2

Objectives

After this discussion, you should be able to:Appreciate the importance of IMSDefine the various terms used in HSE MSList the requirement of EMS / OHS MSUnderstand the role of top managementDeveloping an HSE policyBenefits of HSE implementation & certification

3

What is Management System?

• The part of the overall management system that includes organizational structure, planning activities, responsibilities, practices, procedures, processes and resources for developing, implementing achieving and reviewing the policy.

4

ENVIRONMENT

Surroundings in which an organization operates, including

air, water, land, natural resources, flora & fauna, humans and their

interrelation.

5

Use of

processes, practices, techniques, materials,

products

that

avoid, reduce or control pollution,

which may include

recycling, treatment, process changes,

control mechanisms, efficient use of

resources and material substitution.

PREVENTION OF POLLUTION

6

ENVIRONMENTAL ASPECT AND IMPACT

Environmental Aspect Element of an organization's activities, products or services that can interact with environment.

Environmental ImpactAny change to the environment, whether adverse or beneficial, wholly or partially resulting from an organization's environmental aspects.

7

Environmental Aspects and Environmental Impacts

Environmental aspects and environmental impacts exist in a “Cause and Effect” relationship with each other.

Aspect (Cause) Impact (Effect)

Waste generation

Pesticide applications

Paper consumption

Soil, water quality degradation

Resource depletion

Land pollution

8

DEFINITIONSHAZARD source, situation or act with a potential for harm in terms of human

injury or ill health, or a combination of these

INCIDENTwork related event in which an injury or ill health (regardless of severity) or fatality occurred, or could have occurred.

OCCUPATIONAL HEALTH & SAFETYconditions and factors that affect or could affect, the health and safety of employees or other workers (including temporary workers and contractor personnel) visitors or any other person in the workplace.

9

OHS HAZARDS

o Exposure-weather, temperature, noise, chemicals, open watero Falling objectso High pressureo Hot worko Mobile equipmento Repetitive worko Rotating equipmento Working at heighto Electricalo Fire / explosiono Slip/ trip / fallso Confined spaceso Exposure-radiationo Terrorismo Industrial Hazards

10

INCIDENT RATIO

1 – Major injury

10 – Minor injury

30 – Property damages

600 – Incidents/Near Misses

Our efforts should be directed to the many significant opportunities of near misses for control of accidental losses

11

DEFINITIONSRISK

combination of the likelihood of an occurrence of a hazardous event or exposure and severity of injury or ill health that can be caused by the event or exposure (s)

SAFETY

freedom from unacceptable risk of harm

ACCEPTABLE RISK

risk that has been reduced to a level that can be tolerated by the organization having regard to its legal obligations and its own OH&S policy

12

OHS RISK MANAGEMENT

THE ESSENCE OF

RISK MANAGEMENT IS

TO AVOID HIGH RISKS,

MANAGE MEDIUM RISKS AND

LIVE WITH LOW RISKS

13

SAFETY DEPENDS ON HARDWARE :Plant & up keep – planned

inspection, Engineering & change, procurement, Maintenance

SOFTWARE :Organization – procedures, recruitment, accident reporting & analysis, rules & work permit, emergency preparedness, materials & services management

HUMAN WARE :The People – Leadership, Training, Task observation, PPE, Communication, Health & Hygiene

14

EXERCISE

• Identify the hazards / risk as well as the environmental aspects and impacts while driving a vehicle

15

An HSE MS is Management

• Must have commitment of top management

• HSE MS is owned by facility manager

• Define approves policies, and objectives

• Must be consistent with other management systems

16

An HSE MS is a System

• Requires creation of a formal structure

• Addresses management programs to achieve the improvement objectives

• Operational control procedures to address maintenance objectives

• Doesn’t specifically address compliance components

17

POLICY & OBJECTIVE

Policy - Overall intentions and direction of an organisation related to its HSE performance as formally expressed by top management.

Objective - Overall HSE goal, consistent with the environmental policy, that an organization sets itself to achieve.

18

Target - Detailed performance requirement, applicable to the organisation or parts thereof, that arises from the HSE objectives and that needs to be set and met in order to achieve those objectives.

Performance - Measurable results of an organization's management of its HSE aspects

Environment target & Performance

19

Benefits of an HSE MS

• Helps maintain compliance

• Reduce operating costs

• Integrate Environmental Health and Safety programs into mission

• Increase employee involvement

• Reduce HSE Impacts / Risk of the organization

20

What’s Missing?

• Structure

• Continual improvement

• Top level management commitment

• Management review or ownership

• Formal awareness of “system”

• Or is it something else?

HSE MS Frameworks

• ISO 14001 or OHSAS 18001 Standard

• Code of conduct are the Management Principles the basic PDCA

• Compliance-Focused HSE MS

• Eco & Health and Safety Management

• Audit Scheme to monitor and measure the performance

With in the scope of the HSE management system

• Health and safety within the boundary for OHS MS • Impacts outside for EMS

26

The 5 Components

• Policy

• Planning

• Implementation and Operation

• Checking

• Management Review

27

HSE Policy 4.2

• Issue a policy statement signed by facility manager

• At a minimum, commit to– Address the significant environmental aspects – Address the high risk hazards– Continual improvement– Prevention of Pollution / injuries– Environmental, health and safety compliance

• Identifies HSE MS framework• Publicly available

28

4.2 HSE PolicyWe are committed to

• Optimal usage of resources in all engineering drawings and documents generation processes.

• Prevent pollution and comply with legal and other corporate requirements

• Continual improvement of HSE performance of the organization

• Ensure safe and healthy environment to its employees at the work place.

Date: June 1st 2007 Chief Executive

29

Planning EMS 4.3

• Identify aspects and impacts from facility activities, products, and services

• Review legal requirements - pollution control boards

• Set objectives and targets

• Establish formal EMS program

30

Planning OHS MS 4.3

• Identify Hazards and analyze the risk with respect to the source / assets, situations and the activities

• Review legal requirements factories act

• Set objectives and targets

• Establish formal OHS MS program

31

CONTROL MEASURES

• Terminate

• Treat

• Tolerate

• Transfer

Noise control measures

Soil erosion control measures

32

Implementation and Operation 4.4

• Define roles and responsibilities• Provide EMS training• Establish internal and external communication,

mechanisms• consultation and participation added for OHS• Establish document control system• Establish operational controls• Integrate with or establish emergency preparedness

procedures

33

Checking 4.5

• Conduct periodic monitoring of environmental performance

• Identify root causes of findings and conduct corrective and preventive actions

• Maintain environmental records

• Conduct periodic HSE MS audit

Management Review 4.6• Periodic review of the management system by the

top management team• Inputs process owners for discussion • Decision on system changes & resources• Performance analysis and preventive action• Address all escalations from the middle

management• Ultimate responsibility and authority for

implementation of IMS• Revise policies and objectives as needed

36

How to implement a Management System?

An HSE management system brings together the people, policies, plans, review mechanisms, and procedures used to manage the HSE issues at a facility or in an organization.
