PURPOSETo prescribe the rules and regulations on:
1) Migrating to the web hosting service of the DOST-ICT Office
2) Delineating the responsibilities of agencies covered with respect to GWHS
3) Compliance with technical guidelines issued as part of this Memorandum Circular
4) Schedule and order of priority for migration to GWHS

Mandatory for the websites of:
1) National Government Agencies (NGAs), including instrumentalities under their control
2) Government Financial Institutions (GFIs)3) Government-Owned and -Controlled
Corporations (GOCCs)4) Inter-agency collaborations, programs and
projects

Encouraged to adopt at the instance of the following entities:
1) Constitutional bodies2) Local Government Units (LGUs) and other
instrumentalities under the LGUs' control3) Other autonomous branches of the

1) Web Hosting
a) The ICT Office shall establish, administer, operate and maintain the GWHS to ensure the government's Internet presence 24 hours a day, seven days a week (24/7)
b) Guidelines on the co-location of agency equipment shall be developed

2) Content Management System
a) CMS for use under the GWHS shall be identified by the ICT Office; Agencies may use their custom platforms, subject to a qualifying process
b) CMS shall conform with the general guidelines of the Government Website Template
c) The ICT Office shall provide training and instructional materials on the use of the CMS

3) Security Audit and Assessment
a) Shall cover web applications, modules, extensions, plug-ins, and web services by the agencies
b) Shall prescribe a list of allowed modules, extensions, and plug-ins
c) Forwarded to the agency for appropriate remediationd) Periodic and random checks shall be appliede) ICT Office reserves the right to install website
monitoring and auditing tools to be used for checking and ensuring that overall website security is maintained at all times

a)Institutionalize a corporate identity for all government websites by having a common look and feel that will also facilitate the ease of use and navigation for usersb)Facilitate the creation and / or migration of agency websites and content build-up by providing templates based on mature web content management systems platforms

1) Provide a complete copy of your website
2) Provide a list of 3 technical contact persons

• Websites hosted at PREGINET will automatically be migrated to the GWHS Provide the list of technical contact

5. Schedule and Priority
• Agencies covered by A.O. 39 are required to completely migrate their websites to the GWHS within one (1) year from its effectivity
• Websites that have been defaced or rendered inaccessible by unauthorized parties within the last six (6) months from the issuance of AO 39 (s. 2013) shall be prioritized
• PCDSPO shall provide the order of priority
6. Agency Responsibilities
DOST-ICT Office• Develop and implement policies, rules, and regulations
related to the implementation of migration to GWHS
• Provide technical and capacity building assistance to hosted government agencies
• Responsible for server administration and the maintenance of the GWHS; security of the hosted websites
6. Agency Responsibilities

• Responsible for Unified Web Content Policy
• Responsible for monitoring the content posted in GWHS-hosted websites

Other Government Agencies
• Comply and migrate their websites to the GWHS
