Highlights of Current Activities (1)

Activities on IMT-2000• Radiocommunication Assembly (RA-07) added sixth terrestrial radio interface to

IMT-2000 family - OFDMA TDD WMAN (a WiMAX derived technology)• RA-07 approves seventh revision to Recommendation ITU-R M.1457 (Detailed

specifications of the radio interfaces of International Mobile Telecommunications-2000 (IMT-2000)) (M.1457-7)

• RA-07 approves revision to Recommendation ITU-R M.1580 (Generic unwanted emission characteristics of base stations using the terrestrial radio interfaces of IMT 2000) and to M.1581 (Generic unwanted emission characteristics of mobile stations using the terrestrial radio interfaces of IMT-2000)– further studies requested at RA-07 on emission mask and ACLR

• Sharing studies requested between OFDMA TDD WMAN and the other terrestrial IMT interfaces; (results to be presented to SG 5 meeting in Nov 2008 probably as a new Report)

• Eighth Revision of Recommendation ITU-R M.1457 currently under approval process (following decisions of SG 5 in Feb. 2008)

• Work commenced on Ninth revision of M.1457 which should conclude in Feb. 2009

Highlights of Current Activities (2)

• RA-07 provides impetus for IMT-Advanced– Approval of Resolution ITU-R 56

• naming scheme for International Mobile Telecommunications

– Approval of Resolution ITU-R 57

• Principles for the process of development of IMT-Advanced

• Radio Interface Technologies (RIT) to be proposed for IMT-Advanced shall be based on submissions from the ITU membership, as well as on invited submissions from external organizations

• Based on deliberations at WP 5D meeting (Jan. 2008), Circular Letter 5/LCCE/2 was issued 7 March 2008 inviting the submission of proposals for candidate RITs (or a set of RITs (SRITs)) for the terrestrial component of the radio interface(s) for IMT-Advanced and inviting participation in their subsequent evaluation

4

Strategic Direction (1)

Initial invitation for proposals for RITs (and SRITs) and description of evaluation process (Circular Letter 5/LCCE/2)

See “IMT-Advanced” website http://www.itu.int/ITU-R/go/rsg5-imt-advanced/

– Invitation from BR to submit candidate RITs (or SRITs) for IMT-Advanced– Development of candidate RITs (or SRITs) satisfying a version of the minimum

technical requirements and the evaluation criteria currently in-force– Registration of evaluation groups with ITU-R– Submission of proposals + evaluation to BR, subsequently becoming inputs to WP 5D– Evaluation of candidate RITs (or SRITs) by registered evaluation groups + self-

evaluation or proponent’s endorsement of evaluation submitted by another entity– Assessment of proposals by WP 5D and their compliance with the minimum technical

requirements– Consideration of evaluation reports by WP 5D– Consensus building leading to acceptance of a RIT (or SRIT) in the standardization

phase– Development of radio interface Recommendation(s)

5

Strategic Direction (2)

• Additional information required for the evaluation process (to be issued after WP 5D meeting in June 2008)

– Minimum technical requirements related to technical system performance

– Spectrum-related requirements

– Submission guidelines and a template for details of the submission

– Evaluation guidelines, criteria and methodology

6

Challenges

• Harmonisation of proposals• IPR issues• Timescales not being met• WP structure

7

Next Steps/Actions

Schedule for the development of IMT-Advanced radio interface recommendations

8

Proposed revision to Resolution GSC-12/01

• Resolution GSC-12/01 requires updating to reflect the results of the Radiocommunication Assembly (RA-07) and the World Radiocommunication Conference (WRC-07)

• A draft revision is contained in a contribution from ISACC
