He added that India is the land of Mahatma Gandhi and can never turn its eyes away from racism. While responding to con- cerns raised by a BJP MP in the upper house over incidents of bullying and racism that forced Indian-origin Rashmi Samant into resigning as president of the Oxford University Students Union, Jaishankar said New Del- hi has strong ties with the UK and will take up such matters with great candour when required. "I note the sentiments of the House," he said. "I do want to say that as a land of Mahatma Gand- hi, we can never ever turn our eyes away from racism wherever it is. Particularly so when it is in a country where we have such a large diaspora," he said. Samant, the first Indian woman to be elected as president of the Oxford University Stu- dents Union, was forced to resign within five days of her appoint- ment over several of her social media posts that were labelled anti-Semitic and racist. BJP's Ashwini Vaishnav said she was cyberbullied and her par- ent's Hindu religious beliefs were publicly attacked by a faculty member. AGENCY NEW DELHI, MAR 15 Indian Mujahideen terrorist Ariz Khan, convicted in the killing of a police officer in the 2008 Batla House encounter in Delhi, was sen- tenced to death on Monday. The en- counter between the Delhi police and a bunch of terrorists holed up in the South Delhi neighbourhood had led to the death of Inspector Mohan Chand Sharma while two others sus- tained injuries. A native of Azamgarh in Uttar Pradesh, Khan was arrested by the Delhi police's Special Cell in Febru- ary 2018 after fleeing the spot in 2008. He was convicted in the case last week. Khan is also the alleged mastermind of the 2008 serial blasts across Delhi, Rajasthan, Gujarat, and Uttar Pradesh. The police sought the death penalty for Khan saying it was not just any killing but a murder of a law enforcement officer who was a de- fender of justice. Additional Public Prosecutor AT Ansari, appearing for the police, said the case attracts ex- emplary punishment, which is capi- tal punishment. Advocate MS Khan, appearing for Ariz Khan, opposed the death penalty and said the incident was not premeditated. The court had said on March 8 that it was "duly proved that Ariz Khan and his associates caused the murder of police official and fired gunshot on the police official". Calling it one of the "rarest of the rare cases" that merit the death penalty, Additional Sessions Judge Sandeep Yadav on Monday also im- posed a total fine of ? 11 lakh against Khan. The court said 10 lakh should be immediately released to the fami- ly members of Inspector Mohan Chand Sharma. In 2013, one Shahzad Ahmed, who, too, had escaped the Batla House shootout with Khan, was con- victed and sentenced. ‘Bhiwani medical college to be named after Pt Neki Ram’ CHANDIGARH: Haryana Chief Minister, Manohar Lal today announced to upgrade civil hospital, Bhiwani to a medical college. The college would be named after renowned freedom fighter Pandit Neki Ram Sharma an- nounced the Chief Minister. Indian Mujahideen terrorist ArizKhan, convicted in the killing of apolice officer in the 2008 BatlaHouse encounter in Delhi, was sen-tenced to death on Monday. The en-counter between the Delhi police anda bunch of terrorists holed up in theSouth Delhi neighbourhood had ledto the death of Inspector MohanChand Sharma while two others sus-tained injuries.

A native of Azamgarh in UttarPradesh, Khan was arrested by theDelhi police's Special Cell in Febru-ary 2018 after fleeing the spot in2008. He was convicted in the caselast week. Khan is also the allegedmastermind of the 2008 serial blastsacross Delhi, Rajasthan, Gujarat, andUttar Pradesh.

The police sought the deathpenalty for Khan saying it was notjust any killing but a murder of a lawenforcement officer who was a de-fender of justice. Additional PublicProsecutor AT Ansari, appearing forthe police, said the case attracts ex-emplary punishment, which is capi-tal punishment.

Advocate MS Khan, appearingfor Ariz Khan, opposed the deathpenalty and said the incident was not

premeditated.The court had said on March 8

that it was "duly proved that ArizKhan and his associates caused themurder of police official and firedgunshot on the police official".

Calling it one of the "rarest of therare cases" that merit the deathpenalty, Additional Sessions JudgeSandeep Yadav on Monday also im-posed a total fine of ? 11 lakh againstKhan. The court said 10 lakh shouldbe immediately released to the fami-ly members of Inspector MohanChand Sharma.

In 2013, one Shahzad Ahmed,who, too, had escaped the BatlaHouse shootout with Khan, was con-victed and sentenced.

In a major push for rural develop-ment in the state, the Punjab Gov-ernment has earmarked Rs 4,300-crore for the holistic developmentof the villages.

"The idea is to develop each andevery village and ensure that everyvillager gets basic amenities at parwith the cities to end the rural-urbandivide in the state," said the ChiefSecretary, Ms. Vini Mahajan, whilereviewing the ongoing developmentprojects under the Rural Develop-ment and Panchayats department,here today.

Chairing a high-level meeting,the Chief Secretary complementedthe village panchayats for ensuringqualitative work progress at thegrassroots level despite the COVIDscare. She asked the department of-ficials to speed up the ongoing de-velopment works and completethem within the stipulated time

frame while ensuring quality con-trol. Under the rural developmentcorpus, the Punjab Government hadalready released Rs 3,600 crore, ofwhich Rs 2,400 crore had beenspent, while another instalment ofRs 700 crore will be released byApril. "The panchayats deserve spe-

cial applause for managing the de-velopment works and ensuring util-isation of Rs 2,400-crore fund de-spite the fact that the last one yearremained under the shadow ofCOVID," the CS commented.

Reiterating the commitment ofthe Captain Amarinder Singh-led

Punjab Government for the inclu-sive rural development in the state,Ms Mahajan said there was nodearth of funds and if needed, morefunds will also be made availablefor uplifting the basic infrastructurein the villages. Eight new positive cases detected in HamirpurHAMIRPUR: COVID-19 is on rise in the district and eight new cases have beendetected till Sunday night, according to CMO, Hamirpur, Dr. Archana Soni. Shesaid that the reports of two 50 and 46-year-old women working in village Raiilschool and a 16-year-old girl studying in the same school have been foundpositive. Similarly, a 39-year-old woman and 13-year-old girl from village Nahalvi, a72-year-old woman from village Samoh and a 30-year-old man from village Panjvihave also been found positive as per RT-PCR tests. The Chief Medical Officer saidthat on Sunday, a total of 15 samples were taken for a rapid antigen test in thedistrict, in which a Medical Officer working in the Local Medical College hospitalhas also been found positive. With this, the total number of active cases in thedistrict has risen to 53 and that of the total positive cases to 3,112. Forty ninehaving lost their lives to the dreaded CORONAVIRUS and the number of the curedcases stood at 3,009.

'' TheGovernment of India hasallowed one time specialdispensation for additionalborrowing to compensateStates for lower devolution ofCentral taxes on 26thFebruary, 2020 subject toamendment in the FiscalResponsibility and BudgetManagement Laws.'' Keeping in view of surgingcases of COVID-19 and high-er Case Fertility Ratio (CFR)in Punjab, the Health MinisterMr. Balbir Singh Sidhu todayinstructed all the Civil Sur-geons to motivate the severeCOVID-19 patients for earlytreatment at Governmenthealth facilities.

Expressing concern overthe symptomatic people typi-cally fails to report at health-care facilities, Mr Sidhu saidthat as per the death reviewteam of the Health Depart-ment, 77.90 percent of casesof COVID-19 came for treat-ment in hospitals with severesymptoms at a late stagewhich is a major cause of

higher CFR of State. He saidthat it is the moral responsibil-ity of all citizens that if anyonefeels symptoms of COVID-19, he/she should not delayseeking treatment and imme-diately visit the Govt. healthfacilities to get tested so as thepositive patients can be treatedtimely. .

Health Minister pointedout that the true level ofCOVID-19 transmission is

frequently underestimated byhigh-risk populations. Be-cause of it, people with severesymptoms remain undetectedand thus fail to get treatment athealthcare facilities. Sharingthe details of positive cases ofCOVID-19 and deaths report-ed urban/Rural populations, hefurther said that 71.40 percentcases have been confirmedfrom the urban population andonly 28.60 percent cases havebeen reported from the ruralpopulation, during January toFebruary 2021, but the deathsreported in urban is 45.50 per-cent which is much lower thanrural where it is 54.50 percent.It clarified that people with co-morbidity came for treatmentwith severe and advancedstage of COVID-19 at hospi-tals in rural areas and he urged

the COVID-19 patients to im-mediately contact the hospitalin case of any health issue.

Divulging about the age-wise distribution of COVID-19 deaths, Health Ministersaid that it is also a matter ofconcern that more than 80 per-cent of deaths have been re-ported in people with elderlyage.

He said that 31.70 percentof deaths were reported in pa-tients aged between 61-70years, 31.50 percent above 70years and 20.30 percent deathsreported in patients who wereaged between 51-60 years.Sidhu also appealed to thepeople to take maximum ben-efit of free of cost vaccinationdrive and all eligible benefici-aries must get themselves vac-cinated at the earliest.

Hesaid that he personally wants that suchnursing colleges should be opened inevery district of Haryana.

The Health Minister said that ascompared to the first term of the StateGovernment in 2014, MBBS seatshave more than doubled to 1685 andBDS seats have been increased to 850seats while MDS seats to 258. Similar-ly, there are now 610 seats of BMS, 50seats of Homeopathic, 1850 seats ofBSC Nursing, and 1620 seats ofMPHW. Apart from these, seats in oth-er courses including MSc Nursing have

been increased as well.Sh. Vij said that efforts are being

made to fill the posts in BPS Women'sMedical College, Khanpur Kalan asper the norms of National MedicalCommission. Some posts are lying va-cant due to the cases going on in thecourts, and once the issues are resolvedthe vacancies will be filled. He saidthat 171 posts for medical stream have

been approved in the said college, outof which 93 are filled and there are 267sanctioned posts of paramedics, out ofwhich 82 are filled.

The Health Minister said that theState Government has approved the in-clusion of families under Ayushmanscheme, whose annual income is lessthan Rs. 1.80 lakhs or who have arableland less than 5 acres.

He further said that the State Governmenthas also decided to open a College in Charkhi Dadri district headquarters and itssession will start from 2021-22.In response to another question, he said that there is a college located 13-km awayfrom Rewari headquarters in Pali, where 440 girls are studying presently. He saidthat the girls have been given fee exemption even in government-aided private col-leges. In response to another question, he said that Samalkha already has two gov-ernment aided colleges. One of these Colleges is for girls. Elaborating on it further,he said that 644 students are studying in Gandhi Adarsh College in Samalkha and727 girls in Vaish Girls College. Besides this, 559 students are already studying atBapauli College.

Two separate blasts kill 3 civilians in KabulKABUL: Two separate explosions in the Afghan's capital, Kabul killed threepeople and injured 12 others, the Tolo News broadcaster reported, citingpolice. Silver also gained Rs 162 to Rs 66,338 per kilogram from Rs66,176 in the previous trade. "Spot gold prices for 24 carat in Delhiwere Rs 61 higher despite of rupee appreciation," according to HDFCSecurities, Senior Analyst (Commodities), Tapan Patel. The Indianrupee soared 33 paise to 72.46 against the US dollar on Monday,tracking weakness of the American currency in the overseas market.In the international market, gold was trading marginally lower atUSD 1,726 per ounce and silver was flat at USD 25.95 per ounce.

Prices of mineral

oils rose by 8.88 per cent butprices of electricity fell by0.43 per cent. Coal pricesremain unchanged. Theindex for manufacturedproducts with a weightage of64.23 per cent increased by0.64 per cent to 125.7 inFebruary from 124.9 inJanuary.
