INTRODUCTION This guide is designed to instruct the user in the functions of an Internet based License System utilizing a Verifone P801 printer. Some functions and prompts that are indicated in this guide are dependent upon your agent user level and may not be available or displayed. If an unexpected prompt appears during the process of selling a license, please refer to the Responses and Error Codes section at the end of this guide. It will provide you with troubleshooting information. If you have difficulty using this licensing system and need further help, please call the Help Desk and speak with a service representative. Help Desk Telephone Number 1-800-791-5983 Available: 24 / 7 Contact the Help Desk regarding questions concerning:

• Sales application process • Printer operation

Please have your Location ID number ready when you call this number. Your Location ID number is displayed at the bottom of each page on the line below the Help Desk phone number. Without this number, it will take longer for our Help Desk representative to look up your file information. The Help Desk is not equipped to answer license rules and regulations questions. GENERAL INFORMATION

Customer - Individual making a license or permit purchase at any location through the License System. This could be a hunter or an angler. IDNR Number - This is a unique and personal identification number that is assigned to each customer who purchases licenses through the Licensing System. License Document - The official document produced and given to the customer that lists one or more privileges and serves as the legal agreement between the IDNR and the customer. Privilege - Privileges are the individual hunting and fishing items your customers may purchase. Voided Licenses – Agent must return all original voided licenses to IDNR weekly. If not returned within 30 days, you will be charged for the voided license on the next ACH. ACH - Refers to the process of electronically collecting license revenue for sales made by your place of business. ACH is the acronym for “Automated Clearing House.” This process is also referred to as Electronic Funds Transfer, or EFT. Supply Order – Supply Kits consist of license stock for the P801 printer. Supply Kits can be ordered through the options menu in the left-side frame of the application. They will arrive 3 to 5 days after the order has been entered.

LOG-IN Open the Internet Browser and type:

http://www.wildlifelicense.com/il/login.php The following screen will appear:

Right-click on this screen and then choose “Create Shortcut”. This will place an icon on your desktop for launching the sales application on a daily basis. Key in your User ID, Password and Location ID. Click “Login” to advance to the Main Menu, or click on “Change Password” to specify a new Login Password. CHANGE PASSWORD A password can be both alpha and numeric characters and must be at least 4 but not greater than 15 characters long, and it is case sensitive. Passwords are valid for 90 days, but can be changed at any time. Enter the new password and then confirm the new password by entering it a 2nd time. Click “Submit” to change the password. Click “Cancel” to exit without changing the password.

MAIN MENU The Main Menu page will appear once you are logged in. Messages to you from the state will be located on this page. A list of menu options is displayed on the left-side frame of this page. There are sections for each category type.

Click any of the desired options at this time. Once you select “License Sales”, you will not be able to select any of the other options until you complete a sale or cancel out of license sales. If you will be away from the computer and you are not in the process of a sale, for security purposes, please click on “Logout” to exit the site. There is an automatic time-out of the application if the screen is left idle for more than 15 minutes. Click on “License Sales” on the left-side frame.

LICENSE/PERMIT SALES

Resident / Nonresident selection If the license is for an Illinois resident that meets the listed criteria, select the radio button beside “Yes”, if they do not meet the criteria; select “No” for a nonresident. Customers who purchase a license will have a permanent Customer ID number assigned to them. In subsequent purchases, they can use this number instead of having to provide other sensitive identification numbers: Ex. SSN or DL. If in a subsequent purchase the customers’ residency changes, the agent can change their residency status by:

1. Verifying the ID provided by the customer. 2. Selecting the proper residency.

There is no need to call the Help Desk. Select Yes and Click on “Continue” to proceed the customer identification screen.

Resident ID options A “Yes” answer returns the following screen. You may enter the customer’s:

• IDNR Customer Number, or • IL Driver’s License Number, or • Social Security Number

and • Date of Birth

First time Resident purchasers will need to present an additional proof of residency and this ID type is selected in a menu on the Customer Information screen. Click “Continue” to proceed to the Customer Information page.

Non-Resident ID options If the customer does not meet the criteria, then select “No”. A subsequent question will appear relating to their US citizenship. Select “Yes” to this question if they are a US citizen. Click on “Continue” to precede the customer identification screen.

Non-Resident (US Citizen) ID options You may enter the customer’s:

• IDNR Customer Number, or • Driver’s License Number and State of Issuance, or • Social Security Number

and • Date of Birth

Click “Continue” to proceed to the Customer Information page.

A Social Security Number will be required of all US citizens for the purposes of attaining an Illinois license. If it is not entered at the customer lookup screen, it must be entered in the customer information screen.

Non-Resident (Non-U.S. Citizen) ID options You may enter the customer’s:

• IDNR Customer Number, or • Alternate ID Number and ID type

(Visa, Passport, Non-US drivers License, Green Card or Other [Ex. US DL]) and

• Date of Birth Click “Continue” to proceed to the Customer Information page.

Customer Lookup If the information does not match the information in the database or was entered incorrectly, the application will return an error screen or a popup message window. The customer will need to verify the information. Once the information has been corrected, click “Continue” to proceed to the Customer Information screen. If you are unable to proceed with the correct information, call the Help Desk for assistance.

CUSTOMER INFORMATION Verify the customer’s information that is on file. Key-in any missing or incorrect information and then click “Continue”. If the customer was not located using the search criteria, a new customer page will appear and you will be required to complete all fields, except the 2 that are (Optional).

PRIVILEGE SELECTION The privileges listed are available based on residency, age, current sales date, and items already on file. To select a privilege, click in the box across from the description.

Replacement privileges are listed under the heading “Duplicate Privileges”, and will display only if a privilege exists in the customer’s file.

Note: You cannot process a Duplicate and the sale of a new privilege (in the Fishing and Hunting sections) in the same transaction, or visa-versa. Additional information is required for some privileges. The information fields will be displayed when the privilege is selected. It will be either start date/time or a survey question. Here are two examples:

Example 1 If the privilege requires a start date (the date and time the license will become active) the customer may specify a date that does not exceed the current year.

Example 2 Harvest Information Program certification will be required if the customer will be hunting migratory birds. For all licenses that may include migratory bird hunting the HIP certification questions will be displayed.

Complete the requested information and click “Done Selecting Privileges” to proceed to the shopping cart. Or, click “Cancel” to end the transaction. SHOPPING CART Verify the information displayed is correct.

• To remove a privilege, click “Remove”. • To return to the privilege menu screen, click “Add Additional Privileges”. • If all the information is correct and additional privileges will not be purchased,

click “Complete Transaction”.

CONFIRMATION PAGE Once again, verify all information.

• If correct, click “Print License Document”. • If it is incorrect, click “Reverse License”. • Clicking “Return Home” brings you back to the main menu.

If you selected “Print License Document”, the following screen will be displayed. Verify the license printed on the P801 printer successfully. Click “Yes” to continue, or click “No” to reprint the license document. Three printing attempts can be made from this screen. If the license fails to print, contact the Help Desk. If the license is reversed, the following screen will appear to confirm the reversal, and the sale will not be charged against your bank account.

Reporting 13 12/20/05

REPORTING There are 3 reports under the “Reporting” section of the left frame.

ACH REPORT The ACH report shows the amount of money that will be drafted from your account. Click “ACH (weekly)”. This report is available for the current ACH period. TUESDAY

You can view your ACH report. This report displays the weekly sales and amount of transfer to occur Thursday.

WEDNESDAY

Your account is debited and funds are withdrawn from your specified bank account.

Note: Your weekly totals will include any transactions that affect your account from 12:01am Tuesday morning until the following Monday at midnight.

If a Federal holiday falls on a Monday, the ACH Process will be pushed back one day. Your report will be available on Wednesday and your account will be debited on Thursday.

Any questions pertaining to the ACH amounts or totals should be directed to the IDNR at 1-217-785-4217.

AGENT REPORT The Agent Report shows the sales by location. This report can be run for the current day and 10 prior days. Click “Agent (Daily)”, and then select the desired date.

DAILY AGENT REPORT - EXAMPLE

CLERK REPORT The Clerk Totals report shows the sales made by a specified clerk for the date selected. The report can be run for the current day or any of the previous 9 days. Click “Clerk (Daily)” and select the desired date. If you are a Manager or Supervisor, select a User Name from the drop-down menu. Clerks can only select to view their own daily reports.

VOID A LICENSE SALE There are 2 functions under Transaction Processing. We have already presented the “License Sales”. Now click “Void/Reprint” from the main menu.

A void is a cancellation of a license after it has been printed. Managers or Supervisors can void any license processed in the past 30 minutes. Clerks cannot void any transactions. Select the transaction to be voided from the list. Choose the reason for the void from the drop-down menu. Click “Void License”. You will then receive a void confirmation page, which you may print using the browser.

VOID RULES Transactions may be voided within 30 minutes of the original transaction, if

processed by a Supervisor or Manager.

After 30 minutes has expired, you must contact a Help Desk service representative within 24 hours to void it for you.

Write “VOID” on the face of the license.

Voided licenses must be returned to IDNR within 30 days to the following

address:

NOTE: If you do not return the original voided license to IDNR within 30 days, your account will be charged for the amount of the sale on the next ACH.

Reprint 17 12/20/05

REPRINT A LICENSE SALE Managers, Supervisors will see all transactions processed within the last 30 minutes. Clerks will see only their own transactions processed within the last 30 minutes. By selecting the “Reprint” radio button, you will be able to reprint any license that has been processed within the last 30 minutes. Follow these steps to process a reprint:

1. Select the transaction to be reprinted. 2. Choose the reason for the reprint from the drop-down menu. 3. Click “Reprint License”.

(Contact the Help Desk if you need assistance with a Reprint.)

Verify that you have chosen the correct transaction to reprint. Select “Print License Document” to print the displayed transaction.

Supply Order 18 12/20/05

SUPPLY ORDER This feature is used to order more printer supplies for your printer and terminal. Click on “Supply Orders” from the main menu. The following screen will appear. Enter the quantity of full kits needed (1 or 2) and click “Order Supplies”. A total of 2 full kits can be ordered per day. A kit will consist of 4 rolls of license stock and alcohol swabs.

The confirmation page will be displayed. Write down or print the page from your browser for your records. The receipt will print on the computers default (laser) printer. It will not print on the P801 license printer.

The supply order that was processed will take 3 to 5 business days to arrive. For any questions you have concerning your order, please call the Help Desk at 1-800-791-5983.

User Management 19 12/20/05

USER MANAGEMENT User Management will allow a Manager or Supervisor to:

• Manage existing users • Create new users • Manage printer utilities

To enter, select “User Management” from the left frame.

This table displays a matrix of accessible features by these various types of user’s.

Add User - To add a new user, click the radio button in front of “Create New User”. Input the user id, their full name and select a security level for that user. Click “Create New User”. User ID is field sensitive and can be both alpha and numeric and must be at least 4 and cannot be greater than 15 characters. You cannot edit the user information if it is set up incorrectly. You will have to delete the user and start over.

User Management 20 12/20/05

Reset User - To reset a password, click the radio button next to “Current User Management. Select the “Reset Password” box next to the user(s) you wish to reset, and then click “Submit Changes”. The reset user must login within 30 minutes. The password is the number 1 (one). This user will need to create a new password. Delete User - To delete a user click the radio button next to “Current User Management. Select the “Delete User” box next to the user(s) you wish to delete, and click “Submit Changes”. Only Managers will be allowed to delete a user.

PRINTER MANAGEMENT To set up or review the current configuration of your printer, select “User Management” from the left frame. Click the radio button next to “Printer Management”.

This page will display the P801 serial number assigned to this location. The printer is identified by the:

• Printer Name

• Serial Number

• Machine Name / IP To configure a P801 for printing:

Verify the serial number(s) listed matches the printer’s serial number (located on the bottom of the printer). If there is a discrepancy in the serial numbers, please call the Help Desk at 1-800-791-5983.

Add the Printer Name and Machine Name for the printer and click “Submit

Changes”.

Printer Name – Name should be p801 (lower case p) Serial number – not editable, must be entered before initial use. Machine Name – PC Network Name or Internet Protocol.

To locate your PC’s network name, follow the instructions that apply to your specific operating system:

Windows 98 / ME

- Right-click on the Network Neighborhood icon located on your computers desktop.

- Click on the Properties section. - In the new window click on the Identification Tab. - In the Computer Name section, you will find the network name of your

computer.

Windows 2000 - Click on the Start menu found on your computers tool bar. - Position your mouse on the Settings section. - Click on the Control Panel text. - When the Control Panel window opens, click on the System icon, this will

spawn a System Properties window. - Click on the Network Identification tab. - In the Full Computer Name line, you will find the network name of your

computer.

Windows XP - Click on the Start menu found on your computers tool bar. - Click on the Control Panel text. - When the Control Panel window opens, click on the System icon, this will

spawn a System Properties window. - Click on the Computer Name tab. - In the Full Computer Name line, you will find the network name of your

computer.

P801 PRINTER INSTALLATION Verify Contents – If there is missing or damaged parts, please contact the Help Desk at 1-800-791-5983.

Contents should include:

• VeriFone® P801 License Printer

• 1 Roll License Stock

• Alcohol swabs

• Interface Cable (USB or Serial)

• Power Supply Cord

• Surge Protector

Connecting Power Supply to Printer – Using the power supply, connect the round adapter into the power port on the right side of the back of the printer if the back of the printer is facing you. Plug the electrical plug into the surge protector and then connect to your power outlet. Connecting Printer to PC – Using the printer interface cable, plug one end into the back of the printer in the port marked SERIAL or USB depending on the type of cable received. Plug the other end of the interface cable into an available COM Port or USB port on the PC.

NOTE: A USB CABLE IS NOT RECOMMENDED FOR WINDOWS NT OPERATING SYSTEMS.

PRINTER APPLICATION INSTALLATION The printer application must be installed before processing any transactions. Choose Printer Setup/Drivers from the left-frame menu. Step 1 – Follow the instructions to add the URL to the trusted sites. Step 2 – Choose the operating system of the PC.

Steps 3 and above – Follow the instructions displayed on the screen for your operating system. The number of steps listed will depend on the operating system of the PC.

LICENSE PAPER INSTALLATION FOR THE P801 PRINTER The instructions below will assist you in loading the license paper into the P801 printer. There are instructions with illustrations on the inside cover of the printer. A diagram is also located at the bottom of this page.

1. Lift the cover of the P801 printer by pressing in on the blue tabs located on each side of the printer and then lift up pivoting to the back.

2. Lift the printhead carrier up by pressing down on the green printhead latch lever located on the right side of the printer and then pivot it up to the left.

3. Insert the black media hub into the core of the license paper.

4. When the hub with the paper is placed back in the printer, be sure that the smooth side of the black paddle flange on the hub is positioning the paper all the way to the left of the printer.

5. The paper should roll out so that you see the top of the license paper.

6. The paper rests on the “floor” of the printer. Pull the license paper to the front of the printer. Make sure the green paper guide on the floor of the printer is positioned so that it is just touching the edge of the paper.

7. Pull the printhead carrier down to rest on the paper. Then take your palm and press firmly on the right edge of the printhead carrier to securely lock it down.
