A word from our Chapter President… Mike Lustig Dear Members, Please be aware that this month’s meeting will be held on April 21, exceptionally, being the third Thursday of the month, NOT the fourth Thursday of the month.

I have a message to pass along to you from Past President Michel Moreau, concerning the planned re-location of Mascouche airport:

As indicated last month in the Chapter newsletter, the group Corporation de l’aéroport de Mascouche, promoting the Mascouche airport, is seeking the support of the aviation community of which we are all part. Their attempt to relocate the Mascouche airport is probably the last chance to preserve the existence of a general aviation airport northeast of Montreal, the city of Mascouche having decided to close the existing airport in November this year. When elected, the current administration of Mascouche had promised to maintain the airport, and then it planned to relocate the airport and finally abandoned this plan while maintaining the decision to close it.

Your support could take the form of a letter addressed to the Corporation, or even to the Minister. This letter should reach them before April 27, which marks the end of the consultation period.

The Chapter will also indicate its support to the relocation project. We cannot watch airports disappear and not voice our concern. We need places to land!

Note that the complete version of the letter I received from the Yvan Albert, President of Corporation de l’aéroport de Mascouche is appended to the end of this newsletter, including e-mail and regular mail addresses to which you may send your responses.

A word from our Editor Richard Guevara

I have been building and enjoying a fascination with airplanes for as long as I can remember. When my friend were out in the back yard playing I was scaling up the small 3D drawings I found in Janes and making control-line models with screaming Enya 049 engines running on methyl hydrate and castor oil. I remember once travelling way out to the east end of Montreal to buy a sheet of Styrofoam for around four dollars then returning with my treasure on the bus. The man at the factory was very nice – if my memory serves me correctly, he cut the sheet into four pieces and taped everything together so that I could get on the bus with it. Now, as I build the real deal, I continue to run into people who are, like the man at the factory was, generous with their knowledge, time and encouragement.

What an AMAZING journey …

Basic iPhone/iPad apps for Pilots Mike Lustig Here are some very basic iPhone/iPad apps that I have found useful for flight planning and flying. Note that some features of these apps require that the device be GPS-enabled. AeroWeather Lite: Free from the App Store

Get current and precise weather conditions (METAR), as well as weather forecasts (TAF. You can choose worldwide airport weather stations from the built-in database by either name, ICAO code, or based on your current location. Data will be shown in its original format or fully decoded into easy understandable text.

One thing I found particularly handy is that not only does this app show aerodromes, but also weather stations. For example, Lancaster (CLA6) and Valleyfield (CSD3) do not report weather, however weather station St. Anicet (CWBZ) does, which is only 6nm and 8nm away from the two, respectively. Similarly, Cornwall (CYCC) does not report weather, however Cornwall lies very close to the halfway point between Massena (KMSS) and St. Anicet, so one might estimate Cornwall’s METAR by averaging these end-points. Features:

• shows additional information like sunrise/sunset, station location/elevation, time-zone, and daylight saving adjustment

• optionally displays all times in GMT or in the station's local time

• supports US and metric units display/adding of nearby stations

HMC Crosswind Calculator: Free from the App Store

HMC Crosswind Calculator is pretty straightforward. Use the wheels at the bottom of the screen to set your heading (or expected runway heading), the wind direction, and the speed of the wind in knots. Tapping and dragging lets you change the wind direction. Pinching in or out changes the wind speed. You can also change the heading by rotating two fingers on the compass.

The resulting headwind and crosswind will be displayed at the top of the screen. A blue wind arrow will show graphically how the wind is striking your aircraft.

For example, before take-off, one could obtain winds information from AeroWeather Lite, adjust the wind direction to “magnetic” (METAR’s being in “true”), enter wind direction and speed into HMC Crosswind Calculator, set the heading to the runway number and now you know the headwind and crosswind for your take-off!

Declination: Free from the App Store

Find your current magnetic declination based on the World Magnetic Model. Specify your position via GPS, lat/long coordinates, UTM coordinates, or browse the world map. Use Declination to verify your maps. Support for 2015 WMM (World Magnetic Model) for more accurate values until 2020.

This is an actual declination measurement of Runway 07/25 at Alexandria (CSN4) using the Declination app (see figure left). I’m finding the declination values given in the CFS to be questionable (CFS gives 15°W for CSN4).

I did some careful measurements of isogonic lines shown on a Foreflight map after a recent update to check on the actual declination of various airports in our area. When I cross-checked with the Declination app results, I found they matched quite closely.

ILS Trainer: $6.99 from the App Store

ILS Trainer will create a virtual ILS approach from your actual position to a virtual runway and show you an HSI with CDI and Glideslope for you to follow. You can define the glide path and altitude difference or distance to the virtual Touch Down Zone (TDZ). If you want to practice the localizer and/or glide slope interception you

can define a lateral and front offset of the approach. As a real ILS, ILS Trainer will get more sensitive as you get closer to the virtual TDZ. CDI and Glideslope deviations are calculated to emulate a real ILS approach considering horizontal and vertical angles. An indicated DA (decision altitude) is shown for you to initiate your Go Around procedure and check if you were able to keep the needles in place ...

In this app, you can enter up to four different approaches. This is the information required for each approach:

• Glide path: I use 4.5 degrees, based on approach speed and descent rate for my aircraft. I’m working on an adjustment factor for headwinds.

• TDZ Lat and TDZ Lon: I used Google Earth for the coordinates of the center of the runway threshold.

• TDZ Elev: I use airport elevation plus 50 ft.; leaves room for the flare.

• Course (true): You get this from drawing a line down the center of the runway using Google Earth.

• Magnetic Dev: From the Deviation app.

At first, it was a bit tricky to get onto the glideslope after turning final, but once you’re on it and holding it, it’s really quite exciting. Of course, you need a nice little holder for your iPhone that sticks the windshield, as taking your eyes off the runway threshold would be no good to say the least! I use the Iottie One Touch:

CoordCalc: $3.99 at the App Store, get it now before the price increase to $4.99!

A coordinate utility app that calculates the distance and initial/final bearings between two points on Earth specified either manually by latitude and longitude or automatically using the built-in map. It can also calculate a final position given an initial position, distance, and bearing.

This is a quick and easy-to-use tool when you just want to know simple distances and bearings from GPS measurements without the complications of more specialized software with subscription fees.

March 15, 2016 Mr. Mike Lustig Experimental Aircraft Association – Montreal Chapter Our reference : Relocation of the Mascouche airport (CSK3) Mr Lustig, The city of Mascouche, a suburb north of Montreal, has decided to shut down the Mascouche airport (CSK3). The airport sits on a land that is the property of the city of Mascouche. The plan is to rezone the land and sell it to the best offering. The airport will cease its activities on 15 November 2016, after more than 40 years of operations. A relocation project has been launched by the Corporation de l’aéroport de Mascouche, a Not-for-Profit organization that manages the existing airport. The chosen site has already been recognized by Transport Canada as being a private aerodrome, and is known as the aerodrome of Terrebonne/Mascouche. The project consists in the construction of aeronautical infrastructures, a runway located in the city of Mascouche of 995 meters (3660’) and a perpendicular runway, located in the city of Terrebonne, and having a length of 850 meters (2790’). An aerial picture, herein attached, provides the location of the chosen site. On March 4, the Minister of Transport issued an ‘‘Order Prohibiting the Development of an Aerodrome in the Cities of Mascouche and Terrebonne’’. A copy of this order is attached to this letter. Prior to the issue of this order, the Corporation had already started an elective consultation process with the implicated cities and other interested parties in the area. The list of parties followed the proposed changes to the CAR in respect of the development of aerodromes in Canada. With this Order, the Minister has now decreed that the consultation process started by the Corporation is no longer elective, and must be carried out. Further, the Corporation will need the authorization of the Minister in order to proceed with the construction of the new aerodrome. The Minister will render his decision only once the consultation process has been completed and the results submitted and analyzed by Transport Canada. The project schedule is as follows:

- Consultation period: March 14, 2016 – April 27, 2016 - Start of construction: May 31, 2016 (with the authorization of the Minister) - End of construction: November 15, 2016

The Mascouche airport has been known to be the busiest non-ATC airport east of Toronto. It houses three flight schools and related aviation maintenance businesses. Over 125 aircraft are actually based in Mascouche and the pilot population that uses its facilities is estimated at 225+ pilots. The closure of the Mascouche airport is a serious blow to the future of general aviation in Quebec, and will most likely have repercussions across Canada. This is why the Corporation and a group of volunteers are determined to work hard to ensure that a replacement aerodrome can be operational in November 2016. As dedicated as they can be, they won’t be able to do it alone. The support of the aviation community is an essential pillar to our project. That is the reason why we hereby solicit your support and we respectfully ask you to provide your comments and/or preoccupations to us:
