Improving Energy Efficiency and Promoting Renewable Energy in the Agro-Food and Other Small and Medium Enterprises (SMEs) in Ukraine Current energy policy in the developed countries is based on the understanding that conventional fuel and energy resources are exhaustible, and there is a need to protect environment and prevent global climate change. That is why so much attention in the world is focused on energy-saving, energy efficiency and promoting the use of renewable energy sources (RES). Ukraine strives to achieve a decent position among the most developed world’s economies. Our national priorities are agriculture and rural area sustainability, development of small and medium enterprises, ensuring energy security and improving competitive- ness of domestic products on the world’s markets. The governmental policy in this area is supported in practice by the Project ‘Improving Energy Efficiency and Promoting Renewable Energy in the Agro-Food and Other Small and Medium Enterprises (SMEs) in Ukraine’. The Project is implemented by the United Nations Industrial Development Organisation (UNIDO) under support of the Global Environmental Facility (GEF) and shall continue till May 2016. The Renewable Energy Institute with the National Acad- emy of Sciences of Ukraine has been selected a key implementing institution for the Project. The Ministry of Agrarian Policy and Food of Ukraine and the State Agency on Energy Efficiency and Energy Saving of Ukraine are the beneficiaries on the part of the state. Project Goals Developing market conditions to improve energy efficiency and promote the use of renewable energy sources (RES) in order to replace fuel in intensive productions at small and medium enterprises (SMEs) in Ukraine as the basis to improve their competitiveness in ensuring the integrated approach to reducing CO2 emissions and improving the state of environment. However, the primary legislation related to energy efficiency and renewable energy is still of framework nature and there are no mechanisms or procedures in place to introduce it.

The Project supposes to analyze in detail e�ciency of the policy- and tax-related, regulatory, legislative, �nancial support to energy e�cient productions and more extensive use of the renewable energy in agro-food and other energy intensive industries. It is planned to study the best energy management and energy e�ciency practices of other countries.

Detailed recommendations shall be developed and provided how to strengthen the institutional framework and launch initiatives and �nancial mechanisms to improve energy e�ciency and promote the use of energy from renewable sources by energy intensive SMEs.

Therefore, the Project shall provide expert and consulting support to legislative and executive authorities in drafting of legislative and regulatory acts on energy e�ciency and renewable energy and shall facilitate harmonization of the Ukrainian legislation with the European standards and directives.

2. To launch renewable energy technologies and improve energy e�ciency of productions

To the end of demonstrating RES e�ciency and state-of-the-art energy management technologies, twenty enterprises have been selected under the UNIDO prede�ned criteria. They are the agro-food enterprises, and manufacturers of the equipment for renewable energy sector – thermal pumps, solar collectors, and LED lamps. Ten of them shall be supplied state-of-the-art equipment and plants, to be prototypes for other enterprises in various areas of Ukraine – in the Crimea, Zakarpattia, Lviv, Donetsk regions – and, at the same time, to be the sites for technology improvement.

3. To disseminate the use of renewable energy sources in practice

The Project is open for cooperation. The Project experts are ready to provide support in energy audit of your enterprise and identify your production energy e�ciency level. Every enterprise, that will become the Project Partner, will bene�t from the analysis of potential scenarios how to use renewable energy sources, and the actions will be developed to

improve its production e�ciency, and the set of technologies and equipment will be o�ered to �t your corporate energy strategy.

The Project shall provide assistance to the enterprises in drafting their business plans, raising funds on favourable terms for equipment purchase. Upon your consent, information about your enterprise will be disseminated among potential investors, and investors will be provided consultations to ensure informed and advantageous selection of investment facilities.

4. To raise awareness and perform education programmes

Long-term structural changes in the energy sector, in general, and the renewable energy sector, in particular, may not be achieved unless relevant human capacity is in place and public awareness is raised. The Project shall provide support to two higher educational institutions to develop curriculum and launch the course on the use of energy from renewable sources in productions as well as to issue handbooks and methodological materials.

Training sessions, workshops and study tours will be aimed at studying and establishing business contacts between industry representatives, energy service providers, equipment suppliers, local managers and sharing the best practices developed in the course of the Project implementation.

The enterprises selected to implement pilot projects will become the basis for practical demonstration of energy e�cient technologies and the use of renewable energy. The Project will o�er speci�c examples how to address the issues relating to integration of the renewable energy technologies into technological pathways and corporate infrastructure and demonstrate e�ciency of their applications.

Energy e�ciency and renewable energy reference guides will enable enterprise planners and experts to select technologies and equipment in a competent manner even after the project completion.
