In its services to the five-parish region of Southwest Louisiana, the Chamber SWLA works with and through its membership to build a solid foundation for economic growth and diversity. Recognizing that the business community and economic future of Allen, Beauregard, Calcasieu, Cameron and Jeff Davis parishes are interdependent, the professional staff and the volunteer leadership of the Chamber SWLA, under the umbrella of the newly formed Southwest Louisiana Economic Development Alliance, focuses its efforts on encouraging opportunities for business development, expansion and retention through networking, training and exposure to best practices from across the nation and around the globe. The Southwest Louisiana Economic Development Alliance is made up of the Chamber SWLA, its economic development arm (the Chamber Foundation SWLA) and the Southwest Louisiana Partnership for Economic Development, which united their resources in October of 2006 in order to strengthen the business recruiting and retention efforts for our five parish region.
Because we know that regional competitiveness in this 21st century global economy requires that our students be presented with world-class educational offerings, the Chamber SWLA strives to promote quality education from pre-kindergarten through graduate studies. Accountability extends beyond the classroom to the halls of local, state and the federal government.
• Represents regional businesses at the federal, state and local levels of government. Public officials are invited to Southwest Louisiana to see and hear our concerns first-hand, and Chamber representatives go to Washington, D.C. and Baton Rouge to take our message to decision-makers there.
• Provides our membership with networking opportunities such as our monthly Business After Hours functions, roundtables and workshops, and our annual banquet and golf tournament. Members are also encouraged to take an active role in the business community of Southwest Louisiana through our numerous committees and councils dedicated to education, public policy, economic development and membership.
• Markets our membership to our regional business community through our membership guide and our online searchable database. We also market our region to outside investors through our economic development measures associated with the Chamber Foundation and SWLA Economic Development Alliance. The Alliance runs ads and features in several site selection magazines and attends major conventions annually to raise awareness of the Southwest Louisiana region. The Alliance fields inquires about our region and provides information and personalized tours of the region to investors looking to bring business to Southwest Louisiana.
• Produces results through strength in numbers! The old saying about strength in numbers applies to an area’s economic development. An entire region working together has much more leverage than any single city or parish. The Chamber, as part of the Alliance, works to develop our five-parish region as an attractive, powerful force in the South’s economy.

Southwest Louisiana is a community of diverse people and industries. Exemplified by downright southern hospitality, the fun and friendly atmosphere is coupled with a variety of activities and opportunities, which will make your temporary, or permanent visit to the area a great experience.
The area offers individuals and families a variety of choices as to where and how to live. It provides numerous services geared towards education, health, safety and enjoyment. An upward trend continues to be seen in the area's economy. Employment figures, total wages paid, taxable retail sales and other economic indicators are on the rise, while our cost of living remains below the national average.
The population of Southwest Louisiana is over 285,000. It is comprised of Calcasieu, Cameron, Allen, Beauregard and Jefferson Davis Parishes.
Allen Parish is where Cajun food and culture meet the timber rich-piney woods of central Louisiana. A veritable gateway from South to Central Louisiana with its two federal highway systems and extensive rail facilities, Allen Parish benefits from the diverse, yet rich culture and natural resources of both regions. Intersected by four rivers, Allen Parish is a haven for nature lovers and canoe enthusiasts. Allen Parish is also home to the Coushatta Tribe of Louisiana who based their Coushatta Casino and Resort in Kinder, LA, creating a rapidly growing gaming and hospitality industry. Historically based on timber and outlying oil and gas facilities, Allen Parish currently has a diverse economic base with hospitality, plywood manufacturing, three prison facilities and a natural gas relay facility as its main employers.
Centered on one of the largest aquifers in the country, Beauregard Parish is home to paper and plastics production facilities, chemical plants and abundant natural beauty with its numerous lakes and wildlife preserve.
Also possessing a 4,200-acre airport with a 5,495-foot runway, Beauregard Parish is a transportation hub between the air and the ground intersected by major U.S. Highways 171 and 90. Beauregard Parish is centered around its parish seat, DeRidder, which is in the midst of a downtown revitalization plan and airport land use expansion.
Cameron Parish, so hard hit by Hurricane Rita, beholds some of the most spectacular natural scenery afforded in the nation. Home of the Creole Nature Trail All-American Road, Cameron Parish balances its responsibility to the environment with its duty to the nation, as far as pipeline facilities, by providing much needed oil and gas to American consumers. With its proximity to the Gulf of Mexico, various industries from the aforementioned oil and gas companies to marine support vehicles and fishing boats call Cameron Parish home. With three liquefied natural gas pipelines in the works for completion over the next three years, what happens in Cameron Parish keeps the lights on in Chicago. Hitting closer to home, the Port of Cameron is one of the top five ports for fisheries in the nation, providing wild American shrimp and speckled trout to discerning diners across the country.
Sitting above Cameron Parish on the Texas Border, Calcasieu Parish boasts the largest population within the region. The city of Lake Charles is the financial, medical and entertainment center of the parish, with major industry and the workforce located within the metropolitan area. Hosting a varied and robust economic base, Calcasieu serves as the home base for our vigorous petrochemical industry and the Port of Lake Charles, which is the closest deep-water port in Louisiana and the 12th largest in the nation. One of the many burgeoning industries in Calcasieu Parish is the aerospace industry, thanks in large part to the Lake Charles Regional Airport servicing the air travel needs of 180,000 residents and the Chennault International Airport Authority.
Home of Southwest Louisiana’s first oil well, Jefferson Davis is the birthplace of our region’s petrochemical industry. Jefferson Davis Parish lays claim to the natural beauty of our Southern Swamplands and the rustic elegance of our forests and waterways with the richness of its Native American and Cajun cultures as evidenced in the many movies and documentaries filmed in the parish. Easily accessible via the bisecting roadways of Interstate 10 and U.S. Highways 90 and 190, Jefferson Davis is strategically located between several markets with Houston, TX, and Lake Charles, LA, to the west and Lafayette, Baton Rouge and New Orleans, LA to the east.
The first citizens to settle on the lake were a married couple from Bordeaux, France named LeBleu. For a while following their 1771 arrival, they lived in peaceful coexistence with several tribes of Indians until pioneers joined them.
Among the first of these newcomers was a man named Charles Sallier, also from France. He settled near the shores of the lake, gave his name to young Catherine LeBleu and subsequently to the lake and the community, originally called Charley’s Lake.
Settlers who came at the turn of the century acquired their property from the Indians or they homesteaded the Rio Hondo lands. Original titles were based on Spanish grants in return for some stipulated service. The Rio Hondo, which flowed through Lake Charles was later called Quelqueshue, an Indian term meaning “Crying Eagle”, and later, Calcasieu.
Little is known of these early residents except that they were a mixture of English, French, Spanish and Dutch. Legend has it that Jean Lafitte, the buccaneer, frequented Lake Charles and harbored his ships in local waters.
Calcasieu Parish was created out of the western part of St. Landry. It was sparsely inhabited with only 2,000 people living within the 6,000 square miles, which encompassed Allen, Beauregard, Jeff Davis and part of Cameron Parish. This area was referred to as Imperial Calcasieu, and not until 1852 did Lake Charles become the seat of Calcasieu Parish. The town was incorporated in 1867 with at citizenry of about 400. The first mayor was J. W. Bryan.
Growth was fairly slow until Captain Daniel Goos came in 1855. He established a lumber mill and schooner
dock, now Goosport, and promoted a profitable trade with Texas and Mexican ports by sending his schooners down river into the Gulf of Mexico. After the railroad came in, a new era really began.
In 1886, the Greater Lake Charles Chamber of Commerce had its beginnings with a man who spent $2,000 in one-cent stamps to mail promotional material about the community. Soon after, the first newspaper, “The American,” was founded in 1897.
A new industry, rice milling, was made possible when Dr. Seaman A. Knapp raised some capital in New York, built a mill and established a cash system of selling rice. He also started an organization known as the “Boys’ Corn Club,” which later evolved into the present nationwide 4-H Clubs.
The first public school in Lake Charles opened in 1882 with 203 students. John McNeese, the first parish school superintendent, is the man for whom McNeese State University is named.
Years passed, and then in the mid 1920’s, people of the town voted on local bonds, dredged a deep water channel to the Gulf, built their own dock facilities and established Lake Charles as a deep water port. The Federal Government, reluctant earlier, helped to shorten the route by sending aid to construct a more direct channel, 40’ deep and 400’ wide. The distance is just 34 miles from Lake Charles to the sea. As a result, there now stands a nearly three billion dollar chemical complex adjacent to the ship channel.
Fame first came to Lake Charles as a lumber producing area, then as a sulfur-mining center where the world famous Frasch process, still in use, was developed. The creation of the Port of Lake Charles, the presence of numerous oil fields in the area and the creation of petrochemical and chemical complexes have industrialized the community, giving it a broad and stable base.
Sitting between two major metropolitan regions and on the Gulf of Mexico, Southwest Louisiana – as a region - offers transportation options without limitations.
By Air The Lake Charles Regional Airport has daily flights to Houston, TX, and currently has 350 acres available for commercial and industrial development with rail and road access and a major U.S. port within 10 miles. Chennault International Airpark Authority, servicing industry players such as Northrop Grumman, EADS Aeroframe Services and Louisiana Millwork, has 10,000 feet of runways, a capability of handling most commercial aircraft and 800 acres of available sites accessible to rail, road and water to transport goods to the rest world. These regional and international airports have foreign trade and enterprise zone designations.
Airports in outlying areas include the Allen Parish airport, the Beauregard Parish Airport, the DeQuincy Industrial Airpark and the Jennings Airport.

By Rail Southwest Louisiana has an extensive rail network serviced by Atchison, Topeka, Santa Fe, Southern Pacific, Union Pacific and Kansas City Southern. Many industrial sites located in Jeff Davis, Calcasieu and Beauregard parish come with rail tie-ins, assisting in an efficient relocation.
By Road Bisected by Interstate 10, our region is well served by several major U.S. and state highways. Running from the Gulf of Mexico to the tip of Beauregard Parish, Highway 27 plays a major part in transporting and delivering seafood, oil, gas and petrochemicals, as well as serving as the commuting lifeline for the Gulf Oil Rig workers. U.S. Highways 167 and 171 shoot off of I-10, supplying our region with goods from across the nation and delivering the fine products of Southwest Louisiana, which range from timber products to crawfish to consumers both national and international.
Southwest Louisiana, credited by many as having the best fishing and hunting conditions in the South, is an economically diverse and wonderful place to live and work. Our citizens can boast not only miles of coastline, but also our increasing participation in the national and global economy as a major player in energy production, the petrochemical industry and our emerging aerospace industry.
Getting to Southwest Louisiana is easy, but leaving the charm, food and people is hard.

Take a swamp tour and you'll see snowy egrets in graceful flight, blue herons tall and still against the blazing sky, moss-covered cypress trees and other magnificent sights. In Jennings, visit the live alligators at Chateau des Cocodries for a rare chance to hold a baby gator and see a 105-year old turtle!
Here, you can venture into the swamps for wildlife adventures or into the warm Gulf of Mexico waters and catch your limit on a deep sea fishing excursion.
While you are in Cajun Country, we recommend that you take the top down and visit the more than 180 miles of the Creole Nature Trail. It is one of the first National Scenic Byways designated by the U.S. Secretary of Transportation in the Gulf South, and that designation was upgraded in 2002 to the highest category, an All-American Road. Along this distinctive natural corridor through Louisiana's Outback, one of America's "Last Great Wildernesses," you have the opportunity to experience world-famous wildlife habitats and estuaries. The

Hearing The Lake Charles Symphony will be music to your ears. They hold a free family concert each spring, and in addition to the family concert, the Symphony promotes Arts-in-Education throughout the five-parish area with programs such as “Let’s Visit a Symphony Neighborhood,” “What Are Those People Doing Up There?” and “Meet the Composer.” In recent years, the Symphony has joined forces with the Louisiana Choral Foundation, Lake Charles Ballet Society, Lake Charles Civic Ballet, Dance Theatre Southwest, Lake Charles Little Theatre and others to bring the best in musical entertainment to this community. For those in the mood for the theater, residents and visitors alike can catch a performance at The Little Theatre, a
playhouse located at 813 Enterprise Boulevard in Lake Charles. The Little Theatre was founded in 1927 and gained momentum in its performances and applause until the stock market crash in 1929, which shut down the theatre for six years. It was briefly reopened in 1935, closed during World War II, and then reopened in 1945. The Southwest Louisiana area school systems provide quality education at every level, from preschool centers to advanced degrees in higher education. The area's competitive and comprehensive education programs help assure that new and expanding businesses have a continuing pool of workers with the level of education and expertise required for their operations. With its proximity to the Gulf of Mexico, Southwest Louisiana serves as the home base for our vigorous petrochemical industry and several active ports including the Port of Lake Charles, which is the closest deep-water port in Louisiana and 12th largest in the nation, the West-Calcasieu Port, East Cameron Port and Vinton Port. With three liquefied natural gas pipelines in the works for completion over the next three years, what happens around the coast communities of Southwest Louisiana keeps the lights on nationwide.
Lake Charles, LA is also home to the two main workforce development institutions of the region: McNeese State University and Southwest Louisiana Technical Community College. Ranked #1 in productivity measured by value of shipments per production worker by the 2002 Census, Louisiana’s manufacturing workers rely on the latest training to keep them on top of their jobs in an ever changing market. Community College (called SOWELA by locals) offers customized worker-training programs in our base industries as well as emerging trends. Over 6,000 students have trained in aviation for Boeing, Northrop Grumman and Aeroframe Services, and even more prepare for their futures in the petrochemical industry through SOWELA’s Process Technology Department going on to jobs at CITGO Petroleum, ConocoPhillips, PPG and Sasol to name a few.
A burgeoning industry in Southwest Louisiana is our aerospace industry, thanks in large part to the Lake Charles Regional Airport, servicing the air travel needs of our 285,000 residents, and the Chennault International Airport Authority. Chennault International Airpark Authority, servicing such industry players such as Northrop Grumman, Aeroframe Services and Louisiana Millwork plays a major role within the economy of Southwest Louisiana with its 10,000 feet of runways, capability of handling most commercial aircraft, and 800 acres of available sites with access to rail, road and water to best access the rest of the nation and global market. Both our regional and international airports have foreign trade and enterprise zone designations.
Eighteen area hospitals, as well as the Calcasieu Parish Health Unit, are located in Southwest Louisiana, providing approximately 1,200 beds. Over 300 physicians practice in the community, with a number of dentists, oral surgeons and orthodontists supplementing that number. The Emergency Medical Service of Southwest Louisiana trains EMTs and paramedics. A "911" emergency number, radio communication service with hospital emergency rooms and ambulance services through auto, helicopter and jet transport have been established to serve the community.

The State of Louisiana is unique in many ways, and one reflection of that difference is our parish governing system. Instead of separating our state into counties, we have parishes, which are governed in most cases by police juries. Police Juries are similar to the county boards of commissioners or similar local governing bodies in other states.
When the basis of Louisiana's current governmental framework was devised between 1807 and 1810, the responsibility of parish government was divided among a parish judge, a 12-member police jury and a Sheriff. These public servants were charged with responsibility for "execution of whatever concerns the interior and local police and for administration of the parish." In 1813, legislation provided for wards within parishes and for election of members from wards to serve on the police juries. The parish governing authority is only one part of the total parish governmental structure. They strive to provide a high level of public safety and security. The area's crime rate is below the national average due to the resilience of area law enforcement. In addition, the area has excellent crime prevention programs such as Crime Stoppers and Neighborhood Watch that continue to have a positive impact in the area.
