1.0 INTRODUCTION
1.1 Background
Lanco Vidarbha Thermal Power Limited (LVTPL) is executing 2 x 660 MW coal based
Super Critical Thermal Power Plant at village Mandva, in Wardha Taluk & District,
Maharashtra.
Environmental Clearance (EC) for the Project was granted by MoEF vide letter no.
J-13012/50/2009-IA. II(T) dated 24th February, 2011 and was revalidated by MoEF vide
letter no. J-13012/50/2009 - IA. II (T) dated 21st August, 2014 due to re-public hearing
conducted by MPCB as per High Court judgement in a PIL. Copies of EC and
revalidated EC are enclosed as Annexure-I and Annexure IA, respectively.
1.2 Purpose of the Report
The main objective of the report is for incorporating the following changes
necessitated during the detailing of plant design and layout engineering after
receiving Environment Clearance on 24 February 2011, till date:
� Change in type of fly ash disposal system, and
� Change in water storage location & water storage capacity
1.3 Location of the Project and Environmental Settings
The environmental setting of the proposed plant site is given in Table-1. The location
map of the project and study area map of 10 km radius around the proposed site are
given in Figure-1 and Figure-2, respectively

2.0 JUSTIFICATION FOR THE PROPOSED CHANGES
2.1 Change in Ash Disposal System
Earlier, lean slurry system was envisaged for fly ash disposal based on which LVTPL
submitted the EIA Report and obtained the Environment Clearance on 24th February,
2011. However, after detailed engineering of ash handling system, LVTPL proposes to
adopt the High Concentration Slurry Disposal (HCSD) System for the fly ash disposal.
Following are the advantages of adopting High Concentration Slurry Disposal (HCSD)
system against lean slurry disposal system for fly ash:
1. HCSD technology is better from environmental considerations
2. Ash is mixed with water in a consistency of ash (55%-65%) : water (45% to 35 %),
forming a thick paste and pumped by high pressure reciprocating pumps to ash-
dyke
3. Initial cost of HCSD system is marginally higher than the Lean Slurry ash disposal
system. However, overall life cycle cost is comparatively lower
4. Contamination of ground water is negligible by using HCSD system
5. By adopting HCSD system, ash-slurry disposal is limited to the extent of the
following areas after 4 years’ period as per MoEF guidelines:
a. Bottom ash disposal, amounting to only about 20 % of total ash quantity
b. Emergency provision for disposal of fly-ash.
In view of the above, use of High Concentration Slurry Disposal (HCSD) system for the
Fly Ash Disposal has been considered for the Project.
2.2 Change in Water Storage Location & Water Storage Capacity
2.2.1 Change in Location of Water Reservoir
As per the EIA Report (October 2010), 70 acres of land was allotted for water reservoir
within the project site for which BTAL (Bombay Tenancy & Agricultural Land Act)
permission was also obtained to purchase land in Mandva village. However, farmers
were not willing to sell their land which would have led to non-contiguous land
availability and delay. Hence the reservoir is proposed to be shifted to a different
location within the study area of 10 km radius where contiguous land is available. The
proposed reservoir location along with coordinates is shown in Figure - 2.
The new reservoir location is about 3.05 km from the plant site. Out of total land
required for water storage, about 61 acres land has already been procured through
direct negotiations with land owners by facilitating agency and leased to the Project
Company: Lanco Vidarbha Thermal Power Limited; The lease process for the balance
land is in progress. The land for water reservoir is agricultural land with single crop.

2.2.2 Change in Water Storage Capacity
The proposed project is located in water scarce area. Water allocation from Wardha
river from lower Wardha Irrigation Project has been provided by Vidarbha Industrial
Development Corporation (VIDC) which has stipulated payment of Rs. 95 crore
towards loss/restoration of command area. LVTPL has already deposited Rs. 55 crore
to VIDC on this account. Thus in order to take care of any fluctuations due to low
levels of water and to ensure continuous plant operation even during lean season, it is
proposed to increase the capacity of reservoir to 3 to 4 weeks’ storage from 15 days.
The exact storage quantum between 21 to 30 days of storage will be determined
during the detailed engineering for the reservoir based on contour / topography,
shape / outline and perimeter of the land, etc.
In view of the above circumstances, it is proposed to increase the storage capacity of
the reservoir to between 3 to 4 weeks’ storage from 15 days envisaged earlier, and to
shift the location, as explained above.
3.0 CSR Activities
CSR activities have been undertaken from September 2010 onwards, in the
neighbouring villages with focus on Health, Education, Environment, Women
Empowerment, Training & Development, Participatory Community Development and
Infrastructure Development in the villages. A defined Corporate Social Responsibility
(CSR) framework addresses the followings issues formulated by LVTPL:
(I) Community Intervention:
(a) Education
• Lanco Merit Scholarship Program;
• Lanco Engineering Diploma Sponsorship Program;
• School Development Grants;
• School Health Check up program; and
• Distribution of study material to the students (School Kit Distribution).
(b) Health
• Lanco Mobile Health Service;
• Special Health Camps- Eye check up, W&C, Cancer etc.; and
• Safe Drinking Water.
(c) Environment
• Cloth Bags distribution: say no to plastic bags; and
• Green Village Award- Tree plantation.
(d) Community Development
• Technical skill development training to local youths;
• Participatory Community Development program;
• Livestock Development Program;
• Women Empowerment through SHGs ( Self Help Groups);

5.0 CONCLUSION
We hereby affirm that there is no change in the location of the plant and it is
remaining within the co-ordinates as given in the Environment Clearance granted
earlier. Location of all the installations such as Boiler, TG building, IDCT, Ash dyke, etc.
are same as per the earlier submissions to MOEF&CC. However, the following
changes are proposed:
• HCSD system for fly ash disposal which is a better system compared to lean
slurry system
• Change in location of reservoir in view of the unwillingness of farmers to sell
the land, and change in capacity of reservoir to address any shortage during
lean season
In view of the above, LVTPL requests the Authority for issuance of an amendment to
the Environmental Clearance with the above proposed changes.
