/ INAUGURATION OF FIREWORKS RESEARCH AND DEVELOPMENT CENTRE (FROC), SIVAKASI The FRDC which was completed in the year 2007 in all respects at the cost of Approx. RS.3 Crores was inaugurated on 14th July 2011. The FRDC was scheduled to be inaugurated by the hands of Hon'ble Shri Jyotiraditya M. Scindia, Hon'ble Minister of State for Commerce and Industry, but on the last moment due to some urgent meeting of all Central Ministers called by the Prime Minister, the visit of Hon'ble Minister to FRDCwas cancelled, which was announced in the evening of 13th July 2011. The FRDC was then inaugurated on 14th July, 2011 by the hands of Hon'ble Member of Parliament Shri Manicka Tagore in the presence of Shri Chaitanya Prasad, lAS, Jt.Secretary, Ministry of Commerce and Industry, Shri M.Balaji, lAS, DM, Virudhunagar, Shri T.R. Thomas, CCE, Nagpur and Shri S.Sargunaraman, Jt.CCE, SC, Chennai. About 200 audiences comprising of Government Officials, Fireworks Manufacturers, General Public and Press Personnels were present. The inauguration took place by unveiling the plaque installed on front side wall of the building and then lighting the traditional lamp placed at the entrance hall of FRDCbuilding. At the outset, Shri T.R. Thomas, CCE welcomed the guests and other invitees. He explained the concept of FRDC and how it took shape and completed in time. Shri Chaitanya Prasad, lAS, Jt.Secretary, delivered a brief talk on the infrastructure provided in the FRDCfor the development of eco-friendly fireworks items and the technical services to be provided for the benefits of fireworks industries on a whole with a view of safe manufacture of fireworks items. Hon'ble MP Shri Manicka Tagore made a brief talk on present status of fireworks industry in Sivakasi. Shri M.Balaji, lAS, DM Virudhunagar expressed the role of fireworks industry in the economic devleopment of Sivakasi on a whole, which provide direct and indirect employment opportunities to the local people. The programme was concluded by vote of thanks by Shri S.sargunaraman, Jt.CCE, SC, Chennai. Shri T.O.Sasi, Dy.CCE, Sivakasi and Shri P.Seeniraj, CE, FRDCtook extra efforts for the successful completion of inauguration of FRDC. International Seminar Cum Workshop on "Safety Aspect in Fuel Dispensing Systems"

Shri P.e.Srivastava, Jt.CCE attended two daysInternational Seminar Cum Workshop on "SafetyAspect in Fuel Dispensing Systems" atCoimbatore/Coonoor (TN) by M/s. Gilbarco Veeder

Root (India) Pvt. Ltd. The above workshop wasattended by the officers from their principals from USA,Officers from various regulatory authorities such asPESO, Department of Legal Meteorology, BIS alongwith various user industries such as Oil Companies,Auto LPGoperators and CNGoperators.

The Fuel (Liquid as well as Gas) dispensers eithermanufactured in India or imported for use in thecountry requires a specific approval from CCEas perrelevant provisions of Rules under SMPV(U)Rules,1981, Petroleum Rules, 2002 and GasCylinders Rules,2004. The general arrangements involved in the fueldispenser comprises of a hydraulic unit, a pumpingunit, flow meter and delivery system. The mechanicaland hydraulic components of such dispensers do notrequire any specific clearance or permission from CCE.However, all the electrical and electronic componentswhich are utilized in the assembly of fuel dispensersare required to be of such construction which are safefor the hazardous area application and have a safetyprotection of type approved by CCE. Though in earlydays no comprehensive international standard existedfor complete dispenser to cover its construction, legalmeteorology requirement, safety of electricalequipments & performance and same weremanufactured and supplied as per the standardengineering practice. However, in the last few years,European Union and USA have formulated standardsfor such fuel dispensers which have also beenaccepted and approved by CCE in respect ofdispensers of foreign origin. The dispensers beingapproved are of following International Standards:

(1) BS EN 13617-1:2004 - For Liquid FuelDispensers

(2) BS EN 14678-1:2006 - For LPGDispensers

(3) AS / NZS 2229 :2004 - For Liquid Fuel, LPGand CNG Dispensers

(4) ANSI/lAS NGV4.1-1999 - For CNG Dispensers

CSA-12.S-M99

The NFPA-S2is another comprehensive standard forCompressed Natural Gas Vehicular Fuel Systemincluding its compression, storage and dispensing etc.

In India also, BIS being National Nodal Agency on ISOand other International Codes/Specification has takenup preparation of Indian Standard for Fuel Dispensersunder its ME-38 Sectional Committee, to which ShriP.e.Srivastava, Jt.CCE, HQ has been nominated asPESOnominee in this Committee.

During technical presentation by Shri P.e.Srivastava,Jt.CCE, the general safety requirement of such fueldispensers including type of electric equipmentpermitted were dealt in detail and all the stake holderswere informed about the process for grant ofapprovals to fuel dispensers by PESO.

In addition to presentations of Fuel Dispensers, twomore presentations on Statutory Requirement for Siteand Layout of Auto LPGDispensing Station as well asCNG Dispensing Stations were also made by Shri P.e.Srivastava for the benefit of Oil Companies andALDS/CNG Operators for preparing proper layoutplans and comply siting norms for such fuel dispensingstations. The workshop was acclaimed to be veryinformative and useful to all concerned.

REFRESHER COURSE ON EXPLOSIVES RULES,2008A five working days Refresher Course on ExplosivesRules, 2008 was organized by 0/0. Jt. CCE,Agra forstaff members during the period 23/08/2011 to30/08/2011. Lectures were delivered by officers ontopics- 'Nomination/Change of Occupier', , Renewal ofLicence', 'Specifications of Magazines', 'Grant ofLicences'and 'Supension / Cancellation of Licences.

SEMINAR ON CNG SAFETY AT 0/0. JT. CCE,AGRA.

A seminar on CNGsafety was organized at the 0/0. Jt.CCE, Agra on 26/08/2011 by PESO,Agra and M/s.Indraprastha Gas Ltd. New Delhi. PESO officers ofAgra, Bhopal, Allahabad and Lalitpur offices andOffiCFK of MIs. IGL ew Delhi, MIs. GGL,Agra, M/s.

CCE in his concludingremarks reiterated the need of scrupulous complianceof the provisions of Gas Cylinder Rules, 2004 andrelevant codes/specifications/ standards/regulations/guidelines and safety procedures in the larger interestof public safety.

WORKSHOPS ON EXPL. RULE 2008 BY PESO,ASANSOL

PESO office, Asansol in collaboration with BlackDiamaond Explosives (P) Ltd. Dhanbad, Bharat

Cocking Coal Ltd. Dhanbad and Eastern Coal FieldsLtd., Sanctoria (Asansol) organized two workshops onExplosives Rules, 2008 at Katras (Dhanbad) andKunustoria (Raniganj) on 05.08.2011 and 11.08.2011respectively. Emphasis were given on electronicallygeneration of user ID and password on peso web sitefor filling of quarterly explosives return and e-generation of Form-12 by the module. The workshops were attended by more then 150 nos.(about 75 in each) of explosives Iicenceesof Managerto GM level from BCCLand ECL. The proceedings ofthe workshops were concluded with an interactivequestion/answer session The workshops were wellreceived by the participants.

18. In the background of an accident that occurred atIndian strategic Petroleum Reserve Ltd., (ISPRL),Management cavern project on 26/05/2011. Ahalf day workshop on 'Risk Management inexplosives, Explosives Acts & Rules & Code ofGood Practices in Shot Firing' was conducted byShri S.M. Kulkarni, CE, Mangalore on 01/07/2011and on 12/07/2011. The Officials of ISPRL-SKEC-KCTJ\I, Engineers India Ltd., and other officials ofblasting contractors, workers and shot firersengaged at site attended the workshop.

19. Shri R.K. Maindola, Dy.CCEalongwith Shri A.M.Khan, C.E. attended the seminar/ workshop on30/07/2011 at Amby Valley, Distt. Pune. Shri R.K.Maindola, Dy.CCEdelivered a key note addressto the members of All India Gas ManufacturersAssociation. Around 70 participants attended theseminar.

CCE delivered lecture on09/09/2011 on Designing of Tank Farms forstorage of Petroleum Products and Hazardousgoods for minimizing off site impacts onEmergency Planning in Industries, Hazards,waste management on safe storage,transportation of petroleum products, natural gasthrough pipelines at FICCIconference, Kolkata.

24. On 28/09/2011 a paper contributed by Shri. R.Venugopal, CE on Cathodic Protection ofUnderground LPGtanks in ALDS was presentedas part of the World LPG Conference at DOHA,QATAR. The objective of the paper was toevaluate the effectiveness of cathodic protection(CP) sysstem for underground storage LPGtanksin resisting corrosion in Auto LPG DispensingStations (ALDS) & to compare and interpolate thereadings of CP system obtained from variousALDS in the urban & rural areas. Shri. Venugopalconcluded that the performance of the cathodicprotection system used in the ALDS located awayfrom coastal areas yielded better results incomparison with that of similar systems providedcloser to the costal areas & therefore it isnecessary to bring in required changes andimplements suitable devises to meet suchchallenges.
