    The 1997 Commodity Flow in the Philippines is an annual publicationof the National Statistics Office which provides comprehensive statistics onregional commodity flow by mode of transport. This publication contains detailedstatistics on the quantity and value of coastwise, air and rail trade by commodity,port of origin and destination.

    EXPLANATORY NOTE

    1. BACKGROUND

    In 1974, the National Accounts Staff of the National Economic andDevelopment Authority initiated the Regional Income Accounts Project for thepurpose of presenting the regional disaggregation of the nations domesticproducts. The dearth of statistics at the regional level, however, preventedthe project from presenting the inflow and outflow of goods for the variousregions. In 1976, an Inter Agency Committee on Transportation andCommunication Statistics (IACTCS) was created to develop a rational andintegrated statistical system for the communication sector. The Committeewas chaired by NEDA with National Statistics Office (formerly NationalCensus and Statistics Office), Bureau of Customs (BC), Philippine PortsAuthority (PPA), Maritime Industry Authority (MARINA), Ministry of PublicWorks, Transportation and Communication (MPWTC), Philippine Airlines(PAL), and Philippine National Railways (PNR) as members of the TechnicalCommittee.

    1.1 Coastwise Trade Statistics

    The NSO, has been recording the movement of commodities by port oforigin and port of destination as contained in the Bureau of Customscoasting manifests (BC Form No. 78) since 1968. However, the datacontained in these documents were insufficient as far as the needs of theIACTCS were concerned. Moreover, data gathering activities for thegeneration of water transport statistics were being independently conductedon basically the same items by the NSO, PPA, BC, and MARINA. To ensureadequacy of information and to avoid duplication of functions the NEDA,NSO, BC, PPA, MARINA AND MPWTC agreed to revise the manifests andthe system for generation of statistics through the Integrated System forCoastwise Shipping Statistics (ISCSS) Project.

    The ISCSS was designed to evolve an integrated system designed toefficiently and effectively collect, process and disseminate reliable domesticshipping, trade and port statistics. It was formalized in March 1979 with thesigning of the Memorandum of Agreement by the heads of the participatingagencies. Guided by the concept of decentralized data processing, projectactivities were delineated as follows:

    1. The PPA Operations staff was responsible for the proper and appropriatefiling up of the various forms and documents;

    2. PPA was responsible for the collection and initial processing (coding) ofdocuments, but in ports where there no PPA officials, the function was tobe attended to by Bureau of Customs personnel;

    3. NSO was to verify coded documents and provide the computer servicesrequired by the ISCSS; and

    4. The NSO was to provide the PPA and MARINA with the tabulations theyneed.

    1.2 Air Trade Statistics

    Through the initiative of the IACTCS, meetings were arranged withofficials of the Philippine Airlines (PAL), the Civil Aeronautics Board (CAB),and other domestic airlines, on the feasibility of collecting cargo manifests assource documents in compiling airway statistics.

    On October 1,1976 the NEDA, NSO and PAL signed a memorandum ofAgreement where the parties agreed on the following:

    1. PAL was to provide the NSO with their Air waybills (AWB) and otherrelated source documents; and

    2. NSO was to take charge of both manual and electronic processing andpublication of results.

    As part of this memorandum of agreement, PAL revised the AWB andadded an extra copy to the usual set prepared to accommodate the projectsrequirements. Starting with the documents of September 1977, the projectoperationalized the collection and processing of data on commodities flowingthrough the air transport system.

    1.3 Rail Trade Statistics

    The project activities geared to the generation of rail trade statisticstook off when NEDA and NSO personnel organized a working committee withthe Phillippine National Railway (PNR) to improve the data system on railwaystatistics. This committee worked on the revision of PNR forms, Daily Reportof Waybills Forwarded and the Express / Freight Shipping Order, to makethem appropriate data gathering instruments for Rail Trade Statistics.

    In August 1977, a training of PNR station agents on the filing-up of therevised forms was conducted at the PNR Central Office. The PNRimplemented the revised DRWF in October 1977 and submitted the results tothe project for evaluation. By the end of 1977 the systems specifications wascompleted. On the following year, the system for the collection andprocessing of rail commodity flow statistics was operationalized.

    2. COVERAGE OF COMMODITY FLOW DATA

    The trade data contained in this report pertain to the flow of goodsthrough airports, seaports and railway stations in the country, whether forgovernment or private use, or for commercial purposes.

    The air waybills were collected from the forty-one (41) PAL - operateddomestic airports while the Daily Report of Outgoing Shipments (DROS) forrail were gathered from 35 or 76% of the 46 PNR stations in the country.

    Coasting manifests were collected from 45 major ports and 388 otheractive seaports, comprising 58.12% of the 745 ports listed by PPA all overthe country. The remaining 41.88% are fishing ports which are excluded inthe compilation of data. Detailed coastwise statistics by port presented in thispublication, however, are limited to ports where loaded and / or unloadedcargoes amounted to P1M and above and to commodity items with values ofP1M and above. Statistics for other ports and for other commodities arepresented as aggregates.

    3. COLLECTION AND PROCESSING OF COMMODITY FLOW DATA

    3.1 Coastwise Trade Statistics

    Coastwise trade statistics is a compilation of data on commoditiescarried through the water transport system.

    The source document for coastwise trade statistics is the OutwardCoasting Manifests (Bureau of Customs Form No. 78), submitted by mastersof vessels plying the inter-island ports to the collectors of PPA or theirauthorized representatives before the vessel leaves the port area. The NSOis provided with copies of these documents which are collected by NSOpersonnel from the PPA Central Offices in the provinces These are thenforwarded to the NSO Central Office in Manila for processing. The coastingcargo manifests contains information on the following:

    Another source document is the Philippine Coastwise PassengerManifests. Information on passengers commuting through the water transportsystem along with the BC Form No. 78 are collected when a vessel carriesboth cargo and passengers. Otherwise, only one document is collected.

    3.2 Air Trade Statistics

    Air trade statistics is a compilation of data on commodities carriedthrough the air transport system.

    Data source for airway trade is the AWB issued by PAL to everyconsignee.

    The AWB contains, among others, the following information:

    1. Station of origin and destination2. Description of Commodity3. Actual gross weight4. Equivalent volume weight5. Declared value

    The acceptance and sales clerks of PAL prepares an extra copy ofevery AWB issued and the corresponding sales report are collected by NSOfield personnel. Reports collected from the provincial sales offices are sorted,bundled, coded and edited in the field before transmittal to the NSO CentralOffice. Documents collected from the Metro Manila sales offices aretransmitted to and processed at the NSO Central Office where transmittalsfrom the field are likewise verified for further processing.

    3.3 Railway Trade Statistics

    Railway trade statistics is a compilation of data on the movements ofcommodities via the rail transport system.

    The basic document used in generating the rail commodity flowstatistics is the DROS (Daily Report of Outgoing Shipment) which is thesummary of the daily cargoes shipped through the PNR. The informationcontained in this form are copied by PNR personnel from the express / freightshipping orders issued for the day. This form includes information namely:

    These forms, accomplished by station agents, are collected by NSOfield personnel and submitted to the NSO Central Office for processing.

    4. COMMODITY CLASSIFICATION

    The commodity classification used in the compilation of the data is the1989 Philippine Standard Commodity Classification (PSCC) which is alignedwith the UN Standard International Trade Classification (SITC) Rev 3.

    The classification is presented in six levels of details: section, division,group, subgroup, item and sub-item. Each commodity or commodity group isidentified by a unique code number.

    The code number of each commodity is so designed that the first digitidentifies the section; the first two digits, the division; the first three digits, thegroup; first four digits, the sub-group; the first five digits, the item; and theseven digits, the sub-item or specific commodity.

    5. OTHER AVAILABLE DATA

    Aside from the tabulations presented in this publication, other detailedtables for the year are available at the Trade Statistics Division, Industry andTrade Statistics Department, NSO in computer print-outs. Also, quarterlytabulations are made available to users within the following quarter. Aquarterly publication containing summary tables comes out at a two-quarterlag.

    Copies (in computer print-outs, tapes or diskettes) of tables regularlyproduced and user-oriented tables can also be made available to requestingparties at cost and upon approval of the Administrator, National StatisticsOffice, Sta. Mesa, Manila.

  • COMMODITY FLOW IN THEPHILIPPINES: 1997

    Value of domestic trade reaches P307.76 billion

    In 1997, the total value of merchandise goods traded within thecountry amounted to P307.76 billion, posting a slight increase of 1.2percent from P304.06 billion recorded in the previous year. Thequantity also jumped to 26.54 million tons from 1996s 25.46 milliontons.

    Volumewise, majority of the traded commodities was composedmainly of mineral fuels, lubricants and related materials with 8.09million tons or 30.5 percent of the total. Manufactured goods classifiedchiefly by materials followed at 7.58 million tons (28.6 percent) and foodand live animals at 5.02 million tons (18.9 percent). (See Figure 1.)

  • Food and live animals registers the highest traded goods

    Valuewise, food and live animals registered the highestamounting to P79.73 billion worth of goods or 25.9 percent of the total;followed by mineral fuels, lubricants and related materials with P67.83billion or 22.0 percent of the total value that were traded within thecountry. (See Figure 1.)

    Water transport accounts for 99.7 percent

    Water transport remained to be the most popular means oftransporting goods with 26.47 million tons or 99.7 percent share of thetotal quantity of commodities were flowed to the different parts of thecountry worth P301.46 billion or 97.9 percent. While air transportfollowed at 2.0 percent or P6.21 billion pesos and the remaining sharefrom rail transport worth 89.63 million pesos only. (See Figure 2.)

  • NCR still dominates domestic trade

    By region, NCR accounted for the highest value of merchandisetransported with P73.84 billion or 24.0 percent of the total. Of thereceiving regions, Central Visayas accounted for the highest value ofcommodities shipped out from NCR amounting to P22.94 billion or 31.1percent. This was followed by Southern Mindanao with P15.80 billion(21.4 percent), Northern Mindanao with P10.25 billion (13.9 percent),and Western Visayas with P9.81 billion (13.3 percent). (See Figure 3.)

    Visayan regions absorb most of the goods from NCR

    Almost 50.1 percent or P37.00 billion worth of goods from NCR

    was received by the three Visayan regions while 44.6 percent or P32.95

    billion worth of goods was absorbed by Mindanao regions.

  • Among the three Visayan regions, Central Visayas reported the

    highest trade deficit at P22.39 billion. (See Figure 4.)

    On the other hand, inflow for NCR was recorded at P91.21 billion

    resulting to an unfavorable balance of trade of P17.38 billion for the

    year.

    Central Luzon posts the highest trade balance

    Central Luzon posted a favorable balance of trade of P49.70

    billion. Despite the absence of air and rail transports in the region,

    Central Mindanao and Southern Mindanao likewise posted positive

    performances with P17.12 billion and P4.24 billion, respectively.

  • Iron and steel comprise 14.3 percent of traded goods inNCR

    Iron and steel comprised 14.3 percent (403 million kilograms) ofthe total quantity of goods traded from NCR. Various commodities, notelsewhere specified, followed with 12.8 percent share or P10.46 billionworth of goods.

    Top commodities from Central Luzon comprised petroleum,petroleum products and related materials, and cereals and cerealpreparations. These goods were valued at P44.36 billion andP2.53 billion, respectively. (See Figure 5.)

    In Western Visayas, sugar, sugar preparations and honey were thetop commodity groups with almost 27.9 percent share of the totalquantity.
