CONVENTION 2010 - 28th/29th August at Riverside Oaks, Cattai

The theme of our Convention is “Yesterday…Today…Tomorrow” and we look forward to a great weekend at Riverside Oaks, Cattai. We have had to change the venue from Blacktown Olympic Park as there will be AFL Finals matches being played there on 28 and 29 August. For those wishing to book accommodation at Riverside Oaks there is information on the available options contained in the Library on the Association’s web page. Registrations will commence with Colin Philpott and David Wiseman at 8.45am on Saturday 28 August 2010. Attendees are asked to register by 9.20am so the Convention can commence promptly at 9.30am with the first session to be delivered by Executive Officer, Darrell

Hair. We will finish day one with drinks from approximately 4.30pm, and then for those who wish to stay on for dinner there will be a barbecue at Riverside Oaks in the evening with dinner served from 7.30pm. Day 2 will commence at 9am and conclude no later than 1pm allowing our visitors from regional NSW to travel home or anyone wishing to play a round of golf with friends to do so on the Sunday afternoon. I’m assured by Riverside Oaks staff that a reasonable rate will be offered to Convention attendees. This can be arranged at the Convention for those interested. I hope that as many members as possible will take the opportunity to attend the Convention this year. There will be something in it for everyone, including detailed coverage on the new edition of the Laws of Cricket which comes into force on October 1, and it’s a great chance for us to gather and prepare together for an exciting new season on the field or in the score box. COMPUTER SCORING IS IT RIGHT FOR YOU? So, you are thinking about changing to using a computer to score? The traditional method of scoring in a book is being changed with many scorers now turning to using a computer. Before taking up using a computer a scorer should consider if it is right for them. It should be a personal choice and any scorer should not give in to pressure from their fellow scorer or from officials to change. Before beginning your quest to purchase a program it is recommended that you try before you buy. Most programs that are available on the Internet (Google cricket Scoring Programs) or visit the scorer web site (other scoring methods) will allow you to download a copy of their product so that you can try it & see how it works. When trialling a program try to think of all those unusual situations that don’t often occur in a match to see how you and the program handle them. Then move onto “what if” situations. What happens if I do this? How do I correct errors? Can I undo a mistake? The more you try and play around with it, the more comfortable you may become with it. If your club wants to convert to computers and you are not comfortable with the idea, then tell them. Don’t be pressured into changing. It is your decision how to score and I’m sure your club will abide be your decision. It is better to have a happy paper scorer than an unhappy computer scorer. MCC LAWS OF CRICKET – 4TH EDITION 2010 MCC approved significant changes to the Laws of Cricket in May 2010. A commentary on the changes can be found on the Website under "Laws and Playing Conditions". All of our training courses from now onwards will include tuition on the new Laws.

The new Law Books are also now available and a free copy will be provided to all members. You should receive the book along with your new membership card within the next few weeks (another incentive to renew your subscription right now!)

All members should take the opportunity to attend the upcoming training courses throughout the State to update themselves on the 4th Edition of the MCC Laws. If you are wish to attend, please ensure you register with Troy Penman (tel: 83026043) prior to the beginning of the course.

Other courses may be arranged and advice will be provided as soon as they are confirmed.

All umpires who are available to umpire in SCA Competitions during season 2010/11 must be able to show competency of the MCC Laws of Cricket 2000 Code (4th Edition - May 2010). It is therefore essential that you attend the above courses and sit for the written examinations being held on 19th August (Cricket NSW) and 25th August (Blacktown Olympic Park).

Once again, all umpires aspiring to officiate in SCA 1st and 2nd grade or for appointment to the Country Panels must pass a written examination prior to the beginning of the season (Saturday 25th September). There will be several opportunities to attempt these examinations between August 1st and September 11th or by attending our winter course examination nights.

We offer our best wishes to the members of the Country Panel who will all be involved in officiating in representative matches and carnivals conducted by NSW Country Cricket Association (NSWCCA). The Country Panel will umpire at the NSW Country Championships (26-28 November) to be held in Tamworth, the Country Colts Carnival (21-23 January) at Dubbo and the SCG Country Cup Carnival (28-29 December) on the Central Coast. The Association offers its congratulations to Chris Cassin and Greg Jones who have been included on the Country Panel for the first time. The NSWCCA Umpire Sub Committee also selected a Supplementary Panel of Umpires for season 2010/11 which includes John De Lyall, Paul Dilley, Kevin Fraser, Stephen Poidevin, Phil Rainger, Mark Simula, Denis Veronese and Lachlan Walker. Members from both panels will gather in Scone, along with Zone Umpire Representatives, for a weekend of professional development on 24-25 July 2010.

Alan Davidson and Dick French were once again elected as Co-Patrons of the Association at the recent Annual General Meeting. Both responded with pride at the honour bestowed on them and vowed to continue promoting the Association and umpiring in a positive light. TECHNICAL BULLETIN

Changes to MCC Laws of Cricket – May 2010

Below is a summary of some of the important changes to the Laws which come into effect on 1st October 2010. A full bulletin of these changes along with a commentary is available for download from the website. In particular, umpires are advised to study Law 17 (Practice on the Field) in its entirety as it has been completed re-written. LAW 3 THE UMPIRES 3.6 (b) places the onus on the umpires to satisfy themselves that the ball, externally visible requirements of Law 6 (The Bat), size of stumps and bails comply with the Laws as well as the definition of “protective helmet” as being headwear made of hard material and designed to protect the head or the face or both. 3.8 Fitness for play – this is an important change; There are now only two types of fitness for Ground, Weather and Light conditions:

It is clarified that the mere fact that conditions are not ideal does not mean hat they are dangerous or unreasonable. An extra clause has been added to give umpires guidance that although posing no risk to safety, it would still not be sensible for play to proceed. 3.9 Suspension of play in dangerous or unreasonable conditions – this clause ensures that all references to ground include the pitch. If at any time the umpires together agree that the conditions are dangerous or unreasonable, they shall immediately suspend play or not allow play to start or recommence. The umpires should make inspections as often as appropriate, unaccompanied by players or officials. Once the umpires together agree that conditions are no longer dangerous or unreasonable, they shall call upon the players to resume play. Law 3.10 Exceptional circumstances, has been removed Law 3.11 has been renumbered to become Law 3.10 – Position of umpires. A slight rewording has been made to provide for the umpire to stand where he can best see the action in which HIS decision may be required. Law 3.13 Informing the umpires – information supplied to one umpire must now be conveyed to the other umpire by the umpire receiving the information. Law 3.14 Signals – an important change here is the requirement for the umpire at the bowler’s end to repeat to the scorers the following signals (with the exception of “out”): Dead ball No ball Wide The umpire at the bowler’s end shall also be responsible for the FINAL signal of short run to the scorers as well as informing them of the runs to be recorded, EVEN IF THE SHORT RUN OCCURRED AT THE STRIKER’S END. Additionally, the FINAL signals for penalty runs to either side and revoke last signal shall also be made by the bowler’s end umpire even if the striker’s end umpire has also signalled to the scorers. Law 3.15 Correctness of scores – the umpires must now satisfy themselves “throughout the match” that the scores are correct. LAW 10 – PREPARATION AND MAINENTANCE OF THE PLAYING AREA Law 10.1 (c) Rolling – ensures that if more than one roller is available he must choose which one is to be used. Law 10.1. (e) Insufficient time to complete rolling – now clarifies that even if there is insufficient time for rolling, the Captain may exercise his right to have the pitch rolled for not more than 7 minutes and the time for the start of the next innings will be delayed and such time shall be taken out of normal playing time. Law 10.2 Clearing debris from the pitch – states when the pitch shall be cleared of debris:

Before the start of each days play Before any mowing or rolling is to take place Between innings At all intervals for meals

Clearance of debris must be done by sweeping except where the umpires consider this may be detrimental to the surface of the pitch. In such cases, the debris must be cleared by hand. Finally, the pitch can also be cleared of debris whenever the umpires consider it necessary (by hand or sweeping). Law 10.3 Mowings – mowing during the course of the match are to be carried out under the supervision of the umpires. The pitch and outfield shall be mown each day of the match to ensure conditions to be as nearly the same for both sides as possible.

LAW 12 INNINGS 12.1 now requires any agreement as to the number of innings and determination of a result to be finalised prior to the match (run rate etc). 12.4 The toss – requires one or both umpires to be present for the toss which must take place not earlier than 30 minutes, or later than 15 minutes prior to the agreed starting time. 12.5 Decision to be notified – as soon as the toss is completed, the captain winning the toss must now advise the opposing Captain of his decision to bat or bowl. LAW 15 – INTERVALS 15.8 Tea interval – 9 wickets down For the purposes of this section of Law, the retirement of a batsman is not to be considered equivalent to the fall of a wicket. LAW 22 THE OVER 22.3 Validity of balls Changes have been made to clarify that a ball shall not count as one of the 6 balls of the over unless it is delivered, even though, as in Law 42.15 (Bowler attempting to run out non-striker before delivery) a batsman may be dismissed or some other incident occurs without the ball having been delivered. Only valid balls shall count towards the 6 balls of the over. If, having miscounted, the umpire allows an over to continue after 6 valid balls have been bowled, he may subsequently call Over as the ball becomes dead after any delivery, even if that delivery is not a valid ball. LAW 24 NO BALL 24.2 Fair delivery – the arm This clause has been reworded to clarify the warning process and the advice to the batsman at the wicket instead of the need to inform the Captain of the batting side. Also the umpire shall direct the captain of the fielding side to suspend the bowler forthwith rather than have the bowler “taken off”. 24.5 Fair delivery – the feet The bowler’s front foot must land with some part of it behind an imaginary line joining the two middle stumps on the opposite side to his original delivery stride (over or around the wicket). LAW 28 THE WICKET IS DOWN 28.1 (a) Wicket put down The wicket is considered to be put down by the strikers bat in falling if he has let go of it, or by any part of his bat becoming detached (broken off etc.) 28.3 Remaking wicket - Any fielder may, while the ball is in play, remake the wicket. LAW 37 OBSTRUCTING THE FIELD 37.1 Obstructing the field – now applies whether or not there has been any disadvantage to the fielding side. LAW 42.3 THE MATCH BALL – CHANGING ITS CONDITION A fielder may now dry a ball on a piece of cloth. Also if the umpires together agree that the deterioration in the condition of the ball is greater than is consistent with the use it has received, that shall consider that there has been a contravention of this Law. LAW 42.14 BATSMAN DAMAGING THE PITCH Batsmen now receive only a first and final warning which is consistent with the fielding side warning process.

NOW!!!! A COUPLE OF TEASERS!

1. A batsman with a runner plays the ball into the field and forgetting his injury, he sets off for a run towards the non strikers end. A fielder throws the ball towards the stumps but the ball deflects off the injured batsman who is out of his ground. The umpire believes the contact was not deliberate on the part of the injured batsman. There is an appeal from the fielding side. What is the umpires decision?

2. The striker takes guard from outside the popping crease. The non striker is

standing out of his ground as the bowler begins his run up. The ball is fairly delivered and the striker hits the ball into the outfield and the batsmen make good their ground for three runs. The fielding Captain points out that the batsmen have gained an unfair advantage. What action should the umpires take?

3. A fair ball is delivered and the striker’s bat removes a

bail from his wicket during his back - lift. The ball then strikes the batsman on his pad and in the opinion of the umpire all the requirements for LBW are satisfied. The ball deflects off the strikers pad and goes on to hit the wicket, removing the remaining bail. There is an appeal. What is the umpires decision and what Laws are involved?

4. The striker plays a fair delivery at his feet and then picks up the ball with a hand not holding the bat and returns the ball to a close in fielder. The umpire believes that the fielder did not give consent for the ball to be returned to him. There is an appeal. What is the decision of the umpire and which Laws are involved?

5. A No ball is delivered and the striker, who was not attempting a run, is standing out of his crease. The wicket keeper, who was standing well back from the stumps, immediately throws the ball onto the wicket with the striker still standing out of his ground. There is an appeal. What will the umpire decide?

6. A fair delivery is bowled to a right handed striker and the striker changes his stance

to play what is commonly acknowledged as a “reverse sweep”. The batsman misses the ball which strikes him on the front pad but as the batsman had changed his stance, the ball has actually struck him outside the line of the leg stump. In the opinion of the umpire, the ball would have gone on to hit the wicket. There is an appeal. What is the umpires decision and what aspects of the Laws of Cricket should the umpire consider?

excitement. We would also love you all to join us on what will be a truly fantastic day of walking/jogging/running from the City of Sydney to the most famous beach in Australia namely “BONDI”. Upon the completion of the 14km you will be rewarded with some form of refreshments (beer of your choice) at a local pub the locality of which we will notify you soon. Research can be made about acquiring a corporate tent on the beach if we have adequate amount of members attending.

Test and ODI Cricket to stay at Sydney Cricket Ground

Test cricket will stay at its traditional Sydney home, the Sydney Cricket Ground, for the next five years, following the signing of a new Venue Hire Agreement this week between Cricket Australia, Cricket NSW and the Sydney Cricket Ground Trust. Additionally, all Australian One-day International (ODI) cricket matches scheduled to be played in New South Wales will also be staged at the SCG as part of the new agreement. The agreement was signed early this week. It precedes the release for the sale of tickets for the Vodafone Ashes series to Australian Cricket Family members this Thursday. The tickets will go on public sale next Wednesday, 21 July. The SCG will host eight days of international cricket next season, commencing with the One Day International between Australia and Sri Lanka on Friday, November 5. This will be followed by the Fifth Test against England at the SCG, 3-7 January. Australia will then play two ODIs against England at the SCG on Sunday, 23 January and on Wednesday, 2 February. The three parties all welcomed the continuation of Test and ODI cricket at the SCG. Cricket NSW Chairman, Dr Harry Harinath, said the historic link between the SCG and Australian Test cricket is important. He noted that funds from international cricket meant that Cricket NSW would be able to maintain its ability to continue investing in grass roots and community cricket in New South Wales. SCG Trust Chairman, Rodney Cavalier, said; “The SCG is the home of cricket in Australia, one of the world's two finest cricket grounds. Test matches have been played at the SCG since 1882. That tradition will continue. The SCG is where the players want to play, where the cricket lover wants to come." Cricket Australia Chief Executive Officer James Sutherland noted that Vodafone Ashes series tickets for Sydney go on sale this week and said he expected the tradition of big crowds that accompany Ashes cricket at the SCG was expected to continue when next summer’s Sydney Test starts on 3 January. Tickets go on sale to members of the ACF on Thursday and to the general public the following Wednesday via ticketing agency Ticketek. The Association has been active in facilitating training courses on the Laws of Cricket with our training team visiting Laurieton, Lavington, Mudgee, Nowra, Scone, Taree and Temora during the non-playing season. We offer our thanks to the volunteers who have assisted in arranging these courses at the local level – Don Dennis, Paul Dilley, Peter Done, Steve Eccles, Mrs Betty Endacott, Rodney Golden, Pat Kerin OAM, Sam Rees, John Reynolds, Brian Rowe, Richard Thompson and Bruce Whiteman. A total of 84 prospective members have attempted the Association’s Examination on the Laws of Cricket, with 57 being successful. With a success rate of 68%, your trainers are working hard to deliver quality training in our courses being held around the state. Further courses are planned for Blacktown Olympic Park, Central Coast, Cricket NSW, Goulburn, and Orange in the coming months. Details concerning these courses can be obtained from Darren Goodger on 0418 615 355 or [email protected] Our metropolitan based affiliates are also busy conducting training courses on the Laws and we commend courses being hosted by the Camden District CUA (contact is Don Voegt on [email protected]), Parramatta District CUA (contact is Laurie Borg on [email protected]) and Sutherland Shire CUA (contact is Bill Rigby on [email protected]) It is recommended that members study the changes to the Laws of Cricket closely. The changes are more than just incidental and affect many laws. All members, thanks to a recommendation approved by the Board, will be forwarded a copy of the 2010 Edition of the Laws of Cricket free of charge prior to the season commencing. Affiliated Associations can purchase the latest Law Book at a cost of $10 per book. One of the major changes is around Laws 3.8 and 3.9 – both have been altered in relation to umpires suspending play as a result of the fitness of the ground, weather or light. The main change is that the umpires will no longer ‘offer the light’ to the batting side as the law makers felt that the decision to stay on or come off the field was often made on tactical grounds based on what best suited the batting side, rather than for safety or visibility. In bad light umpires will now suspend play only when they consider it to be unreasonable or dangerous. This will be the same for conditions relating to ground and weather. The changes will be outlined in all future training courses and will be dealt with in sessions at the Convention at Riverside Oaks on 28-29 August where resource material concerning the changes will be distributed to attendees for discussion. The Association offers its congratulations to Rick Becquet, Dennis Chaplin, Ken Cunningham, Bob Evers, Graeme Hackett, Pat Kerin OAM, Graham Moon, Stephen Poidevin and Ben Treloar who have recently satisfied the requirements of the National Umpiring Accreditation Scheme and received their Level 2 Certificate signed by State Director of Umpiring, Darrell Hair. The Association is able to provide workshop activities upon request for umpires wishing to obtain Level 2 Accreditation. There was a successful workshop held for 8 participants recently in Temora with the program facilitated by Graham Chudleigh and Laurie Borg receiving high praise from those who attended. To register for the Level 2 Accreditation Scheme umpires should contact the Administration Officer on [email protected] I trust you are all looking forward to, and preparing for, the season ahead. It should be a wonderful summer of international cricket with an Ashes Series ahead of us and 7 ODIs against England as well. We will all have our part to play as umpires or scorers in contributing to the cricket that is played around NSW. There is a self satisfaction about doing your very best – “The greatest thing we can do is prepare properly and play flat out and let the rest look after itself.” (Wayne Bennett). As members, you are encouraged to take advantage of what the Association has on offer in the months ahead so that you can best prepare for the coming season and so that you can make the most of your opportunities to contribute to cricket. One of the great privileges working in this role for the Association is meeting so many good people who do great things in our Affiliated Associations. It was a real pleasure for me to recently attend the Annual General Meeting of the affiliated Hornsby Ku-ring-gai & Hills District CUA Inc. The work being done in this district for cricket by the members of HKHDCUA is exceptional. In 2009/10 an incredible 271 umpiring appointments were made. In acknowledging the excellent work carried out by Geoff Hasler (President), Bruce Wood (Secretary) and all members I offer the thanks of the Association to all our volunteers in the Affiliated Associations – your efforts are significant and appreciated by umpires, players and administrators. I would particularly like to congratulate HKHDCUA member Barry McDonald who was made the inaugural life member of that Association. Barry has made a dignified contribution to this competition on and off the field and is highly respected by his peers.

Recruitment course held in Newcastle The Association was pleased to be able to assist the affiliated Newcastle District Cricket Umpires Association (NDCUA) with a recruitment course at Wal Young House on 3-4 July 2010. We offer our congratulations to Angelo Cavaliere, Nathanael Cavaliere, Ben Cox, Daryl Daniels, Chris Hepple, Anthony Hobson, Greg Hook and Alex Scaron who have satisfied the requirements of the NDCUA in terms of their knowledge of the Laws of Cricket and will be invited to umpire in the Newcastle District in the 2009/10 season.

The recruitment course was facilitated on behalf of NDCUA by Laurie Borg, Darrell Hair and Darren Goodger. We would like to thank NDCUA President Joe Thomson for his invitation, welcome and hospitality on the weekend, and his fellow members Cyril Manning, Lance Manning and Bruce Muddle for their assistance at the course with catering and general arrangements. We also recognise the significant contribution being made to umpire education and development in Newcastle by Zone Representative, and NSWCUSA life member, Kim Norris who attended the recruitment course.
