URBAN LOGISTICS : A STRATEGIC PLAN FOR THE GROUP LA POSTE, FOCUS ON THE EVOL PROJECT IN GRENOBLE

EVOL - GROUPE L A POSTE

In the course of 2016, Clermont Auvergne Métropole organized a citizen consulta-tion aimed at giving voice to residents, users, businesses, institutions ... in order to know their needs in terms of mobility. The numerous exchanges generated by this approach have led to the emergence of 21 proposals for actions to improve tra-

vel. These proposals cover various fields of application ranging from the develop-ment of a cycle master plan to that of an urban logistics scheme, including the crea-tion of a times office and the development of a transport network more efficient and supportive. To meet the challenges of mobility, Cler-

mont Auvergne Métropole wants to be a laboratory for experimenting with in-novative, sustainable mobility adapted to changes in society. The community is, for the time being, only at the beginning of the implementation of its mobility road-map.

CNR, France’s leading producer of 100% renewable electricity, is expert in the op-timisation of intermittent energies. As a laboratory of tomorrow’s energies, CNR places its capacities of innovation in the service of sustainable territorial develop-ment. That is why it is fully invested in the development of green energy. Thus, CNR has developed an electric corridor, acknowledged in 2015 as having national importance by the French government, equipped with 27 rapid charging sta-tions along the Rhone Valley. All types of electric vehicle can charge with 100% re-newable electricity in less than 30 minutes

at a flat rate of €5. CNR is also investing in the green hydrogen sector by partici-pating in a large number of industrial developments and demonstrators along-side key actors. With the Hyway project it contributes to the deployment of a fleet of electric vehicles equipped with hydrogen fuel cell range extenders. Thus 50 Renault Kangoo ZEs have been equipped and can fill-up with green hydrogen at Lyon and Grenoble.

La Poste Groupe has launched an Urban logistics Programme which aims to make La Poste the referred partner of local au-thorities to develop their urban logistics actions. As an example, La Poste Group, with local

and innovative partners answered a call for interest launched by Grenoble-Alpes Metropole and created EVOL.This start up sets up a global urban logis-tics system combining a territorial network (comprised of an urban distribution plat-

form at the periphery of the city and a smaller logistics area in the city centre) and innovative services (storage, reverse logistics)using soft modes or low emission vehicles.

The research project URBADIS©, launched in 2012, aims to develop innovative solu-tions for urban logistics. In particular, this project aims to define new organizational models for sustainable urban logistics. The project relies on a multi-disciplinary team working in two laboratories (CERAG –Management Sciences- and G-SCOP

-Sciences for Design, Optimization and Production-) and has a budget of 600K€. It is part of the academic research com-munity «Innovations, Mobilities, Territories and Urban Dynamics» (ARC 7 of the Rhô-ne-Alpes region) and relies on a strong interaction with other laboratories of the region (DISP-INSA Lyon, Ecole Mines of

Saint Etienne). The project brings together researchers, manufacturers, distributors and logistics providers to reflect on the necessary adjustments that will need to be made in the future in order to adapt cities to growing flows of goods.

The Equilibre project aims to assess the relevance of the natural gas sector for road transport of goods using a real condition experiment carried out in the Auvergne-Rhone-Alpes Region. Since the 1st of March 2016, ten NGV vehicles (compressed or liquid natural gas) and five diesel vehicles have been monitored

and compared to assess, depending on how they are used, their operational costs and environmental impact. LUTB-RAAC coordinates the experimental assessment committee to make sure the scientific pro-tocol put in place is respected. Preliminary results will be released in the first half of 2017.

A pioneer and specialist in the autono-mous vehicle market, NAVYA assists ci-ties and private sites around the world in improving their transport offer with its autonomous, driverless and electric solu-tions. At the cutting edge of technology, NAVYA revolutionizes trips by offering fluid mobility solutions. 50 shuttles have already been deployed around the world and have transported more than 200 000 passengers. In the heart of Confluence,

an eco-district of Lyon, 2 AUTONOM SHUTTLES are in service. The NAVLY ex-periment, lead by NAVYA and KEOLIS is supported by Lyon Metrpole and Sytral, and has become the first public transport operated by a 100% autonomous electric shuttle. Since November 2017, NAVYA of-fers to cities, in addition to the AUTONOM SHUTTLE, a new mobility solution, the AU-TONOM CAB, the first robot taxi on the market.

The Zero Emission Valley project is a flagship collaboration between the Au-vergne-Rhone-Alpes region, its cities and leading industry players to bring hydrogen mobility to cities across the region. A total of 1000 vehicles and 20 new hydrogen

refuelling stations will be deployed over the next 3 years, bringing convenient, zero emission mobility to local authorities and private sector fleets. These investments will lead to a thriving refuelling station network, paving the way for future expan-

sion within the region and in neighbouring countries, in preparation for large scale deployment of fuel cell vehicles (cars, bus, trucks, coaches…) as of 2020.

Based at the heart of France’s leading land logistics platform near Lyon, le Pôle d’Intelligence Logistique is a cluster fede-rating logistics and supply chain professio-nals in the Rhône-Alpes region.Organization of the first Biennial of Lo-

gistics in March 2017 (1400 participants): Trade fair, photo exhibition, student challenge, driver championship, etc. Supported by public Health insurance fund, Perspectiv’Supply project led by the

Pole aims to relax the tense flows in the fresh produce sector. More than 30 com-panies accompanied throughout France (manufacturers, logisticians, carriers and stores) to make health a lever of overall performance.

After a first phase of technical develop-ment on purely electrical concept truc-ks, Renault Trucks has started a second phase targeting a commercial offer, focused in a first step on garbage col-lection trucks. These vehicles are rigid trucks 6x2 (26 tons), the most commonly used model for this usage. The electrical propulsion is particularly promising in this case :

- Technically, the limited daily mileage and the “stop and go” mode are com-patible with the batteries range and the possibility to charge in breaking phases. - Economically, the extra cost due to the batteries technology, can be compensa-ted by a big cost saving on fuel since these vehicles are high fuel consumers due to the “stop and go” mode.- From an environmental view point, these

electrical vehicles will operate in silent mode for city inhabitants in early morning hours, and will be fully “carbon free” in city centers.Renault trucks will propose as well electri-cal vehicles for urban distribution (rigids 4x2-16t) in the context of the mobility po-licy of big cities aiming at setting “zero emission” zones in center cities.

Since 2016, a river waste collect has been experimented in Lyon. The original idea was to give those living in the heart of the city a service near them, which would be tested for two years. River’Tri is docked every Saturday, just a few hun-dred metres from the Place Bellecour. A waiting zone for vehicles has been set up on the embankment. This allows to re-

duce saturation of other waste disposals, by avoiding the circulation of 16 heavy duty vehicles in the city center. The pro-ject brings together CFT, SUEZ, CNR, VNF and Lyon Metropole.

As a leading engineering firm, SEGULA Technologies puts innovation at the heart of its strategy.
