INCU ObjectivesINCU is an international not-for-profit organisation established to:• promote the academic standing of the Customs profession;

• promote academic excellence in Customs matters;

• support research in Customs matters;

• generate greater public awareness of the Customs profession;

• provide the World Customs Organization and other organisations with a single point of contact with universities and research institutes that are active in the field of customs research, education and training;

• provide a global resource for governments and the private sector, and an educational source for students and researchers wishing to further their knowledge in customs and related fields.

INCU SecretariatThe administrative support to the Committee is provided by the INCU Secretariat, located in Canberra, Australia.

Among other things, the Secretariat is responsible for coordinating the activities of INCU members and affiliates and, where appropriate, providing advice to the WCO.

INCU Holds its Inaugural Conference – May 2014

Inaugural INCU Global Conference“Trade Facilitation Post-Bali: Putting Policy

into Practice” 21-23 May 2014; Baku, Azerbaijan

• Conference hosted by Azerbaijan Customs

• Almost 200 participants from 70 countries attended.

• First Customs Conference that featured a Nobel Laureate (3 Nobel Laureates attended and presented).

• First Customs Conference that specifically focused on the WTO Bali Package

INCU Baku Resolution

1. Formally engage with a broader cross-section of the international community

2. Identify further ways of providing opportunities for academics, students and less experienced researchers to present and publish their research

3. Develop a definition of the term “customs profession” which includes both public and private sector members of the international trading community

4. Identify the requisite knowledge, skills and competencies of those engaged in the customs profession

5. Develop guidelines for accrediting education and training programs that meet the identified knowledge, skill and competency requirements

of the Organisation’.

6. Encourage mutual recognition of INCU member education and training programs through credit allocation, cross-institution arrangements and other means

7. Develop regional INCU offices, commencing with the establishment of an office in the Republic of Azerbaijan

8. Support the work of the WTO Committee on Trade Facilitation through empirical studies which address the key propositions presented at the conference.

• MOU aim is to promote cooperation in the development and provision of world-class research and education.

• The initial objective of the two organisations is to develop new curriculum modules based around Port Community Systems (PCSs) and the important role they play in the smooth flow of cargo around the world.
