Introduction
The quality of listings during the preparatory phase will form the basis of a very good coverage during the main enumeration.
The Household Listing Form will be the main form used during the listing exercise to capture basic information about a Census Unit (CU). Other accompanying forms include the Non Private Dwelling Information Form, and Census Unit Sketch Form

Census unit listing in any household survey or censuses is a requirement that has to be done earlier, prior to the enumeration exercise.
It is a systematic or methodical way of compiling a comprehensive listing of all dwelling households, and other structures and main features within a CU including shops, workshops, offices, service stations, church buildings, health centres, vacant allotments, recreation areas, etc.

Sketch mapping is also another requirement that has to be done simultaneously with the listings, but not necessarily for ordinary or easily accessible CUs with properly planned sections and allotments.
The two important things to consider when conducting CU listings:
Each DWELLING in a CU must be LOCATED and listed,
Each HOUSEHOLD in a dwelling must be UNIQUELY IDENTIFIED

The basic idea or purpose of listings is to give a picture of that particular area. The four main reasons are:
To formulate workloads for enumerators
To assist enumerators to correctly locate households for enumeration
To assist census/survey planners with the formulation of cost estimates for logistics
To serve as a checklist for completeness and coverage

It is usually difficult to locate dwellings in a CU particularly in unplanned settlements and commercial/industrial areas.
For settlements/villages always consult a settlement/community leader or local guide, whereas for commercial/industrial areas enquire with the management of such establishments to physically check and list the dwellings.
It is also helpful to include sketch maps showing the dwellings.

Some common terms used for statistical purposes in order for listers to know and fully understand:
Census Unit A Census Unit (CU) is a statistical unit or area with its own statistical boundaries.

Before you go out in the field to do your CU listings, certain preparatory work must be done. The CU folders, field equipment and stationery must be prepared.
An Urban CU Map for Urban CUs and a Statistical Area Map (SAM) for Rural CUs should be stapled to the inside cover of the respective CU folders.
Household Listing Forms, Non-Private Dwelling Information Forms, and Census Unit Sketch Forms should be inserted in the CU folders with extra copies, and also a copy of previous CU Listings.

The appropriate name and code numbers for Province, District, LLG, Ward/Urban Area, Census Unit and the Census Unit Type must be labelled on the front cover of the CU folder.
One Master Folder containing lists of all CUs must be made for the supervisors.

It is essential that enough stationeries and equipment to do the required work in the field.
You need the following;Two copies of Provincial, Statistical Area Map (SAMs) and Urban Area (Town) Maps
Sufficient Household Listing, NPD and CU Field Sketch Forms
Staplers, clipboards, plastic bags, paper clips, paper fasteners, biros, pencils and erasers.

Listing in some areas in both urban and rural can be difficult considering the time and other major factors. In many coastal areas, houses may be clustered and lineal which makes the listers job easy.
However in some places, particularly in the Highlands region, listers will be required to walk many hours through rugged terrain, crossing rivers, climbing mountains or going through swamps to reach remote villages, where as for urban, the difficult areas to list are mainly unplanned settlements and commercial/industrial areas.

Identification cards or letters of identification should be in your possession at all times during the fieldwork.

The listing route is the direction the lister follows listing all the dwellings and other structures within the CU. This route is indicated with arrows.
It is often difficult to establish proper listing routes in large overgrown settlements, however planning a listing route especially in a planned area with proper section and allotments should not be a problem.
A CROSSED CIRCLE marks the starting point of the listing route on the CU map with the word “START” followed with an ARROW POINTING away from it. There are more arrows indicating the path or direction of the listing until the “END” of the CU.
An ARROW POINTING to a CROSSED CIRCLE with the word “END” indicates the end of listing as illustrated below.

*Note: - The listing route normally starts from left to right, and will be used as a guide to direct interviewers to move from house to house during the main enumeration period.

Systematic Order of Listing
▪ Description of structures and other main features, names of HH heads and the number of usual residents living in a household using the time frame (past six (6) months) is recorded in systematic order using the listing route.
▪ Numbers shown on the sketch maps are record numbers of all structures/features listed on the Household Listing Form.

Some Points to Consider when doing Listings
▪ Recording Names
When names are been recorded, ensure that full or complete names are written. If a person gives three names for example; a Christian name as Peter, village or middle name Maima and Kaimo as surname, then all three names should be recorded as given; Peter Maima Kaimo. To prevent confusion, each name should be unique so that a Head of Household can be uniquely identified and distinguished from the others.

Some Points to Consider when doing Listings
▪ Contact Problems
It is most likely that during the listings you may not be able to make contact with all the households in the first instance. An “entire household may be out” or “no competent member available” or there is a “domestic problem”.
In such cases you should allocate a household number and skip those particular households for call-backs at a later time. If the call-backs are unsuccessful, then either consult their next-door neighbours, or obtain information using your local guides.

▪ Accuracy of Sketch MapsA sketch maps does not have to look like an artist’s impression of an area, however you should try to be as accurate as much as possible, because other people will need to be able to read and understand both the sketch maps and listings.▪ Local Knowledge
You must try to use local knowledge as much as possible.

Some Points to Consider when doing Listings
▪ Listing of Non-Private Dwellings (NPDs)
While conducting listings you may come across special cases like boarding schools, hospitals, guesthouses or even hotels, etc.
These types of dwelling should also be listed on the Household Listing Form with other details on the NPD Information Form. Should there be more than one NPD within a CU, the first NPD listed in systematic order should be allocated Household Number 901, the second 902, and so on.
*Note: Numbering of NPDs should restart when listing another CU. The record number is not the same as household number.
