INTRODUCTION

About the Impact Investing Institute

The Impact Investing Institute is a new, independent organisation which aims to accelerate the growth, and improve the effectiveness, of the UK impact investing market. Its vision is that more people’s lives improve, as more people choose to use their savings and investments to help solve social challenges, as well as seeking a financial return.

The Institute has broad backing across the financial services and social sector, and will be supported by private firms and foundations alongside the Department for Digital, Culture, Media and Sport, the Department for International Development and the City of London Corporation.

Context

The UK has a proud history of pioneering impact investing, with market leadership and government support, and first-rate institutions working in international development, domestic impact investment and traditional finance. The Institute brings together two existing bodies that aim to maximise the scale and effectiveness of the UK impact investing market: the UK National Advisory Board on Impact Investing (UK NAB), and the Implementation Taskforce for Growing a Culture of Social Impact Investing in the UK (Implementation Taskforce). It will be led by their chairs, Sir Harvey McGrath and Elizabeth Corley.

The UK National Advisory Board on Impact Investing

In 2013, under the UK’s presidency of the G8, the independent Social Impact Investment Taskforce was set up to “catalyse a global market in impact investment”, creating National Advisory Boards (NABs) for each member state. In 2017, the UK NAB produced its comprehensive plan for creating an inclusive and sustainable economy.

The Implementation Taskforce on Growing a Culture of Social Impact Investing in the UK

In 2016, the UK government set up an Independent Advisory Group on Growing a Culture of Social Impact Investing in the UK, which delivered its report at the end of 2017. In 2018, the government published its response and the Prime Minister commissioned an Implementation Taskforce to take forward the recommendations of the report. The Implementation Taskforce drew on the expertise of over 80 firms and industry associations across a number of different sectors and jurisdictions.

By combining the energy, supporter base and achievements of these two groups, the Institute aims to provide a focal point for impact investing in the UK to accelerate the potential for finance to address social challenges.

Objectives of the Impact Investing Institute

The primary objectives of the Institute are:

1. Strengthen the market infrastructure for impact investing

● Encourage the development of the impact investing market and help build elements of a sustainable market infrastructure

● Accelerate specific investment opportunities, and address constraints to impact investment within mainstream business and the financial services sector.

2. Increase the amount of capital invested for impact

● Mobilise increasing amounts of capital from a variety of sources and with a range of expectations into investments that contribute to solutions to social challenges, in the UK and in developing countries.

3. Improve the effectiveness of capital invested for impact

● Promote an increase in the transparency and comparability of impact investments made through UK markets, so investors can make better informed choices about how best to deploy their capital to address social challenges.

4. Make it easier for individuals to invest for impact

● Identify and propose ways to reduce barriers to individuals investing in social impact. ● Raise awareness and knowledge across a broad range of stakeholders, encourage and promote

investment opportunities suitable for individual participation.

The Institute will drive action and catalyse change through convening knowledge and expertise, and creating partnerships to address market barriers and capitalise on opportunities. It will be independent, open and diverse, welcoming those from different fields and perspectives with a commitment to its purpose. It will actively engage across the spectrum of investors and investees - with asset owners, managers and intermediaries and with businesses, social enterprises, and other organisations committed to making a social impact. The Institute will work collaboratively with other bodies and organisations as well as government, regulators and other policy makers to drive thought leadership and innovation. One such body is the new Green Finance Institute, which will champion green finance in the UK and abroad. Both Institutes will identify areas where there are common themes and opportunities for joint working.

THE ROLE This is a unique role for someone who wants to help transform the way investment delivers lasting impact to improve people's lives. The successful candidate must have credibility with those in the financial and social sectors and an understanding of the opportunities and challenges of impact investing. The CEO will have the vision and galvanising ability necessary to bring the outline business plan to life to set up and establish the new Institute, working with the Management Board and Advisory Council. They will establish a core team to lead and deliver the work of the Institute as well as commissioning work from others.

The CEO will develop and implement the strategy and work programme, building on the legacy of the UK National Advisory Board and Implementation Taskforce. Key to success will be the ability to operate in a highly collaborative way, establishing networks, working with groups of pro-bono experts and in partnership with a wide range of stakeholders. The CEO will have responsibility for developing the Institute’s reputation both in the UK and internationally.

Responsibilities will include:

1. Establishing the Impact Investing Institute’s reputation and work programme to deliver initial strategic priorities:

- Leading the development of a strategy and delivery plan to achieve the objectives of the Institute and key priority areas; and

- Engaging with potential funders and collaborators in order to secure support and funding to build a sustainable Institute.

2. Leading delivery of the Institute’s strategic agenda:

- Developing the Institute's funding model and membership engagement strategy;

- Developing a strong relationship with Advisory Council members and financial backers;

- Building the Institute’s network and bilateral partnerships to enable it to become a world leader supporting the advancement of Impact Investing;

- Leading the development of a theory of change to underpin how the activities of the Institute will achieve its objectives.

3. Developing a culture of collaboration and leading engagement with a wide range of stakeholders:

- Developing credibility with thought leaders and industry experts, including attracting, corralling and coordinating expert volunteers and pro bono resources to harness the best talent to deliver on the Institute’s objectives.

- Engaging with a wide range of stakeholders across communities relevant to impact investing, including: impact experts, social enterprises, social purpose businesses and philanthropic investors, regulators and policymakers;

- Building new partnerships and coalitions for action, promoting best practice, and coordinating advocacy for change.

4. Managing the day-to-day operations of the Institute on behalf of the Management Board, including

- Appointing key personnel with the skills to deliver the Institute’s objectives;

- Setting direction and objectives for individuals and teams to ensure successful implementation of the strategy and delivery of tangible results;

- Initiating and commissioning research to support the objectives of the Institute;

- Supervising, monitoring and reporting resource allocation decisions;

- Monitoring project implementation and managing risks as they arise.

PERSON SPECIFICATION

Candidates will need to have credibility with those in the financial and social sectors and demonstrate an understanding of the impact investing and sustainable finance landscape. They will need:

● Embodiment of the Institute values and mission - a genuine passion for impact and drive to contribute to better social outcomes to help transform the way mainstream finance delivers lasting impact to improve people's lives;

● Sufficient grounding in relevant technical areas, crucially investment finance and social impact, and credibility with financial services at a senior level;

● A collaborative, enabling leadership style with a track record of working in partnership, building effective relationships and coalitions to deliver change;

● Experience, credibility and track record engaging with senior stakeholders across sectors and geographies, including government, charities and social enterprises, and investors;

● Outstanding communication skills, both speaking and writing, and experience representing an organisation externally, including in the media;

● A strong grasp of the policy and regulatory environment, in the UK and internationally, and experience navigating and engaging with government[s] and regulators;

● Experience of running a small, focused team or organisation and ability and enthusiasm to work in a start-up environment; and

● Experience of operating at a senior level.

Candidates will be assessed against the following areas:

● Credibility to engage effectively with strategic partners in the financial and social sectors together with other senior stakeholders, regulators and policy makers – taking an inclusive approach.

Delivery

● An ability to operate in a start-up environment and to drive performance and delivery within a complex and changing environment – often delivering through a network of others.

● Astute business awareness and an ability to make complex, evidenced-based decisions to meet the needs of the Institute’s stakeholders, users and customers (including Government, social sector, financial services firms, industry groups, business, regulators and individuals).

Team building

● An ability to set a compelling vision and build a high-performing team, including volunteers and networks, developing capability and creating an innovative and inclusive culture.
