Vol. LXXVI No. 4 April 2019 IIPA NEWSLETTER 65 years of excellence in the service of the nation 44 th APPPA Convocation held The convocation of the 44 th Advanced Professional Programme in Public Administration (APPPA), the flagship training programme of IIPA, was held on April 30, 2019. The programme which commenced on July 2, 2018 was sponsored by the Department of Personnel & Training (DoPT), Ministry of Personnel, Public Grievances and Pensions, Govt. of India. Lieutenant General Abhay Krishna, PVSM, UYSM, AVSM, SM, VSM, General Officer Commanding-in-Chief, Central Command, Lucknow was the Chief Guest during the occasion. Shri Surendra Nath Tripathi, Director, IIPA welcomed the guest as well as the participants and Shri Shekhar Dutt, Vice-President, IIPA presented the opening remarks. Shri T.N. Chaturvedi, Chairman, IIPA, gave the presidential address where he outlined, “APPPA programme does provide an opportunity to you all - when I say you, it means I am addressing the entire group with the different segments - to look during the break that you have to reflect on what you have been doing and how.” He expressed his gratitude for the gracious presence of the Lt Gen. Abhay Krishna and congratulated the participants of the forty-third APPPA on receiving their M.Phil degrees; and the participants of forty-forth APPPA on the award of Masters Diploma in Public Administration. The convocation address was presented by Lt. Gen. Abhay Krishna. While expressing his pleasure as a chief guest during the occasion he congratulated the participants and said, “Advanced Professional Programme in Public Administration is a unique course here drawing officers from the three Armed Forces, IAS, IPS and other Group-A Allied Services. Normally, the Armed Forces officers do not get exposed to the rigorous training on public administration which, I know personally, is very tough; it is not easy. 44th APPPA Convocation heldThe convocation of the 44th Advanced

Professional Programme in Public Administration (APPPA), the flagship training programme of IIPA, was held on April 30, 2019. The programme which commenced on July 2, 2018 was sponsored by the Department of Personnel & Training (DoPT), Ministry of Personnel, Public Grievances and Pensions, Govt. of India. Lieutenant General Abhay Krishna, PVSM, UYSM, AVSM, SM, VSM, General Officer Commanding-in-Chief, Central Command, Lucknow was the Chief Guest during the occasion. Shri Surendra Nath Tripathi, Director, IIPA welcomed the guest as well as the participants and Shri Shekhar Dutt, Vice-President, IIPA presented the opening remarks. Shri T.N. Climate Change by Dr. Shyamli Singh and Prof. V K Sharma (iii) Stakeholder Consultation on Real Estate Regulatory Act (RERA), 2016- Prof. K K Pandey, Dr. Sachin Chowdhry and Dr. Amit Kumar Singh (iv) Impact Assessment Study on the revised policy of verification of Characters and Antecedents; and The State of Art of Tribal Studies by Dr Nupur Tiwary. Prof. Ashok Vishandass, Programme Director,

presented a brief report of the programme detailing its contents, visits (rural, urban and foreign study) and special lectures by eminent personalities. Dr Kusum Lata, Co-Programme Director proposed the vote of thanks.

Lecture on National Security Lieutenant General Abhay Krishna, PVSM,

UYSM, AVSM, SM, VSM, General Officer Commanding-in-Chief, Central Command, Lucknow presented a lecture on National Security before the 44th APPPA convocation ceremony on April 30, 2019. Participants of the 44th APPPA programme along with IIPA faculty members attended the lecture. Shri S N Tripathi, Director, IIPA presided over the function and Dr Surabhi Pandey welcomed the guest.

Special Training Programme on e- Governance for Tunisian Administrators

A two-week Special Training Programme on e- Governance for Tunisian Administrators from the National School of Tunisia (ENA) was organised from April 15-26, 2019. It was sponsored by Indian Technical and Economic Cooperation (ITEC)

Programme, Ministry of External Affairs, Govt. of India. Prof. Vinod Sharma welcomed the guest and participants. The programme was inaugurated by the Director IIPA, Shri S. N. Tripathi and Dr. Charru Malhotra proposed the vote of thanks. On 26 April 2019, the valedictory function was attended by the Joint Secretary, MEA (ITEC) Ms Devyani; Director (ITEC) Hemendra Kumar Sharma; Director (Wana) Mr. Venkatraman; Ambassador of Tunisia H E Mr Nejmeddine Lakhal; and Charge De Affair Mr. Jamal.

National Conference on Product Liability and Consumer Protection

The Centre for Consumer Studies, Indian Institute of Public Administration, New Delhi in collaboration with the Department of Consumer Affairs, Government of India organised a National Conference on Product Liability and Consumer Protection on April 2, 2019. The aim of the conference was to enable better understanding of the law on product liability and its application in resolution of consumer grievances. More than 120

Prof. K.K. Pandey, an economist with expertise on municipal finance has over three decade of experience on urban finance and management. He is currently a Professor of Urban Management at IIPA with previous experience as Chief Economist HUDCO, Chief (Research & Training) HSMI of HUDCO and Senior faculty at National Institute of Urban Affairs. Prof. Pandey has provided expert advice to multilateral agencies, national government and provincial governments in India, financial institutions and city governments across the country. He has served, in this regard, as member of exert groups, drafting committees, working groups, national delegations, etc. He has several research reports, books, articles to his credit.

Dr. Sachin Chowdhry

Dr. Sachin Chowdhry is Associate Professor at IIPA with specialisation on urban governance and management, public policy analysis and basic services and infrastructure. He also worked with Twelfth Finance Commission and provided professional inputs to various committees/ working group on urban and public administration related issues. Dr. Chowdhry has around 15 years of professional experience. Professional activities of Dr. Chowdhry involves research and training on water supply and sanitation, Metropolitan planning, Evaluation of government of india’s flagship programmes - MNAREGA, Public Distribution System in selected states and Swarna Jayanti Shahri Rojgar Yojana.

ABOUT THE AUTHORDr. Nupur Tiwari is currently a Faculty member, Rural Administration and Panchayati Raj at the Indian Institute of Public Administration, IIPA, New Delhi. She is also the Coordinator for Centre for Public Policy, Planning and Development, IIPA.

Earlier, she served as Senior Consultant to the former Union Minister of Panchayati Raj, Shri Mani Shankar Aiyar, providing inputs on Local government. She has also served as faculty member at Centre for Rural studies, LBS National Academy of Administration, Mussoorie, where she was involved in training of the Indian Administrative service officers in areas related to Rural Development.

She has worked on Five Major Projects as Project Director, funded by IDRC, Irish Aid, Union Ministry of Panchayati Raj, Ministry of Rural Development and UNDP. She has prepared several Reports for Government of India.

Her current research interests include Decentralization and Local governance (Panchayati Raj), Gender Issues in Informal workforce and Tribal policy.

She has thirty five research papers/Articles published in National and International peer reviewed journals. She has authored three books/ Monographs and has contributed Chapters in eleven volumes. Four books on these issues are forthcoming.

She was a member of Thematic Group on Panchayati Raj and Local-self government constituted by Ministry of DoNER.

She was involved in the Expert Committee for Leveraging Panchayati Raj, Constituted by Ministry of Panchayati Raj, Government of India (November, 2012). She was recently nominated as the Domain Expert for the spot study for PM award for excellence in Public Administration (2014).

Sujit Kumar Pruseth He is currently a faculty member at Indian Institute of Public Administration, New Delhi dealing with urban affairs, public administration and policies. He was earlier a faculty member at National Law School of India University, Bangalore. He completed MA, M.Phil, PhD from JNU, New Delhi. He was trained by UN-HABITAT at Israel. He has served as Member, Kerala State Council of Science, Technology and Environment, Government of Kerala. A number of books are to his credit and he contributes regularly to national English dailies.

Progamme for the Presidents and Members of District Consumer Fora

The 105th Orientation Training Programme for the Presidents and Members of the District Consumer Fora was organised by the Centre for Consumer Studies, Indian Institute of Public Administration, New Delhi from April 8-12, 2019. It was sponsored by the Department of Consumer Affairs, GoI. Twenty-Nine Presidents and Members of the District Fora from Karnataka and Kerala attended the programme. The objective of the programme was to build the capacity of the Presidents and Members of the District Fora to enable the redressal mechanism function effectively. The programme was inaugurated by Hon’ble Mr Justice V. B. Gupta, Former Member, NCDRC. During the programme, the participants visited the National Commission and interacted with Hon’ble Mr. Justice R. K. Agrawal President, NCDRC. The programme was coordinated by Prof. Suresh Misra and Dr. Sapna Chadah.

Management Development Programme for Judicial Officers of UP

Two Management Development Programme (MDP) for Judicial Officers of Uttar Pradesh were organised from April 8-12 and 22-26, 2019 respectively. These have been sponsored by the

Law Department, Uttar Pradesh and Judicial Training and Research Institute, Lucknow. The objective of the programme was to bring about management development with regard to the different behavioural dimensions that have far reaching significance in the direction of organisational effectiveness. Dr. Surabhi Pandey was the programme coordinator.

Consultation programme on Dr. B.R. Ambedkar’s Thoughts

Dr. Ambedkar Chair in Social Justice, Indian Institute of Public Administration in collaboration with the Department of Political Science, Ram Lal Anand College, University of Delhi organised a day long consultation on the theme - Dr. B.R Ambedkar’s Thoughts on Socio Economic Transformation in the amphitheatre of the college on April 9, 2019. As a part of the event, poster making and creative writing competitions were organised on the theme, ‘Revisiting Ambedkar’. Programme for government officials of Bangladesh

Training Programme on Capacity Building

and Skill Development in India was organised for government officials of Bangladesh from April 20-24, 2019. It was sponsored by the Ministry of Social Welfare. The main objective of the sessions was to decipher the real time implementation aspects of social security and social safety to the participants. Programme coordinators were Dr. Charru Malhotra and Prof. Vinod K. Sharma.

• Director of IIPA, Shri S N Tripathi and Registrar, Shri Amitabh Ranjan made a courtesy call to

Hon’ble Vice President of I n d i a , S h r i M Venkaiah N a i d u a n d shared some publications of IIPA on April 10, 2019.

• Ministry of Micro, Small & Medium Enterprises, Government of India and IIPA entered into MoU on April 16, 2019 for collaboration and

FACuLtY newscooperation with each other and undertake certain activities jointly for strategies and policies on micro, small and medium enterprises. Director of IIPA, Shri SN Tripathi and Shri Ram Mohan Mishra, Additional Secretary & Development Commissioner, MSME signed the MoU. Dr. Arun Kumar Panda, Secretary, MSME, GoI, Shri Amitabh Ranjan, Registrar, IIPA, Prof K. K. Pandey and Prof. Geethanjali Nataraj were also present.

• Ambassador of Tunisia, H.E Mr Nejmeddine Lakhal invited IIPA programme participants,

Prof VK Sharma and Dr Charru Malhotra who were the programme directors of e-Governance programme for senior officials of Tunisia and senior officers of IIPA at reception hosted by him at his residence on the 26 April, 2019.

• Dr Nupur Tiwary was on Rajya Sabha TV for a Panel Discussion on Panchayati Raj : Future Agenda and Way forward on April 24, 2019. April 24 is also celebrated as Panchayati Raj Diwas.

• A meeting was convened by Secretary of the Ministry of Tribal Affairs (MoTA) to review the activities of IIPA’s Centre of Excellence (COTREX) and discussed the progress of the ongoing projects commissioned by MoTA on April 16, 2019. The review meeting led to number of constructive suggestions.

• Dr VN Alok gave a Lecture on Fiscal Federalism at National Defence College, Nay Phi Taw, Myanmar on April 24, 2019. Armed Forces officers including Judge Advocate General, Members of Parliament, Commanders of NDC and senior members of Myanmar Military and Police were present.

• Dr Shyamli Singh and Prof. Vinod K Sharma were felicitated by National Mission on Clean Ganga (NMCG) on the World Heritage Day observed on April 18, 2019.

• Dr Shyamli Singh was invited to a workshop on National Consultation on Climate Induced Loss & Damage on April 16, 2019 at Vigyaan Bhawan. She gave a presentation on "Capacity Building on L& D: Experiences from India".

• Two articles of Prof Govind Bhattacharjee were published in The Statesman newspaper.

Consumer Studies, IIPA, New Delhi organised the National Seminar on Consumer Protection and Awareness at the Auditorium of Towers Club Anna Nagar, Chennai on April 22, 2019. The event was inaugurated by Hon'ble Governor of Tamil Nadu Thiru. Banwarilal Purohit. Dr. D. Jothi Jagarajan.

Banwarilal Purohit in his inaugural address expressed appreciation to IIPA. Dr Mamta Pathania dealt elaborately on Consumer Protection Education and Awareness with a power point presentation. S.S. Dr Nupur Pavan Bang, Associate Director, Thomas Schmidheiny Centre for family enterprises, Indian School of Business, Hyderabad delivered the memorial lecture. The function was held under the guidance of Dr Ashok Bhan, Patron, IIPA and Er JBS Johar, Hony Vice-Chairman of the branch.

• The branch on April 8, 2019 organised a lecture on Clean Cities and Towns, A Way Forward by Dr GN Qasba, Senior Advisor Integrated Research and Action for Development, New Delhi. Shri Chander Mohan Gupta, Hon'ble Mayor, Jammu Municipal Corporation was the Chief Guest. Shri Sameer Rekhi, Hony. Secretary of the branch presented the formal vote of thanks.

Important Announcement: IJPAThe IJPA was approached by Professor Cameron Richards* representing the organizers of the ELLTA Conference: Perspectives on Leadership, Learning, and Social Enterprise in Asia (Bangkok 25-27th July, 2017) to see if it would be interested in considering for its special edition a selection of papers at the papers focused on public policies in sustainable development. The editorial team deliberated on it and recommended to the IIPA authorities to accept this proposition and request Professor Richards to formally guest edit and get the papers peer-reviewed, revised, and updated for publication as the Special Issue of our journal for the year 2019. The proposal was approved by the IIPA as well as SAGE Publications. Hence the forthcoming quarterly issue 65.3, September 2019 on : "Policy Planning Research for Sustainability in Asian Contexts" is forthcoming. Hence, we are not issuing call for articles for our special issue this year as we usually do. *Professor Cameron Richards is an Australian professor of interdisciplinary studies with extensive experience in the Asia-Pacific region - including with Nanyang Uni. Singapore, Chulalongkorn University in Thailand, and UTM in Malaysia.

This Scheme covers only willing candidates who appeared at the Interview Stage of a Commission's Examination. Such details include Name of the candidate, Father's/ Husband's name, Date of Birth, Category, Gender, Educational Qualifications, Total

The objective of the Scheme is to provide a useful database to other employers to enable them to identify good employable candidates.
