Rationale and context

• Currently Municipal and Regional GIS do not allow sharing data in real time with each other in a transparent, independent and easy to perform way

• All information must be managed and maintained by those who produce it;

• Geographic information should be easy to integrate with other sources;

• Different Spatial infrastructures implemented at different hierarchical levels should communicate with each other;

Rationale and context

• Develop a physical and logical architecture for a regional Spatial Data Infrastructure (SDI)

• in compliance with the principles of the EU INSPIRE Directive and with the OGC standards

• based on free software

• Provide real‐time information, updated and dynamic, between the different levels of implementation

Architecture Proposal Overview

• Divided into layers

• REGIONAL SDI: has its own information, which can be made available, or it can be fed by the Municipal SDI‘s

• MUNICIPAL SDI: where it will be introduced and concentrated all the information to be provided by each municipality

Case Study: AMP SDI

• The aim of the implementation is AMP, located in the NUT III North Portugal

• 17 Municipalities

• approximately 1,900 km2

• population around 1,700,000 inhabitants

26‐September‐2016

7

Case Study: AMP SDI ‐ Goals

• Empower AMP municipalities to have interoperable information following the INSPIRE directive

Case Study: AMP SDI ‐ Goals

• Implement a SDI at metropolitan level that allows optimizing land management, and the provision of innovative services to citizens.

• with data from the municipalities of AMP, obtained through interoperability standard mechanisms – Open Geospatial Consortium (OGC);

• without changing the normal functioning of each municipality or require changing municipal GIS;

• compliance with the INSPIRE

Case Study: AMP SDI ‐ Challenges tackled

• Number of Municipalities involved (17 Municipalities)

• Not all municipalities are in the same level of development concerning SDI implementation

• Proprietary Municipal GIS;

• In some cases very early stages when it comes to GIS;

26‐September‐2016

10

Case Study: AMP SDI ‐ Opportunities

• Increased efficiency in communication between different hierarchical levels (Municipal – Metropolitan – National);

• Foster the implementation of sectorial GIS applications sensitive to territory and municipal and metropolitan administration;

• Innovative services to citizens

• Promote the use of this infrastructure, in other regions or communities, following the INSPIRE directive;
