Nevada lawmakers, but most especially our southern Nevada representatives, cannot say they haven’t heard from teachers this session. We have been making our voices heard and we have been loud. We have rallied at their doorstep, attended hearings and testified on proposed legislation (even when the hearing ran as late as 9:00 p.m.). We have e- mailed them. Right now, we are in the middle of a postcard writing campaign to put an end to overcrowded classrooms. We are also gathering receipts to demonstrate the out-of-pocket expenses teachers incur to support student learning. This activity has been taking place, all while awaiting the release of the Economic Forum report, when the fight for funding and our engagement will escalate. A Tale of Two Superintendents

In October of 2011, CCEAExecutive Director JohnVellardita and I were invited toa meeting at the Ed Shed bythen Superintendent DwightJones. He wanted to introduceus to Jim Guthrie, who wasthe Director of EducationPolicy Studies for the GeorgeW. Bush Institute. Jones wasinterested in having CCEA andother organizations partnerwith the Bush Institute inways that would improve thequality of teachers and schoolleaders, including principalsand administrators. Welistened to the presentationand had to leave before themeeting was over due to othercommitments.

I wasn’t surprised to hearthat Guthrie was one of thefinalists for the position ofNevada Superintendent ofPublic Instruction, and Iwasn’t surprised either whenhe eventually was offered thejob. In fact, I thought this waspart of the “greater plan” forthe anti-public educationagenda—major playerscreating alliances as theyworked to make Nevada ashining example of schoolreform. (You know thoseparties that have never setfoot inside a classroom, butproclaim to know what is bestfor public education.)

While CCSD rushed toimplement school reformthrough consultants hiredwith private foundationmonies—leaving no educatoruntouched—the restructuringof the Nevada Board ofEducation was well underway.Guthrie worked to mold anewly restructured board and

he became the spokespersonfor Governor Sandoval’seducation agenda. As thelegislative session began, itwas very evident that Guthriehad a different philosophyfrom the rest of the educationcommunity and that of theGovernor. His steadfastopposition to class sizereduction brought himuniversal ridicule. Hisrelationship with Jones wason rocky ground and wasfurther damaged when he saidthe Washoe County SchoolDistrict was doing a better jobthan the rest of the schooldistricts.

The sudden resignationsof Dwight Jones and JimGuthrie sent shock wavesthroughout the educationcommunities in Nevada. Whilethe timing of theirresignations was a surprise,leaving their jobs wasn’t.

Dwight Jones, citingpersonal reasons for hisdeparture, left CCSD high anddry at the most inopportunetime. Jim Guthrie’sresignation caught everyoneby surprise, but conventional

wisdom questioned whetherhe would have beenreappointed by GovernorSandoval.

Jones left a work productthat I would grade asincomplete. There were failedschool reform measures, suchas the CCSD SchoolPerformance Framework,Standard Based Report Cards,and other quicklyimplemented programs thatwere immediately called intoquestion. Much money andpersonnel resources weredevoted to these projects,even if they were primarilyfunded by private grantdonations.

Guthrie proved to be aliability to Governor Sandoval,making absurd educationalpolicy statements that werecalled into question. He musthave seen the writing on thewall as to his future as NevadaSuperintendent of PublicInstruction.

How ironic? John and Imet Dwight Jones and JimGuthrie back in October asthey embarked on theirjourney to implement schoolreform. Now, as they bothdepart after incompleteimplementation of schoolreforms one has to ask, wasthis kismet? Time will tell.Meanwhile, we are followingJones’ replacement processclosely and speaking out forthe need to hire asuperintendent who knowsand understands educationand who fully realizes that apartnership with ClarkCounty’s teachingprofessionals is critical tostudent success.

Nevada Needs Leadership for EducationSome interesting thingshave occurred since our lastissue of the CCEAExpress. Dwight Jones’departure was followedwith the forcedresignation of StateSuperintendent ofPublic InstructionJames Guthrie. Thestate superintendentbecame anembarrassment to theGovernor and a liabilityfor the anti-educationreform forces herepresented. His footbecame part of hismouth since he stuckit in so many times.Elaine Wynn, as thepresident of the StateBoard of Education, isnow positioned to exertgreater influence oneducation policy.

Jones and Guthrie maybe gone, but the agendathey represented marcheson. In Carson City, the anti-education agenda is veryclear: no additional funding,more charter schools,passage of vouchers, moreanti-teacher evaluation laws,and the elimination ofbinding arbitration andevergreen clauses forteachers just to name a few.In Las Vegas, those sameforces are working behindthe scenes, trying to makesure that another outside“reform” agent is found torun the school district—despite the protests ofteachers and thecommunity. How this allplays out still remains to beseen, but one thing is forcertain: without teachers

getting involved, the anti-education forces will prevail.

There are about 45 daysleft in the session andfunding for education is stilla mystery. No agreementbetween Democrats andRepublicans has beenreached. There’s been a lotof talk about taxes: mining,the entertainment industry,or a broad-based businesstax. But that’s all it is—talk—and nothing more. Weare still waiting for realleadership to emerge. Everyday there is no solutionfound, is another day whereclasses just get bigger.

Nevada ranks at the topwith overcrowdedclassrooms and last in thenation in funding. You can’texpect teachers to be heldto a higher standard ofinstruction when theconditions for learning areeroding at an acceleratedrate. Students sitting onfloors, many without

textbooks, no time forindividual attention, classes

disrupted because ofovercrowding, Englishlanguage learningchallenges—all theseconditions are a recipefor failure. This is nolonger sustainable. Thesolution is simple:MONEY.

Lawmakers muststop passing laws withunfunded mandates.You want students toachieve then pay for it.You want educators todo the best we can,then pay for it. Beingfor reduced class sizedoes not mean yougrant school districts’waivers from having to

comply with staffing ratios.It means you find the moneyto hire thousands ofteachers to meet those statemandates.

On March 23, 2013, over130 teachers packed theGrant Sawyer building tospeak out against largeclasses. Many gavetestimony in the hearing.Currently, over 10,000teachers are writing andsigning postcards to theirlegislators, demandingsmaller class sizes so thatstudents can learn andteachers can teach. OnSaturday, April 27, 2013,CCEA will host a Town HallMeeting on this issue.Teachers, students, andparents will have the forumto address Clark Countylegislators on this criticalmatter. If teachers don’tspeak up on this issue, no

These are very stressful times, however, if you know thesurplus process, you can maximize your efforts andimprove your opportunities.

To help you do this, CCEA will conduct a pre-surplusmeeting on Tuesday, May 7, 2013 at 4:30 p.m. in theSedway Conference Room at the Teachers Health Trustoffice building.

Topics to be covered will include:— seniority— licensure— how the actual surplus meeting is conducted— what you need to bring to the surplus meeting— other relevant information.

CCSD has scheduled the surplus meetings for May 8,2013, 4:00 p.m. at Del Sol High School; if needed, alsoMay 10 at 4:00 p.m. at Del Sol High School.

On May 6, Human Resources will publish a positionannouncement that includes a list of all vacancies for thereassignment/surplus meeting. Principals will ensurethat identified teachers who must participate in thesurplus process are provided their seniority numbers andhave access to the position announcement.

Meanwhile, become familiar with the voluntary andinvoluntary (surplus) transfer language in the negotiatedagreement — it is covered in Article 30 and Article 35. APDF file of the agreement can be downloaded from theCCEA website (www.ccea-nv.org) under theRepresentation Tab on the home page.

one else will. The message is simple:find the money and find it now.

The Economic Forum report will bereleased on May 1, 2013. Economistsare projecting that this report will showthere is additional revenue for the Statefor the next two years. Every penny ofthat revenue should go to education.Democrats and Republicans have tostop playing politics with our kids’education and agree to fund educationfor today and tomorrow. GovernorSandoval needs to lead on this byputting more money into education.

CCEA is working with CCSD todevelop a plan to reduce class sizes. Itwill require hiring 4,000 teachers overthe next few years. This plan will bringclasses down to the ratios that willallow a teacher to teach and a studentto learn. But this will not happenunless it is funded. All teachers—members and nonmembers, veteran andnew to the profession—must speak outon this issue. If we don’t, then otherswill make the decision. We know whattheir decision has led to: no money foreducation, overcrowded classrooms,and blaming teachers when studentsdon’t achieve. Do we want that tohappen? We can’t afford not to getinvolved.

We Need Funding and We Need It Now

It would cost over $250 million to hire4,000 teachers in CCSD to reduce classsizes. It would take another $75 millionto adequately fund ELL. We need $35million annually to protect our currentstep and column increases, and another$37 million annually to give teachers a3% raise; something teachers have notreceived in several years.

How will this be paid for? Thereshould be multiple sources of funding.All revenue options must be on thetable. Any serious funding solutionmeans finding money now. Nothing ismore sacred than funding publiceducation.
