physically challenged persons from their own sources, with the result the funds of District Red Cross Branches have been exhausted and the physically challenged persons are facing great difficulty for want

of aids & appliances. To overcome this, we had coordinated with ALMICO, Kanpur and with their help we are able to provide help to larger population as per details given in our agenda and annual reports.

Hon’ble Governor and Chief Minister,

Haryana said that the matter should be

taken up by the Social Justice

Empowerment Department, Haryana.

BUDGET ESTIMATES FOR THE YEAR

2016-17.

Income & Expenditure Statement for the

year 2014-15 & 2015-16 and anticipated

Income & Expenditure for the year

2016-17 are placed at Appendix–‘B-1’.

The salient features of the Budget are

also placed at Appendix–‘B’. The budget

for the year 2014-15, 2015-16 and 2016-

17 has been approved by the Hon’ble

Governor-cum-President, Indian Red

Cross Society, Haryana State Branch,

Chandigarh subject to ratification of the

Managing Body meeting.

The budgets for the years 2014-15 and

2015-16 and anticipated income &

expenditure for the year 2016-17 were

presented by the Hony. Secretary and its

salient features regarding provisions of

expenditures on various activities were

also brought to the notice of the House.

The House unanimously approved all

proposed expenditures on various

activities.

Hon’ble Governor, Haryana asked that the

during the year 2015-16, income was

Rs. 6,65,72,645/- whereas the anticipated

income during 2016-17 is projected

Rs. 5,96,32,140/-, he asked the reason for

less projection of income during 2016-17

comparison to the year 2015-16. Hony.

Secretary informed that income shown is

only anticipated income (due to various

dues from Junior Red Cross, Youth Red

Cross and Membership funding institutes).

Actual income for the year 2015-16 was

Rs. 4,83,74,763/- and actual anticipated

income for the year 2016-17 is shown as

Rs. 5,96,32,140/- more than financial

year 2015-16. As such while total assets

of society were approx. 2 Crores during

2008-09, now (2015-16) that stands to

nearly 20 Crores due to steady income

and judicious expenditures, without

compromising with enhanced activities.

4. CONSOLIDATED REVIEW OF ACTIVITIES OF DRCS OF HARYANA. A, PRESENTATION.

Hony. Secretary presented a power point

presentation on various activities being run by

the District Red Cross and St. John Branches

in Haryana. A hard copy has been provided

to all the members. The details/discussions

are as under:-

1. STATUS OF DISTRICT BRANCHES

MAINTAINING SOCIAL WELFARE

ACTIVITIES/PROJECTS.

Hony. Secretary informed the House that

some projects being run by the District Red

Cross Branches do not come under the

preview of objectives of Red Cross i.e.

Beautician Training Center, Vocational

Training of Beautician and Fashion

Designing Centre being run by Districts like

Faridabad, Hisar and Rohtak should be

discouraged.

Hon’ble Governor suggested that there is

urgent need to establish Computer Training

Centres for skill development of youths in

all Districts of Haryana. Deputy

Commissioner, Palwal informed that

11 Computer Centres are being run by

them in rural areas. Secretary to Governor

suggested that employment for youths can

be generated by running electrician and

plumber training centres by the District Red

Cross Branches.

2. REHABILITATION CENTRES FOR

PERSONS WITH DISABILITIES.

Hony. Secretary informed the House that

daily production of artificial aids & appliances

manufactured in the Rehabilitation Centres is

not satisfactory. Considering the grant, salary

of employees, the production is very poor.

District Red Cross Branches have exhausted

their own funds for manufacturing the limbs

due to non receipt of grant-in-aid from Govt.

of India.

However artificial aids and appliances are

being provided through ALIMCO, Kanpur to

continue helping Divyangs.

Sh. Gian Chand Gupta, M.L.A. Panchkula

and Hony. Treasurer, Indian Red Cross

Society, Haryana State Branch informed that

there are sufficient funds with the Govt. of

India for projects. Hon’ble Governor assured

that there would be no shortage of funds for

the projects and District Red Cross Branches

should continue to apply for ADIP and other

grants from Govt. of India.

3. PHYSIOTHERAPY CENTRE

The House appreciated the work of

physiotherapy Centres being run by the

11 District Red Cross Branches.

4. DRUG DE- ADDICTION CENTRE

Hony. Secretary informed that drug de-

addiction centres are being run by three

districts, however, grant-in-aid is not being

received from Govt. of India on regular

basis on time.

5. VOCATIONAL TRAINING CENTRE

The House desired that Vocational

Training Centres should be run by the

District Red Cross branches for

employment generation for the youths.

6. SERVICES FOR MENTALLY

CHALLENGED (SPECIAL CHILDREN)

Hony. Secretary informed the House that

School for Mentally Retarded Children run

by the District Red Cross Branch, Hisar,

ARPAN ande SHARWAN by District Red

Cross Branch, Rohtak are doing good job

in this field.

7. SERVICES FOR BLINDS

Director General of Police, Haryana

suggested that services for Blind, should

be enumerated as “Services for Visually

Challenged.”

8. JAN AUSHADHI DRUG STORE

Sh. Gian Chand Gupta, M.L.A., Panchkula

and Hony. Treasurer, IRCS asked that when

Govt. is providing free medicines in Civil

Hospitals, what is the need of these centres.

Hon’ble Chief Minister also pointed out that

more than 570 medicines are being provided

free of cost in the Govt. hospitals, then what

is the use of these Stores. Deputy

Commissioner, Karnal told that all medicines

are not available in the Hospitals all times

these drugs remain out of stock.

However, Hon’ble Governor suggested to

open more Jan Aushadhi Drug Stores for

cheaper medicines. Deputy Commissioner,

Gurgaon suggested that Amrit and Jan

Aushadhi Stores should be started in

collaboration not necessary in Hospital

complex but even in all towns for

general public.

9. CHILD LABOUR PROJECT.

Hon’ble Chief Minister desired that there is

need of these centres and should be started

by other districts. There are sufficient funds

with the Labour Department, Haryana for

various projects for rehabilitation and help of

dependent children of Labourers and for

preventing child labour.

10. HEARSE VAN SERVICES.

Hon’ble Chief Minister desired that these

services can be enhanced for better services

to public in other districts also.

11. WORKING WOMEN HOSTELS.

Hon’ble Chief Minister asked that there are

40 rooms in Gurgaon having capacity of 80

inmates whereas 35 inmates are residing.

He suggested to increase the number of

inmates as per capacity.

Question was also raised, why this hostel has

been outsourced and why salary to Warden

being paid.

Hony. Secretary informed the House that it

is a complex case and now being handled in the

Hon’ble Punjab & Haryana, High Court.

12. FIRST AID & HOME NURSING TRAINING

Hony. Secretary informed the House that 1%

First Aid & Home Nursing Training target of

total population of district is fixed. Most of the

districts having District Training Officers have

not achieved training target during 2015-16.

The House unanimously resolved that every

District should achieve their training target on

regular basis.

However, Hony. Secretary informed, as

such our State is still the best in training and

has recently been given National Award by

the Hon’ble President of India on 30th August,

2016 for achieving highest number of training

carried out in the country.

13. DETAILS OF TOTAL INCOME AND

SOURCE OF INCOME OF DISTRICT RED

CROSS AND ST. JOHN BRANCES

DURING 2015-16.

Sh. Gian Chand Gupta showed his concern

that accounting procedure of District Red

Cross Branches is very poor, which needs

improvement. There is scope of strict

monitoring and supervisions of accounting

procedures. He also suggested that projects

being run by the District Red Cross

Branches should be checked by a

committee from the State Branch for their

smooth functioning.

14. OBSERVATIONS AND SUGGESTIONS.

Branches in Haryana. The House

unanimously resolved all the suggestions

presented before the House.

Hon’ble Chief Minister said that Red

Cross is a good plateform for the service to

humanity. He asked all members to make

efforts for additional income through

various projects in that Govt. will also

provide all possible help in this regard.

Hon’ble Governor expressed his

gratitude to all the members for attending

meeting and for giving their assurance for

upliftment of Red Cross activities. He also

said that Deputy Commissioners have been

nominated as President of District Red

Cross Branches and the unit which works

under the Presidentship of Deputy

Commissioner should not feel deficiency of

funds. He also directed that Managing

Committee meetings and Annual General

Meetings of Red Cross and St. John should

be held on regular basis.

Towards end of presentation one of

the member i.e. Deputy Commissioner,

Rohtak put up a question, why a ban has

been imposed for helping poor and needy

persons and free medical aid through Red

Cross.

On this, Hony. Secretary informed

that this kind of help (expenditures) does

not come under the objectives and has

been objected by the Hon’ble Commission

of Enquiry (High Court) in their Interim

Reports circulated to all District Red Cross

Branches time and again.

Hon’ble Governor informed the House that

he (Hon’ble Governor) and Hon’ble Chief

Minister have sufficient funds for such help

and such cases may be referred

accordingly to him or Hon’ble Chief Minister

and all possible help will be provided.

5. REPORT OF RED CROSS MEMEBRSHIP AND DONATION FOR THE YEARS

2013-14 TO 2015-16.

a) Haryana State Branch of Indian Red Cross

Society enrolls Red Cross Members of

different categories and collects donation

from general public through its District Red

Cross Branches in Haryana. The detail of

members enrolled and amount collected

through Membership and Donation from the

i) It has been observed that due to inquiries

conducted by the Hon’ble Punjab and

Haryana High Court and the interim orders

thereof regarding quarries against the

improper utilization of Red Cross Funds under

a PIL No. 18396 of 2007, the Red Cross

Membership and Donations are affected and

consequently reduced. This has also

adversely affected financial position of State

and District Branches. It is proposed that all

District Red Cross Societies have to make all

out efforts by adopting innovative methods by

reaching upto rural areas to increase

Membership and Donations.

ii) It is submitted that Red Cross, and Hospital

Welfare Section membership share is due

since longtime from District Red Cross

Branches, Fatehabad, Kaithal and Rewari.

In this regard many letters/reminders have

been sent to the concerned Presidents and

Hony. Secretary informed that it was

matter of concern that Red Cross

membership and donations were

gradually declining, which has affected

financial position of State and District

Branches. He requested District

Braches to increase the membership

and donations by adopting innovative

methods.

in 10 Rehabilitation Centres (except Rohtak). In

these workshops artificial limbs, orthopeadic shoes,

collars and calipers shoes, collars and calipers etc.

are manufactured and are distributed free of cost to

the physically handicapped persons in Haryana.

During the year 2013-14,

a) 3,703 artificial limbs were manufactured and

given to physically handicapped persons free

of cost. In physiotherapy unit 20,982 patients

were given physiotherapy treatment.

b) In addition to this 1,421 tricycles, 406 wheel

chairs, 589 hearing aids, 54 blind sticks,

573 basakhies and 194 misc. aids amounting

to Rs. 2,06,49,553/- were provided free of cost

to handicapped persons by ALIMCO, Kanpur

and ADIP through District Red Cross

Branches, Jind, Hisar, Palwal, Fatehabad,

Narnaul, Sirsa, Bhiwani, Kurukshetra, Panipat,

Sonipat, Jhajjar, Rewari and Kaithal.

(Rs. 1,77,24,553/- were spent through ALIMO,

Kanpur and Rs. 29,25,000/- were spent out

of grant-in-aid under ADIP scheme).

During the year 2014-15,

a) 2,736 artificial limbs were manufactured and

given to physically handicapped persons free

of cost by District Red Cross Branches. In

physiotherapy unit 21,343 patients were given

physiotherapy treatment.

b) In addition to this 2,549 tricycles, 625 wheel

chairs, 1,500 hearing aids, 97 blind sticks,

1,584 basakhies and 1,055 other appliances

amounting to Rs. 3,20,10,382/- were provided

free of cost to handicapped persons by

ALIMCO, Kanpur through District Red Cross

Branches, Faridabad, Fatebabad, Jhajjar,

Karnal, Kaithal, Narnaul, Panipat, Mewat and

Yamuna Nagar.

c) No ADIP grant was received during the year

2014-15.

Lately in the Rehabilitation Centre the number

of Aids & Appliances being manufactured have

drastically reduced.

Prosthetic Aids & Appliances Scheme of Haryana

Govt. From April, 2011, the funds of

reimbursement for artificial aids & appliances

have been stopped by the Director

General, Social Justice Empowerment

Department, Haryana, Chandigarh and the

District Red Cross Branches are distributing aids

& appliances to the physically challenged persons

from their own sources/funds. With the result the

funds of District Red Cross Branches have

exhausted and the physically challenged persons

are facing difficulty for want of aids & appliances.

To overcome this problem we are providing aids

& appliances through ALIMCO, Kanpur as

mentioned above.

8. COLLECTION OF VOLUNTARY BLOOD DONATION UNITS FOR THE YEARS 2013-14 to 2015-16

During the year 2013-14:- 1955 blood donation

camps were held in that 1,89,394 Units of blood

were collected.

During the year 2014-15:- 1802 blood donation

camps were held in that 1,96,014 Units of blood

were collected.

During the year 2015-16:- 1900 blood donation

camps were held in that 2,01,579 Units of blood

were collected.

Hony. Secretary informed the

House 60% to 70% units of blood

requirements of entire State are

being collected by Red Cross

through Voluntary Blood Donation

in collaboration with Haryana

State Blood Transfusion Council.

The House noted and appreciated

the efforts of Red Cross.

9. NATIONAL VOLUNTARY BLOOD DONATION

10. CELEBRATION OF WORLD RED CROSS DAY

ON 8TH MAY-2013, 2014 & 2015.

i) Celebration of World Red Cross Day on 8th

May, 2013 at Yamuna Nagar:- Indian Red

Cross Society, Haryana State Branch celebrated

World Red Cross Day on 8th May, 2013 at

Yamuna Nagar. The state level function was

presided over by Shri Mohinder Kumar, IAS,

Secretary to Governor and Member of Managing

Body of Indian Red Cross Society, Haryana

State Branch. Addressing the people, the Chief

Guest lauded the role of the Haryana Branch of

the Indian Red Cross Society for organizing

various welfare programmes in the State. He

also appreciated the exhibition organized on this

day by all the District Red Cross Branches

depicting their activities.

On this day, a blood donation camp was

organized where 151 voluntary donors donated

their blood. The chief guest also honoured the

blood donors who donated blood more than

100 times and above.

On this occasion 11 Tricycles were also

distributed to the handicapped persons.

ii) Celebration of World Red Cross Day on 8th

May, 2014 at Panchkula:- Indian Red Cross

Technology at Hisar. The function was presided

over by Prof. Kaptan Singh Solanki, Hon’ble

Governor Haryana-cum-President, Indian Red

Cross Society, Haryana State Branch, Chandiarh

by paying homage to founder of Red Cross Sir

Jean Henry Dunant. On this occasion, the

Hon’ble Governor distributed 14 tricycles, 3 wheel

chairs, 4 baishakhi to the handicapped persons.

Prof. Kaptan Singh Solanki, Hon’ble Governor

also inaugurated the blood donation camp where

90 volunteers donated their blood. The Hon’ble

Governor, Haryana visited the exhibition

organized by the Indian Red Cross Society,

Haryana State Branch and its District Red Cross

Branches. Addressing the gathering of over 2000

people i.e. members of Junior Red Cross and

Youth Red Cross, the Chief Guest lauded the role

of the Red Cross and its activities carried out in

urban areas as well as rural area in the State of

Haryana. On this occasion, the members of

Junior Red Cross organized a rally by showing

the banners of various slogans and also

presented a cultural progamme.

11. JUNIOR RED CROSS ACTIVITY REPORT

FOR THE YEARS 2013-14 TO 2015-16.

a) State Level & Inter State Junior Red Cross

Training Camp Organized by State

Headquarter.

Indian Red Cross Society, Haryana State

Branch organizes one Inter State & one State

Level Junior Red Cross Training Camp every

year. The main aim is to inculcate the spirit of

Service, Health and National Integration through

friendship amongst the children & counsellors

and to share experiences of Junior Red Cross

activities with other States. In these camps 6

male & 6 female students in the age group of

12-16 years alongwith 1 male and 1 female

counsellor are invited to participate. During the

camps various topics like history & principals of

Red Cross, role of school children in Voluntary

Blood Donation Movement, preventive aspects

of environment pollution, anti-tobacco

campaign, hazards of smoking and its

prevention, role of Juniors in disaster

management, importance of First Aid & Home

Nursing are discussed at length by the experts.

The training/demonstration on Yoga is also an

attraction for the participants. Regarding health

care, detailed knowledge about the

communicable diseased the detailed information

about the HIV/AIDS, Hepatitis B & C is also

given in a friendly atmosphere. During the camp

a rally is also flagged off echoing the cause of

hazarduous preventable diseases, social evils

like drug addiction, female foeticide

environmental protection and motivation for

voluntary blood donation.

i) State Level Junior Red Cross Training

Camp

a) 2013-14:- Camp was organised at Shri Anant

Prem Ashram, Haridwar from 21st to 27th

August, 2013. In which 215 campers from 20

Districts of Haryana (38 counsellors and 177

juniors) attended the camp.

Dharamshala, Kurukshetra from 2nd to

8th December, 2013. In which 256 campers

(43 counsellors & 213 juniors) from 16 States

(Andhra Pradesh, Bihar, Delhi, Gujrat,

Himachal Pradesh, J & K, Karnataka,

Maharashtra, Madhaya Pradesh, Nagaland,

Odisha, Puducherry, Tamil Nadu, Uttrakhand,

Uttar Pradesh & Haryana) attended the camp.

b) 2014-15:- Camp was organised at Punjabi

Dharamshala, Kurukshetra from 3rd to 9th

December, 2014. In which 274 campers (45

counsellors & 229 juniors) from 18 States

(Andhra Pradesh, Bihar, Chhattishgarh, U. T.

Chandigarh, Delhi, Himachal Pradesh, J & K,

Madhaya Pradesh, Meghalaya, Maharashtra,

Odisha, Puducherry, Tamil Nadu, Telangana,

Uttrakhand, Uttar Pradesh, West Bangal &

Haryana) participated.

c) 2015-16:-Camp was organised at Punjabi

Dharamshala, Kurukshetra from 11th to 17th

December, 2015. In which 220 campers (40

counsellors & 180 juniors) from 14 States

(Bihar, U.T.Chandigarh, Delhi, Goa,

Himachal Pradesh, J & K, Meghalaya,

Junior Red Cross Inter State camps are organized

by the States/U.T. Branches of Indian Red Cross

all over India to attend these camps. The aims &

Youth Red Cross is the vibrant Unit of Indian Red Cross Society, Haryana State Branch and working in all Colleges/Institutions and Universities of Haryana. 2014-15 State Level Youth Red Cross Training Camp for Boys was organized from 4th to 9th September, 2014 at Shri Nangali Bela Ashram, Haridwar. In this camp 146 youths & 13 counsellors from various Universities and Colleges of 15 districts of Haryana participated.

2015-16 State Level Youth Red Cross

Training Camp for Boys was organized

from 3rd to 8th August, 2015 at Laxmi

Bhawan, Shri Mata Mansa Devi Shrine

Board, Panchkula. In this camp

123 youths & 12 counsellors from

14 districts of Haryana participated.

(ii) FOR GIRLS 2013-14 State Level Youth Red Cross Training Camp for Girls was organized from 6th to 11th October, 2013 at Shri Nangali Bela Ashram, Haridwar. 71 participants (63 youths & 08 counsellors) from various colleges of 6 districts of Haryana attended the camp.

2014-15 State Level Youth Red Cross Training Camp for Girls was organized from 10th to 15th September, 2014 at Shri Nangali Bela Ashram, Haridwar. In this camp 101 participants (87 youths & 14 counsellors) from 10 districts of Haryana participated.

Camp for Girls was organized from 30th August

to 4th September, 2015 at Laxmi Bhawan, Shri

Mata Mansa Devi Shrine Board, Panchkula. In

this camp 111 youths & 17 counsellors from

13 districts of Haryana participated.

In these camps, participants were given detailed information on History & development of Red Cross and Youth Red Cross, Health Empowerment, Communicable diseases, Volunteerism, Women Empowerment, Energy Conservation, Human Rights, Dowry System, National Integration, Voluntary Blood Donation, Training in Yoga, Meditation, To help Sr. Citizens to deal with old age ailments/problems, Smoking & Drug De-addiction, Organ Donation, Disaster Management in the Community, Malaria, First Aid & Home Nursing Training, and HIV/AIDS by the experts.

District Level Youth Red Cross training camp is organized by the District Red Cross Branches.Rs. 50,000/- is allocated to each District Red Cross Branch by Indian Red Cross Society, Haryana State Branch to organize 5 Days District Level Youth Red Cross Training Camp (Day Camp). Red Cross Caps, Scarves, Vogals of Youth Red Cross and File Folders are provided by the State Branch for 50 to 60 participants for each camp upto the maximum limit of Rs. 5,000/- in addition to Rs. 50,000/-.

(ii) YOUTH RED CROSS HEALTH AWARENESS/TRAINING CAMP FOR GIRLS AT DALHOUSIE, HIMACHAL PRADESH

Youth Red Cross, M.D. University, Rohtak organized Health awareness/ training camp for Girls in collaboration with District Red Cross Society, Chamba (Himachal Pradesh) from 07-06-2013 to 13-06-2013 at Bachat Bhawan, Dalhousie. In this camp 32 Girls & 02 counsellors from various colleges affiliated to M.D. University, Rohtak participated.

(iii) HELP TO FLOOD VICTIMS OF UTTRAKHAND STATE

Due to heavy rain in Uttrakhand on 15th June,

2013, so many area of State adversely

affected and damaged and lost so many

human & cattles lives. Keeping in view the

affect of natural calamities in Uttrakhand

State, Youth Red Cross, M.D. University,

Rohtak sent a sum of Rs. 2,00,000/- (Rs. Two

lac only) to C.M. Relief Fund, Haryana on a/c

of C.M. Relief Fund Uttrakhand State for the

iii) CELEBRATION OF ‘RASHTRIYA YUVA DIWAS’ ON 12-1-2015.

To recognize the services rendered by Swami Vivekanand to the nation, a State Level function was organised in Tagore Auditorium, M.D.U. Rohtak on 12-1-2015. Sh. Manohar Lal Khatter, Hon’ble Chief Minister of Haryana was the Chief Guest and Sh. Anil Viz, Heath Minister, Govt. of Haryana was the Guest of Honour, More than 2000 YRC volunteers, NSS volunteers participated in this programme, Hon’ble Chief Minister motivated the students to follow the path shown by Swami Vivekanand. Sh. Anil Viz, and other dignitaries also expressed their views which were very impressive and informative for the participants.

iv)COUNSELLING SESSION FOR PERSONAL PROBLEMS FOR STAFF AND STUDENTS OF COLLEGES/ INSTITUTES AFFILIATED WITH M.D.U. ROHTAK. Keeping in view the importance/requirement

of counselling session (as personal

problems of students are increasing day by

day), counselling sessions were arranged by

2015, More than 25 students from various

colleges and UTD attended the said

counselling session.

participants. 49 YRC volunteers from

Colleges affiliated to M.D. University

participated in the camp.

xvii) SAWACHTA ABHIYAN

50 YRC Volunteers, M.D. University

participated in the Sawachta Abhiyan

launched by M.D.University, Rohtak on

23.06.2015. The volunteers took a round of

the campus and cleaned the lawns and

roadside by picking rags and papers and

spread the message of cleanliness amongst

the University Fraternity and Masses.

The main focus of the orientation course was to create awareness regarding Youth Red Cross activities at University and College level.

xii. WORLD AIDS DAY AWARENESS CAMPAIGN. Youth Red Cross, M.D. University, Rohtak organized World AIDS Day on 1st December, 2015 to create awareness about HIV/AIDS among the students. 138 Youth Red Cross volunteers participated in the campaign.

iv) Female Health Check-up & Gynaecological Awareness Camp.

Youth Red Cross of the college organized a camp on 17.09.2015 for the health check-up of female students and staff.

v) Voluntary Blood Donation Fifteen Youth Red Cross Volunteers of A.I. Jat H.M. College, Rohtak donated their blood in the Blood Donation Camp organized by YRC – M.D. University, Rohtak on 1st October, 2015.

vi) World Mental Health Day Youth Red Cross of the college celebrated

International Mental Health Day on 10.10.2015 in collaboration with the doctors of Psychiatry Department, P.G.I.M.S. Rohtak.

vii. Drive against Dengue-Cleaning of Water Tanks YRC-Volunteers of the college took essential measures for prevention against this disease. They cleaned the water tanks of the college to prevent the growth of mosquito larvae on 19.10.2015.

Two days Awareness Programme on

HIV/AIDS was organised by the Youth Red

Cross of the college to support the people

living with HIV/AIDS and to commemorate

people who have died because of this

making contest and slogan writing

competitions on AIDS & its prevention were

17. ALLOTMENT OF LAND TO INDIAN RED CROSS SOCIETY, HARYANA STATE BRANCH, SECTOR-16, CHANDIGARH AT CHANDIGARH/ PANCHKULA.

1. It is submitted that the decision taken by the

Managing Body in its meeting held on

25th July, 2013 under the Presidentship of

Hon’ble Governor-cum-President, Indian Red

Cross Society, Haryana State Branch,

Chandigarh for allotment of land to Indian Red

Cross Society, Haryana State Branch,

Chandigarh for construction of office building and

staff quarters is reproduced as under:-

“Hon’ble Chief Minister suggested that it

would be better to get required land in

Chandigarh in place of Panchkula.

He further requested H.E. the Governor-cum-

President to take up the matter with the

Chandigarh Administration at his own level to

allot land in Chandigarh for office purpose

and staff quarters for employees of Red

Cross/St. John Ambulance. In this regard H.E.

assured the House that he will take

appropriate action at his level.

Hon’ble Chief Minister further assured that

in case of denial from Chandigarh

Administration, the case for allotment of

land of one acre at Panchkula would be

considered by Haryana Govt.

H.E. the Governor directed to put up the

proposal to him and he will further take up

this matter with Chandigarh Administration.”

2. Accordingly, this office had also made a

request to Hon’ble Governor for allotment of

land. (Annexure – A). On our request Hon’ble

Governor Haryana-cum-President, Indian Red

Cross Society, Haryana State Branch had

directed vide letter No. HRB-RA-(IRCS)

2012/9047 dated 21-11-2013 that the matter

may be taken up with the Administrative

Department of Red Cross (i.e. Health

Hony. Secretary informed the House

after bifurcating from the joint Punjab

in the year 1971, the office of the

Indian Red Cross Society, Haryana

State Branch is working in the

premises of Red Cross Bhawan on

rent basis which is under the

ownership of Indian Red Cross

Society, Punjab State Branch,

Chandigarh, which is not sufficient,

therefore, to maintain and enhance

the activities of Indian Red Cross

Society, Haryana State Branch a

proper accommodation for office is

required.

Hony. Secretary informed that this

office has already sent request to

Administrator, HUDA, Panchkula for

allotment of land to Indian Red Cross

Society, Haryana State Branch in

Panchkula and the same is in

pipeline. Secretary to Governor,

Haryana also requested to Hon’ble

Chief Minister, Haryana to allot land

to Haryana State Red Cross for

construction of office building.

Hon’ble Chief Minister assured to

consider this matter shortly.

Hony. Secretary further added that

over Rs. 13 to 14 Crores Corpus

Funds (JRC) were available with the

Society, if these are not utilized for

land and building, we may be

paying heavy income tax upto 33%.

this office sent a request letter No. Pub/HUDA/-

LAND/H/2013 /4145 dated 02-12-2013, and

subsequent reminders dated 18-02-2014, 15-4-2015

and 09-06-2015 (Copies enclosed) to the Additional

Chief Secretary, Department of Health, Govt. of

Haryana, Chandigarh for allotment of land in

Chandigarh from the Chandigarh Administration,

Chandigarh.

3. The Additional Chief Secretary, Health Department, Govt. of Haryana Administrative Department of Red Cross replied this office vide their letter No. 20/15/2014-5HB-III dated 26/30-06-2015 (Copy enclosed) to take up the matter for allotment of land to this office at our own level.

4. Keeping above in view, the Hon’ble Governor Haryana-cum-President, Indian Red Cross Society, Haryana State Branch directed to take up the proposal for allotment of 1 acre land for constructions of office building and staff quarters for Red Cross Society in Panchkula. Accordingly, the case is being pursued with the Chief Administrator, HUDA, Panchkula by the Secretary to Governor Haryana.

5. The Chief Administrator, HUDA has informed

vide their letter No. UB-A-7-2016/2658 dated 04-

02-2016 that our request letter has been

forwarded to the office of Administrator, HUDA,

Panchkula/Chief Town Planner, HUDA,

Panchkula for sending report in the matter. It

has further been mentioned that the same will

be submitted to this office as and when it is

received from both the above offices. (Copy

6. It is requested that due priority be given to this long pending request of the Society.

CHAPTER VI

DISTRICT/SUB-DISTRICT/LOCAL BRANCHES

1. Procedure for formation

a) The Managing Committee of the State Branches shall form

District Branches. All the District Branches shall be under

the control of the respective State Branch.

b) A district branch may within the provisions of the State

Branch rules and regulations, subject to approval of the

Managing Committee of the State Branch concerned, frame

its own rules for running the affairs of the branch.

c) The following procedures shall be followed for the

formation of a District Branch: -

I. A General Meeting shall be called normally at the proposed

headquarters of the Branch, notice of which shall be widely

circulated throughout the District.

II. The meeting shall elect a District Branch Committee of at

least ten members, including a Chairman, a Vice Chairman

and an Honorary Treasurer.

III. All the members of the Committee shall be

subscribing members of the Society and each one of them

shall take oath in their first meeting of the District

Committee held after the Annual General Meeting to the

effect to follow the Fundamental Principles of Red Cross

and agree to undertake the tasks and responsibilities

assigned to him/her.

IV) The District Branch shall send to the Headquarters of the State

Branch a copy of the resolution of the General Meeting,

resolving the formation of the District Branch concerned, the

conditions of Membership, the list of Executive Committee

members giving the names of Chairman, Vice Chairman and

Treasurer and list of at least 100 members (including 50 Life

Members) enrolled along with 30% share of subscription (15%

of State Branch and 15% of Headquarters) with the request to

perform all the essential basic activities of Red Cross in

accordance with the objectives of Red Cross and for the

formation of the District Branch. In the case of Sub-District

Branches, list of at least 50 members (including 25 Life

Members) is to be sent along with 30% share of subscription.

2(5). Enhancement in Grant-in-aid from Rs. 2 lacs to Rs. 4 lacs for the maintenance of new Ambulance Vans.

Hony. Secretary informed the

House that every year Grant-in-Aid

of Rs 5 lac is received from Director

General Health Services Haryana for

replacement/ purchase of New

Ambulances and Rs. 2 lacs are

received for POL/Maintenance of

existing Ambulance Vans. We

proposed earlier to enhance grant-in-

aid of Rs. 5 lacs to Rs. 7 lacs for POL/

maintenance of existing Ambulance

vehicles instead of purchase of new

Ambulance.

During the financial year

2015-16, an amount of Rs. 7 lacs have

been received for purchase of New

Ambulance and Rs. 2 lacs received for

maintenance and POL of Ambulance

Vans through RTGS from the O/o of

Director General Health Services,

Haryana. Accordingly amount of Rs. 7

lacs were released in favour of District

St. John Centre for purchase of new

Ambulance and the entire amount of

Rs. 2,00,000/- has been utilized for

POL/Maintenance of Ambulance Vans

at State Headquarters

Similarly the grant-in-aid for Rs. 7

lacs for purchase of New

Ambulance and Rs. 2 lacs for

POL/Maintenance of existing

ambulances for the year 2016-17

has been sanctioned by the office of

DGHS, Haryana, whereas it was

requested to sanction grant of Rs. 7

lacs for POL/Maintenance of

existing ambulances.

The House suggested to take up

the matter again with DGHS, Haryana.

3. BUDGET ESTIMATES FOR THE YEAR

2016-17.

Income & Expenditure Statement for the

year 2013-14, 2014-1 5 & 2015-16

and anticipated Income & Expenditure for

the year 2016-17 are placed at

Appendix-‘B-1’. The salient features of

the Budget are also placed at Appendix-

‘B’. The budget for the year 2014-15,

2015-16 and 2016-17 has already been

approved by the Hon’ble Governor-cum-

President, St. John Ambulance (India),

Haryana State Centre, Chandigarh

subject to ratification in the Executive

Committee meeting.

4. FIRST AID & HOME NURSING

TRAINING ACHIEVEMENTS FROM

THE YEAR 2013-14 TO 2015-16 AND

TRAINING TARGET FOR THE YEAR

2016-17.

a). During the year 2013-14 First Aid

and Home Nursing Training was

imparted to 1,05,940 persons (84,104

persons were given training in First Aid

& 21,836 persons were given training in

Home Nursing). District wise tables of

First Aid & Home Nursing Training is at

Appendix “C”

b). During the year 2014- 15 First Aid

and Home Nursing Training was

imparted to 1, 43,836 persons (First Aid

1,27,279 & Home Nursing 6,557).

District wise details of First Aid & Home

Nursing Training is at Appendix “D”.

c). During the year 2015-16 First Aid and

Home Nursing Training was imparted to

1,68,001 persons (First Aid 1,43,645 &

Home Nursing 24,356). District wise

details of First Aid & Home Nursing

Training is at Appendix “E”.

As per previous resolutions, the

target of First Aid & Home Nursing

training has been fixed 1% of the total

population of the District including 20%

training of Home Nursing. It is proposed

to fix the same for the year 2016-17.

that for imparting First Aid and Home

Nursing training to maximum number

of persons in the entire nation during

2014-15 and 2015-16, Hon’ble

President of India & President,

St. John Ambulance (India), National

Headquarters presented the training

shields on 30th August, 2016 at

Rashtrapati Bhawan, New Delhi.

He further informed that First Aid

& Home Nursing training target is fixed

1% of the total population of the

District for the District St. John Centres

and out of the total target, 20% training

should be in Home Nursing. He

proposed to continue the same for the

year 2016-17. The House unanimously

approved the proposal.

6. STATEAMBULANCE COMPETITIONS

2014-15 & 2015-16.

2014-15 : FARIDABAD

St. John Ambulance Brigade No. 24

(Haryana), Chandigarh organized

22nd State Ambulance Competitions in

First Aid and Home Nursing from

19th to 22nd December, 2014 at

Pt. Jawahar Lal Nehru Govt.

College, Faridabad, which was

hosted by District St. John Ambulance

Centre, Faridabad. In the

competitions 81 teams (468

members) of male and female

Brigade Divisions of various

Educational Institutions, Police,

Home Guards, Civil Defense,

Railways and Factories

participated. Sh. Aditya Dahiya, I.A.S.,

Additional Deputy Commissioner and

President, District Red Cross Society,

Faridabad inaugurated the

competitions by hoisting the flag of

St. John Ambulance Brigade. The

Valedictory Function was

performed on 22nd December, 2014

at 2.30 P.M. Prof. Kaptan Singh

Solanki, Hon’ble Governor-cum-

President, St. John Ambulance

(India), Haryana State Centre was the

Chief Guest of the occasion.

2015-16 : KURUKSHETRA

St. John Ambulance Brigade No.

24 (Haryana), Chandigarh organized

23rd State Level Ambulance

Competitions in First Aid and Home

Nursing from 27th to 30th November,

2015 at Kurushetra, which was hosted

by District St. John Ambulance Centre,

Kurukshetra. 60 teams (364 members)

of male and female Brigade divisions of

various Educational Institutions, Home

Guards and NGOs from 19 districts of

Haryana participated in these

competitions.

Deputy Commissioner, Kurukshetra

inaugurated the competitions on

28th November, 2015 by hoisting the flag of

St. John Ambulance Brigade.

The Valedictory Function was

7. LECTURERS’TRAINING COURSE

IN FIRST AID & HOME NURSING.

a). 2013-14 : HARIDWAR

Lecturers’ training course in First Aid &

Home Nursing was organized at Shri

Anant Prem Ashram, Haridwar from

03.09.2013 to 09.09.2013. In this camp

38 participants from different districts

of Haryana participated.

b).2014 -15 : KURUKSHETRA

Lecturers’ training course in First Aid &

Home Nursing was organized at Punjabi

Dharamshala, Kurukshetra from

20-12-2014 to 26-12-2014.

50 participants from various

Institutions of Haryana participated in

the camp.

c). 2015-16 : PANCHKULA

Lecturers Training Course in First Aid

and Home Nursing for the year 2015-16

was organized from 20.06.2015 to

26.06.2015 at Luxmi Bhawan, Mata

Mansa Devi, Panchkula.16 participants

State Centre organized a five days

Brigade Officers & Refresher Training

Camp at Shri Anant Prem Ashram,

Haridwar from 03-09-2013 to

05-09-2013. 116 participants from

various Institutions of Haryana

participated in the camp.

(b). 2014-15 : KURUKSHETRA

Brigade Officers & Refresher Training

Camp was organized at Punjabi

Dharamshala, Kurukshetra from

10-12-2014 to 12-12-2014. 88

participants from various Institutions

of Haryana participated in the camp.

(c). 2015-16 : PANCHKULA

Brigade Officers & Refresher Training

Camp was organized at Laxmi Bhawan of

Shri Mata Mansa Devi Shrine Board,

Panchkula from 20-06-2015 to

22-06-2015. 62 participants from

various Institutions of Haryana

9. FIRST AID & HOME NURSING

TRAINING TO THE STUDENTS FROM

8TH TO 12TH STANADARD - FREE OF

COST

It was decided in the Sub-committee

Meeting of Junior Red Cross that First

Aid Home Nursing training to the school

students will be imparted free of cost.

The training charges for 6200 students

from 8th to 12th class of Govt. Schools of

each District will be met out from the

interest of Junior Red Cross Corpus

Fund. During the financial year 2015-16,

the budget provision of Rs.37,00,000/-

has been made as grant-in-aid to District

St. John Centres for imparting First Aid

& Home Nursing Training upto 6,200

students from 8th to 12th standard of

each district.

that every year budget provision is

made by the St. John Ambulance

(India) for imparting free training to the

students from 8th to 12 standards.

10. FIRST AID PROFESSIONAL TRAINING TO 30 STUDENTS OF EACH UNIVERISTY/COLLEGE/ INSTITUTION - FREE OF COST

It is submitted that there are about 900

Colleges/Institutions affiliated with the various

Universities of Haryana. This office had made a

budget provision of Rs. 9 lacs during 2015-16 to

impart Sr. First Aid & Home Nursing Training to

27,000 students i.e. 30 students of each

College/Institution free of cost out of Youth Red

Cross fund retained by this office.

State Secretary informed the House

that from the current financial year

Home Nursing Certificates, the Ambulance

and Nursing Brigade Divisions could be

formed in the Colleges so that at the time of

any emergency or events, the brigade

divisions may provide First Aid/medical help

to any injured/sick persons. But during the

year 2015-16, response from Universities

and Colleges remained very poor.

A meeting of Youth Red Cross Sub-

Committee of Indian Red Cross Society,

Haryana State Branch was held on 28th

March, 2016 under the Chairpersonship

of Sh. Vikas Yadav, I.A.S., Director

General, Higher Education, Haryana. In

this meeting, the House unanimously

resolved that from the financial year

2016-17, First Aid Professional

training to 30 students of each

University (UTD) and 30 students of

10 Colleges/Institutions of every

district affiliated with the University

concerned will be imparted free of

cost by rotation. First Aid training

involves the expenditure of Rs. 33

lacs and provision for the same has

been made in the current financial

year 2016-17 out of Youth Red Cross

fund remains with State Branch.

and budget provision of Rs. 33 lacs

has been made during the year

11. STARTING OF “RED CROSS PATIENT

CARE ASSISTANCE PROJECT”

It is submitted that every year

St. John Ambulance, Haryana State

Centre is giving training to large number

of volunteers in First Aid & Home

Nursing through the District St. John

Centres in Haryana by the trained

persons i.e. District Training Officers and

qualified Lecturers of First Aid & Home

Nursing. There are sufficient trained

persons in First Aid & Home Nursing in

the State.

It has been observed that sick

persons/bed ridden elders require

attendant services at their home after

discharge from hospital, but they are

unable to get the same. To provide sick

attendants at home for taking care of

elderly sick & wounded persons is a

humanitarian cause. Such service would

help the sick and helpless old people

and in turn will also provide some

employment to the unemployed youths.

This service will also generate some

income for Red Cross/St. John for

branches.

It is proposed that all

Deputy Commissioners-cum-Presidents,

Hon’ble Governor and Chief Minister

Haryana desired that these services

for taking care of elderly sick &

wounded persons at home should be

started by all District St. John Centres

in Haryana and Deputy

Commissioners should take initiative to

implement the project. Deputy

Commissioners assured to take

necessary initiatives.

4. Appointment of Auditor Under Chapter V (2) of the Uniform

Rules framed for State/U.T./District

Branches by the Indian Red Cross Society

(National Headquarter) duly approved by

the President of India there is a directions

that the annual accounts for the Society as

well as funds administered by the Society

shall be audited by a practicing Chartered

Accountant to be appointed as a statutory

Auditor for the purpose of compilation and

certification of accounts by the Managing

Committee/Annual General Meeting. The

State Branch has been appointing the

practicing Chartered Accountant for the term

of three years. Since 02-07-1980 as per

resolution of the AGM. M/s Satija &

Company was appointed initially for year

1995-1997 for audit of accounts and his

continuously auditing till date. His work has

been found satisfactory.

Hence, it is proposed that the term of M/s Satija & Company may be continued for the next three years as per provision of the uniform rules.

Sh. Manohar Lal, Hon’ble Chief Minister, Haryana-cum-Vice President said that Red Cross is a good plateform for the service to huminity. He asked all members to make efforts for additional income through various projects in that Govt. will also provide all possible help in the regard.

2. PROGRESS REPORT ON THE MINUTES

OF THE LAST MEETING HELD ON

25th July, 2013.

The Progress Report on the minutes of

the Managing Body Meeting of Indian

Red Cross, Haryana State Branch held

on 25th July, 2013 is enclosed at

Appendix ‘A’.

2. Item No. 2(18). Any other Item with

the permission of the Chair.

Before submitting the Draft Service

Rules to the co-ordination committee, the

same were forwarded to Secretary to

Governor Haryana for perusal and

further necessary action and guidance. It

was desired by the Governor-Secretary,

Haryana to frame combined Service

Rules of Red Cross & St. John for the

District Red Cross Branches and

amended rules for the State Branch.

Accordingly the same have been

finalized and have been submitted to

Governor Secretary. Now Draft Service

rules are being uploaded on Web-

site of State Branch obtaining any

suggestions from District Red

Cross Branches before getting

approval of Managing Body Red

Cross & Executive Committee St.

John Ambulance (India)

The Hony. Secretary informed regarding

the progress report of the minutes of the

Managing Body meeting of Indian Red

Cross Society, Haryana State Branch held

on 25th July, 2013 as enclosed at

Appendix –“A”. In the progress report, he

informed regarding:-

Hony. Secretary informed the House

that combined draft Service Rules of Red

Cross and St. John for the District Red

Cross Branches and amended rules for

the State Branch are being finalized.

The House unanimously resolved that

these new draft service rules should be

uploaded on web-site of State Red Cross

Branch to obtain the observations/

suggestions from District Red Cross

Branches latest by 31st January, 2017.

After receiving their suggestions, these

services rules may be finanlized after

making necessary amendments by the

State Red Cross Branch accordingly.
