The Indian delegation was led by Lt General Harinder Singh, the general officer commanding of Leh-based 14 Corps, while the Chinese side was head- ed by the Commander of the Tibet Military District. "The talks were held in a positive atmosphere. The approach (by both sides) was positive," a senior mil- itary official said on condi- tion of anonymity. The sanctioned bodies will be headed by the Chief Secretary with Administr- ative Secretaries and offi- cers of the key departments/ authorities impinging on transport and mobility, nominees of agencies of Government of India and independent experts as members. These new bodies will function as a part of respec- tive Metropolitan Region Development Authorities created under the J&K Metropolitan Region Development Authorities Act, 2018. The decision is aimed at developing an advanced, well planned and better coordinated transport sys- tem in the capital cities by overcoming the dissonance arising from multiplicity of existing agencies with their separate and at times con- flicting policies under the guidance of National Urban Transport Policy, 2006. Once functional, UMTA will secure the development of an integrated, efficient, modern, multi-modal mobility system including non-motorized transport with focus on movement of people and goods instead of vehicles. UMTA is also envi- sioned to aid policy formu- lation and regulation for undertaking integrated and holistic planning for trans- port services with associat- ed infrastructure by focus- ing on coordination across different organisations, agencies and management of common facilities. Meanwhile Adminis-tra- tive Council also approved allotment of additional 250 Kanal land at Rakh-i-Gund Akshan, Bemina, Srinagar for expansion of Judicial Infrastructure including construction of New High Court Complex. The new allotment comes in addition to the 250 Kanals of land that was transferred to the High Court earlier in December 2019. The creation of Judicial Infrastructure on land aggregating to 500 Kanals at Rakh-i-Gund Akshan is expected to meet twin objectives of decongesting the Srinagar city while strengthening the Judicial Infrastructure which will house diverse ancillary legal facilities at one place. mon consensus among the policy makers,educationists, psychologists, extendedteaching fraternity, Counsellors, parents,regarding the impact of COVID 19 on themental health, psycho social and moralaspect of their life. The thrust on the audiovedeo lecturing has not only bored thembut may prove very dangerous if the aca-demic component is not mixed with theother activities, or if the pragmaticapproach is not initiated to guage the psy-cho social, moral and emotional sanctity inorder to ensure adjustment. The constantpressure from parents and grasping of thecontent of a long u vedeos of their syllabineed a mixture of other fun field activities toensure stress management.

Keeping this in view the policy makersand psychologists viz a viz counsellors hasto play a very sensitive role to reach out thechildren and guage their psychologicalaspect of life. It don't mean defying theexisting academic part of the prescribed bythe competent authority.

Very recently, Ahead of coronavirus lock-down 5.0, Directorate of Education,Jammu, has introduced mental healthplans in schools. The school educationdepartment headed by Director school edu-cation jammu has taken a grand initiativesto meet these challenges. Directorate hasformed a task force consisting of over 100psychologists/teachers who will soon

organise online counselling sessions forthe school students to address their mentalhealth issues. task force of 100 well-quali-fied teachers will also guide the studentsabout the precautions that need to be takento maintain their mental health.

The department has already existing Telecounselling Helpline under the scheme of "Aao Baat Karain" and under the manifold ofit there is a network of Counselling Cells atschool level to reach the students at locallevel. The Tele counselling helpline hasbeen playing a key role with well knittedclinical psychologists and counsellors totake care of the psycho social emotionalmoral health needs of the children. The ini-tiative of the already existing tele coun-selling helpline has been reoriented imme-diately by the department after lockdown.In such a situation calamity the children arenot prone to the existing interactive class-room that has a possiblity of emotionalstress. There other reasons like unrealisticexpectations from the parents has alsobeen a point of debate among the strong

academic community of the state. Keepingthese factors in view the department hasinitiated a path breaking initiatives for keep-ing the psycho social moral emotional andmental health needs of the children intact.

The schools in jammu region has beenconstantly working from home with withsupport of dedicated teachers who not onlyprovided access to the children at theirhomes but also imbibed and encouragedthem to participate in filed fun activities toovercome their psychological stress. Thedepartment initiated home classes on 27march 2020 and the efforts were made toprovide first three chapters of their syllabusthrough delivery. The competent authorityalso empenelled a team of 400 resourceteachers to upload the lectures on websiteof the department. The daunting task wasto cover the unreached students who weredevoid of the android phones and othergadgets. The teachers were asked to makea phone contacts with the students to over-come their academic issues.

In order to provide access to the uncov-

ered students who belong to the mostdeprived sections who haven't access tosmart phone has been given an alternativewith the help of Doordarshan and other pri-vate Cable and digital channels to reachout the student force.

Radio as a medium of instruction, work-sheets etc and other ways were devised bythe people to provide access to learning.The home assignment initiative has beeninitiated to check the progress and keep thestudents enganged in learning process.

. . . Now owing to the consistent lock-down there has been a multi pronged strat-egy to check the stress, anxiety and otherpsychological and social issues of the chil-dren. The team of Psychologists empan-elled by the school education departmentwill cover the following components:

Orientation Programme: An orientationprogramme will be organised from June 1to 3 for the psychological task force mem-bers in order to train them about the coun-selling skills.

Online counselling sessions : After orien-tation online counselling sessions will beorganised for the students across Jammuregion, both private and government schoolstudents will be covered under this pro-gramme.

The objective of constituting the taskforce was to help the students overcomestress, anxiety and other mental healthissues.

There is therefore a dire need of lookingthe issue from the parental side too, theunrealistic expectations by the parents andconstant pressure on the students maylead to anxiety, stress and other issues.Since we need to collaborate and counselthe children in psychological aspect as wellin order to ensure happiness of them.

INGREDIENTS for the cake 2 tbsp ground flaxseed + 6 tbsp water 1 cup granulated sugar 1¾ cup all-purpose flour 1½ tsp baking powder 1 tsp baking soda ½ tsp salt ¼ cup butter, at room temperature cup yogurt ¼ cup vegetable oil 1 tbsp vanilla extract ½ tbsp cinnamon cup unsweetened milk 1 cup fresh peach chunks *for the frosting* ½ cup shortening ¼ cup butter 3 cups powdered sugar 1 tbsp vanilla extract 1 tsp ground cinnamon pinch of salt

*for assembling* 2 medium peaches, sliced thinly and patted dry

with paper towels & flowersINSTRUCTIONS First, make the cake. Preheat oven to 350F

and spray two 6" round cake pans with non-stick baking spray. In a small bowl, whisktogether the ground flaxseed with the waterand set aside to thicken.

In the bowl of a stand mixer, combine the flour,baking powder, baking soda, salt, sugar, andcinnamon.

Add in the butter, and beat on low until it'sincorporated and has a sandy texture.

In a small bowl, whisk together the oil, flaxseedmixture, yogurt, and vanilla extract, and addthem to the dry ingredients. Mix until com-bined.

Pour in the unsweetened milk, and beat onmedium-low until smooth and creamy. Finally,gently stir in the peach pieces.

Divide batter evenly among the 2 pans, andbake for 45-55 minutes until cake is set in thecenter and a toothpick comes out clean.

When the cakes are completely cooled, youcan make the frosting. In the bowl of a standmixer, beat the shortening, butter, vanillaextract, and cinnamon together until complete-ly smooth and creamy. Add in the powderedsugar, 1 cup at a time, until a thick frostingforms. Add in the salt.

To assemble the cake, divide the 2 cake layersin half to create 4 thin layers.

Place one cake piece on your cake stand orplatter, and spread some white frosting on top.Arrange the thinly sliced peaches on the cake,then spread a bit more frosting on top. Repeatwith all.

Next, cover the cake with the remaining frost-ing. Repeat to fill any gaps!

Allow the cake to chill until it's time to serve,and store leftovers in the fridge. Enjoy!

GJ REPORTJAMMU, JUN 6: Describing the newrecruitment rules 2020 as a cruel jokewith the educated unemployed youthof J&K, Harsh Dev Singh, ChairmanJKNPP and former Minister todaytorched the effigy of the govt andsought modification of the new ruleswith repeal of SRO-202. He said thatthe govt notification of 4th June noti-fying the special recruitment rules hadcome as a bolt from the blue for theaspiring candidates who had pinnedhigh hopes from the govt. "The edu-cated youth had been made to wait forlong by the present dispensation onthe assurances that an employmentbonanza was in the pipeline thatwould address the concerns of theunemployed and redress all their pastgrievances. The tall claims of endingunemployment were being made sinceAugust 5th, 2019 with repeated state-ments of creating 50,000 new jobsbesides filling up all vacant positionsin various govt departments. Therecently issued SO 184 however hasspilled the beans and revealed the BJPled govt in its true colours, saidSingh. The very fact, that all suchselections would be held as per spe-cial recruitment rules of 2015 (SRO-

202), has come as a shocker for thelakhs of unemployed youth andexposed the govt for its haughty andsupercilious claims and lofty slogansof youth empowerment being madeever since the saffron regime ascend-ed the throne of power", said Singh.

Pointing towards the salient featuresof the new recruitment rules, Singhsaid that all such appointments shallbe on temporary basis with the newappointees getting barely the mini-mum of scale of pay and no incre-ments, no DA, no HRA and no CCA.After five years of probation, the govtwould decide whether to give them atest or further training before taking adecision with regard to their regular-ization, revealed Singh. "Not only thatthe new rules provided that candidatesof one district could apply in otherdistricts and even applying in otherdivision was also permissible in thenew rules. The freezing of districtlevel and division level posts by open-ing them for competition at UT levelwould operate very harshly againstthe candidates of remote districts",added Harsh.

Describing the new rules as uncon-stitutional and anti youth, Singh saiddenying the legitimate remuneration

to the appointed youth amounted tograve injustice besides violation ofthe principle of "equal pay for equalwork". Seeking the withdrawal of theSRO-202 and modification of newrules, Singh cautioned the govt torefrain from testing the patience ofthe teeming unemployeds of theUT.

Takingserious cognizance of this,former Minister and seniorCongress leader RamanBhalla on receipt of infor-mation reached BhagwatiNagar within twenty min-utes to listen to their griev-ances. During interactionwith former Minister theysaid they want the govern-ment to take them home assoon as possible. Amidhigh pitch sloganeering bythe group in support of thedemand for their earlyreturn to their homes, theysaid they had meagre sumleft in their pocket and aresurviving the ongoinglockdown by begging for

food from the local resi-dents. They said they havefilled up forms severaltimes over the past weekbut no action was taken sofar, prompting them tocome on the roads.

"We are apprehensivethat the situation will takea long time to get nor-malised and, therefore, wejust want to reach ourhomes. We want to reach

our home states as thelockdown has made theirlives miserable," they said.

Without specifically mentioning about the talks, an Indian ArmySpokesperson said: "Indian and Chinese officials continue to remainengaged through the established military and diplomatic channels toaddress the current situation in the India-China border areas."

The Lt General-level dialogue took place after 12 rounds of talksbetween local commanders of the two armies and three rounds ofdiscussions at the level of major general-rank officials could not pro-duce any tangible outcome, the sources said.

Earlier, sources said the delegation will also raise its objection tothe huge military build up by the Chinese troops in the region.

After the standoff began in early last month, Indian military lead-ership decided that Indian troops will adopt a firm approach in deal-ing with the aggressive posturing by the Chinese troops in all disput-ed areas of Pangong Tso, Galwan Valley, Demchok and Daulat BegOldie. The Chinese army is learnt to have deployed around 2,500troops in Pangong Tso and Galwan Valley besides gradually enhanc-ing temporary infrastructure and weaponry.

The sources said satellite images have captured significantramping up of defence infrastructure by China on its side of the LAC,the de-facto border, including by upgrading a military airbase around180 km from the Pangong Tso area.

The Chinese Army has been gradually ramping up its strategicreserves in its rear bases near the the LAC by rushing in artilleryguns, infantry combat vehicles and heavy military equipment, thesources said.

China has also enhanced its presence in certain areas along theLine of Actual Control in Northern Sikkim and Uttarakhand followingwhich India has also been its presence by sending additional troops,they said.

The trigger for the face-off was China's stiff opposition to Indialaying a key road in the Finger area around the Pangong Tso Lakebesides construction of another road connecting the Darbuk-Shayok-Daulat Beg Oldie road in Galwan Valley.

The road in the Finger area in Pangong Tso is considered crucialfor India to carry out patrol. India has already decided not to stall anyborder infrastructure projects in eastern Ladakh in view of Chineseprotests.

‘India, China remain...high-level military dialogue between the two sides to resolve the cur-rent border standoff in eastern Ladakh.

On Friday, the two countries held diplomatic talks during whichthey agreed to handle their "differences" through peaceful discus-sions while respecting each other's sensitivities and concerns.

In the talks, the two sides also agreed to settle differences inaccordance with guidance provided by leadership of two countries,in a reference to decisions taken by Prime Minister Narendra Modiand Chinese President Xi Jinping at an informal summit in Chinesecity of Wuhan in 2018.

"Indian and Chinese officials continue to remain engaged throughthe established military and diplomatic channels to address the cur-rent situation in the India-China border areas," the Indian Army saidin a statement. "At this stage therefore any speculative and unsub-stantiated reporting about these engagements would not be helpfuland the media is advised to refrain from such reporting," it said with-out providing any details about the high-level dialogue scheduled forthis morning.

The two armies have already held 12 rounds of talks betweentheir local commanders and three rounds of discussions at the levelof major general-rank officials. But the talks did not produce any tan-gible outcome, sources said. (Agencies)

Another Kashmiri, who did not wish to be identified, said most ofthem have no sources of income and they depend on some well-to-do Kashmiri families there who are providing them food.

"There are many medical emergencies including pregnantwomen. Many people have lost jobs, some have visit visas and wehave no sources of survival left now," he said, appealing for help.

They said they have now arranged two chartered flights fromDubai to Srinagar and want the government to expedite the proce-dure for approving their landings at the airport here.

"We have somehow managed, by pooling money, to arrange andthen secure an approval for non-stop chartered flights to be operat-ed by Fly Dubai on June 9 and 10.

The dates are pending approval by the authorities in Dubai andSrinagar airports. All other formalities have been completed," AamirRafiq, who is among those stranded in Dubai, claimed.

Officials at the Srinagar airport also said the airport authoritieshave been approached regarding the chartered flights.

However, a decision on them has to be taken by the ministries ofexternal affairs, defence, civil aviation, the Directorate General ofCivil Aviation (DGCA) and the Airports Authority of India in consulta-tion with the civil administration here, they said.

"This is not something directly under the authority of Srinagar air-port. For any international flight, the approval of the MEA is a must.Then, since this airport is a defence airfield, the approval of MoD(Ministry of Defence) is also required," an official at the airport said.

He said the permission of the Ministry of Civil Aviation and theDGCA is also required for such a flight to land at any airport in thecountry.

"After securing the permission from these four, it goes to an apexteam which includes AAI and Air Force for slot availability. Then, thecivil administration is required to approve the flight landing becauseit is COVID time and it has to be checked whether they can handlethe flight on a given day and time or not," he said.

The official said the Srinagar airport has no problem in permittingthe flights to land once the required approvals are secured.

The Jammu and Kashmir Government has evacuated about1,12,513 JK residents, stranded in other parts of the country due toCOVID lockdown, via Lakhanpur and through special trains andbuses till date amid strict observance of all necessary guidelines andStandard Operating Procedures.

As per the official data received in this regard, the administrationsof Jammu and Kashmir districts have received 45 special trains atJammu and Udhampur railway stations from different states andUTs, so far, with about 35,278 stranded passengers while about77,235 persons have been evacuated by the government throughLakhanpur till date.

Therefore, a total of about 1,12,513 J&K residents stranded out-side UT have been brought back to the UT by the Jammu andKashmir government by 45 special trains and a fleet of busesthrough Lakhanpur after strictly observing all necessary preventivemeasures regarding the Virus.

As per the detailed break up about the figures, about 677 strand-ed passengers have entered through Lakhanpur from June 5 to June6 mornings while 861 passengers have reached today in the 24thDelhi COVID special train at Jammu. So far, 24 trains have reachedJammu with a total of 18,721+861 stranded passengers belonging todifferent districts while 15,696 passengers have reached Udhampurin 21 special trains, so far.

As per the official communiqué, of 77,235 returnees evacuatedthrough Lakhanpur till June 6, 2020 (morning) included 20477 fromPunjab;

J&K Govt approves...Administrative Council also accorded sanction to creation of theJammu and Kashmir Forest Development Corporation as a regis-tered company under the Companies Act, 2013 to replace theJammu and Kashmir State Forest Corporation (J&K SFC) which hadceased to exist after the re-organisation of erstwhile state of Jammuand Kashmir.

For registration of the company, the authorized share capital wasfixed at Rs 10 Crores divided into 1 Lac equity shares of Rs 1000each, whereas, it was decided that the Board of Directors will includeAdministrative Secretaries of departments of Forest, Ecology &

Environment, Finance, Industries and Commerce, RuralDevelopment, Tribal Affairs along with Principal Chief Conservator ofForests and Managing Director, JKFDC.

It was further decided that the assets and liabilities of the dis-banded entity will be transferred to the newly established ForestDevelopment Corporation and former's permanent staff will continueworking with the latter under the existing terms and conditions ofservices till new regulations are framed and adopted.

The Administrative Council also approved constitution of a com-mittee of officers to prepare a roll out plan on the financial, legal andadministrative status, functions and scope of the J&KFDC.

Rain brings relief...district, officials said as authorities announced its closure till the com-pletion of necessary repair work.

A major portion of the Birwan bridge on old Jammu-Srinagarnational highway near Udhampur got washed away by the heavyrains, the officials said.

They said though the bridge was already under repairs and wasonly open for one-way traffic for the last three months, the latestdamage rendered it unsafe.

Udhampur District Development Commissioner Piyush Singlaimmediately ordered closure of the bridge for vehicular traffic andasked the Border Roads Organisation (BRO) to speed up restorationwork.

The traffic was diverted to Jammu-Srinagar national highway dueto the closure of the bridge, which is connecting over two lakh pop-ulation besides being vital for the movement of security forces, theofficials said, adding all Udhampur-bound traffic has now to coveradditional 18 km to reach the district headquarters.

The BRO, which is looking after this road, has moved its men andmachinery to ensure early restoration of the bridge, the officials said.

RPO Srinagar to...masks, wearing gloves and maintaining social distancing has beenmade mandatory for people visiting the Passport Office.

Regional Passport Officer, Srinagar, B B Nagar said that theoffice will resume its normal functioning from Monday. "People areadvised to book or reschedule their appointments as per the avail-ability on the website www.passportindia.gov.in," he said. He, how-ever, requested people not to come to the passport office for anyinquiry related to passport as the same can be done over the phone.

Nagar said a disinfectant tunnel has been installed at the gate ofthe office to sanitize people coming in. "Applicants have to strictlyadhere to Standard Operating Procedures (SOPs) while visiting thePassport office on the date of their appointment," he added.

He said the SOPs, include installing Aarogya Setu app, wearingface masks, hand gloves, keeping hand sanitizer with them while vis-iting Passport office. "The applicants will also have to strictly main-tain social distancing while visiting the office," he added. (UNI)

He said the machines have successfully cut through the snowand ice walls of Guldanda to Chattargala located at a height of14,600 ft above the sea level, the most difficult stretch of the roadwhere snow depth is over 20 feet.

"Jawans from Sarthal side of Kathua district will clear the road tillChattargala within four days but it may take at least one more weekfor other BRO team to reach the pass from Bhadarwah side," Kumarsaid adding they were still cutting 10 to 20 feet deep snow and havereached nearly one km beyond Chattargala pass.

In December 2017, the Centre had cleared a proposal for con-struction of Chhattergala tunnel to provide an alternate highway, faraway from the International Border or Line of Control (LoC), connect-ing Kashmir with the rest of the country.

The Jammu-Pathankot highway provides an all-weather link butit passes close to the International Border (IB), especially in Kathuaand Samba districts.

"Our jawans are doing their best. The weather has again turnedinclement but our machines are unstoppable. Our focus is on con-necting Bhadarwah with Pathankot in the next couple of days,"Commander of 35 Border Roads Task Force S Murthy said.

After completing the job, the focus would be on clearing all thesnow from the 20 km stretch to make it fully motorable for both waytraffic by June 15, he said.

Hundreds of people crossed the Chattargala pass on foot toreach Bhaderwah from Punjab and Himachal Pradesh besidesadjoining Kathua and Samba districts ever since the lockdown cameinto effect in March.

The district administration of Doda set up special check points toidentify such travelers as part of efforts to prevent the spread of coro-navirus. The travelers were subjected to COVID-19 testing and keptin institutional quarantine.

"Bhadarwah-Pathankot road is the main stay of our economy andeveryone gets benefited from this link directly or indirectly as amajority of our business transactions is with Punjab. We are hopefulthat BRO will open this link without any further delay," a local busi-nessman said.

NEW DELHI, JUN 6: DelhiChief Minister ArvindKejriwal on Saturday warnedof strong action against someprivate hospitals allegedlyrefusing admission toCOVID-19 patients andinvolving in “black-market-ing” of beds, and said hisgovernment is going to issuean order stating that hospitalscannot deny treatment tosuch people.

The Delhi governmentwill depute medical profes-sionals at all hospitals whowill update availability ofbeds for coronavirus patientsat an official app and ensureadmission of such patients,he said.

His government is goingto issue an order that no hos-pitals will refuse admissionto suspected COVID-19patients and that it will betheir responsibility to testand treat such persons,

Kejriwal said in a virtualmedia briefing.

The chief minister alsorubbished claims thatCOVID-19 tests have beenstopped in Delhi, and assert-ed that the number of testsconducted in the city is thehighest in the country.

Most of the private hospi-tals in Delhi are good butsome of them are demandingmoney for beds which isnothing but “black-market-ing”, Kejriwal said.

HYDERABAD, JUN 6: Ateam of researchers at theIndian Institute of Technology(IIT), Hyderabad claims tohave developed a first-of-itskind Covid-19 test kit that candeliver results within 20 min-utes.

The researchers claimedthat the alternative test methodis not based on the ReverseTranscription PolymeraseChain Reaction (RT-PCR) -the method currently beingused for Covid-19 testing.

The test kit has been devel-oped at a cost of R 550 and itcan be reduced to up to s 350when taken to mass produc-tion, they said.

While a patent has beenfiled for the test kit, the teamhas conducted clinical trials atESIC Medical College andHospital in Hyderabad andsought an approval from theIndian Council for Medical

Research (ICMR)."We have developed a

Covid-19 testing kit which candeliver the results in 20 min-utes for symptomatic andasymptomatic patients. Theuniqueness of this test kit isthat it functions sans theReverse Transcription Poly-merase Chain Reaction (RT-PCR)," Shiv Govind Singh,the professor at IIT-Hyde-rabad's Electrical Engineeringdepartment, told PTI.

"The low-cost test kit iseasy to carry around and testscan be done at point of care.The testing method used is analternative to the currentlyused method. We identified aunique sequence of conservedregions of Covid-19 genome,"Singh, who led the three-member team, said.

IIT-Hyderabad is the sec-ond academic institution in thecountry to come up with a

testing kit for novel coron-avirus.

IIT-Delhi became the firstacademic institute to haveobtained the ICMR approvalfor a real-time PCR-baseddiagnostic assay.

It had claimed that the cur-rent testing methods availablewere "probe-based" while theone developed by its studentswas a "probe-free" method,which reduces the testing costwithout compromising onaccuracy.

The Minister stated thatlast one year has seen signifi-cant development in

Infrastructure, Energy andother Sectors in the NorthEastern Region. Under Govt.Policy of earmarking at least10% of GBS for developmentof NER, R 53,374 Cr wereprovided to NE States at REstage by 55 non-exemptdepartments. Railways allo-cated of s 4745 Cr in additionto GBS. The allocation under10% GBS has been risingsharply reflecting the focus ofHon'ble PM on North East.

Some of the major projectswhich have been approved,started or completed in thelast one year in the NER andsignificant achievements ofthe Ministry of DoNER.

In fight against Corona,apart from release of s7923.78 Cr by Ministry ofFinance and s 235.59 Cr byMinistry of Health andFamily Welfare, Rs. 25 croresof untied funds have been pro-vided by MDoNER/NEC.

MDoNER has also sanctionedprojects worth s 152.18 Crunder NESIDS forStrengthening HealthInfrastructure in Mizoram,Meghalaya, ArunachalPradesh and Manipur. Twoquarantine facilities viz.CBTC Hostel Block,Burnihat, Guwahati, Assamand NEC House, New Delhihave been identified.

Through the medium of youresteemed newspaper I would liketo express that the dance of death

continuing unabated on the roads ofJ&K State as reported in media is a hor-rifying trail throughout the length andbreadth of J&K. Unfortunately it doesnot create any whimper in the corridorsof power. At least the way in which theaccidents are treated as a routine affairby one and all in the administration sug-gests nothing but indifferent attitude ofhelmsmen towards the precious lives ofcitizens. Not to talk of measures to con-tain ever increasing death toll with pas-senger and private vehicles rolling hun-dreds or thousands of feet deep downthe gorges along the killer roads of J&KState particularly Jammu SrinagarNational Highway, Batote-Kishtwar andDoda-Bhaderwah roads. The Keshwan

Kishtwar accident is a horrifying onewhere 36 people lost their life and morethan 21 people injured. The authoritieshave completely failed to preventmishaps even on account of carelessdriving in the urban areas. The roads areconsidered as the arteries connectingpeople to people, but in the present sce-nario these arteries continue to bleedwithout the authorities taking effectivemeasures to bring a halt to the loss ofprecious lives. Since the overloading isthe main cause of such accidents there-fore providing maximum buses toreduce it will help in reducing death ratedue to road accidents. If the authoritiesfail to provide adequate vehicles thenundoubtedly the National Highway inthe state will be termed as the Highwayto Death by the people of this state.

The erstwhile State of Jammu and Kashmir now divided intotwo Union Territories suffered a lot on account of terrorismand subversive activities during the past over three

decades with the education sector being the worst victim, somuch so that it is still grappling to achieve at least an averagemark, not to talk of optimum. In this background, the PrincipalSecretary, School Education, Dr Asgar Samoon holding discus-sions with various stakeholders on the implementation ofJammu and Kashmir Education Investment Policy 2020assumes much significance. The direction by the PrincipalSecretary to the authorities and other stakeholders to explorepossibilities to attract private investors for establishing privateuniversities in Jammu and Kashmir and seeking suggestionsfrom various stakeholders for ensuring the implementation ofJammu and Kashmir Education Investment Policy 2020 is worthappreciating and undoubtedly welcome by one and all. It is a factthat universities have a great role to play in every sphere of lifeof the students and the society at large as per the needs of thetime and as of today skill development is one of the importantaspects that cannot be ignored. The need of the hour is to workin tandem with the industrial demand in this direction. It was inthis context that Governor Satya Pal Malik of the erstwhile Stateof J&K had while initiating efforts to bring the state out of themorass of past decades stated that it is opportune time for vari-ous stakeholders of the education sector especially all theUniversities to enhance their research capabilities and to updatethe syllabus regularly so as to keep abreast with rapidly chang-ing global developments and adapt to the new situations. Nowvarious measures to be undertaken as per the EducationInvestment Policy 2020 include laying the ground for attractingprivate investors, creation of an empowered 'Single WindowClearance Body' and its operation for granting time boundapprovals and clearances for setting up of new private schools,residential schools, Colleges, technical education institutes anduniversities. It is pertinent to mention here that the governmenthas already created land banks for establishing educationalinstitutes with particular emphasis on entrepreneurship. Thepeculiar feature of the Jammu and Kashmir Investment Policy2020 is that it is aimed at restoring the educational ecosystembalance in the Union Territory and to enhance the educationalinfrastructure so that the students do not have to migrate else-where for pursuing their studies. The policy also envisageshandholding support throughout the process of setting up edu-cational initiatives in the UT and due preference to reputed play-ers in the field of education, willing to set up universities inJammu and Kashmir. Moreover, under the new investment poli-cy, the government will facilitate the technical institutions to col-laborate with various industries to identify skilling needs in anindividual domain and design specific courses tailored to therequirements of the same. To equip the students with the rele-vant domain specific hard and soft skills, a 'Hands-on SkillingProgramme' based on hub and spoke model of implementationwill be envisaged. The government aims to create a world classeducational ecosystem in Jammu and Kashmir by fostering thespirit of creativity and nurturing a culture of scientific temper andcritical thinking. Under the new education investment policy, aneducational City will be set up under the category of MegaProject with smart schools, engineering colleges, technical edu-cation institutes, multidisciplinary colleges and much more. Nowthat the government is crystal clear on its intention to achieveoptimum heights in education sector of J&K UT, it is hoped thatthe Apex Level Project Clearance Committee which will also actas high-powered committee in this regard will meticulously laydown the detailed implementation guidelines of the policy so thatthe policy gets translated on ground in letter and spirit.

EDUCATION INVESTMENT POLICY

In the modern society there is a great and urgent need forvalue education. There is total value crisis in the societywhich lead to deterioration in the value system and the

urgent need is to give value education to the younger gen-eration. Commission after commission has been appointedin the past to revamp the education sector and to suggestthe ways and means to give value education to the childrenbut in spite of this very little has been done to give moraleducation to the youth. In today's India materialistic attitudetowards life is all that is stressed but the fact remains thatwe should give moral and ethical education to childrenalong with the bread and butter education. There is moraldegradation all around in our society and money is becom-ing the be all and end all of life and education and this atti-tude has to be addressed and there is need for revampingof the moral education. We have no dearth of the scientistsand technocrats but we are deficient in producing goodhuman beings who will work for the society and brightenthe future of the country. Education based on morals is theneed of the hour .Today youth are more interested in engi-neering, medical or MBA .There should be change in psy-chology through education. Just as the nutritional food isnecessary for the growth of body and medicines arerequired for wellness .Similarly education that teaches usmoral values is required for bringing about a change in ourpsychology. Therefore what is needed is to give a proper

place to the moral education so that people with goodmoral character will be produced and this can be possibleonly when moral education will be imported along with theformal education. It should be made mandatory to pass inmoral studies by a student to enable him to promote to thenext class .But in this respect we are lacking and thereforewe should give top most attention to the moral educationso that noble and worthy citizens will be produced for run-ning of a successful democracy. So we should impartmoral education along with bread and butter education.The dishonesty has made great inroads into our societyand this if unchecked will bring a disaster in the society andtherefore we should make a provision for passing in thesubject of moral studies. Thus passing in the moral studiesshould be made compulsory for all the students' upto class10th and for this curriculum for the moral studies should beprepared and given importance. Since there is all roundmoral decay in the society, so the education plannersshould plan for giving moral education to the children andfor this all the arrangements should be made. Thereforemoral and ethical education should be made fundamentaland basic for all classes upto 10th standard. There is thusneed to do proper planning for giving of moral education.According to Vivekananda the aim of education should beman making and character making and so we shouldfocus on character education so that a society of noblemen will be produced who will have great regard for themoral and ethical values. Therefore value education

should be made a foundation of the modern education andso we should give emphasis on the production of thenoble men and women who can shape the destiny of thenation. Therefore importance should be given to moral,ethical and spiritual education. We may not give religiouseducation to the children being a secular country but givethem education about the great religions of the world. Soit is necessary to impart value education to the children sothat an army of noble persons will be created to run andmanage the affairs of the state. Thus there is utmost needfor value education for the children and it should be givento inculcate moral values in the children. The sooner it isdone the better. There is moral degradation all around andto arrest the growing trend of moral decay we shouldimpart moral and spiritual education to our young ones sothat a morally viable society will be framed and shaped. Itfallows that the education planners should plan for givingof moral education so that we can produce a morallystrong people to man the positions in the long run. This willbecome possible only when moral education is given tothe children. Otherwise there will be moral chaos and con-fusion in the society. Therefore to arrest this undesirabletrend moral education is the panacea and so moral edu-cation should be given to the children to tide over themoral crises. Let us all contribute in this task of givingmoral and ethical education to the children so that amorally good society can be framed.

THE NEED FOR VALUE EDUCATION

Food is essential for life because it acts as fuel for thebody. Although it helps support the body, its safety mustbe ensured by removing all the unhygienic elements

leading to various ailments. It is a global concern that coversa variety of different areas of daily life and refers to the han-dling, preparation, and storage of food so as to reduce therisk of diseases. Assuming that COVID-19 originated fromthe wet food market of China, causing this disastrous pan-demic, food safety will gain serious concern in the future aswell. It is very important to make sure that the food we eat isnot contaminated with bacteria, toxins, parasites, and likelyharmful chemicals. It has been long ages since humansstarted to think about food security for a better world. Foodsafety practices have been founded or mentioned in a fewancient cultures. In 375 BC, Chanakya (a professor, philoso-pher, and Indian economist) mentioned the falsification offood in his book "Arthashastra". However, food safety, sani-tation, and hygiene laws were developed when food produc-tion began to move from home to manufacturers, protectingtrade rather than public health. The most crucial factors thattrigger food safety are the intensification and industrializationof agriculture and animal production to meet the growingdemand for food coupled with the globalization of trade infood, which leads to an increasingly complex and longerglobal food chain. Since the time immemorial foodborne dis-eases (e.g., botulism, tuberculosis, typhoid fever, etc.) start-ed prevailing all over the world, peaking in the 19th and 20thcenturies, food safety and sanitation legislation were moreabundantly adopted. In 1906, the U.S. Congress enactedlaws for first food safety and labeled regulations, and afterWorld War II, consumers finally started to pay more attentionto food safety. They wanted their governments to establishspecific regulations and standards to ensure safe food for all.Therefore, many countries developed food legislation thatbrought us to the current situation in today's world.According to a recent report by the World HealthOrganization (WHO), unsafe food containing harmful bacte-ria, viruses, parasites or chemical substances, causes morethan 200 diseases - ranging from diarrhea to cancers. Dueto contaminated food, almost 1 out of 10 people fall ill in theworld and about 4,20,000 die every year. Among them, chil-dren under 5 years of age are subjected to 1,25,000 deathsevery year. Apart from causing direct mortality, foodbornediseases impede socioeconomic development by straininghealth care systems and harming national economies,tourism, and trade.

The issues addressed by food safety are the foodborneillness that may be infectious or toxic in nature and causedby bacteria, viruses, parasites, or chemical substancesentering the body through contaminated food or water. Whilethe pathogens can cause severe diarrhea or debilitatinginfections including meningitis, Chemical contamination canlead to acute poisoning or long-term diseases, such as can-cer. Bacterias like Salmonella, Campylobacter, andEnterohaemorrhagic Escherichia coli, Listeria and Vibriocholerae are among the most common foodbornepathogens that affect millions of people annually - some-times with severe and fatal outcomes. Among viruses,Norovirus and Hepatitis A virus are the major ones whileParasites include fish-borne trematodes, tapeworms likeEchinococcus spp, or Taenia solium, Ascaris,Cryptosporidium, Entamoeba histolytica or Giardia, that mayenter the food chain via water or soil and can contaminate

fresh produce. Recently, Prions composed of protein, areunique in a way that they are associated with specific formsof neurodegenerative disease. Bovine spongiformencephalopathy (BSE, or "mad cow disease") is a prion dis-ease in cattle, associated with the variant Creutzfeldt-JakobDisease (vCJD) in humans. Consuming bovine productscontaining specified risk material, e.g. brain tissue, is themost likely route of transmission of the prion agent tohumans. The chemicals of most concern are naturally occur-ring toxins including mycotoxins, marine biotoxins,cyanogenic glycosides, and toxins occurring in poisonousmushrooms. Staple foods like corn or cereals can containhigh levels of mycotoxins, such as aflatoxin and ochratoxin,produced by mould on grain. Another category is Persistentorganic pollutants (POPs) that accumulate in the environ-ment and the human body. Known examples are dioxins andpolychlorinated biphenyls (PCBs). Simultaneously, nonfoodgrade chemical additives, such as colorants and preserva-tives, and contaminants, such as pesticide residues, heavymetals such as lead, cadmium, arsenic, mercury, and cop-per are also included

Food safety is currently an important tool for achievingthe 17 United Nations Sustainable Development Goals.Because food regulations and standards vary by country, theuniform Codex Alimentarius Commission (CAC) has beenestablished, which is an international food standards organ-ization jointly managed by the Food Organization of theUnited Nations Agriculture (FAO) and the World HealthOrganization (WHO). The aim of this organization is to pro-tect the health of consumers and to guarantee fair practicesin the food trade. Currently, the Codex AlimentariusCommission has 189 Codex members made up of 188member countries and 1 member organization (theEuropean Union). India became a member of the CodexAlimentarius in 1964. This body prescribes internationalstandards for the protection of the health of consumers con-cerning veterinary drugs, pesticides, food additives, andfood contaminants which are followed in various organiza-tions dealing with food safety in each country. ISO 22000 isa standard developed by the International Organization forStandardization dealing with food safety. This is a generalderivative of ISO 9000. The ISO 22000 international stan-dard specifies the requirements for a food safety manage-ment system that involves interactive communication, sys-tem management, prerequisite programs, HACCP princi-ples. ISO 22000 was first published in 2005. It is the culmi-nation of all previous attempts from many sources and areasof food safety concerns to provide an end product that issafe as possible from pathogens and other contaminants.Every 5 years standards are reviewed to determine whethera revision is necessary, to ensure that the standards remainas relevant and useful to businesses as possible. Since theparameters remain almost uniform across all countries, thishelps to remove trade barriers for export purposes.

Each country has its own food security organization. Forexample, in India, the Food Safety and Standards Authorityof India, in association with the State Food Authorities, isresponsible for the implementation and enforcement ofFSSA, 2006. To ensure the manufacturing, storage, distribu-tion, and sale of safe food, it operates under a food securitymanagement system (FSMS) which is a network of interde-pendent elements that combine to ensure that food does notcause harmful effects on human health. These elementsinclude programs, plans, policies, procedures, practices,processes, goals, objectives, methods, controls, roles,

responsibilities, relationships, documents, records, andresources. Security elements include good practices / PRP,risk analysis, management element/system, legal and regu-latory requirements, and communication. The design of afood safety system involves around numerous factors. Tobegin with, minimum hygiene standards should be deter-mined by laws and regulations, food producers must applyfood safety measures and procedures and official bodiesmust supervise and inspect food industry companies to con-firm that they are conducting their operations in a mannerconsistent with the regulations in force.

While rapid and accurate detection of foodbornepathogens is being improvised through Polymerase chainreaction (PCR) based assay. enzyme linked immuno-sor-bent assay (ELISA) , Nuclear Magnetic Resonance (NMR)nanotechnology and Gas chromatography in our country,the inspection and regulation for the authenticity of safeproducts on field scale is very poor so far. Therefore, to besafe, we need to be extra cautious and earn ourselves ahealthy life through home interventions. The concern relatedto food security does not arise if we prepare our own foodproperly and maintain strict personal hygiene but it biomescautionary in the case of consuming processed food andeating out at unhygienic places. For the readers, I wouldadvocate the General measures for food safety-Purchasefoods from reliable suppliers, from companies that applyHACCP* system.; Always keep your refrigerator clean with abowl of activated charcoal placed inside it; Keep foods inwrapped or closed containers.; Separate cooked foods fromraw foods.; Make sure that the temperature of the food dropsbelow 5°C as soon as possible while cooling it.; Do not letfoods remain at room temperature for any longer than twohours.; Re-heat the food properly. If you want to store foodfor long, add burned coal into it. To escape from infectivemicrobes, cook all animal foods product thoroughly and useonly pasteurized dairy products. As far as chemicals respon-sible for food safety, acute toxicity is seldom met but chron-ic problems are buildup over time. If you want to remain safeas a consumer, do not go for lustrous and bright coloredfruits and vegetables, especially during the off-season peri-od. The plants grown in the vicinity of contaminated nallasand rivers contain parasites and heavy metals as evi-denced around Yamuna in Delhi.A quick vigil is thereforerequired to enquire about the source of fresh produce.Vegetable and fruit consumers prefer to buy cosmetic pro-duce which may be full of contaminants like pesticides andwax polishing. For instance, extra white cauliflower isoften treated with copper sulphate, bright brinjal issprayed with as much as 12 sprays of insecticides andshining fruits contain harmful colourants. One must nothesitate to purchase pest-infested vegetables since itdoes not have any toxins. One may remove the affectedportion and eat the rest after cooking safely-free of insec-ticides. It must be remembered that most farmers alwaysgrow food for their self-consumption in a field free of agro-chemicals but for market supply, they use exceptionallyhigh doses of agrochemicals. If one is not sure about con-tamination, there is no harm to keep the fresh produce inbrine water (10%) for at least half an hour. This would helpto remove the pesticide residue from it. I would even sug-gest making your lawns as a kitchen garden or going forroof gardening to grow your own vegetables at least. Thatwould eliminate any safety related risk.

FOOD SAFETY AND HOME INTERVENTION

India is grappling with a serious confrontation withChina along the Line of Actual Control (LAC). TheGovernment is pursuing a mature policy involving

both diplomatic as well as military channels, while tak-ing all precaution to ensure that the matter does notescalate to an unacceptable level. The internationalcommunity is keenly monitoring the situation. There isa universal consensus with regard to the righteousnessof the Indian posture.

Under such circumstances, it becomes the duty ofevery citizen of the country to stand by theGovernment. It is very hurtful to see certain self-pro-claimed analysts writing incessantly against theGovernment and the Army in a manner that would neg-atively impact national morale and boost confidence ofthe enemy.

Ajai Shukla, a self proclaimed journalist and so-called defence and security analyst, has been consis-tently critical of the Indian efforts towards counteringChina's misadventure in Ladakh. Being an Army veter-an one would have expected him to, at least, stand byhis comrades-in-arms if not the Government. Instead,he is openly talking of irretrievable occupation ofIndian strategic real estate by China due to mismanage-ment by Indian Army. To make matters worse, he hasno concrete evidence to substantiate his atrociousclaims.

In his blog http://ajaishukla.blogspot.com/ he haswritten as many as five articles on the subject sinceMay, 26. Surprisingly, these articles are also being car-ried by a business centric magazine named BusinessStandard in which Shukla has a syndicated column.While carrying articles related to defence weaponryand procurement in a magazine of this nature is under-standable, its interest in a subject of strategic naturedoes point towards a vested interest.

This apart, Shukla has been consistently tweetingon the subject on his twitter handle @ajaishukla. Mostof the tweets are designed to embarrass theGovernment and the Army. They are following the line

laid out by a particular party in the opposition. At every stage Shukla has launched personal attacks

against those who are responsible to manage the situa-tion. On June, 01, he tweeted, "In a repeat of Kargil,PLA troops occupying positions in Galwan that over-look Shyok road to Daulat Beg Oldi can cut it off atwill. Growing talk in army circles of replacing the Lehcorps commander and the northern army commanderfor being caught napping." It seems that the politicalleadership has more faith in the military leadership thanveteran Ajai Shukla since the two officers are firmly incommand and control. Shukla's incorrect predictionsabout the future of the senior officers make him liablefor being sued for defamation by them. The damagecaused by such utterances to the ongoing effort to con-tain the Chinese is incalculable and, as such, they bor-der on sedition.

On 6 June, Lieutenant General ranking military offi-cers of both countries are scheduled to meet; already sixto seven officer level meetings have been held, thiswould be at the most senior level so far. All through 5,June, Shukla remained hype-active in giving negativepredictions about the meeting. "China hanging tough onproposed military meeting. Silent on accepting invita-tion, no discussion of Galwan. My fear: To hide its deba-cle, govt might leave key positions with China, accepttoken withdrawal, and declare victory -- to applausefrom bhakts." he tweeted in the morning of 5, June. Onedoes get an impression that he had a well laid out agen-da to disrupt and derail the meeting and was compellingthe Chinese, through his posts, to adopt a stringentcourse of action. Can this not be termed as an act thatgoes against the strategic interest of the nation?

Earlier, he made fun of Prime Minister NarendraModi. "The most shocking aspect of the Chineseintrusions is this: Many Indians clearly love@narendramodi more than they love their country.They would close their eyes and allow China to cap-ture chunks of Indian territory, rather than admitsuch a thing had happened on Modi's watch," hetweeted. While his right to criticise the prime minis-ter and the government is undeniable he needs to

understand that there is a time and place to do so andindulging in mud-slinging when the nation is facinga crisis is not a part of journalistic protocol.

Most military writers, even retired ArmyCommanders, are writing on the face=off. Their arti-cles are generic in nature since nobody really knowsthe ground situation. Shukla, on the other hand, is giv-ing minute details and writing as if he is sitting rightwhere the action is. What he basically wishes to say,along with certain cronies of the BBC and people likeSashank Joshi, is that the Peoples Liberation Army(PLA) has come deep into Indian territory and builttracks as well as defences in a manner that would leavethe Shyok-Daulet Beg Oldie (DBO) road vulnerable.He further wishes to prove that the Government hasremained in denial mode (much like Pakistan after thesurgical strikes - according to him).

One would like to know as to where he is gettingthis information from and how he has built suchexpertise having never served in the area. How doeshe know that the Chinese are dominating DBO withwell prepared defences? He could be using materialcirculating in social media or open source intelli-gence (OSINT) handles, but, considering his confi-dence it would be worthwhile to interrogate himwith respect to his sources.

Ajay Shukla is just one of the many Indian jour-nalists, columnists, social media activists, televisionspeakers who are totally preoccupied in weakeningIndia's position by shelling out half truths or com-plete lies laced with doomsday predictions.Definitely there are much larger numbers of sanevoices giving sound analysis and good suggestionsas also multitudes of common people who standfirmly by their government. It is however, these dis-rupters dealing in misinformation and disinforma-tion who give to the enemy ammunition to continuewith his evil designs. One has only one suggestion togive to them, "if you have nothing positive to say thenkeep your mouths shut."

WASHINGTON, JUN 6:The Group of 20 rich andemerging economies haspledged more than $21 bil-lion to fight the coron-avirus, the group saidearly on Saturday.

“The G20, with invitedcountries, has coordinatedthe global efforts to sup-port the fight against theCOVID-19 pandemic. Todate, G20 members andinvited countries havepledged over US$21 bil-lion to support funding inglobal health,” the groupsaid in a statement.

The pledges will bedirected towards diagnos-tics, vaccines, therapeu-tics, and research anddevelopment, the state-ment added.

In April the groupcalled on all countries,non-governmental organi-zations, philanthropies andthe private sector to help

close a financing gap esti-mated at over $8 billion tocombat the Covid-19 pan-demic.

Saudi Arabia, the cur-rent G20 chair has pledged$500 million to supportglobal efforts to combatthe pandemic. It said thenit would allocate $150 mil-lion to the Coalition forEpidemic Preparednessand Innovation, $150 mil-lion to the Global Alliancefor Vaccines andImmunisations, and $200million to other healthorganisations and pro-grammes.

Military spokesmanMajor General BabarIftikhar said that the minicopter violated the country'sairspace in Khanjar sector ofthe LoC.

"The quadcopter hadintruded 500 metres onPakistan's side of the LoC,”he said in a statement.

The spokesman claimedthat it was the eighth Indianquadcopter to be shot downby the Pakistan Army troopsthis year.

Last month, two suchquadcopters were downed,the first on May 27 and thesecond on May 29 after theyallegedly intruded deepinside the Pakistani territo-ry, he said.

Tourism was only just recovering from the effects oflast year's Easter Sunday bombings that killed 279 people,including 45 foreigners, when the virus halted internation-al travel to the island and forced hotels to shut, leaving tensof thousands of people jobless.

Sri Lanka's tourism ministry said travellers will be ableto visit from August 1, but they must carry a COVID-19free certificate issued not earlier than 72 hours beforeboarding. Even with this document, tourists will have totake a virus test at the airport upon arrival. A further checkwill be done four to five days later -- and a third if stayingfor more than 10 days.

"While this may be inconvenient it is essential to safe-guard everybody and provide peace of mind," the ministrysaid.

The regular visa fee of $40 has been increased to $100,visitors can only stay in hotels designated by the ministry,and are not allowed to use public transport on the island.

In addition, only those who will spend a minimum offive days in Sri Lanka will be allowed in.

The country has reported 11 deaths and 1,801 infectionssince its first coronavirus patient was identified on January27. The number of visitors to Sri Lanka dropped to 1.91million last year, down from 2.33 million in the previousyear. Agencies

JAKARTA, JUN 6: An Indonesian army helicopter crashed in Central Javaprovince on Saturday, killing three of the nine passengers on board, a TV reportsaid. There was no immediate confirmation from the army on the incident.

There were nine passengers aboard the helicopter, Kompas TV reported. Sixpassengers were injured and evacuated to two hospitals in Kendal district, wherethe crash occurred, the report said. “The helicopter was flying very low and gettinglower until it crashed with a very loud sound," said Eka, a witness quoted byKompas TV. “Two passengers escaped before it crashed and after that there werethree or four explosions.” Agencies

It was informed that thede-weeding is being done in34 sections along the 16kmstretch from Dalgate toNageen upto 60 mts fromthe lake periphery.

Beyond 60 mts fromperiphery of the lake de-weeding by machines isbeing conducted.

Target of about 75000cums (cubic meters) ofweed removal has to beachieved manually up toNovember this year. So fora total of 4030 numbers ofmanpower has been utilizedsince mid May 2020.

The removal of lily padson five sections spread overan area 1.34 Sq km fromfront side of Doledemb hasbeen started out of the totaltarget of 2.75 Sq km.Superintending Engineer,Executive Engineer and

The President hasremoved Article 35A fromthe Constitution of Indiathat resulted in abolishingof special legislativepower vested in Jammu &Kashmir Assembly tomake any law even if thaterodes the Fundamental

Rights enshrined inChapter-III of theConstitution of India, hesaid and added that afterthe removal of Article35A, J&KAssembly/Governmenthad no power left in it tomake any law which con-travenes any FundamentalRights.

Prof. Bhim Singh urgedupon the President for hisintervention for the releaseof all those detained andslapped with PSA. "Thisdetention is absolutelyillegal and unconstitution-al," he said.

He sought thePresident's intervention toensure that Constitutionwith all its FundamentalRights shall be applicablein J&K.

NEW DELHI, JUN 6: Aplea has been moved beforethe Delhi High Court seek-ing resumption of normaljudicial work in all courtsin the national capital viavideoconferencing and e-filing.

In an administrativeorder issued on May 29, thehigh court had said it wouldonly hear urgent matters viavideoconferencing till June14 in view of the COVID-19 pandemic. The orderalso applies to all districtcourts in the city.

The petition filed byadvocate S B Tripathi hassought a direction to thehigh court administration topass an order for resump-tion of normal judicialwork via e-filing and video-

conferencing.It has also sought setting

aside of the May 29 admin-istrative order of the court.

The plea contended thatsince all the benches are sit-ting now and cases arebeing filed by e-filing, therewould be no impediment inhearing "not-so-urgent"pending and fresh matters.

It has also claimed thatthe Supreme Court has per-mitted filing of matters in aroutine manner and startedto take up non-urgent mat-ters as well.

Theirrigated area from all sources is onlyabout 6 % of the total cultivable area;farming community is mostly dependenton rains for the cultivation of their 94percent cultivable area. Water harvesting/ conservation include all the policies,strategies and activities to sustainablymanage the natural resource of freshwater, to protect the hydrosphere, and tomeet the current and future humandemands. Population, household size andgrowth and affluence are affected bywater use. Factors such as climatechange have increased pressures on natu-ral water resources especially in agricul-tural irrigation. Many countries havealready implemented policies aimed atwater conservation, with much success.

Inspired by the vision of PrimeMinister, for doubling the farmersincome by 2022 Deputy CommissionerUdhampur Dr Piyush Singla conceptual-ized a project of a multipronged strategyencompassing the key areas of water har-vesting /conservation and its effectiveuse for farming sectors to generate sus-tainable livelihood for farmers and rolledit as a composite project titled "Jeevika".The Indian meaning of ''Jeevika'' isWater. The main objectives of this proj-ect were to harness the untapped perenni-al sources and thereby increasing the irri-gation potential through innovative waterharvesting structures, to promote effi-cient water use for irrigation by means ofmicro irrigation-drip method. To create

livelihood opportunities for small andmarginal farmers of the district by fol-lowing an integrated farming systemapproach, to mobilize masses for largerparticipation in water conservation in thedistrict. To promote the larger participa-tion of farming community in the eco-nomic growth of the district with princi-ples of integrated farming system.''Jeevika'' project provides an integratedpackage to farmers with perennialsources of water at one location largelyon community model. It is proposed toconstruct 250 number of WaterHarvesting Structures for benefittingabout 9000 souls 250 number of WaterHarvesting Structures with 500 MicronPoly Lining are proposed to be created inall the CD Blocks of the district to utilizethe untapped potential of the perennialwater source on the locations duly identi-fied/verified by the RDD and AgricultureDepartment covering nearly 250 numberof small and marginal farmers the mainactivities implemented under the projectare creation of Water HarvestingStructures with Poly Lining, efficientwater utilization by means of DripIrrigation, protected cultivation by tubu-lar greenhouse structures and mulching,promotion of organic agriculture bymeans of vermi compositing, promotionof mushroom cultivation, capacity build-ing and promotion of integrated farming.

The Project "Jeevika", a targetedlivelihood plan for small and marginalfarmers through development of sustain-able ecosystem by water conservationand allied activities through conver-gence pool to provide sustainable incomeand employment opportunities to smalland marginal farmer community whohave perennial water source nearby theirfield but unable to utilize it effectively.

District Udhampur is blessed with

natural springs/bowlies (traditional waterbodies) and other perennial waterresources, the outflow/ run off from theseresources were mostly untapped.Moreover, erratic rainfall patterns in thedistrict, excessive runoff, leaching, andtraditional methods of farming also addtowards the low water use efficiency andthereby decrease the production produc-tivity per unit area. Under Jeevika projectapproximately 16300 cubic meter ofwater will be conserved/harvested and

put to efficient use in diversifying theAgriculture activities and approximately59000 cubic meter of water will berecharged through 590 groundwaterrechargeable ponds.

District receives annual rainfall (1100mm to 1300mm) which is limited to only5 months of the year i.e. July, August,September, December and January.During Kharif Season (April toSeptember) there is scarcity of water asthere is vary scanty rainfall due to which

it is difficult to provide even the criticalirrigation to the Kharif Crops, which willotherwise reduce the production and pro-ductivity of the District. In an effort toincrease the water use efficiency of thewater to be stored in the water harvestingstructures built on the perennial sources;drip irrigation systems are being provid-ed as part of a package under the Project"Jeevika" so that the Kharif crops do notsuffer from moisture stress.

Under the Project "Jeevika" it has

been targeted to cater off season vegeta-bles cultivation besides various schemesof different departments are being dove-tailed in the project to achieve water con-servation on one hand and put the sameto effective usage through drip irrigation,the farmers are also provided poly-house,vermi-beds and mushroom trays toincrease the production per unit area andimprove their cropping pattern whichwould in turn help to increase the incomeof the farmers. Subsequently other

departmental schemes of horticulture,sericulture, animal/sheephusbandry/fisheries, forests, and floricul-ture shall be converged to make a wayforward towards an integrated farmingsystem. The benefit cost ratio of projectworked out in DPR is more than 1 whichis appreciable.

The project "Jeevika" is being imple-mented by District administrationthrough Rural Development Departmentand Agriculture Department Udhampurfor mitigating the irrigation related prob-lems to a large extent and shall serve thepurpose of community participation inwater conservation thereby augmentingthe livelihood of small and marginalfarmers of the district in near future.However, adhoc Water user associations(WUA) constituted by the PRI(Panchayat Raj Institute) is presentlylooking after the project. Out of 250 clus-ter locations, 132 cluster sites have beenidentified jointly by the Agriculture &RDD team and presently work on 21clusters constituting approx. 100 farmingfamilies of 21 Panchayats of differentblocks have been completed under theproject in the district with a cost of Rs 35lakh and the work on other clusters isgoing on.

Water conservation has been promot-ed by way of water harvesting storagetank & rainwater harvesting.Groundwater is being recharged by wayof roof top rainwater harvesting.Untapped irrigation potential is being uti-lized for cultivation of command areaswith assured irrigation and production ofcash crops. Efficient water use tech-niques for irrigation by means of DripIrrigation methods have been adopted.Masses have been mobilized for largerparticipation in water conservation.There is larger participation of the farm-

ing community in economic growth.Sustained Livelihood opportunities forsmall and marginal farmers are imple-mented by adopting a diversifiedIntegrated farming system approach.Adding to the above, farmers of twocluster sites viz Malhar & Shatrimble(Chak) are reaping benefits of the projectby selling their produce of vegetables inthe nearby market. Cluster Site Malharshowing Tomato cultivation under Dripand mulching with poly house and ver-min-bed. Jeevika cluster site Shatrimble,showing brinjal and capsicum cropsgrown under mulching and drip irriga-tion.

Moreover, the Project Jeevika waslaunched/inaugurated by MOS PMO, DrJitendra Singh and senior Officers ofJ&K UT including Principal Secretary,Agriculture Naveen Kumar Choudhary,Incharge Administrative SecretaryUdhampur District, Sarita Chauhan, andDivisional Commissioner Jammu,Sanjeev Verma also appreciated the con-cept of project Jeevika and reiterated forup scaling of the project in the district forbetter results. Even more, the Project jee-vika has also bagged SKOCH Award inwater category at New Delhi.

During the current COVID-19 pan-demic , where all sectors are under therealm of economic stress , farming com-munities in Udhampur practicing in theJeevika project have smiles on their facesas they got bumper produce through thisproject and had good remuneration fortheir produce during the pandemic cri-sis. Beneficiaries of Jeevika projectsthanked District Administration for theirkind support and technical guidancewhich helped them to earn good remu-nerations of their produce during COVIDcrisis and they increased their incomewithin six months.

GJ REPORT JAMMU, JUN 6: Jammu and Kashmir High Courthas rejected bail to a man from Reasi district,accused of raping a 12-year-old girl and makingher pregnant in 2018.

The accused, Hem Raj, had sought bail in (FIRNo. 20/2018) registered with Police Station Reasion the ground that the he is tuberculosis patientand is not getting proper treatment in the Jail. Theaccused claimed that he had undergone a severeparalytic attack which has made half of his bodyunconscious and is being not provided the neces-sary medical facilities by the authorities. In addi-tion, he had submitted that in view of the COVID-19 pandemic, his life is at risk and the jail condi-tions are not conducive for him in the present sce-nario.

Opposing the bail, the government said that theaccused has committed rape upon the girl agedaround 12 years and made her pregnant.

"The Accused does not deserve concessionof bail for the offence committed by him," the gov-ernment said, adding, "Every possible treatmentis being given to the accused".

On his plea as regards the tuberculosis, thegovernment said that is not a life threatening dis-ease nor is it on record that the jail conditions aresuch that the medical condition of the accusedwill deteriorate due to COVID-19 pandemic.

"The bail cannot be granted to the accusedonly for the reason that he is having some dis-ease though it may not have telling effect uponthe health of the accused during his stay in theJail," said a Bench of Justice Puneet Gupta, asper an order.

The court also rejected the argument of thecounsel for the accused that his client was shift-ed from Reasi Jail to District Jail, Amphalla,Jammu due the condition of the accused. "Thereference made to the letter by the counsel for theaccused to the Principal Sessions, Judge, Reasiby Incharge Superintendent

Sub-Jail, Reasi does not make out in anymanner that the accused cannot be treated in thehospital, if required, or the jail authorities are notin a position to otherwise take care of theaccused," the Court observed. The accused hasbeen given specialized treatment and the medi-cines are being provided on regular basis, thecourt said. "There is no fresh report on the filewhich can convince this Court that the medicalcondition of the accused is such that the onlyoption available with the Court is to grant bail tothe accused," the Court said, adding, "The argu-ment raised of the COVID-19 pandemic is againof no help to the accused as there is nothing onthe record that the jail condition where theaccused is lodged has COVID patients whichmay endanger (his) life."

It is pertinent to mentionthat home delivery of restau-rants was permissible in RedZone districts however inview of prevailing situationthe District DisasterManagement Authorityrather initiated capacitybuilding and training ofservice delivery staff beforepermitting operation ofrestaurants. Training certifi-cate for the management and

staff, and COVID test hasbeen made mandatory as perthe protocol developed byDDMA in collaborationwith Department ofCommunity Medicine, GovtMedical College, Srinagar.

DC Srinagar said thatcapacity building of all theservice delivery sector hasbeen underway for last twoweeks to ensure that personsinvolved in the delivery ofgoods and services aretrained for mandatory pre-cautions to avoid COVIDspread, which howevershould not be construed aslifting of lockdown whichhas to be a gradual and grad-ed process in due course oftime. He sought publiccooperation for minimisingpublic gatherings, mandato-ry use of masks, maintainingphysical distance, hygieneprotocols and staying at

home as far as practicable.Dr Shahid said that the

wide ranging interactionswith all stakeholders liketrade and business commu-nity, public health experts,service delivery sectors andreligious heads are aimed atpreparing the communityfor precautions and preven-tive measures required tocontain COVID. Heimpressed upon the staff toreligiously adhere to theguidelines imparted duringtraining and SOPs devel-oped for operation of restau-rant services for delivery offood.

More than 300 personnelfrom restaurant sector werealso tested fro COVID andtraining certificates wereprovided to individual unitholders. The President andVice-President of RestaurantAssociation, Srinagar

thanked the administrationfor proactive measuresaimed at capacity buildingand training, and assured toadopt the mandatory proto-cols for safety.

It is pertinent to mentionhere that DDMA Srinagarhas trained more than 2000persons for COVID preven-tion, drawn from varioussectors including vegetablevendors, meat sellers, bak-ers, wazas, shopkeepers,technicians and key fieldstaff involved in delivery ofessential services .

GJ REPORT JAMMU, JUN 6: The SR College of Competitions (SRCC) todayconducted a special online workshop for the IAS and KAS aspi-rants involving a Delhi based faculty.

The workshop, spread over two sessions on Friday andSaturday, focused on Science and Technology component of theGeneral Studies. While one was on Basic Science, the otherremained on Technology.

Both these sessions were conducted by Dr Rajshekhar, whofocussed on both Preliminary and Mains examinations. Studentswere guided regarding the prescribed books, reading of newspa-pers and other useful ways to study the available material. Healso discussed the previous year's question papers to give anidea to the students -the kind and the level of questions and howto address them in the given limited time and words.

To involve students into healthy discussions, Dr Rajshekharspoke about Space Technology, Biotechnology and other tech-nology areas like digital governance, digital signature, artificialintelligence, virtual reality and legal aspects.

NEW DELHI, JUN 6:Before they get tested forper formance-enhanc ingdrugs, India’s athletes willfirst have to give an under-taking that they are free ofCovid-19 symptoms. Andwhen the athlete gives aurine sample into a contain-er, the doping control officer– who has to witness almostthe entire process – will haveto maintain a distance of twoyards.

Since the time the pan-demic-induced lockdowncame into force, anti-dopingactivities across the countryhave virtually come to astandstill. Now, as trainingresumes, the National Anti-Doping Agency (NADA)wants to restart policing theathletes, some of whom mayhave used the lockdownperiod to take undue advan-tage. And as the first steptowards that, the watchdoghas formulated detailedguidelines based on theStandard OperatingProcedure laid out by thehealth ministry and theWorld Anti-Doping Agency.

Navin Agarwal, the direc-tor-general of NADA, saidthey submitted a ‘verydetailed’ proposal for begin-

ning the testing programmeto the sports ministry lastweek. Among the key fea-tures, he said, was that boththe athlete and the officer onduty for sample collectionwill have to certify they areasymptomatic.

“The doping control offi-cer will have to wear com-plete Personal ProtectiveEquipment. The apparatusneeded for collecting sam-ples, including the container,and all the forms will firsthave to be sanitised. We haveto ensure the health and safe-ty of both, the athlete as wellas our dope control officer, isnot compromised,” Agarwalsaid.

The bigger challenge,however, will be to ensure arelatively contactless andhygienic process. Usually,the doping control officerenters the bathroom with theathlete and watches the ath-lete during the entireprocess, except when theurine sample is being pro-vided. While that procedurewill still be carried out tomake sure there is no tam-pering with the sample, bothparties will have to maintainsocial distancing. “The ath-lete and the officer will haveto maintain a distance oftwo yards during samplecollection,” Agarwal said.(Agencies)

NEW DELHI, JUN 6:Hamza Koya, a veteran ofSantosh Trophy, died onSaturday at a hospital inMalappuram, Kerala, aftertesting positive for Covid-19.

The 61-year-old was aveteran footballer of theMalabar region, and hadplayed for Maharashtra inSantosh Trophy besides play-ing for clubs like MohunBagan and MohammedanSporting Club.

Hamza Koya, a formerplayer of Calicut Universityfootball team, had alsoplayed for the national teamin the Nehru Trophy.

Along with his family,Hamza Koya had come downto his hometown ofParappanangadi on May 21and had been under quaran-tine. His five family mem-

bers have also tested positiveand are undergoing treat-ment.

“His wife and son testedpositive for the virus first inhis family. Later, HamzaKoya was also tested positivefor the virus and had beenunder treatment at the medicalcollege,” said MalappuramDistrict Medical Officer Dr KSakeena.

According to her, all pos-sible medical care was givento the deceased, but he

breathed his last early thismorning.

“His daughter-in-law andtwo of his grandchildrenhave also tested positive andare under medical observa-tion,” Dr Sakeena said.

The mortal remains of thedeceased would be buried asper the Covid-19 protocol,sources added.

Hamza Koya started hisfootball his career withWestern Railway and wenton to play for other Mumbaiclubs like Union Bank, RCF,Tata Sports and Orkay Mills.

DUBAI, JUN 6: TheEmirates Cricket Board hasconfirmed that it hadexpressed interest in hostingthe IPL this year if Indiadecides to shift the cash-richT20 tournament out of thecountry in view of theCovid-19 pandemic.

The 13th IPL was sched-uled to start in late Marchbut it was postponed indefi-nitely due to the globalhealth crisis. There is specu-lation that the BCCI is look-ing for an October windowto hold the event in case theT20 World Cup in Australiais not held this year.

A report in the ‘GulfNews’ said that the UAECricket Board has made anoffer to the BCCI that it canhost the IPL.

“In the past, EmiratesCricket Board has success-fully hosted IPL matches inUAE. We have a provenrecord of being hosts as a

neutral venue for variousbilateral and multi-nationcricket activities in thepast,” its general secretaryMubashshir Usmani wasquoted as saying by thenewspaper.

“Our state-of-the-art ven-ues and facilities make theEmirates a desired place forhosting all types of cricket.”

Usmani said the EmiratesCricket Baord had, in fact,offered their venues to theEngland and Wales CricketBoard to complete theEnglish season here aswell.

GJ REPORTKARGIL JUN 6: General Manager (GM), District IndustriesCenter (DIC), on Saturday informed applicants under PMEGPscheme to approach his office for verification credentials tillJune 30. GM DIC in a notice informed that the Directorate ofPMEGP, KVIC Ministry of MSMEs, Government of Indiavide Circular No: PMEGP/Policy/2020-21, dated: 6/5/2020has done away with the role of DLTFC for recommendation ofapplications to financing agencies and has limited it's role toquarterly performance appraisal with the view to streamlinethe process of selection and to expedite the follow up of appli-cations under PMEGP.

Therefore, in order to scrutinize the applications regardingpersonal details, project reports and the score cards of theapplications, the office of the General Manager, DIC has con-stituted a five member team headed by Nodal Officer ShawkatAhmad, IPO. GJ REPORTKARGIL JUN 6: To dis-cuss the status of the paceof progress on variousdevelopment projects andschemes projected underForest and Wildlife sec-tors, Executive CouncilorForest and WildlifeMuhammad Ali Chandanon Saturday convened ameeting of the concernedofficers here at CouncilSecretariat.

Chief Wildlife Wardenand Divisional ForestOfficer, Wildlife Warden,Range Officers of Kargil,Drass, Sankoo andZanskar besides other con-cerned officers were pres-ent in the meeting.

The EC took brief fromthe officers about different

works projected by themunder the SDP, UT Budget,Capex Budget and otherschemes and stressed uponthem to process the earlykick start of the works so

that these could be com-pleted within the stipulatedtime period.

EC Chandan directedofficers to ensure the pho-tographic records of all

works being executed dur-ing the current financialyear.

It was decided in themeeting that monthlyreview meetings will beheld in the first week ofevery month to check thescale of progress on differ-ent works and schemes.

The EC informed offi-cers that as desired by theCEC LAHDC, a joint teamcomprising of the CEC ECForest and the officers ofconcerned Departmentwill soon conduct a jointvisit of various forestparks in the district toascertain the condition ofthese parks besides todevise ways and means todevelop these on modernlines.

GJ REPORTLEH, JUN 6: Two newcases of Coronavirus werereported here in districtKargil while two Covid-19patents were cured in Lehdistrict here on Saturday.

As per the media bul-letin released by theDirectorate of HealthServices, 22 samples weretested at COVID-19 labora-tory at Chuchot Yokma onFriday.

Out of which, 17 sam-ples were from Leh districtand five samples were fromKargil district.

It was informed that outof five samples from Kargiltwo came Corona positiveand three were reportednegative, while out of 17samples from Leh; fourteenwere reported negativewhile three already positivecases were tested positiveagain.

"Two Covid-19 patientsfrom Leh district were dis-charged from MahabodhiCorona Hospital after their

negative sample reportswere received by theHealth department onFriday," the bulletin read.

The bulletin further stat-ed that the condition of all48 active cases of COVID-19 was stable. Leh districthas now eight active casesand 40 active cases areactive in Kargil district.

Today number of 392samples was sent to NCDCNew Delhi for testing. Outof which, 77 samples wereof Leh district and 315samples were of Kargil dis-trict. It was informed that atotal number of five pas-sengers, 187 drivers,helpers in trucks, tankersand light vehicles werescreened at Khaltsi CheckPost on Friday, besides allthe vehicles were sanitized.

The Health Workers atUpshi Check Post screened144 passengers includingdrivers and helpers whocame to Leh in 105 trucks,tankers and five light vehi-cles.

The Police is taking sternaction against people involvedin uploading sensitive posts andspreading fake news on socialmedia platforms which mayhave adverse effects on commu-nal harmony, security of theState, public peace and tranquil-ity. These include uploadingmorphed pictures, audios andvideos and forwarding, postingof fake news stories.

Meanwhile, SSP Kargil DrVinod Kumar has requestedgeneral public to desist from themisuse of social media plat-forms by uploading sensitivecontent which may have gravethreat to public order, peace andcommunal harmony in the dis-trict.

He has appealed to the gener-al public to bring into the noticeof the Police any such misuse ofsocial media for timely action.

GJ REPORTKARGIL JUN 6: To discussthe implementation of newschemes and execution ofworks approved under theAction Plan for the year2020-2021, Chairman CECLAHDC Feroz Ahmad Khanhere convened a meeting ofthe Executive Councilors,sectoral heads and ExecutiveEngineers of different engi-neering wings at ConferenceHall Baroo.

The meeting discussed theimplementation of newschemes in light of the cre-ation of the new setup of UTLadakh and the newlyapproved budget. Variousissues pertaining to procure-ment of machinery andequipments, clarifications inwake of the new paymentsystem, execution of majorworks, prioritization andshort closure of ongoingworks, time frames for sub-mission of DPRs and otherrelated aspects were dis-cussed at length.

It was decided that alldepartments would have toprocure required machineryfrom the GeM Portal and thedepartments can go for ten-dering only in case therequired machinery is not

available of GEM portal. The CEC directed all sec-

toral heads and other officersconcerned to complete theprocurement of machineriesin the next two three months.

With regard to someissues being faced for pro-curement ofvehicles/machinery from theGeM Portal, DirectorFinance Ladakh said thatsome solution would beworked out at the earliest soas to smoothen the process ofprocurement from the GeMportal.

The Director Financeasked the sectoral heads toprocure utility vehicles in theallotted budget and to keepprovisions for maintenanceof machinery in all the futurebudget proposals.

The Irrigation & FloodControl Department wasinstructed to take over allkhuls constructed by it in aphased manner and processthe kick start of works intheir respective sectors at theearliest.

Clarifications regardingapproval for usage of funds

The Executive Councilorshighlighted concerns overthe allotment of works to bemade at the SuperintendingEngineer level as per the del-egation of financial powersto Subordinate Authorities ofLG and stated that workallotments at theSuperintending EngineerLevel would centralize theworks and would causedelays in the execution.

GJ REPORTSRINAGAR, JUNE 6: Asserting thatJ&K is under severe fiscal distress,Jammu and Kashmir Apni Party (JKAP)president Syed Mohammad AltafBukhari on Saturday demanded a sepa-rate stimulus package covering the lock-down period since August 2019 in orderto revive the business activity in thistrouble-hit region.

In a statement issued here, Bukharisaid it is extremely disheartening that theindustry and other business communitiesof J&K have been superficially coveredfor the benefits of a special package ofRs 20,000 Crore announced by the gov-ernment of India to revive the shatteredeconomy in the country.

Bukhari said the COVID-19 pandem-ic has further squeezed all these econom-ic sectors which can only be revived by a

serious intervention of the governmentof India.

He said it is extremely unfortunatethat PDD had assured payment within 10days to MSME unit holders as per theMOU signed with them. "Even afterbagging an award of Rs. 100 Cr. fromgovernment of India for timely comple-tion of the project and for being ahead ofall other states in the country, the unitholders responsible for bringing laurelsto J&K are still craving for their hardearned money."

He appealed to the Prime Ministerand Union Minister of the country tointervene in order to end this discrepan-cy shown by the ministry of finance andensure a separate financial stimuluspackage for the J&K' stake holders keep-ing in view the reported loss of aroundRs. 30, 000 Crores since August 2019.
