InfinityKorean traditional WANJA patterns can be expanded infinitly by repeating identicalpatterns over and over again. The infinity of patterns symbolizes the vast potentials ofhuman beings, especially of the gifted.

Society and Self(S2)A gifted person is an independent individual as well as a part of a society. Thisemphasizes the uniqueness and creativity of the gifted which should be socially acceptedfor its contribution. Each part of the WANJA patterns represents 'S ' of society and self.

ProfileNicholas Colangelo is the Myron & Jacqueline Blank Professor of Gifted Education atThe University of Iowa. He is also Director of The Connie Belin & Jacqueline N. BlankInternational Center for Gifted Education and Talent Development. He is author ofnumerous articles on counseling gifted students and the affective development ofgifted. He has edited two texts: New Voices in Counseling the Gifted(with RonaldZaffrann) and Handbook of Gifted Education, EditionsI, II, and III(with Gary Davis). Hehas authored “A Nation Deceived: How Schools Hold Back America’s BrightestStudents”(with Susan Assouline and Miraca Gross). He has served on the editorialboards of major journals including Counseling and Development, Gifted ChildQuarterly, Journal of Creative Behavior, Journal for the Education of the Gifted, andRoeper Review. He has presented a number of research papers at national andinternational conferences and has been a keynote speaker on numerous occasions.In 1991, he was presented with the Distinguished Scholar Award by the NationalAssociation for Gifted Children; in 1995, he received the Alumni Achievement Awardpresented by the School of Education, University of Wisconsin-Madison. In 2000, hewas elected to the Iowa Academy of Education and received the State of IowaRegents Award for Faculty Excellence. In 2002, he received the President’s Awardfrom the National Association for Gifted Children. In 2003, he was appointed byGovernor Tom Vilsack (Iowa) to the Iowa Learns Council. Dr. Colangelo was electedPresident of the Iowa Academy of Education for 2005-2006. He received the UptonSinclair Award as a Top Ten Influential Educator for 2005. In 2007, he was selectedas the Association Editor for the National Association for Gifted Children (2007-2009).Dr. Colangelo received the Michael J. AbstractThis keynote presentation will focus on research and attitudes regarding academicacceleration. The report “A nation deceived: How schools hold back America’sbrightest students”(Colangelo, Assouline, & Gross, 2004) had an international impacton the issue of acceleration. The report indicated a great disparity between thepositive research on acceleration and the negative attitudes of educators aboutaccelerating gifted students. Most of the criticism against acceleration has focused onthe social and psychological concerns about a student. In this presentation, I willcover both the research on the academic issues as well as the social andpsychological issues. While “Nation Deceived” focused on American education, itgenerated considerable international attention. The report has been translated into 10languages, including Korean in honor of Korea hosting the World Conference ofGifted and Talented Children. The presentation will also indicate how acceleration fitsthe needs of gifted students around the world and how it is an effective and efficientintervention for the 21st century.

General InformationSouth Korea, officially the Republic of Korea (ROK) and often referred to as Korea, is astate in East Asia, located on the southern half of the Korean Peninsula. It is neighboredby China to the west, Japan to the east, and North Korea to the north. Its capital is Seoul,the second largest metropolitan city in the world and a major global city. Its territorycovers a total area of 100,032 square kilometers and has a population of over 50 million,making it the third most densely populated (significantly sized) country in the world.

LocationThe Korean Peninsula is located in North-East Asia. It is bordered by the Amnok River(Yalu River) to the northwest, separating Korea from China, and the Duman River (TumenRiver) to the northeast which separates Korea from both China and Russia. The countryitself is flanked by the Yellow Sea to its west and the East Sea to the east. There areseveral notable islands that surround the peninsula including Jeju-do, Ulleung-do andDok-do. Because of its unique geographical location, Korea is a very valuable piece ofland and an international hub of Asia. Mountains cover 70% of Korea's land mass,making it one of the most mountainous regions in the world. The lifting and folding ofKorea’s granite and limestone base create a breathtaking landscape of scenic hills andvalleys. The mountain range that stretches the length of the east coast falls steeply intothe East Sea, while along the southern and western coasts, the mountains descendgradually to the coastal plains that produce the bulk of Korea’s agricultural crops,especially rice.

ClimateKorea's climate is regarded as a continental climate from a temperate standpoint and amonsoonal climate from a precipitation standpoint. The climate of Korea is characterizedby four distinct seasons: spring, summer, fall, and winter. Summer lasts from June toearly September. It is a hot and humid time of the year.

Korean history begins with the founding of Gojoseon in 2333 BC by the legendary Dan-gun. Following the unification of the Three Kingdoms of Korea under Silla 668 AD, Koreawent through the Goryeo Dynasty and Joseon Dynasty as one nation until the end of theKorean Empire in 1910, when Korea was annexed by Japan. After liberation andoccupation by Soviet and U.S. forces at the end of World War II, the nation was dthidedinto ean E and South Korea. The latter was established in 1948 as a democracy. A warbetween the two Koreas ended in an uneasy cease-fire. After the war and a period ofmilitary rule, the South Korean economy grew significantly and the country wastransformed into a major economy and a full democracy.

Incheon

General InformationIncheon, officially the Incheon Metropolitan City, is South Korea's third largest metropolis,after Seoul and Busan. As the largest seaport on the west coast and home to thecountry's largest airport, Incheon International Airport, Incheon is South Korea's mostimportant transport hub. In the 21st century, Incheon has transformed into a globalbusiness hub centered around the high-tech and futuristic Songdo International City,which is home to South Korea's tallest building, the 305m supe rtall Northeast Asia TradeTower. Incheon is home to over 2.5 million people and under the control of one of the twofree economic zone authorities in Korea, aimed at attracting foreign investment; the cityaims to turn itself into a financial and corporate hub along with the Busan-Jinhae FreeEconomic Zone Authority.

LocationLocated 28 km from the nation’s capital, Seoul, Incheon is regarded as part of the greaterSeoul metropolitan area due to part of it bordering the capital, and the fact that the SeoulMetropolitan Subway and the Incheon Subway systems are linked.

ClimateThe Incheon area has a relatively dry climate, and is affected greatly by seasonal winds.Northwesterly winds hit the region in winter, while southwesterly winds prevail in thesummer. The average annual temperature is around 11.4°C, with average temperaturesaround minus 3.1°C during the month of January and 24.9°C during the month of August.The temperature span over the year is 28°C.

The University of Incheon (UI) is a public university operated by the municipalgovernment of Incheon Metropolitan City, South Korea. The university was first foundedas a private college named Incheon Technical College in January 1979. In December1979 it was renamed Incheon College and in October 1988 it was chartered as auniversity. In March 1994 it became a municipal university. Topic [ Brain - How it works and how far we know]

ProfileDr. Zang-Hee Cho is an University Professor at Neuroscience Research Institute,Gacheon University of Medicine and Science, Incheon, Korea. He has published 220peer reviewed papers on neuroscience. He has also written books on foundation ofmedical imaging, and 7.0 Tesla MRI Brain Atlas. His major research has been ondevelopment of the first positron emission tomography(PET), Introduction of BGO toPET, development of the one of the first 2.0T MRI system in 1985, introduction ofNeuroscience to acupuncture research, and development of first PET MRI. He hasreceived numerous awards for his work, including the National Medal of Honor inScience and Technology, and the National Academy of Science Prize from thePresident of Korea, the Science Prize from the Korea Academy of Science andTechnology, Seoul, Korea, Distinguished Faculty Award for Research AcademicSenate, University of California Irvine, and Jacob Javits Neuroscience Award, USA,and so on. He is also a Professor emeritus, Radiological Sciences, Psychiatry andHuman behavior at University of California, Irvine, USA. His major researchachievements were Development of the first PET in 1975, Introduction of BGO to thePET in 1977, Development of the one of the first 2.0T MRI system in 1985,Introduction of Neuroscience to Acupuncture, and Development of first PET MRI in2005, Gachon NRI.

AbstractHuman brain is one of the most complex organs which we know very little. In 21stCentury, we are still exploring our brain, how it looks and how it works. Fortunately,our modern science allowed us to look and investigate our human brain withoutinvasive procedures such as cutting and dissecting, thanks to the modern Sciencesand Technology. For example, with help of Positron Emission Tomographic (PET)scanner, a product of modern nuclear physics, now scientists can study molecular

and chemical changes in the brain that are taking place while one is in conversationwith another person, totally in noninvasive manner. Another modern scientific tool thatis essential for the study of human brain is the well known Magnetic ResonanceImaging (MRI). MRI is a brain imaging tool with which one can study many details ofour brain without invasive procedures and is able to show such as where they areand how they are functioning, in live. Both PET and MRI are now developed to ahighly sophisticated level requiring great deal of expertise and expenses. They are,therefore, not readily available for ordinary scientists and investigators. These toolsnow provide most essential information on our survivals, such as early detection ofcancerous tumors or early diagnosis of deadly neurodegenerative diseases such asStrokes, Parkinson’s, and Alzheimer’s, not to mention numerous cognitiveimpairments and mental diseases that our human confronted in this modern time. In this talk, I will deliver a few of those examples that can be studied with modernbrain imaging tools such as PET and ultra high field MRI.

ProfileDr. Shang-Hi Rhee is Director General, Gwacheon National Science Museum. Healso serves as Distinguished Professors at Gachon University of Medicine andScience, and Tsinghua University, Beijing, China. He has served as advisors innumerous professional organizations: Korea Federation of Small and MediumBusiness, Attorneys Guild of Russia, and Korea Sports Council. He is currentlyPresidents for Korea Association of Cyber Education, and Asiania Sport for AllAssociation, and Chairmans for Greenopia Institute for Technology and Economics,and Young Astronauts Korea. He served as Minister of Science and Technology,Korea. He has authored numerous books and chapters in various fields: gifted,education reform, science and technology administration, hi-tech industry, and patentwar.

AbstractLeadership is the key dynamic force that motivates and coordinates an organizationto accomplish its objectives. Leadership is and act that causes others to act orrespond in a shared direction and bring about positive change. Leadership is a way ofinfluencing people beyond routine compliance. In short Leadership is the ability toinspire confidence and support among people. Part of inspiring and helping others ismaking a contribution to society. Everyone can contribute in one's own way. Giftedpeople can contribute by enhancing intellectual property. According to the lawregarding intellectual property: "Intellectual property rights are the recognition of a property in an individual creation.Intellectual property rights are usually limited to non-rival goods, that is, goods whichcan be used or enjoyed by many people simultaneously the use by one person doesnot exclude use by another. This is compared to rival goods, such as clothing, whichmay only be used by one person at a time. For example, any number of people may

make use of a mathematical formula simultaneously"(wikipedia). This is the age where implicit assets are becoming more valuable. Gifted youth andleaders of tomorrow must know and be prepared to be effective leaders that inspire,persuade, influence, and motivate others and spearhead useful changes.

She has been the Director ofNational Research Center on Gifted Education in Korea, the President of Asia PacificFederation of the World Council for the Gifted and Talented (WCGTC), and amember of the Korean Presidential Advisory Council for Educational Innovation. Shewas awarded the Korean Decoration for the Merit of Civil Service and tted albrightSenior Research Scholar (WC. She is serving as tted Editor-in-Chief of the APJournal of Gifted and Talented Education of the Asia Pacific Federation of WCGTC.She is also serving as the Review Board Member of the Gifted Child Quarterly andeditor of the Gifted Education International. She is currently in charge of the ProjectHOPE, the Javits Grant Research Project, which is to identify and mentormathematical minds to ELL promising students in New York, New Jersey, California,and Florida for 5 years.

AbstractCreative productivity is one of the essential goals for education of gifted students inaddition to challenging them for maximum development of their potential andproviding comfort zone in order to meet their psychological needs. However, notenough effort has been invested for nurturing creativity of gifted students. Even ifthere are instructional programs for nurturing creativity, the domain specific nature ofcreativity has not been reflected enough. Creative productivity is a result of dynamicinteraction among motivation, knowledge and skills in general and in specific domains,convergent thinking and divergent thinking, and environment. To bring about the mosteffects of the interaction among the components, all of these attributes need to be

developed in balance and up to certain level. Otherwise, the creative productivitycannot be resulted to the maximum. In East, where confucian philosophy is stronglyinfluential, children should be encouraged more to think critically and take risks ofmaking mistakes attempting unknown solutions or ideas. In West, where children arefrequently allowed to choose what they like to do and are not forced to master basicskills, repeated practice for mastery of skills should be more emphasized in order forall the components to be developed in balance and up to certain level. In this way,children both in East and West will be able to exhibit creative productivity to themaximum.

Kyungbin Park(Kyungwon University)

Topic [ Gifted Education in Korea : Yesterday andToday ]

ProfileDr. Kyungbin Park is a professor at Kyungwon University. She is one of the firstmembers of the Society for the Gifted in Korea, and has worked to improve theconditions of gifted education for Korean students for more than 20 years. She hasserved as an advisor to various committees on gifted education, such as the Giftededucation office for Gyunggi Province, Busan Metropolitan City, Gifted EducationInstitute of Korea, Institute for Scientifically Gifted Youth, and many others. She haswritten several books and many articles on gifted education, creativity and cognitivedevelopment. She has served on the organizing committee member for the 3rd and8th the Conference on Giftedness held in Korea and is currently the Vice Chairpersonof the Organizing committee for the 19th WGCTC. Her current areas of interest arecreativity, implementing gifted programs to diverse populations, such as for thoseliving in the rural areas, and for the underpriviledged students, and adopting resultsfrom neuroscience studies to cognitive abilities.

AbstractAlthough the history of gifted education in Korea is comparatively short, rapidimplementation has been taking place. The Gifted Education Development Law waspassed on 2002, and currently, 1% of the students are participating in various giftededucation programs. About 3% of the students are expected to benefit by the year2012. The majority of gifted programs are geared toward Science and Math, butother areas such as information technology, arts, invention, creative writings are nextin line. Presently, we are working on changing the method of Identifying gifted and talentedstudents, from relying on paper-and-pencil tests, such as aptitude and achievementtests, to class observation and nominations by teachers. Identification is the startingpoint and probably one of the most important procedures in gifted education, so we

expect major changes in the education system for the gifted. Looking at the current status of gifted education in Korea, we have moved forwardtrying to provide equal education opportunities for all. Gwacheon National Science Museum opened on Nov 14 2008 as Korea’s the largestnational science museum providing a wide range of the exhibitions and displayingcutting-edge technologies, fundamental researches, natural history, and aerospacetechnology. It is located at Gwacheon-si of Gyeonggi-do province. The main facilitiesare indoor and outdoor exhibitions, planetarium, observatory, learning area, sciencecamp site. In indoor exhibitions, many interesting subjects in physics, chemistry,biology, brain map, response time, and earth science are displayed. In outdoorexhibitions, you can find scientific theme parks for fun and learning, and eco-Park forrelaxation and learning.
