LEARNING AND EDUCATIONIIIT-Delhi subscribes to the view that a Master’s degree is primarily industry-focused, though it can be used as a stepping stone for research as well. The decision whether the degree is to be pursued for skill and knowledge up-gradation or also for building research skills should rest with the student. The Institute also believes that a student should be given an option of pursuing M.Tech. without assistantship so he/she can focus full time on the program, and possibly finish the program sooner, as compared to a student who is on Assistantship and so has to do part-time work in lieu of that.

The Institute feels that to address the needs of the industry, which today requires more specialized manpower as each field is getting more complex, it is desirable to provide specializations within CSE and ECE in the M.Tech. program. For this, the Institute permits a student to do an “M.Tech” in general or “M.Tech. with specialization”. In 2014, IIIT-Delhi has also started a new program in M.Tech. in Computational Biology (CB), which is an independent program like CSE and ECE.

Every year, during the summer, IIIT-D runs online summer refresher courses for the new incoming M.Tech. students.

There are various categories in M.Tech. as narrated below, for more information you may refer to PG regulations. (Refer PG Regulations on Page 2 & 3)

M.Tech. Student

• Full Time Regular students are those who register for full academic load.

• Full Time Sponsored students are working professionals of the industry/organizations approved by the institute. These students have to register for full academic load.

• Part Time Sponsored students are working professionals of the industry/organizations approved by the institute. These students don’t have to register for full academic load.

• Migration among various categories: Migration from part time to full time (and vice versa) is permitted. In particular, a full time student may be permitted to become a part-time student towards the completion of the program. Migration from Regular to Sponsored and vice-versa is also permitted. All migrations have to be requested along with supporting documentation by the student for approval by the PGC.

• Non-Degree Visiting student: A Non-degree Visiting Student is a student registered for a degree in a recognized Institute/University in India or abroad who has official permission from that

Institute/University to attend classes, to carry out research or to avail himself of laboratory or other academic facilities at IIIT Delhi for a period not exceeding six months. In the case of a student who is not an Indian national or Indian citizen, he/she will not be allowed to register for the course without valid passport and proper visa.

Admission

• As Full Time Student: Every year there will be notification in the month of April-May on our official website for admission to M.Tech. program. The eligibility criteria may vary from year to year. You can check the previous year’s eligibility criteria in the following link http://www.iiitd.ac.in/admission.

• As Full Time Sponsored/Part Time Sponsored Student: The guidelines will be communicated separately.

AFTER ADMISSION• After all the formalities for admission are over,

the student can apply for hostel facility on the campus (Details regarding Allotment of hostel are given in Hostel, Mess and Cafeteria section).

• The student will be allotted an institute roll number.

• The student will be provided with an institute email id.

• An ERP (https://erp.iiitd.edu.in) login will be created for the student for course registration.

• Identity card will also be issued at the Academic section. (A duplicate identity card is issued only on production of a copy of the police complaint filed regarding the loss of the identity card along with an application to the Academic section, and payment of Rs 200 to the Accounts section.)

• For labs, you need an access card which you can obtain from GM (Operations) in the Service Block. (A duplicate lab card is given on payment of Rs 200 to the Accounts section and a formal application to the GM (Operations))

• Though classes generally start at 9 am, the student needs to go through the time table for schedule of classes for the courses registered.

• The Student has to register in AICTE portal for stipend. (Details are given in financial assistance section)

• For issuance of books, you have to register in the Library with your I-Card.

PLAGIARISM

IIIT Delhi wishes to maintain global academic standards in its own education system and does not tolerate any form of academic dishonesty. Almost all violations of academic honesty in course submissions (homework assignments, project reports) are instances of plagiarism. Academic dishonesty is displayed when some part(s) of a student’s assignment are someone else’s writing/idea/art (for example a friend, a solution manual, a website), but the student claims it as his/her own by not explicitly making it clear that these parts are someone else’s.

If, for whatever reason, a student has to use some existing work, the student cannot copy and can only borrow. Therefore, it is the student’s responsibility to explicitly indicate which parts are borrowed. A student is allowed to borrow definitions, formulae, figures, one sentence, etc. by (1) attributing it to the original source and (2) making it absolutely clear that the copied part is not the student’s own (a student needs to do both). FEE STUCTURE AND PAYMENTAcademic and Hostel Fee can be paid online through ERP (https://erp.iiitd.edu.in). Alternatively, a demand draft in favour of “IIIT-Delhi Collection Account” paybable at “Delhi” may also be deposited in the Accounts section. A discount of Rs. 500/- shall be allowed on payment through electronics mode i.e. Credit/Debit card and Net Banking Schedule. The structure of payment is given below:

Total course fees for the M.Tech. program is Rs. 2.5 lakhs, excluding campus maintenance charges. The payment schedule is:

• Rs. 55,000 fee (including security money of Rs. 5000) payable at the time of accepting the offer of Admission.

• Rs. 65,000 (including Rs. 15000 Campus Maintenance charges) at the start of Semester I in July-August.

• Rs. 1,00,000 at the start of Semester II of the program, and

• Rs. 65,000 (including Rs. 15000 campus maintenance charges) at the start of Semester III of your program.

ACADEMIC CALENDER AND TIMETABLE

A week wise Academic Calendar is prepared every semester for the reference of students and faculty narrating various academic events in a semester. There are two regular semesters and a summer term in a year. Most courses are taught in the regular semesters.

• Semester I (Monsoon Semester) Starts around the first week of August and ends by November.

• Semester II (Winter Semester) Starts around the first week of January and ends by April.

• Summer Term starts around the middle of May and ends by middle of July.

There will be a general calendar for M.Tech., Ph.D and B.Tech (3rd & 4th year) for each semester.

IT Support

• IIIT-D has truly world class, campus-wide state of the art information technology tools that are designed to meet the computing and communication needs of the institute, which has a fast, reliable and rugged computer network of more than 500 Nodes.

• All the hostels, faculty blocks, administrative block, library, classrooms and residences, are connected through redundant 10 gigabit fiber backbone network. All the blocks are connected through layer 2 & 3 switches to provide 1Gbps connectivity at the user end. Every hostel room has a dedicated LAN connection to provide round the clock access to resources on the net. Wireless network with 92 access points is also enabled in the faculty block, library, classrooms and hostel blocks.

IIIT-D, an institute leading in education and research relevant to the current technologies and needs of industry, is running several labs to support its teaching and research work being carried out by its faculty members, research scholars and students, in both CSE and ECE streams. All research labs are located in Faculty and Research block while all teaching labs are housed in the Library and Information Center on the campus. Research labs, associated with focused research groups, are working in areas of IT and Electronics, while teaching labs help students understand theoretical concepts taught in the course of their study. The Library and Information Center of the Institute is housed in a separate building in its Campus. It is an information hub catering to the requirements of its users comprising students, PhD/Research scholars, faculty and staff members. It supports the teaching, learning and research activities of the institute. The Library is fully automated using RFID Technology with EM Security System.

The Library is enriched with a huge collection of books and journals/magazines in the areas of Computer Science, Electronics and Communications, Mathematics and Statistics, Humanities and Social Sciences, Sciences, etc. It subscribes renowned e-resources such as ACM Digital Library, Elsevier Science Direct, IEEE/IET Electronic Library, JSTOR,

IIIT Delhi provides accommodation to students wishing to reside in the hostels. At present there are two hostels, one for the boys having 372 seats and another for the girls with 164 seats. Each room in the hostels is provided with a cot, a table, a chair, a bookshelf, an AC and a ceiling fan. Internet connectivity has also been extended to the hostels.

There is a common mess for the boys and girls which functions during the working semester. During the winter and summer vacations, a special mess is run for students who are required to stay in the hostels for pursuing academic, sports or cultural activities. It is compulsory for all hostel residents to avail the mess facilities. Day-scholars can eat in the mess by paying the meal cost as notified. In addition to the common mess, there are two cafeterias, one located in the academic building and the other in the common mess building which cater to the needs of the students and faculty.

Each hostel also has a Hostel Committee which is an advisory body comprising the Dean (Student Affairs) and the elected student representatives as its members. The Hostel Committee also coordinates with the Mess Committee for the

running of the messes. Students can relax in the evenings or on holidays, or spend their leisure time in the Common Room which is equipped with a TV, newspapers and magazines. Sports and other recreational facilities are available on the upper floors of the dining building.

An external security agency has been contracted for providing security at the hostels. The services of the security personnel are monitored by the GM (Operations). Besides, a Mess Committee is formed out of representatives from hostel committees and day-scholars. The Mess Committee monitors the quality, taste and hygiene of the food served in the mess. They also interface with the mess vendor to provide him with the feedback of students and effect changes in the weekly menu. Periodical review and inspection of the quality of food items also form part of their duties.

Hostel AllotmentBased on the recommendation of the Hostel Allotment Committee, hostel is allotted to eligible students by the Hostel in-Charge. Ph.D and M.Tech students along with the students from outside Delhi are given preference in hostel allotment.

Some Key Conduct Rules Regarding Hostel• Any act of intimidation or violence, wilful

damage to property and drunken riotous behaviour constitute an offence.

• Smoking, use of narcotics, consumption of alcoholic beverages and gambling are strictly prohibited.

• Damage caused to any room or common areas of the hostel, unless due to natural wear-and-tear, may be charged to individuals causing the damage or residents collectively.

• Hostel residents are not allowed to keep motorised vehicles on the campus.

• Cooking in the rooms is prohibited.• A student’s parents and other same-gender

guests may visit the student in his/her room from 8 am - 8 pm. Any other visitor can only be met in the common room of the hostel.

Online applications are invited during vacations for existing students. Based on the specified criteria, the allotment committee recommends the allotment and the list is published on website with instructions for necessary payments & possession. For new students, hardcopy/online request form is collected during admissions and allotment is made to eligible ones. In the boys’ hostel, rooms are available on single and double-seat basis, while in the girls’ hostel there is single and triple-seat arrangement. Only 60 per cent of the institute’s students can be accommodated in the hostels.

Students’ GuestsGuests of the hostel residents may be permitted to stay in the Guest Room, if available, of the hostel by the Dean (Student Affairs) on payment of the necessary charges. The charges are subject to change from time to time.

The institute is equipped with a number of indoor and outdoor sports facilities. The top floor of the Dining Block houses a gymnasium, table tennis and pool tables, while chess and carom boards are available in the hostel common rooms. The institute also has a multi-purpose sports field, two tennis courts, a basketball court, a volleyball field and two badminton courts.

If you want to pursue a hobby, you just need some like-minded people to start your own club, if not already in existence in the institute. These clubs not only improve your leadership skills but also help in building team spirit. Several student clubs in the institute enable them to enhance their talent in areas beyond academics. Some of the clubs at IIIT Delhi are on adventure, music, astronomy, software development, community work, dramatics, entrepreneurship, programming, dance, painting, design, photography, chess, quizzing, sightseeing and public speaking. These clubs enable students to share knowledge and mentor those looking to break into the field. The institute’s gym is equipped with facilities like treadmills, cross-trainer, recumbent bike, abdominal machine and dumbbells. A registration fee of Rs. 200 is applicable.

A number of literary and social activities take place on the campus throughout the year. ‘ESYA’ – Tech Fest is one of the biggest events on the campus every year in the first semester. In the beginning of 2014, IIIT-D students launched the first edition of the institute’s cultural fest entitled Odyssey, an event full of music, dance, drama and stupendous performances by renowned artistes. In addition, Research Showcase and other cultural events under Spic Macay are organized regularly. The cultural activities (arts and literary) for the year are planned together by the Student Council and the Cultural Secretary.

Students are also encouraged to help the society in some way or the other. Almost every student is involved with various NGOs all over the country.

Community Service

To help a student cope with any stress, a counsellor visits the institute every Thursday from 4 pm to 5 pm. Such meetings are strictly private and confidential.

The institute has kept “First Aid” kits which can be collected from the guards posted in the Academic and Hostel blocks by dialling the security’s extension number 592. For other medical help, following nearby hospitals are available:

Banarsidas Chandiwala Institute of Medical SciencesIt is located at Chandiwala Estate next to our campus, provides OPD facilities between 9am - 1pm every day except on Sundays and holidays. The students are offered a special rebate of 10% on the total bill, excluding the cost of medicines. The students are expected to show their identity card at the time of billing. The hospital offers treatment in all areas of healthcare except those needing Intensive Care facilities. It does not have an operational casualty round the clock however, as a special case the

hospital has extended the services of Resident Medical Officer available 24/7. Any student requiring Intensive care can be transferred to Apollo Hospital by the Hospital Ambulance. For help, call 49020269 and 49020200.

Irene Hospital located at DD-23, KalkajiIt is a 40-bed hospital with 24 hrs ICU and Emergency backup. It provides Free 24 hr Ambulance Services in case of emergency. The subsidized charges for IIIT-Delhi student in OPD are Rs 150/-per consultation. Also, a discount of 10% is available on any services of the hospital. The hospital’s phone number is 49922222.

Indraprastha Apollo Hospital in Sarita Vihar, Mathura Road, New DelhiIt is at the forefront of medical technology and expertise. It provides a complete range of latest diagnostic, medical and surgical facilities for the care of its patients. The hospital offers 10% Discount on Standard Apollo Health Check Packages for students and 5% discount on in-patient services on Room Rent & Investigations (Except Critical Care Beds). On the ground floor of the Dining block, a shop for basic supplies has been opened, which also offers photocopying/scanning facilities on payment basis. The students may also visit nearby markets in Govindpuri, Kalkaji and Nehru Place for purchasing consumer goods and other necessities.

The campus has HDFC ATM facility located on the ground floor of the dining block. Besides, a cheque drop box has been kept outside the Accounts Section in the Academic Building where the cheques meant to be deposited in the HDFC bank can be dropped by the account holders of HDFC. For education loan, fee receipts and opening of bank account, the students may contact the Accounts Section, which is housed on the first floor of Academic Block.

TRAINING AND PLACEMENTThe Placement Office is run and managed by an efficient team of office staff & students that handles all aspects of placements at IIIT Delhi. Right from contacting companies to managing all logistics of arranging for tests, pre-placement talks and conducting final interviews, the placement team provides its best possible assistance to the recruiters. FINANCIAL ASSISTANCETeaching AssitantshipFinancial Assistance is available for some students in the form of Teaching Assistantship. The same will be paid through AICTE-DBT to the students’ account directly.

Only full time regular students are eligible for assistantship. This will be viewed as remuneration for the academic work (teaching/research) being performed for the institute.

Basic Guidelines for Students with Financial Assistance

• Assistantships shall be awarded to M.Tech students based on the recommendations of the admission committee of the institute at the time of offer of admission. The norms for Assistantship for M.Tech students may be revised from time to time by IIIT-D Academic Senate.

• Chairman Senate may approve some exceptional cases on recommendation of Dean of Academic Affairs (DOAA).

• Assistantship or scholarship of Rs. 8000/- per month will be provided to the student for a maximum of 24 months from the date of starting the classes at IIIT Delhi after completion of all admission formalities.

• Scholarships are liable to be withdrawn, partially or wholly, in case of misconduct, deliberate concealment of material facts and/or supply of false information.

• Students leaving the Institute on their own accord without completing the program of study may be required to refund the amount of scholarship received during that year.

• During the tenure of the scholarship, the Assistantship holder shall not ordinarily receive any other scholarship, stipend, financial assistance or remuneration, etc., for any work except with the prior permission of the competent authority or as provided in the rules.

• The Assistantship may be suspended or terminated at any time on the grounds of misconduct on the part of the student concerned or on continued absence for more than one month except on medical grounds.

• The Assistantship stipend may be reduced or terminated for a period of up to one semester on account of poor academic performance, absence from the Institute without permission, or not carrying out the assigned tasks in a satisfactory manner.

• Students should have an Account in any bank in his/her Name (not Joint Account).

• Students will be provided with a unique id for login into AICTE-DBT. They have to enter their details and upload the scan copy of GATE Score Card, Adhar Card, bank passbook, Caste Certificate etc.

Award of Grade

Teaching Assistantship for M.Tech. students will be a ‘0’ credit course which will show up in Transcript. S (Satisfactory) or X (Un-satisfactory) grade will be allotted for the TA work.

REGISTRATION

Registrations

All M.Tech. students need to register themselves for each semester, including Summer Semester (Optional). There will be Academic and Administrative part for completing a registration. Some basic points are narrated below for your ready reference, but for details students

may refer PG regulations. (Refer PG Regulations Page 7 for more info)

There will be no manual registration. All the registration will be done in ERP. There will be prior notification if a course registration is done manually.

• All non-first year students need to do the pre-registration ahead the normal semester.

• In the first week of each Academic calendar the students have to do their normal registration with a specific time limit.

• A late pre-registration and late registration is allowed with some penalty as specified by PG regulations within a specific time limit.

• Beyond the late registration time limit students need the approval of DOAA for registering in a semester.

• If any discrepancies are found in the registration such as clashing between registered courses and leave beyond limits, the registration may be cancelled by DOAA. A student’s registration may be cancelled as part of disciplinary action.

so from Gate No 1. Resident students are not allowed to use their personal vehicles inside the campus. The vehicles entering the campus shall keep themselves to the left of the road. The campus is a No Horn Zone and a maximum speed of 20 km/hr is permissible. All day-scholars using their vehicles will have to display the car sticker prominently, while visitors’ vehicles shall do the necessary registration at the main gate at entry.

Vehicle Policy

Students are expected to abide by some conduct rules and maintain peace and discipline in the campus. They should follow the policies formulated by the institute from time to time for mutual benefit of the two sides. Most of the policies are given in this section.

Hostel residents are not allowed to keep a motorized vehicle inside the campus and any violation of this will attract strict penalty. In a bid to discourage use of private transport by day-scholars also, a nominal parking charge will be levied on those bringing their vehicles to the campus.

Parking Policy

IIIT-D has zero-tolerance policy on ragging, which is a punishable offence. The institute has formed an anti-ragging committee and squads. Besides, each student of the institute and his/her parents and/or guardian are required to submit a combined undertaking against ragging at the time of registration, which is a mandatory process.

All concerned officials of the institute, students, parents and guardians of the students, members of anti-ragging committee and squads need to adhere to the stipulations on the matter and effectively monitor and comply with the provisions made against ragging.

Indiscipline, which can lead to disciplinary action against a student, will include, but not be confined to, physical abuse of any person or any action that threatens or endangers the emotional well-being, health, or safety of any person; theft of or damage to property of the Institute; unauthorized entry to or use of the facilities of the Institute; obstruction or disruption of teaching, research, administration, hearing procedures, or other activities of the Institute; forgery, alteration, or misuse of documents or records of the Institute or, knowingly furnishing false information to the Institute; and violation of code of conduct & regulations of the Institute. Besides, failure or refusal to appear upon request or to cooperate in the investigation or hearing of cases of alleged offences; incidents of academic dishonesty such as copying in home assignments, term papers, reports etc. (or providing solution for copying), copying programs/codes, collaboration and taking help when disallowed, cheating or providing help in exams, proxy attendance, changing answer sheets after submission, etc., may also lead to disciplinary action against a student. All

cases /complaints of indiscipline shall be referred to the Disciplinary Committee, comprising at least three faculty members and two non-voting student representatives, except in some cases of cheating where the course instructor can take suitable action. A student, however, can appeal against the decision of the instructor at the Disciplinary Committee.

Students with authorized accounts may use the computing, networking, and other IT facilities for academic purposes, official Institute business, and for personal purposes so long as such use does not violate any law or any Institute policy. Users are expected to respect the privacy of other users and they may not allow any other person to use their password or share their account. IT Policy is appended to the end of this handbook (Appendix-III and IV)

STUDENT COUNCILThe Student Council (SC) has two (or three) representatives each from UG and PG batch who are elected every year. Once elected the representatives elect a secretary and a treasurer who are members of the council. The SC then proceeds to appoint a cultural coordinator, a sports coordinator and a technical coordinator. These coordinators are responsible for running various extra-curricular activities in the campus.

student related policies. • To facilitate communication between students, faculty, and administration of the

institute. • To represent the interests and concerns of students to the institute. • To improve the quality of student life at the institute.

The SC meets regularly to discuss various student activities and issues. Along with designing the non-academic calendar of the institute in consultation with the Dean of Student Affairs, the Student Council manages existing clubs through budgets and annual reports. It also decides which club to start.

Damage the institute’s property The institute’s buildings are under CCTV surveillance, and any damage caused to its property will be charged from those responsible in addition of disciplinary actions.

ANTI-SEXUALHARRASSMENT COMMITTEE

IIIT-D has constituted an Anti-Sexual Harassment Committee, whose main objectives are to ensure a harassment-free environment for all those who are studying or working in the institute, and to address any harassment complaint. The committee consists of a few male and female faculty members from the Institute as well as an external counsellor.
