Stabilitas dalam sistem tenaga listrik didefinisikan sebagai kemampuan sistem tenaga listrik untuk menjaga sinkronisasi pada saat gangguan maupun setelah gangguan terjadi (Robandi dan Kharisma, 2008). Power System Stabilizer (PSS) merupakan suatu piranti yang berfungsi untuk menjaga stabilitas sistem tenaga listrik (Grainger dan Stevensson, 1994; Saadat, 1999).

Power System Stabilizer Berfungsi untuk meredam Osilasi frekwensi, Torsi Rotor & Voltage pada sistem pembangkit yang disebabkan oleh adanya perubahan beban yang fluktuatif. osilasi tersebut biasanya terjadi dalam rentang frekuensi sekitar 0,2 sampai 3,0 Hz, dan dapat mengganggu kemampuan sistem dalam mentransmisikan daya listrik (Bandal et al., 2006). Guna meredam osilasi tersebut, Power System Stabilizer harus mampu menghasilkan komponen torsi elektrik yang sesuai.

PSS adalah peralatan kontrol pembangkit yang digunakan dalam umpan balik untuk meningkatkan redaman rotor osilasi disebabkan karena gangguan sinyal kecil. Gangguan ini dapat disebabkan oleh bahkan perubahan kecil dalam tegangan referensi dari regulator tegangan otomatis / exciter yang mengakibatkan semakin meningkat osilasi rotor.

Dirancang untuk meredam ganguan ganguan yang terjadi pada sistem tenaga listrik dengan mengunakan kontrol tambahan Statik VAR Sistem (SVS), SVS dapat meningkatkan pasokan daya listrik ke konsumen atau Load. SVS terdiri dari shunt kompensator statis thyristor dan SVC dikombinasikan dengan kapasitor bank Kapasitor bank switching dikendalikan oleh pengatur SVC sehingga SVS dapat mengontrol secara otomatis
