The Annual General Meeting takes place on 14th May 2014 and there are some interesting issues to discuss. On the surface the most straightforward is a proposal from the General Committee to increase the registration fee by a pound. There has been no increase for two years and coupled with the intent to reduce the fee for ABS breeders this proposal is designed to ensure that our income remains sufficient to fund the broad spectrum of work of the Kennel Club for the coming years and encourage responsible breeders to sign up to the Assured Breeder Scheme. Furthermore, this associated change recognises the suggestion that we should consider a reduced registration fee for ABS breeders.

Inevitably the £12m obtained as a result of the British Land agreement will be considered by some as a reason why registration fees should not change. However, this is capital funding and should not be used to pay for routine business activities. Furthermore the investment of this money has been agreed with the membership and so it is designated funding. This proposal does however highlight an anomaly in the way we manage the business of the Kennel Club. In commercial terms the pricing of services and products should be a matter for the Board of Directors, in response to the needs of the commercial business. There is an argument for empowering the General Committee to set the level of registration fees as part of the budget process but that is a discussion for a future AGM.

The proposal to amend Article 33.1 and thus change the process for election of new members should stimulate an interesting debate. There are as many occasions where individual members express disappointment following a successful election of a new member as there are disappointed candidates who do not succeed. Election of new members is a lengthy process which, in part, relies upon members making any supporting or negative comments about any candidate at the point the

name of an individual is posted in the Kennel Club Journal or on the Club Noticeboard. It is the General Committee that has

the responsibility to consider each application and reach a decision.

Where objections are raised any consultation is directed at the members proposing the candidate. It is their duty to consider any points of concern that have been raised. A right of reply by the candidate could be a desirable objective but there will be some consequences. For a candidate to receive the detail of any objection the source of the objection is likely to be obvious. This could create the situation where members become reluctant to raise objections to avoid further conflict with a person who they may be in dispute with. Furthermore, being rejected for membership is not an easy thing to accept and an acrimonious exchange of views does not foster good outcomes.

Our world of dogs brings together people of many views and attitudes and how we resolve differences of opinion is an issue for wider consideration as the General Committee deliberate upon widening the membership. This is work in progress and it is the view of the General Committee that we should complete this work before we consider alteration of rules and processes that have served the Kennel Club well for many years.

However the result of this proposal will reveal the diversity of attitude on this matter.

This leaves the proposal calling for a return to the production of a printed gazette in a high quality, magazine format. It is likely that views will be mixed about this proposal but the issue is a relatively simple one. The Kennel Club is not alone in its strategy to archive much of its history in electronic form and thus the ongoing production of a gazette in a printed form was increasingly

out of step with the modern trend and unsustainable in cost terms. A limited circulation, alongside the significant expense of producing a glossy magazine format is difficult to justify. Furthermore, the lead time for producing a printed monthly magazine inevitably results in the information it contains being out of date by the time it is sent out to members. Set alongside the increasing reference to our website as the popular mode of communication, there would appear to be little justification for reverting to the original printed gazette format.

The proposal hinges on our prestige and history but do we consider that the Kennel Gazette would continue to be a significant contribution? Surely prestige and history is more about what we do rather than how we report it. Furthermore, there is a plethora of printed reports covering the activities of the Kennel Club for the committed archivist to collect and refer to. The Annual Report is an example of a high quality, annual summary of the Kennel Club’s activities. The Health Report is relatively new but is also full of interesting information about progress in dog health and ‘Woof’ covers the excellent work of our Charitable Trust.

We have a diverse portfolio of activities that means that no single publication will appeal across that spectrum of interests. It is not surprising that each specialist group has its preferred methods for communicating its activities. The Field Trial Newsletter and the Agility Newsletter are just two examples of this. And we must also return to our website where all of this information can be found in abundance.

It will be interesting to see how this debate unfolds and the outcome of the ballot, however personally I hope members will consider the wider issue rather than taking a narrow or personal view of what each individual perceives they have lost or gained. This is not a time for emotional attachment to out-moded methods of communication (even if many of us have a fondness for the paperback in preference to the eBook).

ANNuAl RETuRNS 2014Secretaries of Registered and Affiliated Societies and Breed Councils are reminded that 2014 Annual Returns must be submitted to the Kennel Club (Canine Activities Department) by 31 July 2014. PLEASE MARK YOUR ENvELOPE ‘ANNUAL RETURNS’ or preferably EMAIL DOCUMENTS to [email protected].

The items required to complete the Annual Returns are listed in the Kennel Club Year Book 2013/2014, under Regulation C 4.a. Secretaries of Breed Clubs,

Breed Councils, General Canine Societies, Training Clubs and Agricultural/Municipal Societies should note that all items must be forwarded each year, even if there are no changes from the previous year. Any proposed changes to rules must be clearly indicated. In the case of a Breed Club which uses its Breed Council's judges lists, this fact should be clearly notified in a covering letter.

For Breed Clubs and Councils, criteria for inclusion on judges lists must also be submitted. Any proposed amendments to the criteria must be highlighted and approval sought.

Breed health declaration. As part of their Annual Returns, Breed Clubs are required to submit a health declaration.

Breed Clubs are also required to submit the Kennel Club Code of Ethics with any additional clauses as part of the Annual Returns.

The safe receipt of complete Annual Returns will be acknowledged and failure to receive a receipt within 6 weeks should be queried with the Canine Activities Department.
