Vehicles that have an open bed with a max gross weight of 8,000 lbs. require B-Truck or specialty plates
Escalade EXT, Ford F150, GMC Sierra, etc. Pickup trucks/cargo vans should never

A lien holder is a person or entity that holds a vehicle title until the loan is satisfied
Illinois is a holding state. The lien holder is reflected on the title and retains it until the lien is satisfied.
Lien holder can be anyone
The lien holder name should be the same on the release as the one reflected above.
Stamps are also acceptable.

Allows for further reassignments between out-of-state dealerships when all of the reassignments have been completed on the back of a title (supplement to a title)
Illinois dealers CANNOT use riders to transfer ownership
Out-of-state rider attached to an Illinois title is acceptable, only if the last reassignment on the title is a dealer from another state that allows the use of a rider
Refer to Polk Manual to verify if a specific state allows the use of a reassignment rider
Dealers that purchase a rebuilt vehicle with a non-Illinois title to offer for sale to an IL resident must apply for an IL REBUILT title before sale (625 ILCS 5/5-104.3).

No dealer shall repossess a vehicle from a customer UNLESS the dealer has perfected a lien on the certificate of title issued to said customer
A dealer that removes a vehicle from a customer without a valid, perfected lien is committing a criminal act and shall be referred to law enforcement for criminal prosecution
Public Act 98-0177 authorizes a delinquent dealer transfer fee
Applications submitted 20 days after sale date are subject to the fee
