The 2017 ILC delegate convention was a one day event hosted by Our Savior Lutheran Church on

June 22 and was a blessing as we encouraged one another in the faith of Jesus Christ!

ILC 2017 Convention minutes

After a brief fellowship, the convention opened at 9:30 A.M. with a church service conducted byPastor Schilling. Hymn #23 was sung and the liturgy from page 5 of the Lutheran Hymnal was used.The Epistle lesson was Romans 10:13-21. The Gospel lesson was Mark 16:14-20. Hymn #496 wassung and then Pastor Schilling preached on Isaiah 6:8-13 and titled his sermon “Who Will Go”. Hymns#498 and #508 were sung and the service concluded at 10:45.

There was a break from 10:50 - 11:10.

President Pastor Latsch opened the conference with an exhortation and prayer.

The treasurer, Charles Clubb, gave his report stating that the ILC started with a balance of $6491.75with deposits of $8450.59 and paid out $7225.55 leaving a balance of $7716.79.

The Lutheran Reformation Hour sent an email thanking the ILC for support. Sermons are stillbroadcast on KTIC Nebraska and WWCR Nashville. A financial report was sent and indicated that freewill offerings were $1000 less than last year. Pastors Latsch and Pastor Schilling were asked to submitletters to use in the mission effort.

There was nothing to report regarding the Lutheran Theological Studies Center.

Regarding the ILC website, Matthew Luers reported that he continues to monitor sermons fromPastor Latsch. Pastor Schilling is going to start having his sermons uploaded. There is only onesermon from Pastor Latsch on the website at one time. Matthew rotates sermons from Pastor Poppand Pastor Shekner in the sermon archive section. He has only a handful of sermons from PastorPopp and would like more sermons. He monitors five sermons at a time from Pastor Popp and PastorShekner. Nato Popp volunteered to send more sermons from Pastor Popp.

The ILC would like to have more information on the storage capacity of the website. There is still aglitch in that one sermon overrides another sermon and the website only holds one current sermonat a time.

Our Savior reported that production of video-taping church services are still a goal. Charles Clubbsuggested setting up a Youtube channel link on the ILC website.

Matthew Luers requested full access to update the website with Jim Henry. Pastor Schilling willcontinue to act as a supervisor.

The Fellowship Committee has been discontinued at this time.

Mission Reports material covered within ILC Website and Lutheran Reformation Hour.

Congregational reports were given.

Eternal Savior has four members. They made note of a recent 25 year anniversary. They reached amaximum of 35 members at one point in time. They do get occasional visitors. The total budget isbelow $10,000.

Our Savior reported updates to the church including windows and air conditioning. The church needrepairs to the roof. Church attendance is 15-20. One communicant member was added during thelast year. There is one regular visitor. Members are going to set up video-taping equipment and postservices on the internet.

Trinity Lutheran is holding worship services at the St. Charles Lion’s Club. The chapel is beingrenovated. Bible class attendance is around eight people and church services average around fifteenpeople. The congregation continues to pray that they will purchase a church and call a pastor.

Lunch was provided at 12:30. Meeting resumed at 1:35.

Under Doctrine, Nato Popp brought up the topic of communicants not attending church. PastorLatsch suggested following the steps of admonition in Matthew 18. Pastor Schilling suggestedreading Luther’s Small Catechism on Church Discipline and Excommunication on page 186. PastorLatsch also suggested referring to Hebrews 10:23-27. The entire congregation should be involved inthe decision of excommunication.

Pastor Latsch encouraged everyone to pray that we stay true to doctrine so we do not stray and fall.

Under Missions, Pastor Latsch encouraged everyone to witness in their daily life.

Charles Clubb inquired about former members of Cross of Christ and if they had been contacted.Pastor Latsch reported that they were contacted and some have joined other churches and some arevisiting other churches.

Charles Clubb requested more communication between the members of the ILC congregations.Discussion ranged from Skyping, group emailing, mission festival, monthly president’s report, and arequest by the LRH to the pastors regarding answering letters from the public.

Nato Popp volunteered to create a master list of all members in all churches and forward it to allcongregations. He will share this list with Matthew Luers and Charles Clubb to edit for theircongregations.

Regarding answering LRH letters, Pastor Latsch and Pastor Schilling said they will answer letters ifthey receive them. Charles Clubb volunteered to send reminder email messages to Jordi Felix to sendLRH letters to Pastor Latsch and Pastor Schilling.

Charles Clubb made a motion to have a mission festival on October 15, 2017. Matthew Luersseconded the motion. The festival would include Church Service at 10:00 a.m. with lunch afterwards.The delegates will meet for discussion following lunch. The festival will conclude at 3:00. CharlesClubb volunteered to organize and communicate details of the event. The ILC will cover the expensefor lunch. Motion carried.

Regarding monthly president’s report, Pastor Latsch agreed to address various topics. This mayinclude answering letters from the LRH.

Charles Clubb made a motion to request additional organizational services of our president who willbe compensated with $200 per month. Additional duties include a monthly president’s report. Theseduties will begin July 1, 2017. Pastor Schilling seconded the motion. Motion carried.

Under Education, Trinity hopes to have three people participate in instruction for catechism classesbeginning in August.

Under Budget, it was moved by Charles Clubb and seconded by Mark Luers that the ILC donate$2000 to the LRH. Motion carried.

A budget for 2017-2018 was presented. After a discussion it was decided to raise the salaries andtravel budget to $7000, making the total budget $11,500. A motion was made by Mark Luers andseconded by Nato Popp to accept the revised budget. Motion carried.

There was a short break at 3:30.

Thanks were given to Our Savior for hosting the convention and allowing us to use the church eachyear.

Thanks were given to Our Savior for installing air conditioning and making this year’s conventionmuch more comfortable.

The ILC Conference [delegate convention] will be held next year on Thursday, 6/21/18, at Our Savior,in Morris, IL. Trinity will host the convention.

Charles Clubb noted that, at the mission festival or next year’s convention, he would like to discussthe preservation of past sermons (especially from Pastor Shekner and Pastor Popp) and store themon the internet. He also suggested the preservation of print materials.

The minutes from today’s conference were read. Motion by Charles Clubb to accept all reports givenand minutes from today’s meeting. Seconded by Matthew Luers. Motion carried.

The conference closed by the President with a prayer, reading of Psalm 111, singing of Hymn 283,and an exhortation. Meeting adjourned at 4:20 P.M.

ILC 2017 President’s report

Brothers and sisters in Christ,

Yet another year has past as we are now gathered together for the 39th annual ILC delegateconvention. By God’s grace we remain in the true Jesus Christ and His true Holy Word.

Interestingly, I had a contact this past year from an English-speaking Lutheran seminary student fromoutside the U.S.A. It seems the young man’s professor gave him the assignment of contacting one ofthe small Lutheran groups in America to examine why such a group exists and is not part of one ofthe large Lutheran synods or the like. In beginning a discussion with the young man on doctrine Iimmediately informed him about the necessity of having the TRUE Jesus Christ and His TRUE Word,for “If the foundations be destroyed, what can the righteous do?” (Psalm 11:3)

Indeed, the true Jesus Christ, the Christ of the genuine Holy Bible, the Christ who is true man andtrue God but one Lord, is the ONLY SAVIOR from sin, death, and the devil, for “Neither is theresalvation in any other: for there is none other name under heaven given among men, whereby wemust be saved. For God so loved the world, that he gave his only begotten Son, that whosoeverbelieveth in him should not perish, but have everlasting life.” (Acts 4:12; John 3:16) Furthermore,the real Jesus Christ declares: “If a man love me, he will keep my words: and my Father will love him,and we will come unto him, and make our abode with him. He that loveth me not keepeth not mysayings: and the word which ye hear is not mine, but the Father's which sent me.” (John 14:23-24) Accordingly, a perversion of the Holy Bible just will not do when it comes to keeping Christ’s wordsand thereby having correct doctrine and practice. We need to possess and make use of ALL God’sHoly Word as found in the pure preserved Hebrew and Greek received texts, and which has beenfaithfully translated into the English language in the King James Version.

After emphasizing the foregoing facts in written correspondence, the seminary student then askedme if I would “move on” and discuss other doctrines with him since he understood the ILC’s stand onthe KJV while he himself used the KJV along with the ESV, but intended to continue to preach fromthe modern ESV since the church he was serving as vicar preferred that modern translation. I thenproceeded to supply the young man with one clear illustration as to why the ESV was a false biblethat put forth false doctrine. The example used was the familiar passage, John 3:16 in which the KJVrightly informs us of God’s only begotten Son while the ESV speaks of God’s only Son, and yet theGreek – in every Greek text including the modern critical editions – contains the original compoundword ìïíïãåíç (root ìïíïãåíò {monogenes}, from {monos} only and {ginomai}, generated or born)rightly rendered “only begotten” in the KJV, and is therefore incorrectly rendered “only” in the ESV. Ipointed out that the ESV thereby actually puts forth false doctrine in that it fails to differentiatebetween God’s Son Jesus Christ who is “the only begotten of the Father, full of grace and truth,” andwe to whom “gave he power to become the sons of God, even to them that believe on his name.”(John 1:14, 12) We Christians are God’s sons by adoption while Jesus Christ is God’s natural son,begotten of the Father from eternity. Correspondence subsequently ceased.

Brothers and sisters in Christ, with the help of God we will continue in His pure preserved Holy Wordand the doctrines put forth therein, as did our forefathers who wrote in our Lutheran Confessions,The Formula of Concord, Epitome:

First, then, we receive and embrace with our whole heart the Prophetic and Apostolic Scriptures of theOld and New Testaments as the pure, clear fountain of Israel, which is the only true standard by whichall teachers and doctrines are to be judged.

Yes, our forefathers never doubted they had the pure preserved Word of God, and they endeavorednot to deviate from it as the only basis for sound doctrine and practice. Let us continue to dolikewise no matter how unpopular our ILC’s position may be in the sin-sick world in which we live, forChrist remains the only cure for sin and its consequences because it is written: “God is light, and inhim is no darkness at all. If we say that we have fellowship with him, and walk in darkness, we lie,and do not the truth: But if we walk in the light, as he is in the light, we have fellowship one withanother, and the blood of Jesus Christ his Son cleanseth us from all sin. If we say that we have no sin,we deceive ourselves, and the truth is not in us. If we confess our sins, he is faithful and just to

forgive us our sins, and to cleanse us from all unrighteousness. If we say that we have not sinned, wemake him a liar, and his word is not in us.” (1 John 1:5-10)

The ILC website continues to get attention, albeit statistics reveal that we have less activity than inthe past. The sermon page still leads with 110 to 135 listens per month. Congregation informationaverages between 40 to 70 views per congregation per month. The ILC Journal page and the LRHpage are receiving between 70 to 100 views per month.

God grant that we remain faithful to the Lord Jesus Christ and His Holy Word as we go forward.

SUFFERINGSA question often heard is: If God is love, why is there so much suffering in the world? In fact, even

Christians have been known to say things like: Since Jesus has paid for all of my sins, why do I still

have to suffer? Why am I afflicted in this world? Perhaps you’ve had the same or similar thoughts or

someone close to you has voiced such things. We will presently consider what God’s Word has to say

about suffering and afflictions in the case of unbelievers and in the case of Christians.

The root cause of ALL suffering and affliction is SIN, because before sin entered the world all was

absolutely perfect, for “God saw every thing that he had made, and, behold, it was very good.” (Gen.

1:31 KJV) So, at the creation there was no suffering, no affliction, and no death. However, man by his

own choice gave way to the devil’s temptation, disobeyed God, and thereby brought sin into the

world, for the Holy Bible informs us: “by one man sin entered into the world, and death by sin; and

so death passed upon all men, for that all have sinned.” (Rom. 5:12 KJV) And, regarding the devil

Holy Writ reveals: “He was a murderer from the beginning, and abode not in the truth, because

there is no truth in him. When he speaketh a lie, he speaketh of his own: for he is a liar, and the

father of it.” (John 8:44 KJV) Thus, death, temporal and eternal death, and therefore all suffering and

afflictions, are the results of SIN which is man’s fault and not God’s fault. Furthermore, “If we say

that we have no sin, we deceive ourselves, and the truth is not in us.” (1 John 1:8 KJV) Hence, we all

deserve suffering, afflictions, and death because “all have sinned, and come short of the glory of

God.” (Rom. 3:23 KJV) Indeed, God is not only love, God is also perfectly just and therefore rightly

demands: “Ye shall be holy: for I the LORD your God am holy.” (Lev. 19:2 KJV) Accordingly, the high

and holy God has every right to punish sin, and so: “the wages of sin is death” (Rom. 6:23a KJV),

temporal and eternal death, for it is written, “The soul that sinneth, it shall die.” (Ezek. 18:20 KJV)

Nevertheless, God in His great mercy and love sent His only begotten Son Jesus Christ to save us, for

“the gift of God is eternal life through Jesus Christ our Lord. For God so loved the world, that he gave

his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.

For God sent not his Son into the world to condemn the world; but that the world through him might

be saved. He that believeth on him is not condemned: but he that believeth not is condemned

already, because he hath not believed in the name of the only begotten Son of God.” (Rom. 6:23b;

John 3:16-18 KJV) Thus, we ALL actually deserve suffering, afflictions, and temporal and eternal

death; and yet, God in His grace and mercy has given us a Savior so that we need never suffer eternal

death in hell, “Where their worm dieth not, and the fire is not quenched.” (Mark 9:44 KJV) So, take it

to heart that people bring eternal suffering and death upon themselves by their own stubborn

unbelief, their rejection of God’s only begotten Son Jesus Christ, for Holy Writ declares: “He that

believeth on the Son hath everlasting life: and he that believeth not the Son shall not see life; but the

wrath of God abideth on him.” (John 3:36 KJV) Hence, it is vital that all people sincerely repent of

their sins and believe on the Lord Jesus Christ as their personal Savior, for “Neither is there salvation

in any other: for there is none other name under heaven given among men, whereby we must be

saved.” (Acts 4:12 KJV) Therefore, it is plain to see from Holy Scripture that eternal suffering,

afflictions, and death can be avoided since our loving God and Father who is also just and holy has

graciously given us a Savior, Jesus Christ, who has fulfilled all righteousness.

Yes, Jesus Christ has kept all of God’s Law perfectly for us and has paid the price in full for our lack of

keeping it, “For we have not an high priest which cannot be touched with the feeling of our

infirmities; but was in all points tempted like as we are, yet without sin. Forasmuch as ye know that

ye were not redeemed with corruptible things, as silver and gold, from your vain conversation

received by tradition from your fathers; But with the precious blood of Christ, as of a lamb without

blemish and without spot: Who verily was foreordained before the foundation of the world, but was

manifest in these last times for you, Who by him do believe in God, that raised him up from the

dead, and gave him glory; that your faith and hope might be in God.” (Heb. 4:15; 1 Pet. 1:18-21 KJV)

Accordingly, never-ending sufferings in hell can be and are completely avoided only by having heart-

deep faith in Jesus Christ as one’s personal Savior and Lord.

Concerning life in this world, unbelievers are punished now with suffering and affliction because of

their sins, and later they will be punished in hell if they do not repent and come to faith in Christ

while they are yet in this world, for “I will punish you according to the fruit of your doings, saith the

LORD: and I will kindle a fire in the forest thereof, and it shall devour all things round about it. For,

behold, the LORD cometh out of his place to punish the inhabitants of the earth for their iniquity: the

earth also shall disclose her blood, and shall no more cover her slain.” (Jer. 21:14; Isa. 26:21 KJV)

Nevertheless, suffering and afflictions are part of life in this world for Christians too, and the

believer’s sufferings are sometimes greater than the unbelievers which causes us Christians to

wonder why; yes, it’s as Asaph the psalmist writes: “as for me, my feet were almost gone; my steps

had well nigh slipped. For I was envious at the foolish, when I saw the prosperity of the wicked. For

there are no bands in their death: but their strength is firm. They are not in trouble as other men;

neither are they plagued like other men. Therefore pride compasseth them about as a chain;

violence covereth them as a garment. Their eyes stand out with fatness: they have more than heart

could wish. They are corrupt, and speak wickedly concerning oppression: they speak loftily. They set

their mouth against the heavens, and their tongue walketh through the earth. Therefore his people

return hither: and waters of a full cup are wrung out to them. And they say, How doth God know?

and is there knowledge in the most High? Behold, these are the ungodly, who prosper in the world;

they increase in riches. Verily I have cleansed my heart in vain, and washed my hands in innocency.

For all the day long have I been plagued, and chastened every morning. If I say, I will speak thus;

behold, I should offend against the generation of thy children. When I thought to know this, it was

too painful for me; Until I went into the sanctuary of God; then understood I their end. Surely thou

didst set them in slippery places: thou castedst them down into destruction. How are they brought

into desolation, as in a moment! they are utterly consumed with terrors. As a dream when one

awaketh; so, O Lord, when thou awakest, thou shalt despise their image. Thus my heart was grieved,

and I was pricked in my reins. So foolish was I, and ignorant: I was as a beast before thee.

Nevertheless I am continually with thee: thou hast holden me by my right hand. Thou shalt guide me

with thy counsel, and afterward receive me to glory. (Psalm 73:2-24 KJV)

Oh beloved, we Christians have the forgiveness of sins but we still dwell in sinful flesh and we sin

daily in thoughts, words, and deeds. Therefore, our heavenly Father chastens us by permitting

affliction and suffering to come upon us so that we daily repent of our sins and cling more firmly to

Christ Jesus in heart-deep faith as our personal Savior and Lord in order that we remain delivered

from eternal doom in hell. The Holy Bible clearly states the case: “ye have forgotten the exhortation

which speaketh unto you as unto children, My son, despise not thou the chastening of the Lord, nor

faint when thou art rebuked of him: For whom the Lord loveth he chasteneth, and scourgeth every

son whom he receiveth. If ye endure chastening, God dealeth with you as with sons; for what son is

he whom the father chasteneth not? But if ye be without chastisement, whereof all are partakers,

then are ye bastards, and not sons. Furthermore we have had fathers of our flesh which corrected

us, and we gave them reverence: shall we not much rather be in subjection unto the Father of spirits,

and live? For they verily for a few days chastened us after their own pleasure; but he for our profit,

that we might be partakers of his holiness. Now no chastening for the present seemeth to be joyous,

but grievous: nevertheless afterward it yieldeth the peaceable fruit of righteousness unto them

which are exercised thereby.” (Heb. 12:5-11 KJV) So, let’s remember that God lovingly chastens us in

order that we remain in the faith, grow in the faith, and depart this life in the faith and arrive safely

in heaven.

The reality for Christians in this world is: “all that will live godly in Christ Jesus shall suffer

persecution. But evil men and seducers shall wax worse and worse, deceiving, and being deceived.”

(2 Tim. 3:12-13 KJV) Indeed, and we Christians also need to keep the following words of Holy

Scripture in mind: “this is thankworthy, if a man for conscience toward God endure grief, suffering

wrongfully. For what glory is it, if, when ye be buffeted for your faults, ye shall take it patiently? but

if, when ye do well, and suffer for it, ye take it patiently, this is acceptable with God. For even

hereunto were ye called: because Christ also suffered for us, leaving us an example, that ye should

follow his steps: Who did no sin, neither was guile found in his mouth: Who, when he was reviled,

reviled not again; when he suffered, he threatened not; but committed himself to him that judgeth

righteously: Who his own self bare our sins in his own body on the tree, that we, being dead to sins,

should live unto righteousness: by whose stripes ye were healed. For ye were as sheep going astray;

but are now returned unto the Shepherd and Bishop of your souls.” (1 Pet. 2:19-25 KJV)

Luther rightly remarks: “The rule is: If you would have the fire, you must also have the smoke. If you

would be a Christian and a child of God, you must also bear what in consequence happens to you. In

a word, a Christian just because he is a Christian, is subjected to the dear, holy cross so that he must

suffer either at the hands of men or from the devil himself, who plagues and terrifies him with

tribulation, persecution, poverty, and sickness, or within, in the heart, with his poisonous darts. The

cross is the Christian’s sign and watchword in the holy, precious, noble, and blessed calling which is

taking him to heaven. To this calling we must do justice, and we must accept as good whatever it

brings.” (What Luther Says, #680) Luther is correct, because in Acts 14:22 we read “that we must

through much tribulation enter into the kingdom of God.”

Jesus Christ our Savior says: “Think not that I am come to send peace on earth: I came not to send

peace, but a sword. For I am come to set a man at variance against his father, and the daughter

against her mother, and the daughter in law against her mother in law. And a man's foes shall be

they of his own household. He that loveth father or mother more than me is not worthy of me: and

he that loveth son or daughter more than me is not worthy of me. And he that taketh not his cross,

and followeth after me, is not worthy of me. He that findeth his life shall lose it: and he that loseth

his life for my sake shall find it.” (Matt. 10:34-39 KJV) Note well that the Christian’s cross of suffering

often includes strained family relations.

May each and every one of us Christians take the following words of our Lord to His disciples to

heart: “If any man will come after me, let him deny himself, and take up his cross, and follow me. For

whosoever will save his life shall lose it: and whosoever will lose his life for my sake shall find it. For

what is a man profited, if he shall gain the whole world, and lose his own soul? or what shall a man

give in exchange for his soul? For the Son of man shall come in the glory of his Father with his angels;

and then he shall reward every man according to his works.” (Matt. 16:24-27 KJV) Our works give

evidence of sincere faith in the Savior or a lack of such faith. Therefore, let us patiently bear the

sufferings and afflictions which come upon us that we may hold more firmly to Jesus as our Rescuer

from eternal ruin; and, let us not forget to faithfully and fervently pray to the Lord for ourselves and

for one another.
