America in the 1880o was a nation that was moving forward and that pace sustained through the following 20th Century. Creating a communication network within a village, a city or across a nation certainly did not occur overnight or even over a month. In many respects, the continuance of that interlacing activity continues to today and beyond. From a point of perspective and perception, interlacing Belvidere to create a telephonic network did occur almost overnight.

The photograph shown here was taken in the early 1880s at the corner of South State Street and Logan Avenue when telephone linemen were stringing wires to create a communication network in downtown Belvidere. However, by that time, the telephone had attracted attention nationwide and worldwide and Belvidere wanted to participate in this communications revolution. The change in how people could communicate with each other occurred almost immediately after Alexander Graham Bell invented the telephone in 1876.

Prior to that invention rapid communication was relative and could most rapidly occur via telegraph code transmission. The Morse Code was developed to be used by telegraph operators to communicate what the author wanted to say. Coded electronic messages were sent and received at the desired destination where the code was deciphered into letters, words and sentences. The telegraphic message that was transmitted consisted of a coded series of dots and dashes created through the tapping of a telegraph key that sent electronic impulses across wires.

Prior to that electronic means of message delivery, people relied on the US Mail that hired stage coaches and employed express riders to deliver messages of import to the recipient.

The telephone streamlined communication in a manner that was unimagined before the first message between Bell and his assistant Thomas Watson was heard. According to the Library of Congress, the words recited into the telephone instrument from Bell to Watson requested, “Mr. Watson, come here—I want to see you.”

With those words, telephonic communication of a voice over a wire was accomplished. Communication would not be the same until more than a century later, to today when we have Internet communication as what many consider to be a natural extension of what Bell created.

Martinez SentencedTo Serve 26-YearsBy James Middleton

Last Friday, Nicholas Martinez (22) of Belvidere was sentenced to serve a 26-year term in the Illinois Department of Corrections after having previously been found guilty of attempted first-degree murder. Mr. Martinez was found guilty by a jury on July 31.

The attempted first-degree murder incident occurred on February 18, 2011. Mr. Martinez was known by local police to be a member of the Latin Kings street gang. On that date Mr. Martinez was in the vicinity of the 400 block of Wedgewood Lane and Appleton Road in Belvidere. Police reported that Mr. Martinez confronted a car with passengers and fired gun shots into the vehicle.

One of the passengers was known by police to have been a rival gang member. The gang member’s girlfriend and their two-year old child was also inside the car. Police also reported that, even though Mr. Martinez fired as many as five rounds from his handgun inside the vehicle, no one was struck or injured.

The criminal charge of attempted first degree murder carries a range of penalty in the Illinois Department of Corrections ranging from 26 years to as many as 60 years to be served. Mr. Martinez was sentenced by the presiding Judge, the honorable Robert Tobin, to serve the 26 year term.

Mr. Martinez continues to be held in the Boone County Jail where he has been incarcerated since his arrest and indictment. He will remain in the county jail until he will be transferred into state custody to serve his term.

Boone County state’s attorney Michelle Courier said she was pleased with the conviction. She also said that Mr. Martinez will remain in custody in the Boone County Jail for an unspecified period of time. It is typical that those sentenced to serve in the Illinois Department of Corrections will remain in Belvidere until another individual might need to be transferred before the actual transfer is made.

It should be noted that a judge hearing a case of attempted first-degree murder in Illinois, upon a conviction of the defendant, the Judge has discretion in the length of the sentence imposed. Mr. Martinez’ age and the family members that provided mitigating testimony regarding his character and intent played a role in the sentence that was imposed.

A surprise occurred leading to the spring Consolidated Election when the now, former Mayor of Belvidere, Frederic Brereton announced that he would not seek another term in office. He had served as Mayor of Belvidere for 16 years and chose not to seek reelection.

With that announcement, two aldermen serving on the Belvidere City Council announced their candidacy. Alderman Michael Chamberlain announced his candidacy as did Aldermen Mark Sanderson. When the votes were counted Mr. Chamberlain held a slight margin over Mr. Sanderson by six votes. A challenge was requested by Mr. Sanderson but the accuracy of the count was confirmed and Mr. Chamberlain was sworn into office.

The new Mayor of Belvidere has served just six months and he spoke recently about the city as it is today and he spoke of his ideas how to advance the city. Mayor Chamberlain granted us the opportunity to speak of these and other matters.

**When assuming a new job, there is a period

of adjustment necessary to become comfortable with the duties and responsibilities of that job. Such has been the case with the new mayor as he has initiated steps to advance the city.

Mr. Chamberlain opened, “As mayor your level of responsibility expands.” He had served as an aldermen for a number of years but now as mayor, he said he has become aware of many more aspects of how Belvidere operates. He explained that his views of what the city can be have changed but his hopes for the city have not changed.

Mr. Chamberlain indicated that the city has many positive assets, one of which is a relatively low crime rate. But, he added, finances of the city remain an item of concern. “Our levy this year will be about the same as years past but annually our expenses increase by as much as seven percent,” he added.

The mayor complimented the people that work for the city that he inherited with the job. “Many of the people in City Hall do the job of 1.5 or 2 people and I have a very talented pool of people here.” Yet, his compliments of staff were not solely directed to staff at City Hall.

The mayor also said that the addition of Growth Dimensions in City Hall will improve planning and execution.

Along those lines of planning, the mayor felt that Belvidere has for some time been losing revenue to neighboring communities. But, he added, “Development does not occur overnight.” He envisions Belvidere becoming a regional retail and commercial center.

He spoke of the downtown development study a year ago that met with a degree of public dissatisfaction. The public events that disclosed what the consultant group would recommend were not well attended even though the city contributed $15,000 to the effort.

Mr. Chamberlain said, “The best thing that resulted from that study was we now have two historic districts in Belvidere.” He said that he and city attorney Michael Drella have studied the current zoning code to determine if elements should be amended to be more responsive to growth. The current Belvidere Zoning Code was adopted in 2006.

The mayor added that the zoning code needs improved enforcement and that could mean hiring new people. The debate to hire zoning enforcement officials has occurred often in City Council meetings. The city is nearing the period when they will create a new budget for Fiscal 2015 and the question of zoning code enforcement could reappear.

The mayor also said, “Regarding development in the city, things have not stopped.” He pointed to the Genoa Road, US Route #20 intersection as a site where projects are under consideration. “We want to focus our attention on the area (along US Route #20) from Genoa Road to Irene Road,” the mayor added.

He spoke briefly of the expected altered focus of the local Kmart Store. He attributed that decision to the parent corporation rather than in response to any weakness in the city.

During the years that the mayor had served

as an alderman he often spoke of the need for a capital improvement plan. The mayor said, “My vision of a capital improvement plan is really a communitywide plan with everyone participating.” He said that county representatives and citywide taxing bodies should participate in setting a plan. He pointed to 2014 as a year when he hopes to bring this ideas before the City Council and to the attention of the region.

The Irene Road area is being developed with a partial interchange on Interstate 90 to help the Illinois Tollway Authority and their subcontractors to complete the interstate lane expansion project. He suggested that the area near Irene Road is zoned for commercial and industrial development. He also sees that area could allow for the hotels and dining establishments.

“The Genoa Road and Irene Road area is our best opportunity to build out our infrastructure for commercial and retail development,” the mayor added. He has met with a number of brokers representing developers that presented ideas that had not matured. One idea proposed an expanded medical center at Genoa Road but that has not yet come to fruition.

The mayor also said, “For a long time I have believed that Belvidere is the gateway to the ‘Golden Corridor’ that is Interstate 90 coming from Chicago.” The focus of that idea, he said, should not be on those from this region going to Chicago but those from Chicago coming to Belvidere.

The mayor also spoke of leaders of this area, from Boone to DeKalb and McHenry counties to plan development on a regional level. He suggested that area banks could team with elected officials to create a regional approach to lending to support development. He also said that Belvidere and/or Boone County should have a representative on the Rockford Airport Authority.

The mayor said that he believes that elected officials and business leaders are willing to work to set a regional approach to development. “In February or March,” Mr. Chamberlain said, “we will host an economic development conference here that will be sponsored by Growth Dimensions.” He expects to have a “tailored agenda” to discuss specific ideas that could lead to enhanced economic development in what remains a region of the state with the highest unemployment rate.

Finally Mayor Chamberlain briefly discussed the status of the Leath Building that the city acquired a few years ago for $1. He said that the city is seeking any ideas to make the site more valuable for development. The city is seeking a buyer for that site and some have appeared but no one has as yet presented a project that the city could support. For now the building is being used as a storage facility.

The mayor promoted the investment the city has made in downtown Belvidere. “Over 15 years the city has put back into downtown development more than $4 million and we have made an effort to advance downtown development,” said the mayor. He also said that his vision and that he and his administration seeks to create commercial and retail development to occur across the city.

Earlier this year the City Council cut the liquor license application fee in half from $20,000 to $10,000. The mayor said that he could support that cut but it remains to be seen if that step will bring a fine restaurant into downtown. There are, he said, a number of ideas for upscale establishments that could arise in Belvidere.

Mayor Chamberlain said, “I am enjoying this job more than I thought I would.” He expressed often the extent to which he is inspired and challenged by the job every day. When former Mayor Frederic Brereton left office he expressed similar sentiments for a job that in the last two elections has been decided by less than 15 votes. Mayor Chamberlain seemed inspired by the office and the opportunity to implement ideas to improve the city that was not available to him when he served the city as an alderman.

Hit-and-Run DeathBy James Middleton

A hit–and-run incident on Sunday, October 27 at 4:30 a.m. resulted in the death of a Rockford woman, Lucy V. Sawyer-Ford. Ms. Sawyer-Ford was 72 years old when she was struck and killed. Belvidere Police found the body along the side of the road after responding to a medical call for help.

The incident occurred on Beloit Road at West Hills Boulevard in Belvidere. When emergency officials and police arrived the victim was lying by the side of the road. Police believe that the victim was walking along the side of the road after her vehicle had broken down near where she was found. It is uncertain what the victim had in mind when she left her car to walk on the roadside.

At this time, Belvidere Police are checking through a number of leads to find the perpetrator of this hit-and-run incident and the matter remains

under investigation. Anyone having information of this crime is

encouraged to contact the Belvidere Police Department at (815) 544-2135 or to call Crime Stoppers at (815) 547-7867. An anonymous tip to either the Belvidere Police Department or to Crime Stoppers that would result in the arrest of a suspect could earn the tipster with an award of up to $1,000.

“Spy v. Spy”The first public revelations came this spring when a reporter for the Manchester Guardian wrote a story that many

did not believe. The story claimed that the National Security Agency (NSA) was collecting vast amounts of data on everyone holding an Internet connection or a cellular telephone. Then the revelations broadened claiming that the NSA was gathering data on people around the globe including foreign leaders.

In August the President of Brazil found that the NSA had intercepted her conversations, then it was disclosed that French leaders were also victimized and last week the Chancellor of Germany found that her conversations had been recorded for years.

All of this listening occurred without a Court order as is required of any American governmental entity to perform wire-taps. The Fourth Amendment to the Constitution guarantees this protection. Today however, after the September 11 horror and approval of the Patriot Act and further “agreements” reached between cellular phone companies and Internet search providers, today, the NSA can work with little oversight by Congress or a Court.

In Congressional hearings, NSA officials sought to persuade elected officials that they were not listening to private conversations or reading personal Emails. However, Reuters has reported that FaceBook “likes” and Twitter messages are being gathered. Even though denials followed, the NSA continues to collect massive amounts of private conversations and messages around the globe every day.

The NSA continues to be the focus of public concern but concern should also focus on companies that have created a policy to provide data to the NAS to reach their goals as the corporation has a similar opportunity to gather client data and sell that information for a profit. Selling the information for a profit is not so much a problem as is the ability of Google to gather and evaluate email transmissions from their clients without oversight.

The question before American’s asks if they believe the federal government has been transparent in their disclosures. As the world has advanced from September 11, the lives of individual citizens in this nation and the world have become more transparent to the American government. But arguably, the activities of the federal government has become more opaque.

The Fourth Amendment was enacted to protect citizens from governmental tyranny as witnessed by unwarranted searches and seizures. Yet, much of what is going on resulted from citizens agreeing to the fine lines of contract law found in Internet and cellular telephone contacts that few consumers ever read. Contained within those agreements, millions of American’s granted to Google, Apple, Verizon, AT & T and others the right to gather information about them that was sold to unknown entities without disclosure to the client.

Soon after the Patriot Act was approved and the data gathering was begun, Verizon was granted a hold-harmless agreement by the federal government. This agreement was created to protect Verizon from civil lawsuits by clients that could have claimed, by giving data to the federal government they knowingly violated the Fourth Amendment rights of their clients.

In exchange for using Google as a portal to enter the Internet, citizens also gave them the contractual right to gather, hold, analyze and to read personal communications forever. Their clients also gave Google the right to sell personal data regarding where they go in the Internet and what they buy in the Internet. That is an ominous result yet, few if any understand what these companies and the federal government want to do or can do.

Most American’s seem little concerned with these activities that invade their privacy and compromise their name. Many believe the mollifying statements mouthed by bureaucrats claiming that personal messages are not being read. Yet, how can anyone be certain of the extent of the listening or can anyone be certain how a potential future despot might relate to the information to be mined within this mountain of data.

The deeper question asks who will manage the volume of data that continues to be gathered. The federal government has assigned warehouses in Utah and in Maryland, according to the Washington Post, to hold all of this data and Google appears to be doing the same with huge floating barges that hold and cool their server units.

American’s have a choice to manage this situation. They can deny that any further data will be gleaned from them by disconnecting from the Internet and shutting off their cellular telephone or they can continue to use these services and allow all of their communications to be gathered, analyzed and held forever.

The primary option for those that want to alter this policy is vested in a Court of law with the authority to determine if this activity can be allowed under the Constitution. Of late lawsuits challenging the NSA’s authority to continue this collection activity have begun to appear.

The genesis of this inquiry considered if the federal government could protect data that is deemed a state secret in United States v. Reynolds, 345 U.S. 1. This 1953 case saw the formal recognition of a “State Secrets Privilege” to protect sensitive information from public disclosure as an extension of presidential power. This case formed a legal basis for the collection of the data what emerged in Section #215 of the US Patriot Act of 2001 with the Act being extended until 2015.

In 2006 the American Civil Liberties Union (ACLU) filed a lawsuit challenging the NSA data collection activity that questioned the validity of the state secrets privilege. The case was dismissed then refiled and in February 2008 the Supreme Court refused to hear the appeal.

In January 2008 in Jewel v. NSA, 673 F. 3rd 902, that case challenged data gathering activity by the NSA in the Bush Administration. The case was dismissed in January 2010 but was reinstituted in December 2011. A US District Court in California refused to dismiss in July 2013 and the case continues.

In August another lawsuit appeared in ACLU v. Clapper that is moving through the system. The Supreme Court is where a definition of the extent of Fourth Amendment protections, the extent to which private companies can gather, market and to profit from private consumer information and the full reach of the federal government to gather personal data on people around the world may be answered.

However, most American’s are little concerned about this activity. Media commentators have discounted the NSA listening to governmental leaders as something that all governments do and, to quote some is, “No big deal.” The level of apathy among the citizenry cannot be underreported. Federal courts can resolve these questions and that is where answers should be sought.

Unknowing participation in a global dragnet gathering and storing data was not likely imagined by the public when they called Comcast to obtain an Internet connection or entered a Verizon store to buy a cellular telephone. The extent to which the federal government has teamed with private industry to violate the privacy of citizen’s boarders on criminal. But the CEO of Verizon will never be indicted.

SPRINGFIELD — Illinois lawmakers are scared.

Voters go to the polls in March, and lawmakers’ anxiety over their respective fates has effectively frozen the Legislature.

Lawmakers left the fall veto session after two days, and the House and Senate canceled a Thursday session because they had nothing to do. They haven’t moved on reforming Illinois’ worst-in-the-nation $130 billion pension debt or decided whether to legalize gay marriage. What should be a friendly election-year plan to get tougher on gun-toting criminals languishes.

“The fact that you have a primary in March means lawmakers who are concerned about who their opponent might be are going to not want to take-on controversial issues,” University of Illinois at Springfield political science professor Kent Redfield said.

Redfield, who has watched the Illinois General Assembly for decades, said election year paralysis is typical.

Still, there’s plenty of blame to go around.“I worked for two governors, Jim Thompson

and Jim Edgar, that moved things along even in an election year,” said Sen Kirk Dillard, R-24th District, and a candidate for governor. “We

have a pension crisis to choke a horse. We have billions of dollars of unpaid bills, and for the Democrats to sit here and do nothing is absolutely unconscionable.”

Democrats have controlled both chambers of the Legislature and the governor’s mansion since 2002.

LIGHTS OUT: Few votes will light up the big board in the Illinois House.

That long tenure gives Democrats more of an incentive to get things done, Redfield said. Or should, anyway.

“If you don’t get anything done (this fall), you’re certainly not going to get it done before the primary,” Redfield said. “But it may make some political sense to (vote) after the primary.”

Democrat state Rep. Mike Zalewski of the 21st District said most voters would call it “inside baseball,” but, he said, elections can lead to inaction.

“Next year you’ll probably see a lighter work load … with the idea that people will be less likely to want to vote for something controversial,” Zalewski said.

Redfield thinks lawmakers will try to agree on pension reform between the March primary and the end of the spring session in May. Redfield expects lawmakers to legalize gay marriage in the spring.

Lawmakers are due back for three more days of veto session, at a cost of more than $43,000 per day, Nov. 5-7.

SPRINGFIELD — The top Democrat in the Illinois Senate says the state’s worst-in-the-nation pension debt is not a crisis. And he’s right.

Senate President John Cullerton points out that Illinois’ pension debt merely is slowly bankrupting the state.

WHO IS GOING TO PAY? Andrzejewski says Illinois cannot afford the generous pensions promised to public workers.

Cullerton said the real crisis, in his mind, is making sure there is enough tax revenue to pay the states’ nearly $9 billion a year pension payment. But he is wrong.

Cullerton should be worried there are enough taxpayers to pay the bills.

Illinois have close to 1 million government workers — teachers, state employees, local cops and firefighters, and federal employees all due some sort of public pension.

But there only 4 million workers in both the public and private sectors combined, and the total public-sector pension debt is astronomical.

“The entire gross domestic product (GDP) of Illinois, the measure of all goods and services produced in the state, is only $644 billion,” Adam Andrzejewski, founder of the watchdog OpenTheBooks.com told Illinois Watchdog. “The teachers’ retirement plan is underfunded by estimates of $100-$200 billion. That’s up to one-third of everything produced by the entire economy in a year. It’s a crisis verging on bankruptcy.”

Andrzejewski said there is no way 75 percent of workers in Illinois can continue to guarantee 90 percent of the costs for “gold plated” public pensions for just 25 percent of workers.

“Those government employees have guaranteed salaries, generous sick time and vacation packages, most have 80-100 percent paid health insurance,” Andrzejewski said. “None of this is found amongst rank-and-file employees in the private sector.”

State Rep. Tom Morrison, R-Palatine, said Illinois needs to head off its real crisis and end defined-benefit public pensions.

VOTE WITH THEIR FEET: Morrision says taxpayers can veto pension costs by leaving Illinois. “The taxpayers that we are counting on to help subsidize retirements are getting more and more concerned about (paying) higher taxes,” Morrision said.

Morrison is one of a handful of lawmakers pushing for a 401(k)-style retirement plan.

They were given the school year to work with their art teacher to finish the details of each painting.”

Elementary worked on a hybrid painting of Vincent Van Gogh’s ‘Starry Night’ and Pablo Picasso’s ‘The Old Guitarist’. Students learned about two different historical works of art and two different art movements and had to help create a way they could be combined. Kit Scheidenhelm is a former Art Teacher at Belvidere High School and a volunteer for the Boone County Arts Council. He said, “The

original BCAC project of three years ago grew out of concern that area children were having fewer and fewer opportunities to participate in the creative process. I was asked to come up with a group activity that 5th graders could participate in. The BCAC decided they liked the idea of a mural project based on what had been done in the community. They also wanted each 5th grader to be able to help. I knew that this would be a difficult task given the number of student and the time frame. I decided on 6 panels, one for each school.”

Kit added, “For subject matter I chose famous works of art, many of which were at the Art Institute of Chicago, which would allow students

to actually see the originals. I searched through images of both famous artists and famous works. I tried to pick things that would be familiar to people visually. From those choices I put together individual sketches of each work and then worked to fit them together so that each panel worked as an individual piece but also that all 6 panels worked together as a “unified composition.”

From October 22 thru October 24, the Boone County Arts Council hosted the “Fifth Grade Arts Festival.” The event was funded in part by grants from the General Mills Foundation, the Funderberg Foundation through the District #100 “Foundation for Excellence in Education,” the Rockford Area Arts Council, and Richard and Kathie Curlee in memory of Morris and Frances Carter. The programs of the Boone County Arts Council are partially funded by the Illinois Arts Council, a state agency.

Sherry Lindquist, President of the Boone County Arts Council said, “October is Arts Month in Illinois. The Boone County Arts Council (BCAC) has proudly presented the Fifth Grade Arts Festival for three years because we believe, as stated in Governor Quinn’s Proclamation, that ‘the arts help foster discipline, creativity, imagination, self-expression, and problem solving skills.’ She also said that art education has been reduced or eliminated in the schools and this event exposes fifth graders to many areas of the arts. In three years that Council has had instructors in painting, writing, poetry, drama, photography, music, origami, pottery, and art from recycled materials.

She also explained, “The cooperative project between the BCAC and the elementary schools during the 2011 Festival was the creation of a mural. Each of the six panels featured reproductions of the works of two master painters. (Van Gogh’s ‘Starry Night’ and Grant Wood’s ‘American Gothic’).” Class instructors Kit Scheidenhelm and Gary Simon taught about the artist and his/her style. Students began to paint at the Festival and the panels were completed at the individual schools under the direction of the art teachers.

The entire completed mural was displayed at the annual BCAC Student Art Show and then donated to District #100 where the works are on permanent display at the Administrative Offices.

According to the BCAC in 2011, 4-foot by 4-foot mural panels were assigned to 5th grade art students from the following schools:

Joe Beard is a 5th Grade Art Teacher at Meehan Elementary and he said, “The students at each

Mr. Scheidenhelm concluded, “This was not really a scientific or logical decision. The composite sketches were projected onto paper sheets the same size as each panel and traced. There was one panel for every school but that

did not mean that they would work only on that panel. The chalk outlines were further defined by light gray painted outlines. Each panel was accompanied by a color version that was taped above each panel for reference. We set up a system that was almost an assembly line, bringing students individually up and telling them, ‘Put this there and stop.’ I am not sure that the final version was true to the original color scheme but what was most important was students actually being able to help create a monumental piece of art.”

Sherry Lindquist added, “In 2012 the cooperative project was a cartoon strip. Local cartoonist, Bruce Quast, created an eight-panel storyline and each of the participating schools worked on one block of the story. During the class

Mr. Quast taught the students about developing the storyline, creating the characters, and the moral of the story. Again the individual panels were taken to the schools to be completed by the students under the guidance of the art teachers. A composite cartoon was created to be donated to each school so they have the whole story along with their panel.

Ms. Lindquist also said, “Each year we focus on a different area of the arts for our big project. We chose painting in 2011 using the masters, cartooning in 2012 to show how the moral of a story can teach a lesson, and in 2013 we decided to focus on poetry.”

She concluded by saying, “The Boone County Arts Council is a not-for-profit all volunteer organization. We would not be able to offer the children’s programming such as the Fifth Grade Arts Festival or the Student Art Show or the Concerts in the Park without the help of our volunteers or the cooperative effort with the Park District, the school districts, the Community Building board and staff, and local businesses and organizations. All of our funding comes from grants, sponsorships, donations and memberships.”

The dinner features a super homemade salad bar and a bake sale of homemade delights and, of course the mouth watering and tender and tasty roast beef prepared by the member “chefs” of Flora Grange.

Proceeds from the dinner will go toward Flora’s community service projects so enjoy a good home cooked meal and help others at the same time. The Grange is a national organization based in Washington DC with 2100 chapters throughout the country. The Grange membership is families supporting agriculture and their local communities with a wide variety of community service projects. Flora is one of seven chapters in Boone County which own and operate the Boone County Fair among other projects.

Plan now to attend the 25th annual “Wonderful World of Christmas” craft/vendor show Sunday, November 10, 2013 at the Genoa-Kingston High School on Route 72 (just west of town) from 10 a.m. to 4 p.m. in Genoa, IL. Over 125 area crafters, vendors and businesses will display their items. Crafters are from over 20 towns. New this year is small and large stained glass panels, caricatures drawn while you wait and much more. Bake sales, food booths and over 300 grab bag gifts will also be available. Santa will arrive at Santa’s Corner at 11:00 and stay until 1:00 to hear special wishes. Candy canes will be given out by one of Santa’s elves. Bring your camera! Fourth graders from Genoa Elementary will serenade with poplar songs, Belvidere North High School choir will entertain, and a local guitarist will perform. All the excitement and fun costs only $1 for adults and 50 cents for children. There are over 100 chances to win door prizes. A 50/50 cash drawing will take place at the end of the show plus a hand-crocheted afghan will be raffled. This event is sponsored by the Genoa Community Women’s Club to benefit the college scholarship fund. Scholarships are awarded each year to deserving graduating high school seniors. Last year 4 students were awarded $1,000 each. The club also donates money throughout the year to community/area programs and people in need of help. In April the club held Bunco for Breast Cancer benefit to support local cancer centers and hospitals. Members are excited to be celebrating the 66th year as a club. The Winnebago County Renewable Energy Expo, held at Rockford’s Klehm Arboretum on November 8, 2013 from 8:30 am – 2:30 pm, is designed to celebrate what has been done and is being done with renewable energy and energy efficiency in the Rockford area and is open to the public. Attendees will learn about renewable energy options and funding, network with industry experts and local businesses already utilizing renewable energy practices, and gain a better understanding how renewable energy practices can be applied in the real world. The $20 admittance fee includes a continental breakfast, education sessions, box lunch and exhibit viewing. Springfield, IL— This past week in Chicago, the Illinois Municipal League held its 100th Annual Conference. Over 1,500 mayors, council members, and local officials attended the conference recognizing IML’s “Century of Service to Illinois Municipalities.” The IML Conference is the gathering place for education, in-depth working sessions, and learning about new laws and responsibilities for municipalities and municipal officials. It is also where new officers are elected to lead the IML’s 1,124 municipal-membership.

On Saturday, October 19, 2013, the IML membership elected 36 Vice Presidents to take a leadership role within the statewide organization. Belvidere Mayor Mike Chamberlain was elected to serve as one of the Vice Presidents. This is a vital, active Board that carries out the mission of the IML.

“You preserve what (public employees) have earned up to this point,” Morrison said. “But going forward, you give them the ability to control their own retirement plans.”

Current pension reforms would only tweak the system for public employees. Illinois still will be facing billions of dollars in retirement costs while having to scale back services to the public.

Morrison said Illinois cannot afford to pay so much for pensions for so few.

“While (public employees) have a guarantee in the Constitution that says pension benefits cannot be diminished, there’s nothing in the Constitution that forces taxpayers to stay in Illinois,” Morrison said.

Belvidere North High School announces The Drowsy Chaperone as its fall musical theatrical production. It will open on Thursday, November 21 and run through Saturday, November 23. Illinois cities now facing public pension crises

SPRINGFIELD, Ill. — Chicago taxpayer could see their property taxes double or services cut if Illinois lawmakers don’t come to the rescue with pension reform.

SERIOUS BUSINESS: Chicago Mayor Rahm Emanuel puts it simply: “Should Springfield fail to pass pension reform for Chicago soon, we will be right back here early next year to start work on the city’s 2015 budget, a budget that will either double city property taxes or eliminate the vital services that people rely on.”

It’s the third pension crisis facing Illinois taxpayers, but one that and lawmakers who seem dumbfounded.

The state’s primary pension crisis, Illinois’ worst in the nation $130 billion pension debt, continues to confound lawmakers. The second crisis, whether taxpayers will flee the state, is a matter only time will tell. But cities and towns could see their pension crisis dealt with in a matter of months.

“Should Springfield fail to pass pension reform for

Chicago soon,” Chicago Mayor Rahm Emanuel said in a budget speech last week, “we will be right back here early next year to start work on the city’s 2015 budget, a budget that will either double city property taxes or eliminate the vital services that people rely on.”

It was action in Springfield, the mayor said, forcing the local pension crisis.

In 2010, Gov. Pat Quinn signed a pension “reform” law that created a second tier for police officers and firefighters. Anyone hired to a police station or firehouse after Jan 1, 2011, was to work until age 55 — not age 50 — and would see a cap on their salary when it came time to calculate their pension, stopping end-of-career pay spikes.

In exchange, cities were told they would have to make sure local police and fire pensions were fully funded.

“The city of Chicago has been operating on a formula where they have had very low payments on pensions,” Ted Dabrowksi, the vice president of policy for the Illinois Policy Institute. “If there is no pension reform, the law states that Chicago has to raise property taxes. And that’s a killer for Chicago.”

And not just Chicago. Cities across Illinois are realizing they have a few months before they, too, will have to find millions of new dollars to pay for their underfunded pensions.

“We are on a deadline to make sure we fund our pensions appropriately,” Bloomington Alderman Scott Black told Illinois Watchdog.

Bloomington needs to find $1.6 million for its pension payment next year. The central Illinois city is looking at tax or fee increases to come up with that money.

“We have to get aggressive in how we fund pensions,” Black said. “The plans that we’ve proposed are long-term. We’re talking 30 years.”

Black said the other option, which does not include a tax increase, would have the city paying “astronomical” balloon payments within five years.

Illinois lawmakers have done little but talk about how they need to overhaul the state’s pensions for years. The most recent pension reform effort stalled out over the summer.

But the urgent demand from Chicago could be enough to spur lawmakers to fix local pension first.

Dabrowski said state lawmakers usually listen when the city of Chicago speaks.

“If (Chicago’s) pensions are falling apart, you can bet it going to affects taxes across the state. It is going to affect the way money is distributed across the state. And it matters.” Dabrowski said.

Lawmakers will return for three more days of the do-nothing fall veto session next week. The General Assembly is set to return to Springfield again in January.
