Detailed presentation of an indicator
• Name and description: short description of the content of indicator
• Goals: area of application – main goal and operational goal which link to the indicator
• Geographical cover: national, regional, and/or local
• Calculation: description of parameters for calculation
• Interpretation: еlements which enable better understanding and application of the indicator
• Sources: sources for data collection and indicator monitoring
• Publishing frequency: if indicators are available in time series
• Future development of indicator: further improvments of indicator; expected new sources and statistical monitoring
Construction of monitoring system
• Initial list created by Omiljena Dzelebdzic• Breakdown in 4 quadrants: easy-difficult to create, data
easy-difficult to obtain• On the long term research and data exchange program
needed to sustain other quadrants• Co-operation with universities and data providers• Versioning, time series• Issues of data quality, reliability, transparancy of
calculation, etc.

Example 1 – strategic priority
Part of SPRS: nature, ecologic development and protection
Strategic priority: increasing the total area under protection up to 10% of the
territory of Serbia in the period until 2014 by declaring new protected areas
Duration of the project: 2011-2015.
Links with indicators: protected natural areas, fragmentation index
Links with goals: protected natural and cultural heritage and landscape
Indicator: protected natural areas
Link with the goal: protected natural and cultural heritage and landscape
Link with operational goal: limited decrease of natural areas – protecting natural habitats
and preserving biodiversity
Example 1 – indicator
Example 2 – strategic priority
Part of SPRS: population, settlments and social development
Strategic priority: initiating development of a comprehensive study of informal
settlements and illegal construction
Duration of the project: 2012-2014.
Links with indicators: illigal construcation in protected water source areas, land use
(CORINE), gini index
Links with goals: natural resources and improved environment
Indicator: illigal construcation in protected water source areas
Link with the goal: natural resources and improved environment
Link with operational goal: rational land occupancy
Example 2 – indicator
Example 3 – strategic priority
Part of SPRS: economy, transport and infrastructure
Strategic priority: completion of construction of the second half of the highway in the length of 107 km: Horgos-Novi Sad (branch B of the corridor X)Duration of the project: 2010-2013.Links with indicators: potential multimodal accessibility for population, intensity of traffic per network segment, density of road and railroad border crossings by the segments of border area, Travel time by car to MEGA's and transnational FUA's (ranked by the importance of FUA's)Links with goals: regional development and social cohesion, natural resources and improved environment, functional integration with the surroundings
Indicator: intensity of traffic per network segment
Link with the goal: natural resources and improved environment
Link with operational goal: decreasing environmental impact of transport and
sustainable use of energy
Example 3 – indicator
Various uses of monitoring information
• Early warning: signals specific problems
• Assess effectiveness of policies
• Etc.
Implementation program in next months
• November 2011 – adoption of implementation program
by the governement
• December 2011 – preparation of the draft first annual
report on spatial development
• begining 2012 – publication of the first annual report on
spatial development
• during 2012 – preparation of the second annual report
on spatial development
• ... better policy formulation
Conclusions
• Gradual improvement data infrastructure by
annaul publication report
• Long term plans for scientific and
interinstitutional co-operation on a regular still
need to be further developed
• Time-lag caused by data-collection could be
solved by projections in the near future
(demography, economy, transport models)
