INDIA QUIZ& MOBILE APPS Introduction: The Government in Gujarat is taking a very bold step for all round development of Science and Technology in the State. The Department of Science & Technology, Govt of Gujarat believes in a strong base of science and engineering research that provides a crucial foundation for a vibrant State with technology development. The Department of Science & Technology, Gujarat includes the unique organizations namely, Bhaskaracharya Institute for Space Applications and Geo-informatics (BISAG), Gujarat State Biotechnology Mission (GSBTM), Gujarat Council of Science City, Gujarat Council on Science & Technology (GUJCOST), Institute for Seismological Research (ISR), Gujarat Informatics Limited (GIL) and e-Governance. Gujarat has traditionally been recognized for its entrepreneurial leanings and not for its ability to develop professionally trained human resources. This however, is likely to change very rapidly as the Government of Gujarat has embarked on a mission to make Gujarat an Education Hub for the country. The efforts are directed not only towards attracting students from other states within the country but also from other countries. Gujarat Council on Science& Technology (GUJCOST): The Gujarat Council on Science& Technology (GUJCOST), working under the aegis of the Department of Science & Technology, Government of Gujarat is emerging as an effective and large scale science education and popularization platform in the state and country to promote innovative and experimental activities through hands-on activities and minds-on exposures. GUJCOST is engaged in popularization of science at grass root level and promotion of R & D in the state. Under Science popularization activities, a network of Community Science Centres and School Science Clubs has been set up. All its programmes and outreach activities basically focused on informal community based learning and intended to enliven the imagination, foster creativity and develop a spirit of inquiry, especially in young minds. Each year Science Quiz, Student Science Seminars, Science Drama, Rural IT Quiz for Secondary & Higher Secondary students are being organized with a larger participation and broader outreach. GUJCOST has been regularly participating and putting up scientific exhibition stall in the Indian National Science Congress, Bangalore Nano and many other theme based scientific Programmes and activities. Every year a series of scientific seminar/symposia/ workshop are being supported. Calendar of activities have been planned and designed in collaboration with RVPSP,

NCSTC-NETWORK, Vigyan Prasar, NCSM as well as United Nations Organizations and are being carried out in a very professional and meaningful manner. With its 18 Community Science Centre and 2000 Science Club network across the state, GUJCOST is functioning as a focal forum to inculcate scientific temper for attaining new heights in research and development for welfare of masses and to improve the quality of life as well as to solve important issues of socio-economic development of the state by acting as organic link between science, technology and economy. INDIA QUIZ- Unity in Diversity: GUJCOST with its innovative approach and methodologies is emerging as an effective and large scale science popularization platform in the country. In order to sensitize the children as well as community members, GUJCOST designs different type of activities for different target groups. Quiz is a very popular format and GUJCOST Science Quiz is a regular feature for the students as well as the general public also. GUJCOST now plans to design and develop a unique quiz titled as INDIA QUIZ, which will be targeted to secondary and higher secondary school students as well as the other interested persons across the country and beyond. The quiz will be designed in both on-line and off-line manner. The on-line approach will include the design and development of website/portal along with mobile apps. This will be user-friendly and available through on-line access as well as cell phones and smart phones. The quiz will have a variety of subjects including, science and technology, environment, biodiversity, Indian culture, history, and the legendary leaders and mentors like Mahatma Gandhi, Sardar Vallabhbhai Patel, etc. and to give an insight to their great work and contribution for making the country strong, powerful and unified. The quiz also has different level of achievement, by which the participants may receive their rewards and incentives for their participation and contribution. The offline version will be the finale quiz that will be played with the top 100 winners of the online version on location in Ahmedabad which will be a televised event. Online marketing of the quiz and mobile apps including propagating on social networking sites will be a part of the assignment.

Gandhinagar-382011 Pre-Bid clarification: 1500 hrs, 30th Nov 2013, Last date for submission: 2/12/2012 up to 1300 hrs Bid Opening and Technical 1600 hrs, 02 Dec 2013 Presentation: Place of submission: Gujarat Council on Science& Technology, Gandhinagar-382 011 Tender document can be obtained and submitted from 23/11/2013 to 02/12/2013 up to 1300 hrs from the office of Gujarat Council of Science City by paying non-refundable fees of Rs.1000/ - (Rs one thousand only) in the form of Cash or crossed DD drawn on Gujarat Council on Science & Technology , payable at Gandhinagar. The tender document is not transferable. Earnest Money mentioned above should be paid by Crossed Demand Draft/Banker’s Cheque in favour of Gujarat Council on Science & Technology , payable at Gandhinagar. Tender submitted without the requisite Earnest Money shall not be considered for evaluation. After receiving the tenders, GUJCOST may invite the agencies for a presentation on the design and fabrication of the proposed activity kit before a technical committee. There would be 70% weightage on technical bid and 30% weightage on the financial bid. GUJCOST reserves the right to cancel any or all tender without assigning any reason.

General Terms and Conditions

GUJCOST invites SEALED quotations for financially sound and competent vendors / establishments / designers of repute with proven track record, for designing of educational and awareness campaign and outreach activities for the design, development and organization of the INDIA QUIZ. Terms and conditions:

• The agency should be a reputed agency with an excellent track record and should have received national and international recognition in terms of awards etc.

• Technical and Financial bid should be sealed in separate envelop.

• The agency should have strong financial capability to provide services and

should have the capabilities to complete the job and sustain joint on long term basis.

• The agency should have adequate necessary equipment (Machinery) and

manpower to complete the job.

• The agency shall be required to sign an agreement with GUJCOST before the commencement of the business.

• The agency shall not be allowed to sublet / subcontract the work to any other

organization. • Conditional offer shall not be considered.

• The agency has to shown / presents the sample copy of the activity kit to the

GUJCOST before uploading the quiz portal and the mobile apps of the entire Job.

• The rates quoted shall include all taxes including server cost. • Entire job shall have to complete within 10 days from issuing of work order.

• The complete work shall be done as directed by in charge of GUJCOST.

• Offers shall be sent in the enclosed prescribed form only.

• In case for fewer response or less than few bid, GUJCOST reserves the right

to go ahead with tendering process.

• Bidder may bid by forming a consortium with not more than 1 consortium

partner

• Subcontracting is allowed provided the value of subcontract is less than 25% of project cost. Bidders have to inform GUJCOST in case of any subcontracting

INSTRUCTIONS TO VENDORS / FIRMS Pre tender scrutiny Before submitting Tender, the vendor/firms shall be deemed to have satisfied him by actual inspection of the site, and the requirements and shall have deemed to have taken all these factors into consideration while quoting his offer price. Submission of offers The quotation shall be submitted with following details:

1. Name of the firm / vendor and contact details. 2. Details of IT return for last 3 years. 3. Registered Power of Attorney authorizing the person to submit the quotation

on behalf of the firm, in case of a partnership firm or a company. 4. Financial capacity with audited balance sheets for last 3 years – Seek

separate Sales Turnover Net worth (Equity + Reserves) 5. Anything else as per eligibility criteria section

Earnest Money The Tender submitted without prescribed earnest money will be summarily rejected. The rejected bids will become the property of GUJCOST. Validity of Quotation The Tender shall remain open for acceptance by GSCC for the period of 90 days from the date of opening of the Tender and the applicant shall not cancel or withdraw the tender during this period. If any bidder withdraws from the bid before the final award of the contract, the Earnest Money Deposit of such bidder shall be forfeited.

Late Submission Bids must be submitted by due date and the time only. Bids received after the time and date fixed for receipt of bid is liable to be rejected. Evaluation of bids After receiving the tenders, GUJCOST may invite the agencies for a presentation on the design and fabrication of the proposed India Quiz & mobile appsbefore a technical committee. After the presentation, the financial bid of qualified agencies will be opened and consideration and further finalization. There would be 70% weightage on technical bid and 30% weightage on the financial bid. Clarification and additional information During evaluation, GUJCOST may request the bidders for any clarification on the bid or additional information. GUJCOST have a right to accept or reject any orall quotations Notwithstanding anything contained in all the clauses mentioned hereinbefore, GUJCOST at its sole discretion reserves the right to accept or reject any or all bids, at any time prior to the award of the contract, without thereby incurring any liability to

the affected applicant/s or any obligation to inform the affected applicant/ s of the grounds for GUJCOST action without assigning reasons thereof. Security Deposit: The vendor will be required to maintain a Security Deposit of Rs.50,000/- (Fifty Thousand only) for the period of the contract. The EMD of the successful vendor will be converted into a Security Deposit. No interest is payable on the Security Deposit. Process to be Confidential: Information related to the examination, clarification, evaluation and comparison of bids and recommendations for award of contract shall be confidential and will not be disclosed to any applicant.

Scope of Work GUJCOST seeks proposal from qualified vendors to conceptualize, design, develop deploy and manage O&M for 100 Days for Web App and Mobile App. Additionally, the vendor has to hold offline quiz amongst top 100 winners. Web App and Mobile App both will have following modules

� Quiz(similar to Kaun Banega Crorepati) and � 2 Games ( Similar to Gold Rush)

The Quiz and Game will be based on Theme – ‘India Quiz: Unity in Diversity. Vendors have to conceptualize/design and submit/present the idea for Quiz and Game as a part of proposal submission. The proposal will then evaluated and best one will be selected. The Apps must be lightweight, interactive, intuitive, visually appealing and user friendly. The Quiz and Game will be open only for limited time period only. Time period will be roughly 100 days. Marketing strategy and creative for the same will have to be presented. Quiz App:

I. User Registration: User has to register themselves on web by providing their required details such as – Name, Age, Occupation(optional), photo ID Proof(optional), Sex, photo(optional), Mobile no and Email Id. Users will be sent verification code on Email and Mobile and either or both has to be verified. Alternatively, User may login from their Facebook/Google+ account.

II. Quiz app will have both flavor – Web based and Mobile based III. Web App: Once Registered User can start playing quiz/games. Web App will

track user daily activity on site, day score and cumulative scores a. Website must be configured to handle load of 5000 simultaneous

users. b. Web app must track score of users on daily basis.

IV. Vendor has to host a website based on CMS which will also have pages of information regarding statute of Unity, Useful Links, FAQ, Support page and other pages as desired.

V. Mobile App: Once register user can download app. App will have all the questions downloaded and will run from Hand-held Device.

a. App must be downloadable from major App stores- Google, Android and other app stores.

b. Users will have to be asked to submit their score to central server after every level completion and also by the End of the day.

c. It must be ensured that user cannot manipulate scores from their device.

VI. The App content will be in English Language

VII. Quiz app should work on all major browsers-Mozilla, IE and Chrome. VIII. Quiz app should also work on all major Mobile OS- Android, iOS, IX. App must be free from any and all malware and data collection tracking X. There will be a support module where user can report bugs/issues through

email. Bugs/issues have to be resolved in minimum time possible. XI. App will be in developed in Flash using action script/Flex etc

XII. App will contain 2000+ questions divided in 100+ Levels and “10” questions at every level.

XIII. App will throw random questions to users based on varying categories. XIV. The Quiz content will be categorized as follows and it will be provided by

vendor. � Science & Technology � Indian History � Freedom movement � Culture and heritage � Indian Leaders: Mahatma Gandhi, Sardar Vallabhbhai Patel � Scientists of India � Indian Constitution � Indian States, and so on…

XV. The questions will be followed by four probable answers and out of which there will be only one correct answers

XVI. Quiz will be level based where level of difficulty will increase as level increases

XVII. Analytics w.r.t user behavior- new user registration, apps download/day, age wise users etc has to be tracked and provided.

XVIII. To reach to next level, users must give correct answers to 60% questions. XIX. In case a user fails at particular, he/she can replay the same level XX. Quiz will be time based and time to answer a question will be kept as “30/60

sec”. Time to answer a question for each level may or may not reduce as level increases.

Game Apps The vendor has to conceptualize, design and develop, deploy and manage O&M for two games which can be played either through web or through mobile/handheld device Vendors have to suggest 2 innovative games similar to Gold rush or any other mass appealing game. This will be part of the proposal and vendors will be evaluated on this criteria. Game will also be a level based and time based as d efined above Other Rules of the game will be same as Quiz App, t o the extent relevant.

Process for Selection of Winner – Quiz Apps

� Final winners at the end of 100 days will be awarded as per levels crossed/scores obtained. Tentative list of awards are provided as below.
