In October 1, 2012 MCC split into 2 authorities namely New MCC and IMC through the local government act No. 7 of 1982, the IMC was established to perform local government functions in Ilemela District.

Location

The IMC is within the Mwanza

region located on the

southern shore of Lake

Victoria in North West Tanzania, in the East it

borders with Magu District

and Nyamagana is in the South .

The Council is among 8 Local Authorities of

Mwanza Region, others are

Mwanza City, Magu, Misungwi,

Kwimba, Sengerema, Buchosa and Ukerewe. It is

situated between the Latitude 2015’

and 2031’ South of Equator,

Longitude 320

45’ and 330 East.

Climate

The Municipal receives

approximately 700mm and

1000mm of rainfall per annum with

two rainy seasons. The short rains

occur from August – October and

long season from December to May

in each year.

Average annual temperature is between 20C and 30C. It lies at an altitude of

1140 meters above sea level

and the favorable lake

winds; the Municipal has a

pleasant tropical climate.

Ilemela Municipal is grouped into 4 agro-economic zones which are

lake shore, valleys, Plateaus, and hill masses and rock

Island zones.

Administration

Administratively, Ilemela MC comprises of 1

division with 19 wards and 171 mitaa, it has 2

member of parliament where 1is parliamentary electoral constituent and

other is appointed parliamentary with 28

ward Councilors.

IMC has an area of 1327Km sq. out of these 900 sq km which equal to 68% is coved by water

and 427 sq km that equal to 32% is dry land

The council is run by Councilors under the

leadership of Lord Mayor. However, the Municipal

Director assisted by Heads of departments and sections

does the day-to-day administrative tasks of the Municipality. At the Ward and Mtaa levels there are WEO and MEO who are

under the MD.

The objective of this profile is to identify missed investment opportunities in Ilemela Municipal Council and obstacles that have limited their exploitation in order to design strategy for promoting investment flows for social – economic development.

Broadly, this profile identifies the following key investment opportunities in the Districts:- strategic location for trade and industrial investment, gateway on Lake Victoria for transportation and potential for flourishing fishing industry, tourist attraction including white sand from Kayenze and favorable conditions for commercial farming.


SOCIO-ECONOMIC SITUATION

Agriculture

The agriculture land in Ilemela Municipal is estimated to be 11,074 hectors which is suitable for both crop production and as a grazing land. The area under cultivation so far is 6,769 hectares whereby the area in Nyamadoke basin which covers about 80 ha is planned for urban faming like vegetables and rice production.

Existing agricultural practices in Ilemela is only rain fed system. Crop production depends solemnly on rainfall. There is a single cropping season which starts from November to May except for paddy and cassava.

The Municipality has 33 registered trade/industrial business including Agro

processing Industries, Fish processing Industries, Posho mill factories, Steel casting

industry, Brewering Industries, Poultry processing industry,

Textile industry and Meat processing factory as well as Boat and Ship maintenance Trade Company and Road

Works Trade Company.

Fishing

Fishing is one of the major economic activities in Ilemela Municipal. It is mainly carried out in Lake Victoria. The municipal has very large area of about 840 sq km covered with water which makes

the communities totally dependent on fishing.

The main species caught in Lake Victoria are Nile Perch, Tilapia, Haplochromines and Dagaa

Ilemela offers a variety of tourist attractions such as the famous stone known as “Jiwe Kuu”, and also various beach hotels such as Tunza Lodge and Malaika beach hotel as well as other lakeshore such as Butuja, Bezi, Kayenze, Bwiru and Igombe. Also there is Serengeti National Park which is nearby to IMC

Primary Education

Ilemela Municipal Council has 74 Primary schools. However there are 30 private owned primary schools. Enrollment of pupils in government schools for the year 2016 both pre-primary and primary school is 78,227 of whom 37,995 are boys and 40,232 are girls.

However in primary schools there are 69,152 pupils, 33,491 out of these are boys and 35,661 are girls. In Pre- primary school there are 9,075 pupils whereby 4,504 are boys and 4,571 are girls.

With regard to Secondary schools, the municipal has a total of 48 secondary schools out of which 24 are owned by the government and remaining 24 are privately owned. The government schools have a total of 16,934 (8,267 males; 8,667 females) being taught by 798 teachers

The municipal health department is responsible for overseeing promotive, preventive, curative and rehabilitative public and private health services in the municipality.

WATER SECTOR

Ilemela to a great extent is supplied with clean water. The availability of clean piped water is mainly from lake Victoria through MWAUWASA. The total pipe network of water in Ilemela is about 220 km and serves about 65% of the total population. The Urban wards which get service from MWAUWASA are Kirumba, Nyamanoro, Kitangiri, Pasiasi, Ilemela, Nyakato and parts of Buswelu.

Apart from piped water supply in most of the municipal areas, there are also areas serviced with Municipal Council, those rural wards are Bugogwa, Sangabuye and the and wetland. Coverage of water supply in remaining parts of Buswelu.

Those areas get service through underground water (shallow wells and boreholes), traditional wells, rainwater harvesting, spring source rural areas is about 51% of total population.

• This opportunity is not fully taped, as there are need to connect the council with the neighboring region like Mara and Kagera but also this transportation can be used to connect the rest of east Africa, especially at Jinja, Entebbe in Uganda and Kisumu in Kenya.

Investment opportunity for Airports

Mwanza airport can handle 1000 to 1500 passengers per day. Due to the rapid growth population of Mwanza Region the government has embarked on its upgrading to the International Airport, This shall attract the more tourism and business, so there is a need to have another air connection to the rest of East and Central Africa


Investment Opportunity for Railways

In the district there no railway connection, if the line extended and connected to the existing railways this could easy the traffic congestion on the city and raise the relief on our existing road infrastructures


Investment Opportunity for Cement industries

Currently the Municipality has no Cement Manufacturing Industry, it still receive from Tanga, Dar es salaam and

from outside especially Kenya and Uganda.

This sector is identified as one of the core industrial sectors if invested, with ample scope to boost the other sectors of the economy, especially the building and construction industry.

The Municipality cited different areas for investment at Nyamhongolo, Buswelu and Mhonze. The market for this sector is both within the Municipality and other region in Lake Zone.


Investment Opportunity for Pharmaceutical Industries

Possible areas of investment includes set up pharmaceutical manufacturing industries which can produce drugs, ARVs, and Vaccines.

Provision of production of medical gases and oxygen generators plants, Medical Equipment and Maintenance and diagnostic services e.g., DNA tests, ,Nuclear/ radiologist tests and open heart surgery in specific centers.

Multipurpose chemical plant for bulk production of intermediate inputs such as paracetamol, aspirin, etc. Once fully explored, these opportunities will lead to production of adequate pharmaceuticals/non-pharmaceuticals; medical equipment and specialized services for use within the Municipality and in the country.


Investment opportunity for Health facilities

Investment in private health facilities will help improving the standard of medical care in the region. These raise opportunities in building new and modern hospitals, health centers and dispensaries; manufacture and distribution of drugs, medical and hospital equipment.

The need for modern hospital management and establishment of health insurance services offers addition investment opportunities. Currently the council has no council hospital, so critical ill patients are referred to Regional and Zonal referral hospital (Bugando).

With this health facility status in the Municipality, an

investment opportunity is for referral strengthening, whereby a big Hospital can be constructed to serve for Municipal health referral systems as it seems the regional and the zonal hospitals are overwhelmed.


Investment opportunity for Solid and liquid waste management

Majority of people living in urban areas are known to be affluent compared with people in rural areas. Poor solid and liquid waste management in urban settings can result into a serious disease out breaks. With this respect the production of Solid waste in these centers is very high. This demands a heavy investment to take care of.

Based on the average production of solid waste per person per day of 1.8kgs in urban area and 0.5kgs in rural, the municipality is estimated to produce 377.3 tons of waste from households 45 tons of solid waste is estimated to be produced from markets daily and 63 tons of waste from industries making a total estimate of 485 tons a day.

But in another way of positive thinking, solid waste is a resource. If a reliable and knowledgeable investor is secured, solid waste produced in the Municipality could turn into a profitable resource.


Investment opportunity in Education sector

Pressures for good schools from primary to secondary schools up to the University level have been on the increase. Most Tanzania’s have been sending their children to Kenya and Uganda in search of high standard schools with strong education.

Many parents are willing to pay fees for their children at any cost. The investors could establish several integrated schools covering from form one to form six. That would certainly attract business. A University is also not ruled out

Private investors are greatly encouraged to invest in this sector so as to cope with the growing demand. The investments needed are building schools, hostels, teachers training colleges and teachers’ houses and Teachers Resource Centers and university
