Perkins Career Technical Education Act (CTE). So what do the WIOA, AEBG, CTE, and SWP have in common? These workforce initiatives have common goals: 1) An increased emphasis on regional workforce needs; 2) Focus on coordination with education, training, employers, and social service providers to promote aligned career pathways; and, 3) Emphasis on programs and services for participants that lead to achieving measurable skills gains. SWP CTE AEBG WIOA Text Regional Workforce Needs The Districtwide Strategic Plan is the amalgam of critical and common priorities from the colleges and Continuing Education articulated as strategic goals for the San Diego Community College District. The Strategic Planning Committee, which is comprised of representatives from faculty, classified staff, and administrative staff from each of the three colleges, Continuing Education, and the District office, is responsible for coordinating its development. As we embark on the development of the 2017-2021 plan, the committee members will bring forth the planning processes from each of the four institutions and integrate them into an overarching Districtwide planning framework. The recent approval of the $200M Strong Workforce Program (SWP) funding by the State has increased references to other workforce initiatives, e.g. Workforce Innovation Opportunity Act (WIOA), Adult Education Block Grant (AEBG), and the Carl D. Perkins Career Technical Education Act (CTE). So what do the WIOA, AEBG, CTE, and SWP have in common?

Regional Workforce Needs

Military Education Instructor Receives Recognition

The Online Education Initiative (OEI) has signed a contract with SmarterServices that allows us to offer the OEI comprehensive readiness for online learning program called Quest for Online Success to all California Community Colleges for online students at no cost to the colleges. The OEI piloted Quest for Online Success (QOS) over three semesters. In their survey of students who used QOS, most students indicated that completing the diagnostic assessment would greatly improve their chances of being successful in their online class. In a case study of Ashford University, the results showed that students who participated in the readiness orientation improved their success rate by an average of 17%.

OEI Offers Online Student Readiness ProgramThe Program includes a diagnostic assessment, the Learning Readiness Indicator (LRI) powered by SmarterMeasure, skill building multimedia tutorials, quizzes, and supplemental materials. Using the Quest program is a great way to help your students be successful in their online classes.

The Program which focuses on the cognitive and non-cognitive factors contributing to online student success has been developed in a Canvas course shell, but can be used by schools using any LMS.

SDCCD Online Learning Pathways has created a Blackboard shell for students to access the Readiness program.

The staff of NTTC Meridian and the Commanding Officer, Naval Technical Center Meridian, expressed his appreciation to Mr. Jefcoat for his outstanding work and dedication to their mission. Mr. Jefcoat was instrumental in teaching the Personnel Specialist training course and the Pay and Personnel Support System (PASS) course to civilian personnel using the Personnel Specialist “A” school curriculum. The course and its outcomes received a very high level of visibility by the aforementioned and by Naval Education and Training Command. Bravo Zulu Mr. Jefcoat.

Instructional Policies and Procedures

The Board of Governors of the California Community Colleges approved an amendment to Section 55023 Academic Record Symbols and Grade Point Average of Title 5 of the California Code of Regulations. The amendment is the addition of the SP (Satisfactory Progress) symbol which means Satisfactory Progress towards completion of the course. The SP symbol could be used by an institution for noncredit courses only and would not be supplanted by any other symbol.

Distance Learning Student Success IncreasesAs reported by LeBaron Woodyard, Dean, Academic Affairs, State Chancellor’s Office, the statewide DE student success compared to F2F (face-to-face) success showed a growth rate from 53% to 63%, a 10 point difference in the 10-year period 2005-2015. The F2F success grew from 64% to 70%, a 6 point difference during the same period.

In addition, statewide, the percentage of students taking DE classes is 33.8% and the average units attempted of that 33.8% is 15.38 units. The percent change in the student headcount over the 10-year period showed an increase in DE students of 8.14% while F2F showed a decrease of -1.88% in headcount.

This overview of distance education statewide is encouraging, especially the increase in success rates.

Community College Consortium for Open Educational Resources

The Community College Consortium for Open Educational Resources (CCCOER) was established in July 2007 by Foothill-De Anza Community College as part of a grant awarded through AB 577. SDCCD became a member of the consortium in December 2007. Today, CCCOER has grown and is a joint effort by individual community colleges, regional and statewide consortia, the Open Courseware Consortium, the American Association for Community Colleges, the League for Innovation in Community Colleges, and many other educational partners to provide free educational materials to students. The Budget Act of 2016, adds Article 4 (§78050) to the Education Code,

the Zero-Textbook-Cost Associate Degree Grant Program to reduce the overall cost of education for students. The program will distribute grants of up to $200,000 for each zero-textbook-cost degree (Z-degree). Also, SB

1359 was passed in September which requires that courses using digital, no-cost materials be identified in online class schedules.
