India’s healthcare sector comprise of a variety of stakeholders ranging from non-governmental organizations to developmental organizations to private sector organizations to corporates to governments. Healthcare stakeholders coming from these sectors may have different short term goals; however their vision to improve health standards and achieve universal health outcomes is common. It becomes important to bring them on a single platform to understand common healthcare goals and collaborative pathways to achieve them.

1200-1300 Hrs Plenary Session 2– Investments in Indian Healthcare: “Attracting the Next 10 Billion”

Indian healthcare is one of the fastest growing sectors, and is expected to reach ~USD 275 Billion in next 10 years. Much of this growth can be attributed to the infusion of private equity & foreign investments. These investments have resulted in creation of new infrastructure by private providers. Additionally, investments by international healthcare groups in Indian market are expected to boost innovation & quality care.

On the other hand, public health system in India is largely under funded with only 1.1% of GDP spent on healthcare. Given the resource constraints in the public sector, private investments in healthcare are expected to increase in the coming years. It is important to understand the specific focus of public and private investments in healthcare services and infrastructure; and how they may be appropriately allocated towards problem/resource constraint/developing areas and right outcomes.

Objective: To discuss existing investment landscape, emerging role of private equity players and changing dynamics of investors-promoters’ relationship; and deliberate on an action plan to achieve the next 10 Billion for healthcare sector.

There has been substantial improvement in geographical & financial access to healthcare; however accessing healthcare through virtual platforms is still in a nascent stage. To meet current & future challenges, healthcare systems would require innovative solutions. Digital Health encompasses a wide array of components like m-Health tools, health wearables, internet access and social media. It is changing the landscape of healthcare industry across the globe. In India, mobile internet users are expected to cross 300 million mark by 2017 and offer a tremendous opportunity for healthcare industry to address the accessibility challenge. In order to make India’s Healthcare affordable, Make in India initiative holds tremendous potential for Health Sector, especially Medical Devices and Pharmaceutical. The program has been aimed to facilitate policy framework and ease of doing business for manufacturing in India. The import of medical devices in India is around 70-80% and Make in India could reduce this percentage of import which will help in lowering the cost of Healthcare.

The Indian Healthcare also have the incredible potential of Make in India in the field of traditional medicine like Ayurveda and Yoga. Make in India will create new opportunities for employment and will boost the Medical Value Travel in India as well.

Collaboration between Government and Private is very much required to reap the dividend of Make in India initiative.

Demands for quality & specialized care amongst international patients are increasing every year. It is estimated that every year, ~1 million international patients visit India for medical treatment. The size of medical value travel industry is estimated to be approx. USD 3 Billion.

Private hospitals in India have become a preferred destination for international patients owing to affordable cost of care, availability of skilled workforce & value added services by corporate hospitals. Options of alternate treatment modalities like AYUSH has further strengthened India’s position amongst the top destinations for medical value travel in Asia. Government has also shown keen interest in developing the medical tourism sector.

Healthy populations being more productive contribute to the economic growth of a country. India loses ~6% of its GDP due to premature deaths and preventable illnesses. On one hand flagship programmes like national health mission for rural and urban poor are being introduced for health equity, on the other India continues to limit its public health spending to ~1% of its GDP. Overall, India contributes ~4% of its GDP to healthcare which is much lower than many comparable developing nations. It becomes important to prioritize healthcare in a country like India which is home to the poorest 1.2 billion people in the world.

Objective: To discuss why healthcare lags behind other priority issues in the country and how to position it ahead.

A large section of the society is receiving services through central or state sponsored insurance schemes. However, the treatment rates in most of the schemes are not beneficial for the provider. In the backdrop of rising medical cost, private providers are finding it increasingly difficult to offer quality healthcare services to these organizations. Severe cost pressures on providers necessitate a need for transparent and viable pricing formula for reimbursements. With the ‘universal health coverage’ movement, it is important to establish viable reimbursement models to ensure the growth of the private sector.

Objective: To focus on developing a viable reimbursement model for providers and building an enabling environment by government agencies. The panelists will debate the need for innovative payment models which could be based on outcomes & performance of the providers.
