GENERAL SPECIFICATIONFOR THE PROCUREMENT AND INSTALLATION OF FLAME DETECTION SYSTEM AT LPGMOUNDED BULLET1.0 INTRODUCTION

There are total 8 nos. of mounded bullets in BPCL Mumbai refinery. In whichV-01 to V-06, six numbers of bullets are designed for LPG and V-07, V-08, twonumbers of bullets are designed for propylene. However, V-07 bullet iscommon for both LPG as well as propylene storage. Each bullet is of 6.0 m IDand 70.6 (TL-TL) length. Each bullet is equipped with nozzles at top of thebullet for mounting of level/temperature instruments. The motive of thisproject is to provide a flame detection system for the mounded bullet noz-zleshaving flanged connections which are having potential for gas leak which mayresult in flame genera-tion. As a first step of safety pre-caution, BPCLintends to install a robust PLC based Flame detec-tion system. This documentoutlines the requirements of the flame detection system.

2.0 GENERAL REQUIREMENTS

The flame detector system (FDS) shall primarily consist of flame detectorsin the field, a PLC based controller unit in C3 control room and an operatorgraphical interface with speaker for the alarm annunciation with necessaryaccessories. This whole system shall be SIL2 certified.2. The FDS shall be micro-processor based configurable, expandable,distributed, intelligent safety system providing gas detection, alarmsignaling, notification.3. The FDS shall be an addressable architecture, with modular system & faulttolerant net-work capabilities.4. The FDS shall be capable of logic solving and issuing executive actions toactivate visual and audible alarming.5. PLC based host system shall have high availability and reliability,6. The system shall be capable of report generation, historisation of data andevent logging.7. The FDS shall have HMI based operating station. Graphics shall beavailable for operator viewing and alarm acknowledgement.8. HMI shall be wall mounted having at least 7" LCD screen at control room9. Flame detectors shall be multispectrum IR type. The detector output signalshall be mod-bus type. Power supply of the detector shall be 24 V DC.10. The flame detectors shall be in line with standard NFPA 72 or EN 54 orequivalent.11. It shall be possible to perform one person non-intrusive calibration anddiagnostics of the flame detectors without using any kind of external lightsource.12. Flame detectors shall be installed such that it covers all the potentialflame sources from all the flanges at top of the LPG mounded bullet area. Theplot plan is attached for reference. The vendor shall submit the proposedlocation of the detectors on the plot plan along with tender document forreview.13. Hooters- audible and visible flashing beacons shall be provided in thefield area. These audible alarms should be activated under detection of Flamein process area.14. The FDS should operate at an operating voltage in the range of 100 to240V ± 10V AC and 50Hz. The power supply to the FDS shall be provided at asingle point in control room. Further power supply distribution shall becarried out by the vendor.15. Vendor shall guarantee availability of spare parts and maintenancesupport for years for the supplied FDS of 10 years from placement of order.Logistic support format is attached with the tender (Annexure-IV).16. The offered system (PLC System + Detectors) shall have five years of CAMCfrom the date of completion of SAT.

3.0 SYSTEM DESCRIPTION:

1. Flame detector system shall be supplied for the LPG mounded bullet. Countof Flame de-tectors are 9 nos (8 nos installed + 1 no spare).2. Following input/output count shall be considered for the offered PLC,

Vendor shall provide necessary power converter of 95 - 230 VAC to 24 VDCfor powering field detectors. The converter capacity shall be designed for 60% over and above the total calculated loading of the detectors. PLC shall be supplied along with system cabinet to house PLC controller,I/O cards, power supply module etc and the marshalling cabinet to house allthe FTA, relay, TB, Bulk Power Supply etc.6. Maximum distance between any detector and PLC shall not be more than 800m.Signal cables for gas detectors shall be 1Px1.5mm2 and 2Px2.5mm2 formulti-core cables. It shall be of stranded copper conductor. Power supplycable shall be 2Cx2.5mm2. Vendor shall note the same. If higher size cablesare envisaged, vendor shall mention the same in tech-nical bid.7. Vendor shall carry out installation & commissioning of the total suppliedFDS.Vendor shall visit our site, to understand the location of the detectors inLPG mounded bullet.

4.0 GENERAL TERMS AND CONDITIONS

4.1 BID DOCUMENT:

1. Vendor shall submit the bid in two separate sealed parts- Technical andprice bid. Un-sealed price bid shall not be accepted.2. Vendor to attach the following as minimum with the offer,i. Signed & stamped copy of the tender specification.ii. Complete data sheet for the instruments.iii. Details specification for the Panel and HMI.iv. PTR - for the offered model (PLC & Detector).v. Statutory certifications for PLC system and for HC Detector.vi. Bill of material indicating make & model no.vii. Catalogue and model de-codification sheet of each component.viii. Instruments and panels GA drawing.ix. Wiring drawing- & System schematicx. Proposed location of the flame detectors on BPCL LPG mounded bullet plotplan along with area coverage through field of view.

3. Vendor shall provide the price which includes all the associatedaccessories, inspection, testing and applicable statutory certificaterequirements & documentation.

4. Vendor shall indicate the BOM with price break-up to full-fill the tenderspecification. SOR format is attached herewith as Annexure-II.

5. In general no deviation is acceptable. In case of any unavoidabledeviation, vendor shall list out the deviations, pointwise, along withtechnical reasons.

4.2 PTR REQUIREMENTS:

The offered flame detection system shall be rugged in design and must be wellproven in the hydrocarbon industry. Prototype design or equipment ofexperimental nature or design undergoing testing etc shall not be selected andsupplied. Following criteria must be ap-plied before selecting any instruments-The instruments (PLC, Flame detector, and transmitter) as being offered /supplied should have been operating satisfactorily in hydrocarbon industrylike Refinery, Petrochemical and Gas processing Plant under similar processconditions for minimum one year from bid due date.

4.3 SPARES REQUIREMENT:

For PLC, all the input/output (as specified elsewhere) shall be fully wired.Free space of atleast 20% shall be provided for future addition of modules.

A. MANDATORY SPARES:

For PLC: 1 module minimum of each type (processor module, I/O module,communication module, power supply module etc.); 1 no flame detector of theoffered model

B. CONSUMABLE SPARES:

Vendor shall supply consumable spares required during system development,testing and commissioning. Vendor shall submit the list of consumables &supply consumables for 1 year of operation after SAT, as a minimum. The pricefor the same shall be included in the offer.

C. COMMISSIONING SPARES:

All spare items required for commissioning shall be supplied by vendor as apart of offer. Vendor shall submit tentative list of commissioning spares.

4.4 DELIVERY PERIOD:

Material shall be dispatched only after dispatch clearance by M/s BPCL, basedon FAT/ in-spection and approval of the documents submitted by the vendor.

4.5 PAYMENT TERMS:

Two separate purchase order shall be placed after technical and commercialevaluation by BPCL.1. Material Supply:

- 80% within 30 days from the date of supply and acceptance of Material atBPCL ware-house.- 10% on completion of installation submission of performance bank guaranteefor 10% of the PO value as per BPCL format.- 10% after completion of SAT report against submission2. Supervision for Installation and Commissioning:

- 90% after completion of successful installation & commissioning of thesystem.- 10 % after completion of SAT report against submission.

4.6 INSPECTION & TESTING:

A. FACTORY ACCEPTANCE TEST (FAT):

Vendor shall be fully responsible for completing all the in-house testing andtest reports & same shall be ready before inspection by BPCL.BPCL shall inspect all the items at vendor's workplace in line with inspectiontest plan. To-tal functionality of the system shall be demonstrated by thevendor at their works, during BPCL inspection. Vendor shall submit all thespecified documents, test certificates and test reports for BPCL review.All imported instruments and system oriented items shall undergo factorytesting and in-spected by BPCL unless otherwise specified.

B. SITE ACCEPTANCE TEST (SAT):

Site acceptance test shall be carried out after successfully installation and

Vendor shall be fully responsible to carry outthe SAT with user's fullest sa-tisfaction. Any defects, malfunctions observeduntil before SAT, shall be rectified by the vendor before the offering thesystem for SAT.

4.7 TRAINING:

After installation and commissioning of the system, vendor shall provideonsite training for the supplied FDS (PLC & Detector). Training shall includetheoretical as well as practical aspects i.e. configuration, operation,maintenance, trouble shooting etc.

4.8 PERFORMANCE TEST AND GUARANTEE:

Vendor shall guarantee the instruments/ detectors supplied for satisfactoryperformance for a period of 12 months from the date of commissioning or 18months from the date of supply whichever is earlier. Any deficiency observedduring this period shall be set right by the vendor without any further costimplication to the purchaser.

4.9 CAMC:

Vendor shall provide the comprehensive AMC for 5 years from the date ofcompletion of SAT. The cost of CAMC shall be considered for commercialevaluation.If case, any deficiency is observed during this period (hardware as well assoftware) shall be set right by the vendor without any further costimplication to the purchaser.

Vendor shall visit site every 6 months to carry out preventive maintenance ofthe FDS and generate report on the healthiness of the system as per BPCLstandard.

Incase of any emergency / failure of component of the FDS, vendor shall reportat site within 24 hours of intimation and replace the faulty part within 48hours of intimation. A failure report shall be generated to avoid suchuntoward incident in future.

4.10 DOCUMENTATION:

As per area classification, certified documents from statutory body forhazardous area clas-sification for the offered instrument shall be submitted.The results of the inspections and tests by the vendor shall be made availableto the pur-chaser as part of a package of final certified documents anddrawings.

5.1 Inclusions

1. The scope of work defined here is for the clarity of activities involved.However vendor shall carry out all the activities required to achieve thefunctionality outlined in this specification.2. 5.2 ExclusionsInstallation of cable tray, flame detectors, Junction boxes, PLC panel.Laying, glanding and termination of signal and power cables.

Statutory approvals shall be obtained for authorities like Petroleum &Explosives Safety Organisation, Nagpur (PESO) as applicable. This requirementis mandatory.

1. The sensor shall be multispectrum IR type.2. Heated optics shall be provided in the detectors to avoid condensation onthe window/ mir-ror.3. The life of the sensor shall be min. five years. Vendor shall indicateactual life of the sensor.4. The sensor shall be mounted integral to the transmitter and shall be easyreplaceable.5. All field mounted devices including flame detectors shall be provided withcano-py/sunshades for protection against rain, dust and water.6. The calibration frequency shall not be less than of six months. Howevervendor shall indi-cate the actual calibration frequency.7. The transmitter shall have digital LED display to provide fire detectionlive status, fault codes as minimum.8. The flame detector shall have algorithm based signal processing system forrejection of false alarm.9. The flame detector shall communicate to the PLC through MODBUS/SMARTprotocol. The diagnostics information shall be available at the PLC HMI.10. Each detector shall have SS304 mounting bracket suitable for mounting on2" mounting yoke.11. The detector shall have minimum the following field of view : Horizontal: 85 deg Vertical 75 deg.12. The detector unit shall have minimum 2 nos of 3/4" NPT(F) cable gland.Double compres-sion type SS cable glands shall be supplied by the vendor.13. 7.4 GENERAL REQUIREMENT FOR PLC:

7.4.1 PLC DESIGN AND CONSTRUCTION:

1. PLC controller shall be SIL2 certified.2. Redundancy shall be provided for the following sub-system:i. Communication Moduleii. Bulk power supply3. The PLC shall incorporate open system architecture, redundant processingsystems and mass storage devices.4. Plug in relay with LED indication shall be used for all DI / DO.5. The system shall be engineered considering applicable codes and standardsmentioned.6. The configuration and assembly of the complete system shall be carried outby manufac-turer. All maintenance and operation related are to be demonstratedduring FAT and SAT.7. Only OEM approved PLC hardware is acceptable like field terminationassembly board, prefab cables, connectors etc. OEM's certification onengineering and hardware's is man-datory in case FDS is supplied andengineering by other than OEM/ OEM's representative.8. The system shall be designed "fail- safe", as a minimum, by selecting highgrade compo-nents of proven quality and proper design of system electronics.Redundancy shall be provided as a minimum, as per this specification toimprove system availability and reliability. Due consideration shall be givento the environmental conditions.9. The system shall be able to operate satisfactorily from 15°C to 50°C and 0~ 99% non con-densing humidity ranges unless otherwise specified. Whereverrequired, the components shall be tropicalised to suit Indian conditions.10. The system shall be modular in construction and expandable in future byadding additional modules, which shall be easily accessible for maintenanceand repair. The modules shall preferably be suitable for inserting in 19"rack. The types of modules shall be kept to minimum possible in order to haveinterchangeability and low spares inventory.11. The system shall be highly reliable and shall have well proven record ofoperating satisfactorily in a hydrocarbon processing plant for a minimum ofone year for a similar application. Prototype system or instruments ofexperimental nature shall not be offered.12. The PLC shall have very high noise immunity in order to ensure safe andreliable operation when subjected to electrical radio frequency interference

The scan time of programmable controller shall be less than 500milliseconds or better in-cluding spare I/O channels. Scan time of PLC isdefined as the cycle time taken by the system to read input, process inputexecuting logic and update control output for all the logic's configuredwithin the system. Other activities like diagnostics routines, output / dumpof data to peripherals, or any other activity which consume processor timeshall also be accounted while computing scan time.17. Isolation shall be provided between programming panel and relatedsubsystem if there is any possibility of high voltage from TFT beingtransmitted to other subsystems.18. Unless otherwise specified all electronic modules shall meet therequirements of Environ-mental classification class "G3" with conformalcoatings per ISA-S 71.04 or equivalent. PLC vendor shall submit certificate tothis effect from Principals to BPCL.19. On-line replacement of any module shall be possible in such a way thatthe removal and addition of the module shall be possible without de-energizingthe system. Further there shall not be any interruption in the system whilereplacing a faulty module except for the inputs / outputs which are beinghandled by that module. System degradation is not acceptable.20. PLC HMI shall be provided with SD card for back up.21. PLC shall have extensive self-diagnostic capabilities & capable toidentify any faulty channels in input/output cards, faulty system cards &power supplies etc. The outputs shall be fail safe design & shall havesecondary means of de-energisation in case of CPU failure.22. It shall be possible to map all PLC I/O's to plant DCS for graphicaldisplay to monitor, pre-trip alarm & historization purpose.23. The system shall have a high MTBF value and shall have a well provenrecord of operating satisfactorily in a hydrocarbon processing plant for aminimum of one year. No prototype instrument or instruments of an experimentalnature shall be offered or supplied. Vendor shall guarantee availability ofspare parts and maintenance support for the period of 15 years from placementof order.24. One set of licensed system software and two sets of application software

7.4.2 INPUT / OUTPUT SUBSYSTEM:

1. Each I/O shall be protected against reversal of polarity of the signal.2. All I/O circuits shall be provided with galvanic isolation or opticalisolation.3. Each module shall have LED for DI/DO channel to indicate the status of eachinput / output.4. Each input shall be provided with filters to filter out any noise in theinput line or noise be-cause of input contact bouncing.5. Each output shall be short-circuit proof and protected by fuse. Visualindication of fuse must be provided for each output.6. It shall be possible to hot swap any faulty system module without degradingthe system safety or operation or freezing the output status. The switchoverto the healthy module shall be bump-less. The swapped module shall take overthe function of failed module without any manual programming. There shall notbe any process upset during replacement of failed module.7. All I/O cards shall have facility for sequential time stamping.

7.4.3 PROCESSOR SYSTEM:

1. The processor shall have capability to implement all the control functionsrequired to im-plement the logic schemes.2. The size of the memory shall be sufficient for storage of the programinstruction required by the logic schemes. Offer shall indicate the amount ofmemory occupied by the actual program and spare capacity available for laterprogram modifications or additions. A minimum of 60% spare memory space shallbe provided at the time of handover of the system to Client.3. Memory shall be non-volatile. However, in case volatile memory is provided,battery backup shall be provided for a minimum of 1 year to keep the storedprogram intact. A battery drain indication shall be provided at least one weekbefore the battery gets drained. A potential free contact shall be providedfor hardwired annunciation in the control room.4. Watchdog timer shall be a software device. The healthiness of processorsshall be conti-nuously monitored by watchdog timer. Any hardware or softwareproblem in the processor subsystem including CPU, memory, power supply,communication interface etc shall cause the watchdog timer to report processor

In case multiprocessor configuration is offered, the processor must be ableto communicate with each other over the interconnecting data link. Vendorshall ensure that system performance shall not degrade when such system isoffered.7. It shall be possible to generate the first out alarm output by PLC.

7.4.4 COMMUNICATION SUBSYSTEM:

1. The communication subsystem shall consist of communication processor andI/O subsys-tem.2. Communication system shall be redundant and shall have continuous check forany fault / errors.3. In case of redundant communication subsystem, on the failure of the device,the redundant device shall take-over automatically without interrupting thesystem operation. Information about the failed device shall be displayedlocally as well as on the HMI. It shall be possible to manually switchover thecommunication from main bus/device to redundant bus/device withoutinterrupting the PLC functions.4. The total load on any of the communication buses at any point of time shallnot exceed 40%.

7.4.5 HMI OPERATOR INTERFACE:

1. One number of HMI in control room with sequence of event recordingfacility and SD card storage to be provided.2. Programming, I/O configuration, Graphics modification etc shall be possiblethrough HMI & shall have multiple password protection.3. In operator mode, operator shall not be allowed for engineering in normaloperation.4. In normal operation operator shall view the overall graphical plot plan,live status of the de-tectors, alarm status, etc. Through Operator HMI alarmsacknowledge facility shall be pro-vided to operator.5. HMI shall have the following electronic hardware configuration- 7" colorLED screen with touchscreen function or interaction through function keys.6. It shall be possible to monitor the status of the flame detectors on theHMI including fire status, detector healthiness, alarm history. The HMI shallhave provision for acknowledging and reseting alarms.7. The HMI shall have panel life of not less than 7 years under continuousoperation.8. The HMI shall be rated for IP65.

7.4.6 SELF DIAGNOSTICS:

1. The system shall have an extensive set of self-diagnostics routines whichshall be able to identify and provide information on the system failure atleast upto the module level including redundant component and power suppliesthrough detailed display pages and report printouts.2. The output shall be of fail-safe design type & shall have secondary meansof de-energisation in case of CPU failure.3. At the local level, an individual LED shall identify failure of a module inany subsystem.4. No internal self-diagnostics shall be capable of preventing or delayingnormal system operation and system availability. The self-diagnostic shall becarried out with the main purpose of reliability and integrity as paramountaims.5. The minimum requirements for system diagnostics shall be as follows:- Analog input diagnostics - Sensor out of range, open or shorted loop,analog-to-digital converter check.- Analog output diagnostics - Open or shorted loop.- Configuration diagnostics - Checking the compatibility and availability ofselected I/O hardware and software.- Memory diagnostics - Checksum, parity check etc.- End-to-End CPU / memory diagnostics- Processor executes a test control or arithmetic algorithm, and then comparesre-sults with pre-stored answer.- Power system diagnostics - Monitor the availability of supply voltage.- The system shall be able to generate a common alarm (High Priority) for PLCdi-agnostics, power supply failure, fan failure, and battery life over etc.

7.4.7 SYSTEM SOFTWARE:

1. The system software shall include all programs for the PLC, which arerequired to perform all the PLC functions including communication andself-diagnostics.2. Any software supplied shall be of the latest version with long term supportfrom software vendor. It shall be responsibility of vendor to ensure softwareprotocol compatibility for third party systems and transfer of data betweenthe same.3. Software package for displaying I/O map showing status of I/P'scorresponding O/P's per logic shall be offered. The I/O map format shall beuser definable.4. When fully tested, the configuration software shall be stored in a centralpoint non-volatile memory. Logic program shall be recorded on the CDs / DVDs,two copies of which shall be delivered with the system. All databases shall befield configurable and expandable without software redesign.

7.4.8 POWER SUPPLY REQUIREMENT:

1. The FDS should operate at an operating voltage of 95 to 240V ± 10V AC and50Hz. BPCL shall provide 230VAC at 50Hz at a single point. Further powerdistribution to marshalling and other cabinets and voltage distribution tofield devices shall be designed and supplied by the vendor. Vendor shallindicate the maximum and normal operating power loads along with the bid.2. It shall be ensured that power supply units are redundant. Failure of onewill not affect the operation of the PLC system. All power supply units (AC toDC) shall be of industrial grade, having features of dual built-in overvoltage protection to comply safety requirements of IEC-65108IDIN V 19250NDE V0801 standards. It shall comply to redundant parallel operation withunder-voltage alarm and optimum protection against continuous overload andshort circuiting.3. Power supply units in redundant configuration shall be designed for maximumload of 70%.4. Relevant power conditioner units such as voltage stabilizers shall beconsidered.5. Bidder shall also include miniature circuit breakers (MCB) for supply toeach power supply units and sub-distributions within the system.6. Power distribution network shall be designed in such a way that singlepoint failure shall not cause tripping of the total system. Each distributionpoint shall be provided with a separate MCB of power rating for isolation ofthe system7. Bidder shall indicate the earthing philosophy of their offered systemsincluding field devic-es.8. Monitoring of status of Main AC as well as DC power supply units hall beincluded in the PLC.

8.4.9 CABINETS:

1. Vendor shall provide one number cabinet with segregated system section andmarshalling section.2. The cabinet shall be Rittal or equivalent make, colour code to be confirmedlater.

Panel shall be completely wired from PLC components to terminal boards.Wiring within the panel shall have cross-ferruling. Wires shall be routed.

Firm, inclusive of all packing & forwarding charges, taxes, duties, levies,transportation up to BPCL Warehouse. However, basic material cost, packing &forwarding charges, duties, taxes, transportation charges if applicable shallbe indicated in the quotation.

Octroi: We shall reimburse the Octori charges if applicable asper prevailing rate against the original octroi receipt alongwithB-form. However, you shall mention the prevailing octroi rate in yourquotation.

4.Shipping instructions

Import itemsMaterial to be despatched through our Freight Forwarder whose details shall bemade available in our purchase order.

5.Terms of payment

1. Material Supply:

- 80% within 30 days from the date of supply and acceptance of Material atBPCL ware-house.- 10% on completion of installation submission of performance bank guaranteefor 10% of the PO value as per BPCL format.- 10% after completion of SAT report against submission

2. Supervision for Installation and Commissioning:

- 90% after completion of successful installation & commissioning of thesystem.- 10 % after completion of SAT report against submission.

No advance payment will be made.

CAMC as per tender documents.

Taxes and duties:

Taxes and duties will be paid at actuals up to CDD. After CDD any increasewill be borne by the vendor.Any increase / decrease in Excise Duty, Taxes and statutory levies on the dateof delivery during the scheduled delivery period will be on BPCL's account.Any upward variation in Excise Duty, Taxes and statutory levies aftercontractual delivery date shall be to vendor's account.

6.Warranties

Material shall be guaranteed for Good Workmanship, Quality of Material andsatisfactory performance for a period of 18 months from the date of despatchor 12 months from the date of commissioning whichever is earlier.

7.Penalty for breach of contract

BREACH OF CONTRACT:

Contractual delivery date for dispatched F.O.B./ F.O.R./F.O.T. destination atsite, the date of delivery shall be the date on which the goods / materialsare delivered to nearest destination Rail Head or owners Warehouse at site.The time and date of delivery of materials/equipment as stipulated in theorder shall be deemed to be the essence of contract. LR date will beconsidered as delivery completion date for calculation of Liquidated damagesin the case of ex-works contract. Date of receipt of materials at ownerspremises shall be considered for calculation of price reduction for F.O.Rdestination contract.

In case of delay in execution of order beyond the date of delivery asstipulated in the order or any extension sanctioned, BPCL may at its option:-

1. Accept Delayed delivery and recover Liquidated Damages by a sum equivalentto half percent (0.5%) of the basic value of any goods not delivered for everyweek of delay or part thereof,limited to a maximum of 5% of the total basicorder value.

2. Cancel the order in part or full and purchase such cancelled quantitiesfrom else where on account and at the risk of the vendor without prejudice toits right under clause (1) above in respect of goods delivered.

8.Contract riders (clauses)

Material if rejected shall be replaced free of cost on F.O.R. BPCL Warehousebasis.

PURCHASE PREFERENCE TO MICRO AND SMALL ENTERPRISES( MSE ) :

Owner reserves its right to allow Public Sector Enterprises (Central/State),purchase preference as admissible/applicable from time to time under theexisting Govt. policy. Purchase preference to a PSE shall be decided based onthe price quoted by PSE as compared to L1 Vendor at the time of evaluation ofthe price bid.

Owner reserves its right to allow Micro and Small Enterprises (MSEs) and MSEsowned by Scheduled Caste (SC) or the Scheduled tribe (ST) entrepreneurs,purchase preference as admissible/applicable from time to time under theexisting Govt. policy. Purchase preference to a MSE and a MSE owned by SC/STentrepreneurs shall be decided based on the Net Evaluated Price quoted by thesaid MSEs as compared to L1 Vendor at the time of evaluation of the price bid.

Bidders claiming purchase preference as MSE need to submit the followingdocuments:a. Self-atteasted copy of all the pages of the EM-II certificate issued bythe appropriate authorities mentioned in the Public procurement policy ofMSEs-2012 andb. Vendors' declaration/affidavit in their Organisation/Company Letter Head,stating that, in the event of award of contract, all the ordered suppliesshall be made from the unit for which MSE certificate has been submitted.

The photocopy of the Valid MSE registration with any notified body specifiedby ministry of micro, small and medium enterprises should accompany the biddocuments. Failing which no price preference will be considered in such cases.

Original of EM-II certificate to be produced for verification, if called for(if the bidder is not already registered with BPCL as MSE vendor).

The Net Evaluated Price is the all inclusive delivered price.Net Evaluated Price = Quoted Basic Price + Excise duty + Freight +local taxesand duties+ Octroi Charges and /or entry tax less Cenvat Benefits on Exciseand Input Tax Credit on VAT.In case the charges like, freight, Octroi charges and/or entry tax are notindicated explicitly in the bid, BPCL will consider the standard % as deemedfit for estimation.

Criteria for the award of tender quantity to MSE vendors For general items where 20% is applicableIn case bidder is registered as MSE quotes within the price brand of L1+15percent, such MSE shall also be allowed to supply a portion of the requirementby bringing down their price to L1 price where L1 price is from someone otherthan a micro and small enterprise. Such MSE shall be allowed to supply 20% of

total tendered value.

In cases where more than one MSE have quoted in the price band of L1+15%(Where L1 price is from other than an MSE), 20% of the tendered quantity(equivalent to at least 20% of the tendered value ) will be shared equallyamongst the MSEs who quoted in the price band of L1 + 15% subject to thecondition that these MSEs will bring down their price to L1.

If in a tender, L1 price is quoted by an MSE, then the L1+15% clause will notapply and the MSE who quoted L1 price will get the opportunity for fullsupply.

"MSE bidders (Micro & Small Category) who are traders and registered underServices category, will not be considered for any benefits under MSE policyfor procurement of goods. Similarly, MSE bidders who are registered underManufacturer category, cannot be considered for any benefits under MSE policyfor procurement of services"

9.Other contractual stipulations

The Bidder shall be agreeable to accepting part order at Owner's optionwithout any limitation whatsoever and also acceptable to repeat order at thesame unit prices, terms and conditions.

10.Delivery
