Participation in ISGF Webinars – useful to gain updates in the Indian smart grid scenario

Possibility of undertaking a pilot project, in one of the states in India, for implementing

Pilot projects in three states (Rajasthan, Haryana and Assam) have been

undertaken by Japanese consortium, which includes Japanese technology

companies, financing agencies etc.

Couple of projects are being pursued by Chinese, Korean and American groups

ISGF informs that such opportunities are open for Finnish ecosystem players as

well

Finnish companies or consortium could propose to undertake a pilot project in one

India – 2014: A New Government!General Elections – 2014: Results and Implications

General Elections – 2014 gave a clear majority to Bharatiya

Janata Party (BJP) led by Mr. Narendra Modi, the Chief Minister

of Gujarat

The Modi-led government replaces the Congress-led

government which was in power since 2004

The government, which was in power during 2004 to 2014, was

often faced with many issues such as corruption charges, policy

paralysis, delays in project clearances, lack of capital availability

and a general pessimism about Indian economy

The BJP was able to gain voter-confidence, mainly on the back

of a campaign centered on Development and Growth agenda

Mr. Modi is known for running his government in a streamlined

and efficient manner. He is known to adopt technology as a

14 Smart Grid Pilots – Some Info

UHBVN, Haryana is the only utility which is not taking the RfP route. The pilot project has been commenced with grant from NEDO of Japan

Except for Kerala and Punjab, all other 12 utilities have opted for more than 2 functionalities for their pilots

Four (4) states – Haryana, Gujarat, Maharashtra and Kerala – have not employed a consultant, and taken up the projects by themselves, while Assam has employed a private sector consultant

7 utilities (Haryana, Tripura, Gujarat, Maharashtra, Karnataka (Mysore), Puducherry and Kerala) has initiated the pilot for a consumer base of more than 20,000. 4 utilities (Himachal Pradesh, Rajasthan, West Bengal and Chattisgarh) have consumer base less than 5000

Maharashtra State Smart Grid Policy & Roadmap

• The draft of Maharashtra State Smart Grid Policy & Roadmap was issued by MAHA-SGCC Working Group-1 in March 2014.

• This was reviewed at the 6th MAHA-SGCC meeting on May 13, 2014. • A public consultation meeting was to be convened by the Maharashtra Electricity

Regulatory Commission (MERC) in June 2014 to finalise the Smart Grid Policy and Roadmap for Maharashtra.

Low Cost Smart Meter Specifications

• A committee formed by Ministry of Power to review the functional requirements/specifications of single-phase smart meters has recommended 2 categories of Smart Meters:

• Category A meters to have all the basic Smart Meter requirements including two way communication and a remote connect/disconnect switch,

• Category B meters to have additional feature for bi-directional energy measurement.

Immediate Action for Facilitating the Development of Smart Grids

Development of standards & regulations – Smart meters and Advanced Metering Infrastructure (AMI), cyber security and Interoperability for power system communications

For large-scale integration of renewable energy sources, standards and regulations need to be developed for facilitating integration of these intermittent resources with the grid. In this regard, CEA notified “Technical Standards for Connectivity of Distributed Generation resources in September, 2013” and CEA (Installation and Operation of Meters) Regulations 2006 are being amended to include generation from renewable energy sources.

Communication solutions: Multiple communication options like GPRS/CDMA, Zigbee, SubGigRFand PLC etc. are available for last mile connectivity. However, they are yet to be tested in the 14 Smart Grid pilots. On the basis of the lessons learnt from these pilots, it would become easier to decide as to which communication option would be the most appropriate for which category of consumers/geographical area

Consumer education and outreach programmes have to be an integral part of all policies related to Smart Grid

Amendment of Electricity Act 2003 is currently under the consideration of the Government of India. In order to promote the implementation of Smart Grids in the country, it is proposed to include the basic definition of a Smart Grid in the Act and responsibility for the promotion of Smart Grids. Ancillary services shall lie with the State Commissions

ISGF Feedback ISGF (Indian Smart Grid Forum) and its President, Mr. Reji Kumar Pillai, are still enthusiastic to have

Finnish companies, organizations and research centers to participate in ANY OF THE SMART GRID

PROJECTS in India

ISGF thinks that Finnish competencies in high technology areas such as Smart Grid can be leveraged to

India’s advantage

Invitation for Finnish Companies to Involve in Indian Smart Grid Projects

• ISGF invites interested companies, or group of companies from Finland to take up a Smart Grid Project• Such a project could be one of the 14 Pilots (those not awarded yet), or a totally new one• ISGF imagines that the Finnish company (or group) can decide the scope of the project, functionalities to

be included (such as AMI/AMR, PQM, OM, etc.), customer base for pilot etc.• ISGF desires that the size of the project to be not less than US $5 million• ISGF advises interested Finnish company or group to take up Rajasthan utility’s pilot project• NEDO Experience

• NEDO (New Energy and Industrial Technology Development Organization) of Japan, promotes research, development, demonstration and depployment of promising energy, environmental and industrial technologies

• ISGF invited NEDO to take part in one of the Indian Smart Grid Projects. NEDO shortlisted three (3) projects and finally selected the Haryana Pilot Project

• For such government/government agency-linked collaborations, RfP process can be avoided

Conclusions

With the new government in place, India Power Sector is likely to see many new initiatives and

reforms

Distribution losses in India is also quite high about 26% in distribution and more than 7% in

transmission! Government of India (GoI) is determined to leverage Smart Grid Technologies to

address these problems. In 2013, GoI issued Smart Grid Vision and Roadmap for India which is a

15 year roadmap for transformation of Indian power system to Smart Grids.

With the recent activities around 14 Smart Grid Pilots projects in different states, India has

emerged as the hot destination for Smart Grids.

Grid modernization and expansion activities are expected gain momentum

Smart Grid initiatives are more likely to move beyond the Pilot projects. Utilities are likely to

encourage domestic and foreign companies to take up Smart Grid projects either individually or as

consortiums, along with available financial instruments provided by many development agencies

Finnish companies should actively and dedicatedly pursue the business opportunities in Indian

Power sector

Major events such as the ISGW-2015 to be proactively utilized to familiarise with and Indian

counterparts, and to further establish a strong business case for Finnish interests in Indian Smart

Grid sector
