Services had been involved with the North Carolina Correctional process for
the five (5) preVious years. During that period of time, it had been noied

for them. \'dth the inmate's concurrellce, generally I'rithout adequate dic:gnos-
tic evaluation, .job planning, or vocational planning. This project \'las
intended to allOl'1 for the necessary staff to carl'Y those functions out and
thereby determine if the rehabilitation pI'ocess could actuLllly benefit the
correctional work release program.
At the till~e this pl'oject \'las implemented, the N. C. DiVision of
Vocational Rehabilitation ~ervices had enjoyed a good ,~ol'king relationship
with the North Carolina Department of Correction. There \'Ias and is in
existence a cooperative agreement between the two agencies I'lhich clearly
delineates each parties' responsibilities.
